Overview of the 2021 SDP 3C Citation Context Classification Shared Task

This paper provides an overview of the 2021 3C Citation Context Classification shared task. The second edition of the shared task was organised as part of the 2nd Workshop on Scholarly Document Processing (SDP 2021). The task is composed of two subtasks: classifying citations based on their (Subtask A) purpose and (Subtask B) influence. As in the previous year, both tasks were hosted on Kaggle and used a portion of the new ACT dataset. A total of 22 teams participated in Subtask A, and 19 teams competed in Subtask B. All the participated systems were ranked based on their achieved macro f-score. The highest scores of 0.26973 and 0.60025 were reported for sub-task A and B, respectively.

2021 Radionuclide Air Emissions Report for Los Alamos National Laboratory, Revised October 2022

Provided is a revision to the Calendar Year 2021 Radionuclide Air Emissions Report for the Los Alamos National Laboratory (LANL). This report is a regulatory compliance deliverable for LANL under the Radionuclide NESHAP, 40 CFR 61 Subpart H. The revised report is needed to correct an error identified regarding generation of wind data files. These wind data files are used for plume modeling as part of calculating off-sites doses from monitored radionuclide air emissions sources. The error resulted from a software update by LANL’s meteorology team after new towers were added to the tower network. As a result of this error, incorrect wind frequencies were assigned to the different stability classes. This slightly affected the plume model calculations and subsequent off-site dose determinations for analyses using these wind files.

Guide to Determining Climate Zone by County: Building America and IECC 2021 Updates

This report describes the climate zone designations used by the U.S. Department of Energy (DOE) Building America Program. The report aims to help residential building stakeholders identify the appropriate climate zone designation for each county in the United States, including Hawaii and Alaska. Identifying the correct climate zone is important for many activities including residential construction projects, code compliance, energy analysis and modeling, and other analytical activities where climate zones impact the energy and moisture performance of residential buildings. This report supersedes the previous Building America publication: Guide to Determining Climate Regions by County, published in 2010. This report reflects climate designations used by the International Code Council (ICC) in the 2021 versions of the International Energy Conservation Code (IECC), the International Residential Code (IRC), and other codes produced by ICC. The information provided here and associated data should be used for the most up-to-date information regarding climate zone designations in the United States.

Mortality of older construction and craft workers employed at Department of Energy (DOE) nuclear sites: Follow‐up through 2021

Background To determine if construction and trades workers formerly employed at US Department of Energy (DOE) nuclear weapons sites are at significant risk for occupational diseases, we studied the mortality experience of participants in the Building Trades National Medical Screening Program (BTMed). Methods The cohort included 26,922 participants enrolled between 1998 and 2021 and 8367 deaths. Standardized mortality ratios were calculated based on US death rates. Cox models compared construction workers (n = 22,747; 7487 deaths) to two nonconstruction subpopulations: administrative, scientific and security workers (n = 1894; 330 deaths), and all other nonconstruction workers (n = 2218; 550 deaths). Results Mortality was elevated for all causes, all cancers, cancers of the trachea, bronchus, lung, kidneys, and lymphatic and hematopoietic system, mesothelioma, chronic obstructive pulmonary disease (COPD), asbestosis, transportation injuries, and other injuries, particularly accidental poisonings. There were 167 deaths from coronavirus disease 2019 (COVID-19), which was lower than expected using US death rates. Overall cause-specific mortality was significantly higher among construction workers than for internal comparison groups. Conclusions Construction workers employed at DOE sites have a significantly increased risk for occupational illnesses. Apart from COVID-19 deaths, this update: (1) found that mortality among construction workers is significantly elevated compared to the US population and significantly higher than in the internal comparison populations, and (2) confirmed excess risk for these workers for first employment after 1990. Cancer mortality risks are similar to the cancers identified for DOE compensation from radiation exposures. In conclusion, the high lung cancer risk supports the value of early lung cancer detection. Continued medical surveillance is important.

Summary of atmospheric characteristics of days with inland penetrating sea breezes from 2015 to 2021

Abstract Sea breezes penetrate inland more than 100 km. Using 7 years of meteorological observations, we have identified 470 cases of deep inland (>100 km) penetrating sea breezes at the Savannah River Site between March and October (27% of days) of 2015–2021. We compared measurements of temperature, dewpoint temperature, incoming solar radiation, cloud fraction, and lightning on days of sea breeze initiation, the day after the sea breeze passage, and all other nonsea breeze (NSB) days for these 8 months over the 7 years. Days of sea breeze initiation were found to have lower cloud fraction, higher temperature, and greater incoming solar radiation compared with NSB days. Variations occurred by time of year as days after the sea breeze passage were found to have higher dewpoint temperature than NSB days in the spring. Lightning density measurements indicated that residual sea breeze conditions could drive earlier initiation of deep convection on days following the sea breeze than normal non sea breeze days. This data set provides a 7‐year record of sea breezes which can be leveraged for future studies.
