This is the second of a series of reports covering an investigation of the general instability problem by the California Institute of Technology. The first five reports of this series cover investigations of the general instability problem under the loading conditions of pure bending and were prepared under the sponsorship of the Civil Aeronautics Administration. The succeeding reports of this series cover the work done on other loading conditions under the sponsorship of the National Advisory Committee for Aeronautics.

This report summarizes efforts to characterize the measurement of conductive mesh and smooth surfaces using proximity measurements for a dielectric resonator. The resonator operates in the HEM11 mode and is shown to have an evanescent field behavior in the vicinity of the sample surface, raising some question to the validity of measurements requiring near normal incidence on the material. In addition, the slow radial field decay outside of the dielectric resonator validates the sensitivity to the planar supporting structure and potential radiation effects. Though these concerns become apparent along with the sensitivity to the gap between the dielectric and the material surface, the basic concept of the material measurement using dielectric resonators has been verified for useful comparison of material surface properties. The properties, particularly loss, may be obtained by monitoring the resonant frequency along with the resonator quality factor (Q), 3 dB bandwidth, or the midband transmission amplitude. Comparison must be made to known materials to extract the desired data.
The Space Station Freedom (SSF) Program requirements are a 30 year reliable service life in low Earth orbit in hard vacuum or pressurized module service without detrimental degradation. Specific requirements are outlined in this presentation for SSF primary power and cable insulation. The primary power cable status and the WP-4 planned cable test program are also reviewed along with Rocketdyne-WP04 prime insulation candidates.
For monolithic high-T(sub c) superconductors (HTSC's) calculations are presented of: (1) the initial flux jump field, H(sub fj), in melt-processed YBCO based on a field and temperature dependent J(sub c), and (2) the radial and circumferential stresses in solid and hollow cylinders containing trapped magnetic flux. For model multi filamentary (MF) HTSC/Ag strands calculations are presented of: (1) the limiting filament diameters for adiabatic and dynamic stability, and (2) the hysteretic and eddy current components of AC loss. Again for MF HTSC/Ag composite strands the need for filamentary subdivision and twisting is discussed.
