Responsible Artificial Intelligence for Insider Threat Mitigation

This report examines the application of artificial intelligence (AI) technologies for insider threat mitigation (ITM) programs in nuclear security facilities. Insider threat detection presents unique challenges due to the subtle and adaptive nature of these threats, the complex signatures involved, and the scarcity of available data for analysis. Traditional human-centered approaches, while essential, face limitations in processing large amounts of data continuously and detecting subtle patterns across multiple systems. AI technologies can potentially address these limitations by providing 24/7 monitoring capabilities, identifying complex patterns that might escape human observation, and offering consistent application of security criteria. However, the deployment of AI in nuclear security contexts introduces significant new risks, including workflow disruption, expanded attack surfaces, potential for misuse, and ethical concerns regarding privacy, fairness, transparency, safety, and security. The high-consequence nature of nuclear security decisions demands careful consideration of these risks and systematic approaches to their mitigation.

2022 Annual Site Environmental Report for Sandia National Laboratories, Livermore, California

A Historic Context and Mitigation Documentation for a Portion of the U12n Tunnel Ventilation and Containment Systems, Area 12, Nevada National Security Site, Nye County, Nevada

The National Nuclear Security Administration Nevada Field Office (NNSA/NFO) has proposed repurposing the U12n Vent Hole #2 (SHPO Resource S2488) and the U12n.10 Vent Hole (S2489) for water sampling in the U12n Tunnel. The vent holes are part of the historic ventilation system for the tunnel and are contributing elements to the U12n Tunnel Historic District (D84). In consultation with the SHPO, NNSA/NFO determined the undertaking will have an adverse effect on the vent holes. The NNSA/NFO and the SHPO negotiated a memorandum of (MOA) with stipulations to mitigate adverse effects. This submission is to comply with the stipulations in the executed Memorandum of Agreement Between the National Nuclear Security Administration Nevada Field Office, Environmental Management Nevada Program Office, and the Nevada State Historic Preservation Officer Regarding Repurposing of Portions of the Ventilation System of the U12n Tunnel Complex Located in Area 12 at the Nevada National Security Site. In accordance with the MOA, the manuscript provides a historic context that describes the development and functioning of the historic U12n Tunnel ventilation system for underground nuclear tests (Stipulation III.C). High resolution digital color images of the vent hole containment doors, nearby elements, and overviews were obtained and keyed to a map and a photo index (Stipulation III.A) (Appendix A). Lastly, Architectural Resource Assessment (ARA) forms were completed for each of the vent holes and Historic District D84 (Stipulation III.B) (Appendix B). The documentation including the historic context report, photographs, image files, and resource forms produced to fulfill the terms of the MOA will be archived with the Nuclear Testing Archive in Las Vegas (Stipulation III.D).

Women as a Force Multiplier for Bringing Nuclear Forensic Capabilities to the International Stage

In 2009, the US Department of Energy National Nuclear Security Administration’s (NNSA’s) Defense Nuclear Nonproliferation Program initiated a new nuclear forensics outreach effort under its Confidence Building Measures Program. Little did they know that the timing could not have been better. This article focuses on the early years (2009–2015) of the NNSA’s international nuclear forensics outreach, specifically the efforts and experiences of the women who helped establish this program, building it from a fledgling, bilateral effort into an enduring technical capacity provider engaging with dozens of countries and multilateral organizations. At the onset of the program, nuclear forensics was an emerging priority within the US Government and receiving increased focus from international organizations through high-level diplomatic efforts such as the Nuclear Security Summit and Global Initiative to Combat Nuclear Terrorism. Additionally, working-level initiatives were gaining traction through the International Atomic Energy Agency and the Nuclear Forensics International Technical Working Group. Over the next 6 years, a small team comprising a uniquely large number of women NNSA federal, contract, and national laboratory staff served as key leaders engaging with the international community to strengthen global technical nuclear forensics capacity and best practices. The program continues today under the Nuclear Smuggling Detection and Deterrence Program as Investigation Support. The experiences shared here detail a unique time period when the new technical discipline of nuclear forensics was beginning to mature and gain international traction. The authors have made every effort to remember history correctly and be as inclusive as possible. A wealth of training, guidance, and exercise documentation was developed in the 2009–2015 time frame, much of which still serves as the foundation for today’s even more extensive program and community of dedicated technical and diplomatic practitioners.

Optimization of selenium in CdZnTeSe quaternary compound for radiation detector applications

X- and gamma-ray detectors are increasingly becoming essential tool for science and technology in various fields include homeland security, nonproliferation, nuclear security, medical imaging, astrophysics, and high energy physics. Cd 1-x Zn x Te 1-y Se y (CZTS) is emerging as a next-generation compound semiconductor for such applications. CZTS was found to possesses a very low concentration of Te inclusions and free from sub-grain boundary networks. Being a quaternary compound with varying alloy composition, optimization of the composition was performed to determine the minimum amount of selenium required to produce CZTS with reduced defects. The optimized composition was found to be x=0.10 and y=0.02, i.e., Cd 0.9 Zn0.1Te 0.98 Se 0.02 , for excellent material properties as a radiation detector. The resulting material was free from sub-grain boundary networks and with a highly reduced concentration of Te inclusions. The bulk dark resistivity obtained was in the range of 1-3x1010 ohm-cm with the highest achieved mobility-lifetime product of ~6.6x10-3 cm2/V for the optimized CZTS composition. Impurity analyses were performed by the Glow Discharge Mass Spectroscopy (GDMS) technique, and the results showed relatively high impurity concentrations compared to commercial detector-grade CdZnTe. Thus, CZTS has room for further improvement with additional purification of the starting materials.

Former Director Sig Hecker to present classified colloquium on the end of nuclear testing

Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI) at Stanford University. He served as the Lab’s fifth director from 1986 to 1997 and is a Los Alamos National Laboratory Medal recipient. He is an internationally recognized expert in plutonium science, global threat reduction and nuclear security with wide research interests covering nuclear weapons policy, nuclear security, and the safe and secure expansion of nuclear energy.
