eGridGPT: Trustworthy AI in the Control Room

This report outlines the synergy between human decision making and generative artificial intelligence (GenAI), where GenAI supports power system operators by analyzing procedures, suggesting actions, simulating scenarios with physics-based digital twins, and recommending optimal decisions. This report is the first research effort to apply large language models (LLMs), a type of GenAI, in the power grid control room. The authors describe the Electric Grid Generative Pretrained Transformer (eGridGPT), an LLM that virtually assists system operators. Developed with cybersecurity and regulatory requirements in mind, eGridGPT represents an opportunity to responsibly evolve control room technologies to meet the needs of a rapidly changing grid. As an innovative concept, eGridGPT seeks to spearhead productive discussions about the advanced technologies in the control room of the future amid the transition to clean energy.

Comparative Analysis of Inter-Area Oscillations in the US Eastern and Western Interconnections

This paper presents a comparative analysis of interarea oscillations in the US Eastern and Western Interconnections using frequency disturbance data collected from the advanced wide-area Frequency Monitoring Network (FNET/GridEye), enabling us to investigate and compare the oscillation characteristics of both regions. The study analyzes the statistical data from the two interconnections, including total oscillation events, average dominant frequencies, damping ratios, and maximum amplitudes. We also explore the impact of seasonal and daily variations on oscillation occurrences and the influence of different grid topologies and operational practices. The results provide insights into both interconnections' stability and control characteristics, offering valuable information for power system operators to enhance grid stability and oscillation suppression measures.

European Union's Action Plan for Power Sector Decarbonisation

A collaborative report from the Clean Energy Ministerial (CEM) on Lessons Learned for Rapid Decarbonization of Power Sectors was delivered to energy ministers and presented at CEM13 in the United States in September 2022. In light of these lessons learned and discussed at CEM13, several countries signaled intent to develop Action Plans for power sector decarbonization that will be presented at CEM14 in India. These action plans complement - but are differentiated from - other international power sector initiatives such as the Breakthrough Agenda - whose broad purpose is to raise collective ambition - and the Global Power System Transformation (G-PST) Consortium - whose goals are to convene power system operators to accelerate research innovations and foster peer learning. These action plans, supported by the 21st Century Power Partnership (21CPP) and other CEM workstreams via direct technical assistance and capacity building, are instead intended to focus on implementation actions given each country's existing power sector goals and activities and are an opportunity for countries to display leadership in power sector decarbonization. These action plans are voluntary, developed by each country individually, and can be viewed as a living document that is subject to change.

Short-Term Load Forecasting Considering EV Charging Loads with Prediction Interval Evaluation

Short-term load forecasting plays a critical role in power system planning and operation. Along with the electrification of various loads, electricity demands are becoming increasingly hard to predict. Notably, the recent rise in electric vehicles (EVs) has further contributed to this unpredictability. To address this issue, this paper proposes a probabilistic load forecasting strategy utilizing Gaussian process regression, structured in a day-ahead manner. While many works focus on deterministic prediction, probabilistic forecasting offers additional insights into variability and uncertainty, enabling more flexible and reliable operation for power systems. To enhance the accuracy of the load forecasting model, the inputs include features related to EV charging habits as well as commonly used weather information. The load forecasting results are evaluated using various metrics, including conventional ones that assess the accuracy of point forecasts, as well as additional metrics that test the reliability of prediction intervals. The proposed load forecasting method is finally tested on real residential power consumption data and EV charging data sampled from real-world sources. The results prove that the new features can greatly improve the performance of the load forecasting method.

Improving Short Term Predictability of Hydrologic Models with Deep Learning

Focal Area: Focal Area 2. Predictive modeling through the use of AI techniques and AI-derived model components; the use of AI and other tools to design a prediction system comprising of a hierarchy of models (e.g., AI driven model/component/parameterization selection). Science Challenge: A major challenge exists in the lack of reliable predictive modeling of water-cycle extremes using macro-scale hydrologic models that are driven by atmospheric climate data. This causes a critical knowledge gap in understanding the magnitudes, probabilities, and severity of droughts, rainfall, and flooding. Improved understanding of these extreme events requires more accurate modeling at high spatial and temporal resolutions. This shortcoming is especially apparent when complex couplings between atmospheric quantities and engineered systems emerge, such as during extreme precipitation or drought events and at intersections of atmospheric-land-fluvial-ocean systems. Added complexity around representing operations of engineered infrastructure leads to a limited capability to analyze the temporal and spatial implications of compounding extreme events across inland and coastal regions. This results in profound challenges for water and power systems operators, agriculture production, and regional infrastructure planning. The science challenge can be summarized as How can we use AI/ML to improve short term predictability of extreme water-cycle events and associated risk, especially compounding events and extreme rainfall patterns that result in flooding, to inland and coastal communities under different climate scenarios?

Optimal PMU Restoration for Power System Observability Recovery After Massive Attacks

Cyber-physically resilient power system operation requires rapid recovery of situational awareness after disastrous scenarios such as massive cyber attacks. In this article, the concept of optimal sequential restoration of Phasor Measurement Units is introduced, aiming at rapid recovery of power system observability in post-attack scenarios. Additionally, the observability recovery problem is formulated as a Mixed Integer Linear Programming problem to maximize the cumulative observability level gained over time during the restoration process. Three alternative objective functions-maximizing the number of observable buses, the number of observable branches, and the total amount of observable power flow-are considered. The effectiveness of the proposed optimal strategy is verified by comparing it with heuristic approaches on the IEEE 57-bus system.

Distributed Optimization Approaches with Discrete Variables in the Power Distribution Systems

Traditionally, centralized approaches have predominantly been used for the power system operation and control. With increasing penetration of small-scale distributed energy resources (DERs) in the distribution network, especially independently owned renewable resources, distributed algorithms can serve as a potential alternative for improving scalability, resiliency and addressing privacy concerns. However, the complexity of distributed algorithms significantly increases with the integration of the legacy devices, the operation of which depend on discrete control variables. This paper aims to provide a review of the distributed optimization algorithms incorporating discrete control variables for the power distribution system. While the research in this domain is still at its nascence, an extensive comparison of the approaches in the literature for applying quadratic penalty, branch and bound,ordinal optimization and proximal operator to handle discrete variables in the framework of ADMM and dual decomposition have been addressed. Future research direction in this field have been also provided.

Evaluating the Impacts of Coordination for Cascaded Hydropower Plants on the Mid-Columbia

The Mid-Columbia region in the U.S. Pacific Northwest includes seven large, cascaded hydropower plants with a combined nameplate capacity of nearly 14 GW. These plants have several different operators, and there is currently limited coordination among the operators. We develop a detailed model of the Mid-Columbia system that captures both river flow constraints and power system operations. We then place this detailed model within a production cost model of a 2030 system of the Western Interconnection to evaluate how coordination of the Mid-Columbia hydropower plants might impact operations throughout the interconnection. We find that coordination of the Mid-Columbia plants leads to more generation from the Mid-Columbia plants and increased revenues for the Mid-Columbia operators. This benefit is achieved primarily through better utilization of the storage reservoirs and decreased spill through the cascade. We also evaluate the impacts of look-ahead on production costs and find that longer look-ahead values result in lower system-wide production costs.

Fast Frequency Response using Reinforcement Learning-Controlled Wind Turbines

To fulfill the auxiliary grid services such as load regulation, spin and non-spin reserve, and frequency support during emergencies, power system operators often require certain wind farms to operate in de-loaded modes. By leveraging the fast response capability of wind farms, the reserved power in deloaded modes can significantly enhance the stability and reliability of power grids. This paper presents a novel methodology that incorporates wind turbines into reinforcement learning-based solutions for frequency response. The proposed approach employs the state-of-the-art reinforcement learning algorithm, surrogategradient- based evolution strategy (GSES), for continuous control of the wind farm output. Our methodology is tested on a modified IEEE-39 bus system, and simulation outcomes demonstrate that the proposed approach can reliably support the frequency of the power system and prevent unnecessary load shedding.

Economic evaluation of variable renewable energy participation in U.S. ancillary services markets

Variable renewable energy (VRE) is not yet meaningfully participating in U.S. ancillary services (AS) markets. VRE participation in AS markets could provide a new source of revenue for VRE resource owners to offset declining energy and capacity values and a new tool for power system operators to address emerging system constraints. This paper uses a price-taker dispatch model and historical prices to estimate the economic value of standalone and hybrid (battery-paired) VRE participation in AS markets, from the resource owner and electricity system perspectives, in each of the seven U.S. independent system operator and regional transmission organization (ISO/RTO) markets where ancillary service prices are set. Across ISO/RTO markets, average (2015–2019) simulated incremental revenues from power regulation market participation were 0.0–2.9 USD/MWh (+0–15% of revenue without participation) for standalone VRE owners and 1–33 USD/MWh (+1–69%) for hybrid VRE owners. However, ISO/RTO reserve markets are relatively thin and have the potential to become saturated by energy storage projects that are currently in ISO/RTO interconnection queues. In most markets, standalone and hybrid VRE could provide power regulation reserves during periods with high power regulation prices, suggesting that VRE participation in AS markets could have high system value. The analysis highlights the relevance of separate upward and downward power regulation products and indicates that ISOs/RTOs might consider initially focusing on enabling hybrid VRE provision of AS.

The Health and Climate Benefits of Economic Dispatch in China’s Power System

China’s power system is highly regulated and uses an “equal-share” dispatch approach. However, market mechanisms are being introduced to reduce generation costs and improve system reliability. Here, we quantify the climate and human health impacts brought about by this transition, modeling China’s power system operations under economic dispatch. We find that significant reductions in mortality related to air pollution (11%) and CO 2 emissions (3%) from the power sector can be attained by economic dispatch, relative to the equal-share approach, through more efficient coal-powered generation. Additional health and climate benefits can be achieved by incorporating emission externalities in electricity generation costs. However, the benefits of the transition to economic dispatch will be unevenly distributed across China and may lead to increased health damage in some regions. Our results show the potential of dispatch decision-making in electricity generation to mitigate the negative impacts of power plant emissions with existing facilities in China.

An Integrated Platform for Wind Plant Operations: From Atmosphere to Electrons to the Grid

Under the Atmosphere to Electrons to Grid project (A2e2g), the National Renewable Energy Laboratory (NREL) is developing an optimization platform for wind plant operations. The platform merges forecasting tools with aerodynamic and economic models in order to identify optimal operating schedules and controller functions that will maximize a wind plant's value streams for energy and other grid services. In this presentation, we will describe functionalities of the platform. We will also discuss the implications the use of the platform might have for understanding and valuing the capabilities of wind resources for power system operations.

Reliable Protection for an Inverter-Based Resources Dominant Grid: Technology Development and Field Demonstration

The project aimed to address the challenges posed by the rapid growth of inverter-based resources (IBR) such as solar, wind, and battery storage, which have fundamentally changed fault behavior, system strength, and protection performance in bulk power systems. Traditional protection schemes, designed for synchronous generator-dominated grids, are inadequate under high IBR penetration. Overall, the project materially advances protection modeling and simulation capabilities needed to maintain reliable grid protection under high IBR penetration. The results build utility confidence in operating power systems safely and reliably across a wide range of generation mixes, supporting grid modernization goals.

Brazil's Action Plan for Rapid Decarbonization of Power Sectors

A collaborative report from the Clean Energy Ministerial (CEM) on Lessons Learned for Rapid Decarbonization of Power Sectors was delivered to energy ministers and presented at the CEM13 in the United States in September 2022. In light of these lessons learned and discussed at CEM13, several jurisdictions signaled intent to develop Action Plans for power sector decarbonization. The first cohort of Action Plans was released at CEM14 in India in July 2023. The second cohort of action plans will be presented at CEM15 in Brazil. The Action Plans, supported by the 21st Century Power Partnership, and other CEM workstreams via direct technical assistance and capacity building, are intended to focus on select implementation actions, given each country's existing power sector goals and activities, and are an opportunity for countries to display leadership in power sector decarbonization. The Action Plans are organized in a framework for Planning, Building and Operating, as well as Stakeholder Engagement where appropriate based on country priorities. They complement, but are differentiated from, other international power sector initiatives such as the Breakthrough Agenda (whose broad purpose is to raise collective ambition) and the Global Power System Transformation Consortium (whose goals are to convene power system operators to accelerate research innovations and foster peer learning). These Action Plans are voluntary, developed by each country individually, not comprehensive of all activities within the jurisdiction, and are living documents that are subject to change.
