2023 Annual Site Environmental Report for Sandia National Laboratories, Livermore, California

Sandia National Laboratories is a multimission laboratory managed and operated by National Technology & Engineering Solutions of Sandia, LLC, a wholly owned subsidiary of Honeywell International Inc., for the U.S. Department of Energy’s National Nuclear Security Administration. The National Nuclear Security Administration’s Sandia Field Office administers the Prime Contract and oversees contractor operations at Sandia National Laboratories, California. Activities at this multi-program engineering and science laboratory support the nuclear weapons stockpile program, energy and environmental research, homeland security, micro-and nanotechnologies, and basic science and engineering research. The U.S. Department of Energy’s National Nuclear Security Administration and its management and operating contractor are committed to safeguarding the environment, assessing sustainability practices, and ensuring the validity and accuracy of the monitoring data presented in this annual site environmental report. This report provides a summary of environmental monitoring of information and compliance activities that occurred at Sandia National Laboratories, California during calendar year 2023 unless noted otherwise. Sandia National Laboratories is a multimission laboratory managed and operated by National Technology & Engineering Solutions of Sandia, LLC, a wholly-owned subsidiary of Honeywell International Inc., for the U.S. Department of Energy’s National Nuclear Security Administration. The National Nuclear Security Administration’s Sandia Field Office administers the Prime Contract and oversees contractor operations at Sandia National Laboratories, California. TRUST Contact Thermal Conductance (TRUST-CTC) Report: FY2022

The objective of the Delivery Environments (DE) Testbeds to Reduce Uncertainties in Simulations and Tests (TRUST) work package is to quantify and help increase confidence in specific areas of computational and experimental capabilities that are applicable to current and future delivery environments. More complete quantification of confidence in experimental and computational capabilities and the sufficient increase of confidence in those capabilities is critical to improving weapons engineering design, qualification, and assessment efforts that are critical to the current and future stockpile. Staff development will include cross-discipline training to provide engineers with experience in both numerical simulations and experimental methods. This work will use and provide feedback on analysis tools and experimental results databases for efficient and responsive engineering which are currently under development: engineering common model framework (ECMF), engineering quantification of margins and uncertainties (EQMU), test information management system (TIMS), and [WAVES] Analysis for Verified Engineering Simulation (WAVES).

SPAROW: Stochastic Programming and Related Optimization Workflows

SAND2026-16703O SPAROW: Stochastic Programming and Related Optimization Workflows is a Python library tool that facilitates the development and solution of stochastic programming problems. It provides a user-friendly class structure for defining stochastic programs through scenario-based representations of uncertainties. SPAROW incorporates multiple optimization strategies, including integer programming with all scenarios, progressive hedging, Benders decomposition, and Snoglode, a novel technique developed by Carnegie Mellon University. It also features interfaces to external solvers and functions that are commonly used in analysis workflows, making it applicable to a wide range of scientific and engineering design challenges, particularly in power grid planning. Soil Sampling Results for Closure of a Portion of Solid Waste Management Unit #16

The U.S. Department of Energy/National Nuclear Security Administration (DOE/ NNSA) and National Technology & Engineering Solutions of Sandia, LLC (NTESS), the management and operating contractor for Sandia National Laboratories/California (SNL/CA), has prepared this soil sampling results report for closure of a portion of Solid Waste Management Unit (SWMU) #16. The entire network of SNL/CA sanitary sewer lines, including building laterals, was identified as SWMU #16 under a Resource Conservation and Recovery Act (RCRA) Facility Assessment conducted for SNL/CA in April 1991 (DOE 1992). Along with the previous SWMU #16 investigation results (SNL/CA 2019), the results of this investigation are intended to support closure decisions by the San Francisco Bay Regional Water Quality Control Board (RWQCB), as discussed below. SNL/CA personnel completed upgrading its sanitary sewer discharge network in 2019. These upgrades included installing new sections of underground lines and decommissioning certain sections of the old piping system by capping in place. To date, several sections of the sewer line have been abandoned-in-place by capping as new sewer lines were installed or flow was rerouted to other existing lines. To formally close these abandoned sections of the sewer line, the RWQCB required that SNL/CA personnel collect soil samples to be analyzed for contaminants potentially released from the sewer lines. SNL/CA personnel hired Weiss Associates (Weiss) of Emeryville, California to prepare a sampling and analysis plan, implement the sampling plan and report the results of the investigation under Purchase Order #2166257. The Sampling and Analysis Plan for Partial Closure of Solid Waste Management Unit #16 (SAP) was submitted to the RWQCB on August 14, 2020 by Weiss on behalf of SNL/CA. The RWQCB approved the SAP on September 30, 2020 after Weiss updated the method detection limit and reporting limits for total polychlorinated biphenyls (PCBs) and individual aroclors. Soil sampling was conducted in accordance with the SAP except that fewer locations were sampled due to site constraints, as discussed below. This report presents the results of the sampling effort and documents all associated field activities including borehole clearing, soil sample collection, storage and transportation to the analytical laboratories, borehole backfilling and surface restoration, and storage of investigation-derived waste (IDW) for future profiling and disposal by SNL/CA waste management personnel.

Nuclear waste Educator's workshop: What and how do we teach about nuclear waste?

A workshop was held at the Massachusetts Institute of Technology (MIT) on July 25th and 26th, 2022. The objective was to develop a blueprint for educating next-generation engineers and scientists about nuclear waste management and disposal, which requires knowledge from diverse disciplines, including nuclear, chemical, civil, environmental, and geological science and engineering. The 49 participants included university professors, researchers, industry experts, and government officials from different areas. First, we have developed a list of key fundamental knowledge on waste management and disposal across the nuclear fuel cycle. In addition, we discussed strategies on how to teach students with diverse backgrounds through innovative teaching strategies as well as how to attract students into this area. Through the workshop, we identified the critical needs to (1) develop community resources for nuclear waste education; (2) synthesize historical perspectives, including past contamination and the management of general hazardous waste; (3) emphasize a complete life-cycle perspective, including proper waste management as the key component for energy sustainability; (4) teach students how to communicate about the key facts and risks to technical and non-technical audiences; and (5) accelerate the use of the state-of-art-technologies to attract and retain a young workforce. Furthermore, we aim to build a diverse, inclusive community that supports students in developing their own narratives about nuclear waste, particularly in recognizing that antagonistic views have been important to improving safety and protecting public health and the environment.

Reservoir Sediment Management and Monitoring Database

Overview This dataset compiles dam sediment management and monitoring information from surveys, case studies, and journal articles. Additionally, features described by the National Inventory of Dams (i.e., presence of sluice gates) are included to indicate known infrastructure features that may address sediment releases. The location and description of records from downstream monitoring gages are catalogued in order to help with tracking conditions over time (e.g., before and after management actions, as operations change, etc.). The data help address national scale understanding of challenges and solutions related to the accumulation of sediment behind a dam as well as downstream passage. Sediment trapping causes problems as it reduces storage capacity, disrupts dam and reservoir function, impedes access for recreation, alters water quality/habitat conditions, and contributes to riverbank and coastal erosion within the reservoir. Data compilation from a variety of sources is a first step towards assessing system-wide efficacy of management solutions. This dataset was developed under the Water Power Technologies Office funded effort which began as a Seedling on Reservoir Sedimentation Data, and was supported by the Reservoir Sedimentation Modeling Framework and Data Analysis project. These projects have addressed challenges in describing sediment transport, trapping, and management at dams throughout the US. Methodology An outer join on dams/reservoirs with surveys and survey reports (documented in the RESSED database, USBR or USACE databases, project websites, etc.) with the National Inventory of Dams, based on the NIDID to determine dams with documented management and/or sluice gates. Additional dams with documented management activity were identified through review of technical articles from the past 25 years in Journal of Hydrology, Journal of Water Resources Planning and Management, Geomorphology, Journal of Hydraulic Engineering, Water, Journal of Cleaner Production, International Journal of Sediment Research, Nature Scientific Reports, Earth Surface Processes and Landforms, and Environmental Science and Pollution Research. Individual records were created for each survey or management activity documented. To evaluate downstream sediment monitoring records, the nhdPlusTools and dataRetrieval packages in R were used to find gages within 10km of each dam in the management database. Length of record and location of matched gages were retrieved for those parameters relevant to sediment concentration or total sediment discharge.

Energy Storage Sizing, Placement and Valuation for Distribution Networks

SAND2023-05682O The Energy Storage Sizing, Placement, and Valuation for Distribution software allows a user to simulate sizing, placement, and operation of one or more storage assets on a distribution grid. Among its features are measuring differences to determine the best combinations, and options for configuring and comparing results. This new simulation capability leverages the Open Distribution System Simulator and the Hierarchical Engine for Large-scale Infrastructure Co-Simulation (HELICS). Transforming Energy Through Computational Excellence: High-Performance Computing for Energy Innovation

The challenges associated with energy efficiency of manufacturing and advanced materials often cannot be addressed through experimentation alone, whether because of scale, complexity, or practicality. High-performance computing (HPC) enables fast tackling of these challenges in the manufacturing sector - vital to achieving net-zero carbon emissions by 2050. The National Renewable Energy Laboratory (NREL) and industry partners leverage HPC to apply advanced modeling, simulation, and data analysis to improve manufacturing efficiency, explore new materials for energy applications, and develop technologies to manage carbon across the life cycle. From improving additive manufacturing processes to increasing the energy efficiency of jet-engine components, advanced computing can help manage emissions produced by manufacturing in a wide variety of ways.

HQ-Tracer

HQ-Tracer is a software plugin related to the open-source project Ghidra. It is used for taking an emulation instruction trace from open source platforms and displaying inside of Ghidra. It allows for software debugging, reverse engineering, and enables interactive forward and backward stepping and searching through the execution traces. Developing a Supply Chain Security Program

Amid growing concerns over foreign manufacturing for components and devices deployed in critical energy infrastructure, this research from the national labs will highlight best practices for developing and maintaining a supply chain security program. Tools for asset inventory, tips for developing and maintaining software- and hardware-bills-of-materials (SBOMs and HBOMs), recommended contractual language for vendor agreements, and identification of responsibilities will be shared. We discuss the one-time requirements to enable a successful supply chain security program and the best ways to operationalize this program for maximum impact, including development of robust practices for vulnerability tracking, patch management, and workarounds, with understanding of the reliability and uptime requirements for utilities. The recommendations shared are based on a cyber-informed engineering approach to identification of high-consequence impacts and the engineering controls related to supply chain management that can best mitigate these impacts. This approach allows for prioritization of resources. Additionally, we highlight relative up-front and ongoing costs associated with recommended controls. Viewers will leave with an understanding what a supply chain security program is, and what steps, prioritized for resource-constrained organizations, can build a robust program.

1. Physical Security Engineering by Design for Nuclear Facilities; 2. Nuclear Power Plant Site Security Management – A Security Strategy; 3. The UAE Women in Nuclear Energy Security

1. Security by design, or SeBD, is a comprehensive approach that integrates the physical protection system of a nuclear plant into every stage of its existence. This includes planning, designing, constructing, commissioning, and operating the facility, using a combination of analytical, physical, technological, and procedural measures. Essentially, SeBD involves intentionally applying and incorporating security into all aspects of design and operation throughout the entire lifecycle of a facility. By implementing this methodology throughout various phases such as program development, process implementation, staff training and procedures management in conjunction with plant equipment, facilities can be optimized to minimize security risks without compromising functional design requirements. This ultimately improves the overall security posture of the site and reduces the need for costly modifications or additional security resources post-design. 2. A site security strategy is a living document that is revised on a periodic or event-driven basis, ensuring that site security operations and corresponding procedures provide long-term, effective protection for the entire nuclear power plant (NPP) site. A site security strategy aims to mitigate threats across the entire NPP site via in-depth defense approaches and mutual support; therefore, if a layer is omitted or altered, then the effect across all layers must be re-evaluated. Therefore, the aim of the site security strategy is to provide an appropriate, scalable security regime that deters, denies, delays, and detects incidents and, equally importantly, reassures legitimate users and the regulator that due diligence and regulatory compliance have been achieved, ensuring that the site is safe and secure. Robust access control for vehicles and pedestrians is at the heart of the strategy. Vehicle and pedestrian searching and screening are seen as the strongest mitigation methods against vehicle- and pedestrian-borne attacks. The security strategy must also be supported through comprehensive staff training and the development of robust processes, procedures, and planning. If all these measures are to be effective, then training must be implemented during each phase of construction, partial operation/commissioning, and full operation. No single element of site security is completely isolated from the influence of other elements. Ideally, consideration of all key elements will result in a security strategy that is integrated and proportional to the threat and that does not over specify individual security solutions through the application of isolated measures but rather applies a holistic, all-encompassing approach. 3. When women enter the labor force, numerous positive outcomes emerge, including increased GDP, educational gains, and decreased maternal mortality. Despite these benefits, women's employment rates and equality vary significantly worldwide as does support for women in the workforce. This paper will explore the multifaceted benefits of women's employment, the factors influencing labor force participation rates, and the urgency to achieve gender equality as outlined in the 2015 United Nations Sustainable Development Goals (SDGs). It will then examine the emerging presence of women in the traditionally male-dominated nuclear field, specifically within the United Arab Emirates (UAE) as a testament to their resilience and determination to break social norms and advance gender equality.
