The REDTOP experiment: Rare $\eta/\eta^{\prime}$ Decays To Probe New Physics

The $\eta$ and $\eta^{\prime}$ mesons are nearly unique in the particle universe since they are almost Goldstone bosons and the dynamics of their decays are strongly constrained. The integrated $\eta$-meson samples collected in earlier experiments amount to $\sim10^{9}$ events. A new experiment, REDTOP (Rare Eta Decays To Probe New Physics), is being proposed, with the intent of collecting a data sample of order 10$^{14}$ $\eta$ (10$^{12}$ $\eta^{\prime}$) for studying very rare decays. Such statistics are sufficient for investigating several symmetry violations, and for searching for particles and fields beyond the Standard Model. In this work we present several studies evaluating REDTOP sensitivity to processes that couple the Standard Model to New Physics through all four of the so-called \emph{portals}: the Vector, the Scalar, the Axion and the Heavy Lepton portal. The sensitivity of the experiment is also adequate for probing several conservation laws, in particular $CP$, $T$ and Lepton Universality, and for the determination of the $\eta$ form factors, which is crucial for the interpretation of the recent measurement of muon $g-2$.

Snowmass Neutrino Frontier: DUNE Physics Summary

The Deep Underground Neutrino Experiment (DUNE) is a next-generation long-baseline neutrino oscillation experiment with a primary physics goal of observing neutrino and antineutrino oscillation patterns to precisely measure the parameters governing long-baseline neutrino oscillation in a single experiment, and to test the three-flavor paradigm. DUNE's design has been developed by a large, international collaboration of scientists and engineers to have unique capability to measure neutrino oscillation as a function of energy in a broadband beam, to resolve degeneracy among oscillation parameters, and to control systematic uncertainty using the exquisite imaging capability of massive LArTPC far detector modules and an argon-based near detector. DUNE's neutrino oscillation measurements will unambiguously resolve the neutrino mass ordering and provide the sensitivity to discover CP violation in neutrinos for a wide range of possible values of $\delta_{CP}$. DUNE is also uniquely sensitive to electron neutrinos from a galactic supernova burst, and to a broad range of physics beyond the Standard Model (BSM), including nucleon decays. DUNE is anticipated to begin collecting physics data with Phase I, an initial experiment configuration consisting of two far detector modules and a minimal suite of near detector components, with a 1.2 MW proton beam. To realize its extensive, world-leading physics potential requires the full scope of DUNE be completed in Phase II. The three Phase II upgrades are all necessary to achieve DUNE's physics goals: (1) addition of far detector modules three and four for a total FD fiducial mass of at least 40 kt, (2) upgrade of the proton beam power from 1.2 MW to 2.4 MW, and (3) replacement of the near detector's temporary muon spectrometer with a magnetized, high-pressure gaseous argon TPC and calorimeter.

A Gaseous Argon-Based Near Detector to Enhance the Physics Capabilities of DUNE

This document presents the concept and physics case for a magnetized gaseous argon-based detector system (ND-GAr) for the Deep Underground Neutrino Experiment (DUNE) Near Detector. This detector system is required in order for DUNE to reach its full physics potential in the measurement of CP violation and in delivering precision measurements of oscillation parameters. In addition to its critical role in the long-baseline oscillation program, ND-GAr will extend the overall physics program of DUNE. The LBNF high-intensity proton beam will provide a large flux of neutrinos that is sampled by ND-GAr, enabling DUNE to discover new particles and search for new interactions and symmetries beyond those predicted in the Standard Model.

Field Work Proposal ERKJ358: Black-box training for scientific machine learning models (Final Report)

The overarching goal of this project is to develop a scalable black-box training capability for scientific machine learning (SciML) problems that are non-trainable with existing automatic differentiation (AD)-based algorithms. AD assumes that a loss function can be decomposed into a sequence of elementary operations whose derivatives are known. This assumption is violated when the loss function includes a black-box physical model (e.g., a legacy simulator). The current strategy, converting a black-box simulator to an AD-enabled code via differential programming, is inflexible and time-, labor-consuming. Thus, black-box optimization is a main workhorse for training SciML models, e.g., in scientific reinforcement learning, hyper-parameter fine tuning, designing SciML models with adversarial robustness, etc.

An Assessment of Potential Dose Impacts from External Contamination on Naval Reactors Facility Waste Canisters (Special Analysis)

This Special Analysis (SA) was performed to address a request by Naval Reactors Facility (NRF) Waste Programs for a permanent exception to limits of removable surface contamination on the exterior of waste canisters shipped to the Remote-Handled Low-Level Waste (RHLLW) Disposal Facility as specified in the waste acceptance criteria (WAC) (PLN-5446). The purpose of this SA is to determine if the NRF-requested levels for removable surface contamination on the exterior of all NRF waste canisters is within the bounds of the current performance assessment (PA). This was done by calculating the groundwater all-pathways dose contribution from surface contamination on the exterior of NRF canisters for the following cases: (1) the exteriors of all NRF waste canisters are contaminated to the 10 CFR 835 Appendix D allowable limits in the current WAC, and (2) the exteriors of all NRF waste canisters are contaminated to the limits requested by NRF Waste Programs. Dose impacts for each case were compared to each other and to the all pathways dose for the PA base case. Dose impacts were also compared to the all pathways dose limit specified in DOE O 435.1. A simple assessment of the potential impacts of the increase in surface contamination using the NRF-requested limits on the biotic, air, and inadvertent intruder pathways was also performed. Based on the results of this SA, the increase in canister exterior contamination limits requested by NRF are well within the bounds of the current PA and will not result in a violation of performance objectives. The results also show the increased limits do not reflect or necessitate a fundamental change to the PA conceptual model, nor a change to the way exterior contamination is not included in PA dose calculations. Therefore, it is recommended the NRF request for an exception to the current limits for external surface contamination be accepted and the revised limits for NRF-generated waste canisters be added to the WAC. The monitoring plan will also be revised to identify external canister contamination as a potential mobile source term that may be detected by monitoring earlier than potential releases from waste. The PA, composite analysis (CA), closure plan, and PA/CA maintenance plan do not require revision. Recommendations are also included for inclusion of NRF procedures used to limit water pool radionuclide variability (and thus canister surface contamination variability) to the waste generator certification process.

Theoretical tools for neutrino scattering: interplay between lattice QCD, EFTs, nuclear physics, phenomenology, and neutrino event generators

Neutrino physics is entering a precision era in which measurements of neutrino oscillations, astrophysical neutrinos from supernovae and other sources, and coherent neutrino scattering will provide insight on the nature of neutrino masses, the presence of CP violation, and perhaps more exotic new physics in the neutrino sector. Maximizing the discovery potential of increasingly precise neutrino experiments will require an improved theoretical understanding of neutrino-nucleus cross sections over a wide range of energies that uses a combination of lattice QCD, nuclear effective theories, phenomenological models, and neutrino event generators to make reliable theory predictions for experimentally relevant nuclei.

Letter of Intent: Muonium R&D/Physics Program at the MTA

With the planned turn-on of the PIP-II 800 MeV superconducting proton linac, Fermilab will potentially become the world's best laboratory at which to carry out fundamental muon measurements, sensitive searches for symmetry violation, and precision tests of theory. In preparation, we propose to develop the techniques that will be needed. An R&D and physics program is proposed at the Fermilab MeV Test Area to use the existing 400 MeV Linac to demonstrate the efficient production of a slow muonium beam using $\mu^+$ stopped in a ~100 $\mu$m-thick layer of superfluid helium, and to use that beam to measure muonium gravity.

Equivalent Safety Evaluation of the 2021 Edition of the ASME Boiler and Pressure Vessel Code to Editions Incorporated by Reference in 49 CFR 192, 193, and 195

Federal safety standards for natural gas and hazardous liquid pipelines and liquid natural gas facilities incorporate rules and requirements for boiler and pressure vessel design and fabrication into 49 CFR Parts 192, 193, and 195 through the IBR process. The equivalent safety evaluations documented in this report demonstrate that boilers and pressure vessels in pipeline facilities that are designed and fabricated in accordance with rules and requirements specified in the 2021 edition do not violate the fundamental safety assumptions stated or implied in the 2007 edition of the ASME BPVC and therefore provide equivalent safety.

Beneficial Integration of Energy Storage and Load Management with Photovoltaic (PV)

In recent years, a number of industry activities have aimed at addressing the integration challenges posed by the variability and uncertainty of higher penetration of renewable generation sources, like solar photovoltaic (PV) – one of the key objectives of the Sustainable and Holistic Integration of Energy Storage and Solar PV (SHINES) program launched by the U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE). This EPRI led Beneficial Integration of Energy Storge, and Load Management with PV project aimed to design, develop, and demonstrate end-to-end distributed energy resource (DER) integration solution to build on these activities. EPRI led project team designed and implemented a local controller that uses model predictive control (MPC) algorithm to optimally manage DERs on site by planning for a receding horizon while executing the control settings for the first step of its plan. The team has also developed a system controller to interface with the local controller to demonstrate the hierarchical control and how it can leverage DER capabilities to address challenges like over voltage and thermal limit violations which typically limits the DER hosting capacity of distribution feeders. Team has demonstrated how the local controller with optimization algorithm can effectively manage controllable loads like HVAC, water heater, and pool pumps to allow for greater integration of PV with relatively smaller energy storage system requirements. Optimal utilization of the load control can also reduce the depth of discharge of batteries to meet grid export/import limit from behind-the-meter (BTM) DERs. Proper utilization of DER capabilities via local control intelligence, like the one developed and demonstrated in this project can help the industry to address integration challenges of higher penetration of solar PV in economically efficient manner. This can help to accelerate deployment of clean renewable energy systems at lower societal cost.

Corrective Action Decision Document/Corrective Action Plan for Corrective Action Unit 577: Area 5 Chromium Containing Waste Disposal Cells, Nevada National Security Site, Nevada

This Corrective Action Decision Document/Corrective Action Plan (CADD/CAP) is for Corrective Action Unit (CAU) 577, “Area 5 Chromium Containing Waste Disposal Cells,” which is located in Area 5 of the Nevada National Security Site (NNSS). CAU 577 includes five low-level waste cells at the Area 5 Radioactive Waste Management Site (RWMS) where buried waste received from Nuclear Fuel Services, Inc. (NFS), was subsequently determined to contain chromium that exceeded the Toxicity Characteristic Leaching Procedure regulatory limit, which would require the waste to carry hazardous waste code D007. To resolve issues related to this alleged violation of hazardous waste regulations, a Settlement Agreement was executed between the Nevada Division of Environmental Protection (NDEP) and the U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office on April 25, 2019, which identified agreed-upon mitigation measures. The Settlement Agreement required that the chromium-containing waste received from NFS would be addressed following the closure process laid out in the Federal Facility Agreement and Consent Order (FFACO).

Measuring the Radial Component of the Magnetic Field in the Muon g-2 Experiment

A leading systematic error in the muon electric dipole moment (EDM) analysis at Muon g-2 is the presence of radial magnetic fields because they cause indistinguishable effects to the muon spin precession plane from a true EDM measurement. Measuring a non-zero EDM would place a constraint in CP-violation, indicating new physics beyond the Standard Model. The radial field is composed of an applied radial field by the surface correction coils (SCC) and a background radial field due to imperfections in the materials and alignment of magnetic elements. We determine an optimal SCC setting that best minimizes the background radial field by performing a scan at different electro-static quadrupole settings and studying its relation with the vertical beam position and applied radial field. In this talk I will present our results and describe our efforts to design an apparatus outfitted with Hall probes and tilt sensors to directly measure the radial magnetic field as a function of az imuth.

Measurement of Argon-37 Background Concentrations in the Atmosphere

Radioisotopes of noble gases, primarily xenon and argon, are important indicators of underground nuclear explosions. The Comprehensive Nuclear-Test-Ban Treaty (CTBT) includes monitoring capabilities to identify potential nuclear explosions conducted in violation of the CTBT. This monitoring currently focuses on measurement of the xenon isotopes 133 Xe, 135 Xe, 131 mXe and 133 mXe. However, it is predicted that within 100 days of an underground nuclear explosion (UNE) 37 Ar would be released to the atmosphere at higher concentrations than xenon isotopes (Haas et al. 2010). Therefore, inclusion of 37 Ar measurement capabilities at atmospheric International Monitoring System (IMS) stations could improve the capability to detect a nuclear explosion. At an IMS station, it could be difficult to determine what constitutes an elevated concentration as a result of an UNE without first understanding the expected range of background concentrations. This work describes our analysis of atmospheric samples for 37 Ar to evaluate the range of background concentrations. The range of 37 Ar concentrations measured in atmospheric air samples was relatively narrow ranging between less than 1 mBq/m 3 to greater than 2 mBq/m 3 . The average atmospheric concentration of all samples was 0.98 mBq/m 3 , with a standard deviation of 0.5 mBq/m 3 . This is consistent with previous published results. The results presented here demonstrate the capability to detect background concentrations of 37 Ar in atmospheric air.
