Developing a Robust Market for CHP: A Plan for Fostering Economic Development, Business Competitiveness and Resiliency in the Mid-Atlantic Region

The Department of Energy’s Mid Atlantic Combined Heat and Power Technical Assistance Partnership (MA CHP TAP) was established to develop public-private partnerships to advance the technology, policies, and programmatic support for combined heat and power (CHP), including its application in microgrids, heat to power and district energy. The MA CHP TAP’s work includes education and outreach as well as technical assistance to a variety of stakeholders including end-users (commercial, industrial, institutional and more), state decision makers, electric and gas utilities, trade associations and non-profit organizations. This assistance includes evaluating the economic, energy, reliability and environmental value of proposed systems. The MA CHP TAP represents the multi-state Mid- Atlantic region and is the CHP expert in the region who provides fact-based, un-biased information on CHP, including technologies, project development, project financing, local electric and natural gas utility interfaces, and related state best practice policies.

Toward Solar Photovoltaic Storm Resilience: Learning from Hurricane Loss and Rebuilding Better

The General Service Administration (GSA) suffered extensive damage to its solar arrays located throughout the Caribbean from Hurricanes Irma and Maria in 2017. While the damage that occurred was unfortunate, there are excellent lessons learned that can be gained and utilized on new systems. A site on St. Croix provides a particularly high-value opportunity for lessons learned due to the innovative rebuilding process utilized by GSA managers and the in-depth analysis performed by the project engineers. This case study focuses on the rebuild of a 469-kW ground array located at the Almeric L. Christian Federal Building in Christiansted, St. Croix in the U.S. Virgin Islands. This array was destroyed by Hurricane Maria. The entire process of planning and subsequent rebuilding that the GSA managers undertook was highly successful. Notably, GSA managers conducting the rebuild effort obtained an independent assessment of failure modes from U.S. Department of Energy (DOE) national labs and then retained a consulting engineering firm to develop design and construction guidance for the rebuild effort. This design and construction guidance was then provided to the engineering, procurement, and constructing firm to implement while rebuilding the site.

Cyber-Physical System: Design for Sustainability and Resilience

When considering the design tools needed in the transition from numeric models to pilot plant, cyber-physical systems (CPS) come to the forefront as a method to model complex integrated energy systems. CPS approach has proven to be valuable to identify opportunities for economically viable early adoption of integrated energy technologies. This tutorial will introduce the concepts and the roles of CPS in co-design to minimize risks for pilot plant and technology deployment. This tutorial will also layout basic requirements for the CPS development, which requires a highly interdisciplinary effort with expertise in sensors, hardware testing, real-time modeling, controls, and system integration.

Organizational Resilience in the Context of Information Quality: An Agent-Based Simulation of Structural and Cognitive Influences

This study examines how organizational structure and stress levels affect decision-making with poor quality information. Using an agent-based model, it finds loosely structured organizations are timely but less effective at filtering bad information, while tightly structured ones are slower but better at filtering. The research highlights a trade-off between timeliness and robustness and suggests an optimal stress level for decision-making efficacy.

Two-stage Stochastic Generalized Disjunctive Programming (GDP) Model for Proactive Planning and Reactive Operations of Resilient Power Systems under Disruptions

In this work, we propose a Generalized Disjunctive Programming (GDP) model that optimizes both long-term capacity planning (such as the number and size of dispatchable/renewable generators, batteries, and transmission lines) and hourly operation (such as on/off schedules of dispatchable generators, power output from each generator, and power flow) to maximize power system reliability while minimizing total cost and CO2 emissions.

Low Power, Radiation Resilient Synchronous Edge Processing for Remote Monitoring

Next-generation space remote sensing systems may be equipped with imaging arrays that sense data at a rate that outstrips the processing capability of any computing hardware that can operate within a satellite’s power budget. This project developed novel convolutional and recurrent neural networks to detect and estimate point-like events amid clutter, and investigated their efficient and accurate implementation on analog in-memory computing systems that are 10-1000× more energy-efficient than digital processors. This project leveraged two memory devices at different levels of technological maturity: a large-scale analog computing prototype using commercial SONOS charge-trap memory, and electrochemical memory (ECRAM) with intrinsic radiation hardness. We experimentally demonstrated end-to-end analog processing of our neural networks on SONOS and characterized the radiation response of both SONOS and ECRAM. We advanced the state-of-the-art in ECRAM precision and reliability, and developed co-design methods to enable accurate long-term operation of SONOS analog accelerators in space radiation environments.

Evolving Multi-hazard Machine Learning Modeling for Advanced Risk-Informed Infrastructure Resilience Assessment

The socioeconomic impacts of pipeline incidents have escalated over the past three decades, revealing the limitation of traditional risk modeling methods when applied to extensive pipeline networks. This research aims to develop machine learning (ML) models that effectively identify, rank, and predict the diverse hazards and socioeconomic consequences associated with pipeline incidents. Utilizing historical data on pipeline incidents alongside weather and oceanographic data from the 1980s onward, the Houston metropolitan area serves as a testbed for the proposed methodologies. The research segments the combined datasets into three consecutive periods, demonstrating the efficacy of the updated model in predicting future events, particularly concerning precipitation rate data. Despite the challenges posed by a relatively limited dataset, local-level ML modeling offers valuable insights into the spatial and temporal dynamics of multiple hazards that contribute to pipeline incidents. These findings hold significant implications for future research, particularly in understanding and mitigating risks in various locations across the Gulf Coast and other coastal regions.
