An evaluation of the Lewis Research Center's storm, sanitary and industrial sewer systems, in compliance with the Federal Water Pollution Control Act, is presented. The investigation of a proposed sampling and flow measurement system includes cost estimates to meet the Federal and State of Ohio requirements.
Significant among the medical findings following prolonged space flight are reduced orthostatic tolerance and ergometric work capacity. Changes in hemodynamics of the legs with increased blood pooling and reduction in cardiac output must be considered one of the most probable causes of these effects. Concern for the above plus the observed marked tissue changes occurring in the legs during flight prompted the addition of several procedures to evaluate hemodynamic changes in the leg; resting arterial blood flow, venous compliance and muscle pumping were investigated. In so far as possible, the initial reaction to pressure in the smallest possible vein segment was examined.
Seventy samples of cushioning and upholstery materials used in home furnishings were evaluated for relative toxicity by means of the USF/NASA toxicity screening test. The materials were variably toxic under pyrolysis conditions, and this test appeared suitable for discriminating among them on the bases of time to incapacitation and time to death. The addition of fire retardants to these materials to comply with flammability regulations either had no significant effect on toxicity, or resulted in a reduction in relative toxicity. The modification of materials to comply with California upholstered furniture flammability regulations appears to have resulted in desirable limitations on toxicity. Fifty percent of the 70 materials tested caused incapacitation earlier than did the materials in compliance, and 30 percent caused death earlier.
A brief description of the Space Transportation System (STS) is given, and the evolution of a payload safety policy for it is described. The policy adopted in June, 1976, minimizes STS involvement in the payload design process while maintaining the assurance of a safe operation. The payload developer is responsible for assurance of safety and verification of compliance with the requirements. The STS will exercise reviews to ensure that interaction between payloads does not create hazards.
Experience in plane-strain fracture toughness testing per ASTM Method E 399 is considered along with fracture toughness testing using the C-shaped specimen, an analysis of radially cracked ring segments subject to forces and couples, compliance calibration of specimens used in the R-curve practice, heavy-section fracture toughness screening specimen, and sharply notched cylindrical tension specimens for screening plane-strain fracture toughness. Attention is also given to an investigation of some problems in developing standards for precracked Charpy specimen strength ratios, fracture testing with surface crack specimens, and the estimation of plane strain fracture toughness values from slow bend precracked Charpy specimen strength ratios.
Report describes comprehensive performances test on commercially-available modular nonmetallic single-glazed liquid solar collector to verify compliance with U. S. Housing and Urban Development Department standards for thermal stability. Program includes tests of initial thermal performance, 30 day stagnation, and final external performance.
Noncontact acoustic technique utilizing air-coupled ultrasonic transducers for measuring motion of chest wall during cardiac cycle gives information on changes in size and compliance of heart ventricles. Information is digitized and fed to microprocessor for rapid storage and analysis for aid in diagnosis of heart condition.
A structural design study was made, to assess the relative merits of various metallic structural concepts and materials for an advanced supersonic aircraft cruising at Mach 2.7. Preliminary studies were made to ensure compliance of the configuration with general design criteria, integrate the propulsion system with the airframe, select structural concepts and materials, and define an efficient structural arrangement. An advanced computerized structural design system was used, in conjunction with a relatively large, complex finite element model, for detailed analysis and sizing of structural members to satisfy strength and flutter criteria. A baseline aircraft design was developed for assessment of current technology. Criteria, analysis methods, and results are presented. The effect on design methods of using the computerized structural design system was appraised, and recommendations are presented concerning further development of design tools, development of materials and structural concepts, and research on basic technology.
The application of composite materials to transport aircraft was identified and reviewed including the major contributing disciplines of design, manufacturing, and processing. Factors considered include: crashworthiness considerations (structural integrity, postcrash fires, and structural fusing), electrical/avionics subsystems integration, lightning, and P-static protection design; manufacturing development, evaluation, selection, and refining of tooling and curing procedures; and major joint design considerations. Development of the DC-10 rudder, DC-10 vertical stabilizer, and the DC-9 wing study project was reviewed. The Federal Aviation Administration interface and the effect on component design of compliance with Federal Aviation Regulation 25 Composite Guidelines are discussed.
Presently, hybrid Remote Power Controllers (RPC's) are in production and prototype units are available for systems utilizing 28VDC, 120VDC, 115VAC/400 Hz and 230VAC/400 Hz. This paper describes RPC development in a new area of application: HVDC distribution systems utilizing 270/300VDC. Two RPC current ratings, 1 amp and 2 amps, were selected for development as they are adequate to control 90% of projected system loads. The various aspects and trade-offs encountered in circuit development are discussed with special focus placed on the circuits that see the duress of the high dc potentials. The comprehensive evaluation tests are summarized which confirmed the RPC compliance with the specification and with system/load compatibility requirements. In addition, present technology status and new applications are summarized.
The room-temperature impact resistance of several commercial silicon carbides was examined using an instrumented pendulum-type machine and Charpy-type specimens. Energy balance compliance methods and fracture toughness approaches, both applicable to other ceramics, were used for analysis. The results illustrate the importance of separating the machine and the specimen energy contributions and confirm the equivalence of KIc and KId. The material's impact energy was simply the specimen's stored elastic strain energy at fracture.
An optical-electromechanical system is used to measure the force-deformation behavior of biaxially loaded rectangular slabs of excised dog lung parenchyma. In the course of the study, the effects of time, the consistency of reference lengths and areas, the presence of hysteresis, the necessity of preconditioning, the repeatability of results, the effects of lateral load, the effect of strain rate, the effect of pH, the influence of temperature, and the variations among specimens are considered. A new finding is that there is a change in elastic behavior when the tissue undergoes a compressive strain. When the tissue is in tension, increasing the lateral load decreases the compliance, whereas the opposite is true when compressive strain is present.
Report describes procedures and results of extensive testing of concentrating solar collector performed for certification of systems compliance with government performance standards. Test includes operational, electrical, mechanical, and thermal checks, as well as structural integrity.
The compliance of the human ankle joint is measured by applying 0 to 50 Hz band-limited gaussian random torques to the foot of a seated human subject. These torques rotate the foot in a plantar-dorsal direction about a horizontal axis at a medial moleolus of the ankle. The applied torques and the resulting angular rotation of the foot are measured, digitized and recorded for off-line processing. Using such a best-fit, second-order model, the effective moment of inertia of the ankle joint, the angular viscosity and the stiffness are calculated. The ankle joint stiffness is shown to be a linear function of the level of tonic muscle contraction, increasing at a rate of 20 to 40 Nm/rad/Kg.m. of active torque. In terms of the muscle physiology, the more muscle fibers that are active, the greater the muscle stiffness. Joint viscosity also increases with activation. Joint stiffness is also a linear function of the joint angle, increasing at a rate of about 0.7 to 1.1 Nm/rad/deg from plantar flexion to dorsiflexion rotation.
Design concepts for an improved automotive gas turbine powertrain are discussed. Twenty percent fuel economy improvement (over 1976), competitive costs (initial and life cycle), high reliability/life, low emissions, and noise/safety compliance were among the factors considered. The powertrain selected consists of a two shaft gas turbine engine with variable geometry aerodynamic components and a single disk rotating regenerator. The regenerator disk, gasifier turbine rotor, and several hot section flowpath parts are ceramic. The powertrain utilizes a conventional automatic transmission. The closest competitor was a single shaft turbine engine matched to a continuously variable transmission (CVT). Both candidate powertrain systems were found to be similar in many respects; however, the CVT represented a significant increase in development cost, technical risk, and production start-up costs over the conventional automatic transmission. Installation of the gas turbine powertrain was investigated for a transverse mounted, front wheel drive vehicle.
The validation of a proposed fatigue life prediction methodology was sought through the use of aluminum butt and scarf joint and graphite/epoxy butt joint specimens in a constant amplitude fatigue environment. The structural properties of the HYSOL 9313 adhesive system were obtained by mechanical test of molded heat adhesive specimens. Aluminum contoured double cantilever beam specimens were used to generate crack velocity versus stress intensity factor data. The specific objectives were: (1) to ascertain the feasibility of predicting fatigue failure of an adhesive in a primary bonded composite structure by incorporating linear elastic crack growth behavior; and (2) to ascertain if acoustic emission and/or compliance measurement techniques can be used to detect flaws.
Methods developed in planning and executing system safety engineering programs for Lockheed satellite integration contracts are presented. These procedures establish the applicable safety design criteria, document design compliance and assess the residual risks where non-compliant design is proposed, and provide for hazard analysis of system level test, handling and launch preparations. Operations hazard analysis identifies product protection and product liability hazards prior to the preparation of operational procedures and provides safety requirements for inclusion in them. The method developed for documenting all residual hazards for the attention of program management assures an acceptable minimum level of risk prior to program deployment. The results are significant for persons responsible for managing or engineering the deployment and production of complex high cost equipment under current product liability law and cost/time constraints, have a responsibility to minimize the possibility of an accident, and should have documentation to provide a defense in a product liability suit.
The Little Joe II Qualification Test Vehicle, Model 12-50-1, was launched from Army Launch Area 3 {ALA-3) at White Sands Missile Range, New Mexico, on 28 August 1963. This was the first launch of this class of boosters. The Little Joe II Launch Vehicle was designed as a test vehicle for boosting payloads into flight. For the Apollo Program, its mission is to serve as a launch vehicle for flight testing of the Apollo spacecraft. Accomplishment of this mission requires that the vehicle be capable of boosting the Apollo payload to parameters ranging from high dynamic pressures at low altitude to very high altitude flight. The fixed-fin 12-50 version was designed to accomplish the low-altitude parameter. The 12-51 version incorporates an attitude control system to accomplish the high altitude mission. This launch was designed to demonstrate the Little Joe II capability of meeting the high dynamic pressure parameter for the Apollo Program. For this test, a boiler-plate version of the Apollo capsule, service module and escape tower were attached to the launch vehicle to simulate weight, center of gravity and aerodynamic shape of the Apollo configuration. No attempt was made to separate the payload in flight.
