GSFC IVS Technology Development Center Report

This report summarizes the activities of the Goddard Space Flight Center's (GSFC's) International Very Long Base Interferometry (VLBI) Service (IVS)Technology Development Center from the establishment of IVS to the end of 2000. The report forecasts activities planned for the year 2001. The GSFC IVS Technology Development Center (TDC) develops station software including the Field System (FS), scheduling software (SKED), hardware including tools for station timing and meteorology, scheduling algorithms, operational procedures, and provides a pool of individuals to assist with station implementation, check-out, upgrades, and training.

Forecasting Solar Photovoltaic Power Production: A Comprehensive Review and Innovative Data-Driven Modeling Framework

The intermittent and stochastic nature of Renewable Energy Sources (RESs) necessitates accurate power production prediction for effective scheduling and grid management. This paper presents a comprehensive review conducted with reference to a pioneering, comprehensive, and data-driven framework proposed for solar Photovoltaic (PV) power generation prediction. The systematic and integrating framework comprises three main phases carried out by seven main comprehensive modules for addressing numerous practical difficulties of the prediction task: phase I handles the aspects related to data acquisition (module 1) and manipulation (module 2) in preparation for the development of the prediction scheme; phase II tackles the aspects associated with the development of the prediction model (module 3) and the assessment of its accuracy (module 4), including the quantification of the uncertainty (module 5); and phase III evolves towards enhancing the prediction accuracy by incorporating aspects of context change detection (module 6) and incremental learning when new data become available (module 7). This framework adeptly addresses all facets of solar PV power production prediction, bridging existing gaps and offering a comprehensive solution to inherent challenges. By seamlessly integrating these elements, our approach stands as a robust and versatile tool for enhancing the precision of solar PV power prediction in real-world applications.

Air compressor load forecasting using artificial neural network

Air compressor systems are responsible for approximately 10% of the electricity consumed in United States and European Union industry. As many researches have proven the effectiveness of using Artificial Neural Network inair compressor performance prediction, there is still a need to forecast the air compressor electrical load profile. The objective of this study is to predict compressed air systems’ electrical load profile, which is valuable to industry practitioners as well as software providers in developing better practice and tools for load managementand look-ahead scheduling programs. Two artificial neural networks, Two-Layer Feed-Forward Neural Networkand Long Short-Term Memory were used to predict an air compressors electrical load. Compressors with three different control mechanisms are evaluated with a total number of 11,874 observations. Here, the forecasts were validated using out-of-sample datasets with 5-fold cross-validation. Models produced average coefficient ofdetermination values from 0.24 to 0.94, average root-mean-square errors from 0.05 kW - 5.83 kW, and meanabsolute scaled errors from 0.20 to 1.33. The results indicate that both artificial neural networks yield goodresults for compressors using variable speed drive (average R 2 = 0.8 and no naïve forecasting), only the longshort-term memory model gives acceptable results for compressors using on/off control (average R 2 = 0.82 and no naïve forecasting), and no satisfactory results are obtained for load/unload type air compressors (models constituting active forecasting).

Flow Forecasting on New England’s Great River Hydro (CRADA 549) (Final Report)

Great River Hydro (GRH) is New England's largest conventional hydropower generator and operates sustainable hydropower systems in Vermont, New Hampshire, and Massachusetts. Several of GRH’s hydropower projects on the Connecticut River are largely constrained to operate as run-of-river; however, though a new FERC license they have opportunity in the form of flex hours where they are allowed to deviate operations to capture favorable market conditions or emergency operations. To maximize value from these new operations, GRH is considering new sources of forecasted inflow. Pacific Northwest National Laboratory (PNNL) is evaluating the quality of two commercial inflow forecasts for GRH under DOE Water Power Technology Office’s Notice of Opportunity for Technical Assistance: Improving Hydropower’s Value through Informed Decision Making. This project will provide an unbiased evaluation of the accuracy of inflow forecasts available through commercial vendors. GRH will use this information to support their decision on which inflow forecast to use under their new FERC license and to assess the overall value of the available inflow forecasting tools and practices. In this talk we will discuss details of the near real-time forecast evaluation process, the metrics involved in the evaluation, and some preliminary results. In addition, we’ll touch on the second phase of the project which involves evaluating scheduling strategies that identify windows of opportunity to change operations in ways that increase profit through participation in day ahead and real time markets.

Development of the Centralized Storm Information System (CSIS) for use in severe weather prediction

The centralized storm information system is now capable of ingesting and remapping radar scope presentations on a satellite projection. This can be color enhanced and superposed on other data types. Presentations from more than one radar can be composited on a single image. As with most other data sources, a simple macro establishes the loops and scheduling of the radar ingestions as well as the autodialing. There are approximately 60 NWS network 10 cm radars that can be interrogated. NSSFC forecasters have found this data source to be extremely helpful in severe weather situations. The capability to access lightning frequency data stored in a National Weather Service computer was added. Plans call for an interface with the National Meteorological Center to receive and display prognostic fields from operational computer forecast models. Programs are to be developed to plot and display locations of reported severe local storm events.

Estimating the cost of major ongoing cost plus hardware development programs

Approaches are developed for forecasting the cost of major hardware development programs while these programs are in the design and development C/D phase. Three approaches are developed: a schedule assessment technique for bottom-line summary cost estimation, a detailed cost estimation approach, and an intermediate cost element analysis procedure. The schedule assessment technique was developed using historical cost/schedule performance data.

Predicting Airport Runway Configurations for Decision-Support Using Supervised Learning

One of the most challenging tasks for air traffic controllers is runway configuration management (RCM). It deals with the optimal selection of runways to operate on (for arrivals and departures) based on traffic, surface wind speed, wind direction, other environmental variables, noise constraints, and several other airport-specific factors. It affects the efficiency of the National Airspace System (NAS) and both surface and airspace operations can benefit from better understanding future runway configurations. In this paper, we present a comprehensive implementation of predictive models for runway configuration estimation from large volumes of historical data. Specifically, operational data from two full years (2018 and 2019) is collected, analyzed, and fused together to build the data product used in this work. The data set differs from prior work in the field in terms of its scope, resolution, and variety of factors collected and considered. Meteorological data is collected from two different sources – current weather conditions from METAR (Meteorological Terminal Aviation Routine Weather Report) and forecast weather conditions from Localized Aviation MOS Program (LAMP). Operational data from the Federal Aviation Administration (FAA) Aviation System Performance Metrics (ASPM) related to scheduled and actual number of arrivals and departures, average taxi times, etc. are collected. NASA’s Sherlock Data Warehouse is used to identify critical information such as go-arounds, and other events that might impact RCM decision-making. All data is collected and aggregated over 15-minute intervals throughout the two years. This provides a resolution like the timescales that might be necessary for runway configuration management decision-making. A variety of supervised learning algorithms are tested including Support Vector Machine, Random Forest, Gradient Boosting, etc. including tuning of the model hyperparameters. The modeling process is applied and presented on two representative U.S. airports – Charlotte Douglas International Airport (KCLT) and Denver International Airport (KDEN). The two airports present different levels of complexity in terms of the total number of configurations used and provide a balanced perspective on the generalizability of the developed approach to other airports in the NAS. Initial results are promising (F1 score of 0.91 at KCLT and 0.83 at KDEN) for data in the test set. The final paper will contain a comprehensive comparison between different models and model building strategies as well as further refined results. Most important predictors for each airport will be identified along with a discussion and recommendations on adapting the framework to other scenarios.

Robust Scheduling of Networked Microgrids for Economics and Resilience Improvement

The benefits of networked microgrids in terms of economics and resilience are investigated and validated in this work. Considering the stochastic unintentional islanding conditions and conventional forecast errors of both renewable generation and loads, a two-stage adaptive robust optimization is proposed to minimize the total operating cost of networked microgrids in the worst scenario of the modeled uncertainties. By coordinating the dispatch of distributed energy resources (DERs) and responsive demand among networked microgrids, the total operating cost is minimized, which includes the start-up and shut-down cost of distributed generators (DGs), the operation and maintenance (O&M) cost of DGs, the cost of buying/selling power from/to the utility grid, the degradation cost of energy storage systems (ESSs), and the cost associated with load shedding. The proposed optimization is solved with the column and constraint generation (C&CG) algorithm. The results of case studies demonstrate the advantages of networked microgrids over independent microgrids in terms of reducing total operating cost and improving the resilience of power supply.

A Global Building Occupant Behavior Database

This paper introduces a database of 34 field-measured building occupant behavior datasets collected from 15 countries and 39 institutions across 10 climatic zones covering various building types in both commercial and residential sectors. This is a comprehensive global database about building occupant behavior. The database includes occupancy patterns (i.e., presence and people count) and occupant behaviors (i.e., interactions with devices, equipment, and technical systems in buildings). Brick schema models were developed to represent sensor and room metadata information. The database is publicly available, and a website was created for the public to access, query, and download specific datasets or the whole database interactively. The database can help to advance the knowledge and understanding of realistic occupancy patterns and human-building interactions with building systems (e.g., light switching, set-point changes on thermostats, fans on/off, etc.) and envelopes (e.g., window opening/closing). With these more realistic inputs of occupants’ schedules and their interactions with buildings and systems, building designers, energy modelers, and consultants can improve the accuracy of building energy simulation and building load forecasting.

Southern Bhutan Ecological Forecasting Tech Paper: Modeling Asian Elephant (Elephas maximus) Habitat Suitability along the Southern Bhutan Border with NASA Earth Observations

Asian elephants (Elephas maximus) are a flagship species essential for the functioning of forest ecosystems, and they also have cultural significance in Bhutan. Elephants receive the highest legal protection as listed under Schedule I of the Bhutan Forests and Nature Conservation Act, 1995. Yet, they face threats of extinction due to poaching for ivory as well as the loss and fragmentation of their habitat. Due to the recent clearing of forests and the growing populations in these areas, there has been an increase in incidents of human-elephant conflict. These conflicts have been detrimental to farmer’s annual harvests and livelihoods and have led to retaliatory killing and injury of elephants in southern Bhutan. The DEVELOP Southern Bhutan Ecological Forecasting team partnered with the Bhutan Foundation and Bhutan Tiger Center to help address this problem. The team integrated NASA Earth observations, including Landsat 5 Thematic Mapper (TM), Landsat 8 Operational Land Imager (OLI), Terra Moderate Resolution Imaging Spectroradiometer (MODIS), and the Shuttle Radar Topography Mission (SRTM) to acquire information on land cover change and elephant habitat suitability along the southern border of Bhutan. The team utilized Esri ArcGIS Pro and Software for Assisted Habitat Modeling (SAHM) for data analysis, modeling, and visualization. The team used elephant occurrence data and environmental variables to model current habitat suitability for migrating elephant populations. This analysis provided partners with maps to inform decisions about the placement and conservation of elephant corridors and helped build their capacity to use satellite data for future studies and project planning.

Space Station Freedom Data Assessment Study

The SSF Data Assessment Study was initiated to identify payload and operations data requirements to be supported in the Space Station era. To initiate the study payload requirements from the projected SSF user community were obtained utilizing an electronic questionnaire. The results of the questionnaire were incorporated in a personal computer compatible database used for mission scheduling and end-to-end communications analyses. This paper discusses data flow paths and associated latencies, communications bottlenecks, resource needs versus availability, payload scheduling 'warning flags' and payload data loading requirements for each major milestone in the Space Station buildup sequence. This paper also presents the statistical and analytical assessments produced using the data base, an experiment scheduling program, and a Space Station unique end-to-end simulation model. The modeling concepts and simulation methodologies presented in this paper provide a foundation for forecasting communication requirements and identifying modeling tools to be used in the SSF Tactical Operations Planning (TOP) process.

Real-time applications for remotely sensed lightning observations

Real-time monitoring of lightning activity, including the estimation of the location where the flash strikes the earth, provides a basis for the assessment of the impact of both the lightning hazard and severe weather on daily test and operation schedules. Applications to range meteorology are considered, taking into account the Space Transportation System, the handling of explosive materials, and test operations. Attention is given to details regarding forecasting and nowcasting, a low-cost lightning display system for electrical storm tracking and the support of lightning research activities, two versions of employed software, an example of the storm diagnostics and display products which will be available from the next generation weather radar, and a summary of the evolution of 12 New Mexico thunderstorms.

Forecasting the demand potential for STOL air transportation

A process for predicting the potential demand for STOL aircraft was investigated to provide a conceptual framework, and an analytical methodology for estimating the STOL air transportation market. It was found that: (1) schedule frequency has the strongest effect on the traveler's choice among available routes, (2) work related business constitutes approximately 50% of total travel volume, and (3) air travel demand follows economic trends.

When to vaccinate for seasonal influenza: check the peak forecast

Background Seasonal influenza infects 5-20% of people every year in the United States, resulting in hospitalizations, deaths, and adverse economic impacts. To mitigate these impacts, influenza vaccines are developed and distributed annually; however, growing evidence suggests that vaccine effectiveness (VE) wanes over the course of a flu season. Delaying influenza vaccination for older adults has attracted attention as a potential public health strategy. However, given the uncertainties in seasonal peak, vaccine effectiveness, and waning rates, postponing vaccination could also lead to increased morbidity, motivating an evaluation of a range of potential scenarios. The aim of this study was to investigate favorable age group-specific vaccination schedules that could lead to the greatest disease burden reduction. Methods We systematically investigated a broad range of vaccination start times for five age groups under six combinations of initial effectiveness and waning rates, based on influenza cases and vaccine uptake data from 10 influenza seasons. We defined the most favorable vaccination schedule as the one that resulted in the greatest reduction in disease burden. Results In scenarios with fast waning, all age groups benefit from delaying vaccination regardless of initial VE and peak timing. In scenarios with slower waning, results are mixed. For the ≥65 group, high initial VE and slow waning suggests that in early-peaking seasons, early vaccination most effectively reduces disease burden, while in late-peaking seasons delaying vaccination is most effective. For the ≥65 group in medium and low initial VE, and slow waning scenarios, delaying vaccination appears to prevent the greatest number of cases, regardless of whether the season peaks early or late. Conclusion The most favorable vaccination schedule is sensitive to changes in initial VE, waning rate, and peak timing. Given estimates of these quantities from statistical and immunological models and observations, our methods can inform vaccination recommendations in order to most effectively reduce the annual disease burden caused by seasonal influenza. Specifically, accurate peak timing forecasts for the upcoming season have the potential to guide decisions on when to vaccinate.

Design considerations for a Digital Twin built to improve nitrification performance at a water resource recovery facility

A Digital Twin built around Activated Sludge Model No. 1 was deployed at a full-scale water resource recovery facility. Its design included a waste rate recommender system based on automatic scenario analyses, where influent loads and waste rates are varied to determine their impact on nitrification. At the same frequency as these scenario analyses, scheduled auto-calibrations allow for nitrifier maximum specific growth rate (μmax-NITO) soft sensing, the only kinetic parameter shown to require adjustment if the objective is aeration tank effluent ammonia forecasting accuracy. By integrating temperature forecasting over the next three sludge ages, this Digital Twin approach creates opportunities for advancing waste rate decisions in anticipation of seasonal temperature changes, optimizing ammonia control authority under varying influent loads, and furnishing valuable insights for future capital projects requiring nitrifier kinetic understanding and modelling.

Estimating the Need for Medical Intervention due to Sleep Disruption on the International Space Station

During ISS and shuttle missions, difficulties with sleep affect more than half of all US crews. Mitigation strategies to help astronauts cope with the challenges of disrupted sleep patterns can negatively impact both mission planning and vehicle design. The methods for addressing known detrimental impacts for some mission scenarios may have a substantial impact on vehicle specific consumable mass or volume or on the mission timeline. As part of the Integrated Medical Model (IMM) task, NASA Glenn Research Center is leading the development of a Monte Carlo based forecasting tool designed to determine the consumables required to address risks related to sleep disruption. The model currently focuses on the International Space Station and uses an algorithm that assembles representative mission schedules and feeds this into a well validated model that predicts relative levels of performance, and need for sleep (SAFTE Model, IBR Inc). Correlation of the resulting output to self-diagnosed needs for hypnotics, stimulants, and other pharmaceutical countermeasures, allows prediction of pharmaceutical use and the uncertainty of the specified prediction. This paper outlines a conceptual model for determining a rate of pharmaceutical utilization that can be used in the IMM model for comparison and optimization of mitigation methods with respect to all other significant medical needs and interventions.
