Listening to the user: A case study

The managers of the NASA Scientific and Technical Information System consistently maintain that whatever scientific and technical information services and products are provided must be geared primarily to user needs and not simply system compatibility and convenience. A system evaluation study begun in 1973 and continued to the present is described. The thrust of this on-going examination is to regularly evaluate the usefulness of the present information system to those it is intended to serve, engineers and scientists working in their professional roles, and to identify areas and ways in which the system can be made more responsive to user needs. Techniques used have covered the range from personal, in-depth interviews to widely distributed questionnaires. The findings have been positive. Many refinements made to on-going programs and projects and new endeavors begun in direct response to stated user needs are discussed. In the main these needs are not unreasonable and thus can be responded to with cost effective system modifications.

SEASAT economic assessment. Volume 5: Coastal zones case study and generalization

The economic losses sustained in the U.S. coastal zones were studied for the purpose of quantitatively establishing economic benefits as a consequence of improving the predictive quality of destructive phenomena in U.S. coastal zones. Improved prediction of hurricane landfall and improved experimental knowledge of hurricane seeding are discussed.

SEASAT economic assessment. Volume 6: Arctic operations case study and generalization

The hypothetical development and transportation of Arctic oil and other resources by ice breaking super tanker fleets to the continental East Coast are discussed. The utilization of SEASAT ice mapping data is shown to contribute to a more effective transportation operation through the Arctic ice by reducing transportation costs as a consequence of reduced transit time per voyage.

SEASAT economic assessment. Volume 7: Marine transporation case study

The studies conducted of the potential use of SEASAT ocean condition data and resulting forecasts by dry cargo ships and tankers reached the following conclusions. The SEASAT ocean condition data and resulting forecasts could be usefully employed to route ships around storms, thereby resulting in reduced adverse weather damage, time loss and the related operating costs, and occasional catastrophic losses. These benefits are incremental benefits beyond those which present and future conventional ship routing procedures can supply. The values of the benefits are listed.

The Stanford-Ames portable echocardioscope: A case study in technology transfer

A battery powered echocardioscope is described which was clinically validated on both normal subjects and patients. Its single hand held transducer provides a one dimensional image of the moving cardiac anatomy in real time. Its major advantages over existing ultrasonoscopes are its simplicity, portability, dc operation, and potentially lower production costs. Its versatility and diagnostic value were demonstrated by experienced echocardiographers.

Commercializing the echocardioscope: A case study in biomedical technology transfer

The echocardioscope does not meet reasonable criteria for a profitable investment opportunity for most companies. While a demand for the product is a necessary condition for profitability, it is not sufficient. There has to be something at work on the supply side, some significant patent, or an opportunity to achieve a cost advantage based on volume, or something to prevent other companies from being able to produce the same product at the same or a lower cost.

A numerical comparison of discrete Kalman filtering algorithms - An orbit determination case study

An improved Kalman filter algorithm based on a modified Givens matrix triangularization technique is proposed for solving a nonstationary discrete-time linear filtering problem. The proposed U-D covariance factorization filter uses orthogonal transformation technique; measurement and time updating of the U-D factors involve separate application of Gentleman's fast square-root-free Givens rotations. Numerical stability and accuracy of the algorithm are compared with those of the conventional and stabilized Kalman filters and the Potter-Schmidt square-root filter, by applying these techniques to a realistic planetary navigation problem (orbit determination for the Saturn approach phase of the Mariner Jupiter-Saturn Mission, 1977). The new algorithm is shown to combine the numerical precision of square root filtering with the efficiency of the original Kalman algorithm.

The Stanford-Ames portable echocardioscope - A case study in technology transfer

The paper describes a lightweight portable battery-powered echocardioscope fabricated largely from readily available components. The transducer contains a piezoelectric crystal which acts as both an ultrasound pulse emitter and echo receiver, and the oscilloscope is of modular construction. The oscilloscope display can be produced in any of three different modes: A-mode, B-mode, and M-mode (time-motion) by sweeping the intensified points of light of the B-mode display vertically along the oscilloscope face. The resulting display can be photographed in a time exposure, thus providing a hardcopy record for the patient's chart or physician's records. The device is clinically validated on both normal subjects and patients by experienced echocardiographers.

Technical assistance for law-enforcement communications: Case study report

Methods developed to improve police communications systems are described. Use of queueing analysis shows several ways of improving time of response to inquiries made from the field for license plate checks and for information on current wants and warrants, through a state multiple switcher network. Design criteria for more efficient centralized switching equipment are developed. A message load problem experienced in a dispatch center is analyzed, showing that communications could be improved by adding communications channels, not by adding people.

A case study of the aurora, high-latitude ionosphere, and particle precipitation during near-steady state conditions

An Isis 2 pass studied in related experiments was singled out for a detailed examination of the particle fluxes, optical emissions, and ionospheric parameters observed during a quiescent period (late recovery) between two substorms. Since both long-duration measurements (aircraft) and transient snapshot (spacecraft) data are available, space and time effects can, on a macroscopic level, be separated. The latitudinal morphology observed by the satellite is found to be basically spatial in nature. It is suggested that the observed particle fluxes can be explained in terms of precipitation from the quiet time plasma sheet without intervening acceleration. The agreement of the observed optical emissions and ionospheric parameters with the electron fluxes is discussed.

Dispersed storage and generation case studies

Three installations utilizing separate dispersed storage and generation (DSG) technologies were investigated. Each of the systems is described in costs and control. Selected institutional and environmental issues are discussed, including life cycle costs. No unresolved technical, environmental, or institutional problems were encountered in the installations. The wind and solar photovoltaic DSG were installed for test purposes, and appear to be presently uneconomical. However, a number of factors are decreasing the cost of DSG relative to conventional alternatives, and an increased DSG penetration level may be expected in the future.

Evaluation and development of satellite inferences of convective storm intensity using combined case study analysis and thunderstorm model simulations

Major research accomplishments which were achieved during the first year of the grant are summarized. The research concentrated in the following areas: (1) an examination of observational requirements for predicting convective storm development and intensity as suggested by recent numerical experiments; (2) interpretation of recent 3D numerical experiments with regard to the relationship between overshooting tops and surface wind gusts; (3) the development of software for emulating satellite-inferred cloud properties using 3D cloud model predicted data; and (4) the development of a conceptual/semi-quantitative model of eastward propagating, mesoscale convective complexes forming to the lee of the Rocky Mountains.
