Seminar presentation on the economic evaluation of the space shuttle system

The proceedings of a seminar on the economic aspects of the space shuttle system are presented. Emphasis was placed on the problems of economic analysis of large scale public investments, the state of the art of cost estimation, the statistical data base for estimating costs of new technological systems, and the role of the main economic parameters affecting the results of the analyses. An explanation of the system components of a space program and the present choice of launch vehicles, spacecraft, and instruments was conducted.

Is the present stellar birthrate really determined by gas density

The assumption that the present star formation rate is determined primarily by the gas density is examined with respect to its consistency with the results of recent studies of supernovae rates in Sb and Sc galaxies and mean H I space densities in the disks of these galaxies. A recent reexamination of the mean gas density in the Sb and Sc galaxies is shown to imply that, if the 'clumpiness' of gas in the disks of these galaxies is similar, the gas density is not the primary factor in determining the overall present stellar birthrate.

Mapping of the moon: Past and present

The present work provides an outline of the history of the efforts to map the topography of the surface of the moon, from the days of pre-telescopic astronomy to the present. The first part of the book covers the time span from 1600 to 1960 and reproduces numerous examples of this early, earth-based selenographic work. The manned lunar missions in the 1960's revolutionized the science of lunar mapping with their high-resolution, close-range photography of the moon. In 1959, a comprehensive lunar mapping program was initiated by two DOD mapping agencies - the U.S. Air Force Aeronautical Chart and Information Center (ACIC) and the U.S. Army Map Service (AMS). In the course of this program, the cause of lunar mapping enlisted for the first time the services of professional cartographers; the outcome of their efforts speedily relegated all previous work into absolescence. The methods and results of this work are described, and the underlying principles of physical selenodesy are set forth, including the definition of lunar coordinates and the methods for a determination of three-dimensional coordinates of lunar features. A section is included on lunar mapping in the U.S.S.R.

A general description of Loran-C: Present and potential applications

Loran-C is a low frequency (100 kHz) pulse navigation system. The pulse format and phase stability of the system are of paramount importance for both navigation and time synchronization using this system. Present Loran-C installations operated by the U. S. Coast Guard cover much of the northern hemisphere. A recent government-wide decision has declared that Loran-C will be the U. S. Coastal confluence navigation system for the immediate future. Therefore, Loran-C stations are presently being installed or planned to cover the entire U. S. coastline.

Present and potential land use mapping in Mexico

The Mexican Water Plan (MWP) conducted studies of present and potential land use in Mexico using LANDSAT-1 satellite imagery. Present land use studies were carried out all over the country (197 million hectares); nine soil uses were mapped according to the first classification level recommended by the U.S. Geological Survey. Also 6.3 million hectares of land with advanced erosion were detected. Work was executed at a rate of 8 million hectares per month; reliability was 90% and the cost of only 0.1 cents/hectare. The potential land use study was performed in 45 million hectares at a rate of 4 million hectares per month and at a cost of 0.33 cents/hectare. Soil units according to FAO classification were delineated scale 1:1 million; interpretative maps were also prepared dealing with potential agricultural productivity carrying capacity for cattle, water, erosion risk, and slope ranges.

Outline and comparison of the possible effects present in a metal-thin-film-insulator-semiconductor solar cell

The advantages possible with the insertion of a thin-film insulating or semi-insulating layer between a metal and a semiconductor to form the MIS photovoltaic device have been presented previously in the literature. This MIS configuration may be considered as a specific example of a more general class of photovoltaic devices: electrode-thin-film-insulator-semiconductor devices. Since the advantages of the configuration were pointed out, there has been considerable experimental interest in these photovoltaic devices. Because the previous analysis showed that the introduction of the insulator layer could produce several different but advantageous effects, this paper presents a further outline giving a comparison of these effects together with their ramifications.

Spacelab experiment computer study. Volume 1: Executive summary (presentation)

A quantitative cost for various Spacelab flight hardware configurations is provided along with varied software development options. A cost analysis of Spacelab computer hardware and software is presented. The cost study is discussed based on utilization of a central experiment computer with optional auxillary equipment. Groundrules and assumptions used in deriving the costing methods for all options in the Spacelab experiment study are presented. The groundrules and assumptions, are analysed and the options along with their cost considerations, are discussed. It is concluded that Spacelab program cost for software development and maintenance is independent of experimental hardware and software options, that distributed standard computer concept simplifies software integration without a significant increase in cost, and that decisions on flight computer hardware configurations should not be made until payload selection for a given mission and a detailed analysis of the mission requirements are completed.

Tutorial: angiocardiography, past and present

The contribution of X-ray methodology and angiocardiography in the ability to study cardiac and cardiovascular function is presented. Angiocardiography remains the most reliable method for determination of overall chamber size and shape particularly in the face of disease states of varying etiologies. It also presents the most accurate means for obtaining dimensional information concerning the heart and blood vessels without the use of surgery or attachment of transducers.

FY 1978 scientific and technical reports, articles, papers, and presentations

Abstracts of 73 technical papers published or presented by MSFC personnel in FY-78 are presented. In addition, over 400 papers by contractors to that facility are listed along with the STAR document number for each report. Titles of 208 additional papers already cleared for publication are included.

Present status of GaAs

An extensive literature survey on GaAs was carried out for the period December 31, 1970, to December 31, 1977. The increasing interest in GaAs device structures increased steadily during that period. The leading research and development centers and the specific areas of interest were identified. A workshop on GaAs was held in November 1977 to assess the present status of melt-grown GaAs and the existing needs for reliable chemical, structural, and electronic characterization methods. It was concluded that the present available bulk GaAs crystals are of poor quality and that GaAs technology is lagging demonstrated or potentially feasible GaAs devices and systems.

Present status of marine gravity

The technique of measuring gravity at sea was greatly improved by the development of spring-type surface-ship gravimeters which can be operated in a wide variety of sea conditions. A brief review of the most recent developments in marine gravity is presented. The extent of marine gravity data coverage is illustrated in a compilation map of the world's free-air gravity anomaly maps of the world's oceans. A brief discussion of some of the main results in the interpretation of marine gravity is given. Some comments made on recent determinations of the gravity field in oceanic regions using satellite radar altimeters are also presented.

Present obliquity oscillations of Mars - Fourth-order accuracy in orbital e and I

A long period analysis of solar system orbital evolution, correct to fourth order in orbital eccentricities and inclinations (Bretagnon, 1974), and an improved value of the planet's moment of inertia (Reasenberg, 1977) have been incorporated in a recalculation of the obliquity oscillations of Mars. A linearized solution predicts a maximum oscillation amplitude of 13.6 deg centered on a long-term average value of 24.4 deg. A numerical integration of the obliquity for the past 10,000,000 years is also presented. Epochs of minimal oscillation like the present occur at intervals of the order of 4 m.y.
