Infrared optogalvanic effects in xenon

A color-center laser operating near 2.7 microns has been used to study optogalvanic effects in a xenon dc glow discharge. Exciting eleven transitions between the higher lying Rydberg levels, with one exception, resulted in an increase in the discharge ionization rate. Absorption on the 5d(3/2)1-6p(1/2)0 transition in xenon caused the ionization rate to decrease. The mechanism for this effect is related to the extremely short radiative lifetime of the 5d(3/2)1 level.

Framework programmable platform for the advanced software development workstation. Integration mechanism design document

The Framework Programmable Software Development Platform (FPP) is a project aimed at combining effective tool and data integration mechanisms with a model of the software development process in an intelligent integrated software development environment. Guided by this model, this system development framework will take advantage of an integrated operating environment to automate effectively the management of the software development process so that costly mistakes during the development phase can be eliminated.

Dust Characterization Needs for Dust Mitigation

Unknowns remain regarding several lunar dust characteristics, and the lunar dust mitigation community, in collaboration with the science community, is compiling a list of lunar dust characterization needs. It is expected, through the course of currently planned or future lunar surface mission instrumentation, lab experiments, or analysis, that some of these unknowns will be characterized. This list is derived from several sources including findings from the 2020 publication “The Impact of Lunar Dust on Human Exploration”, NASA-STD-1008, SLS-SPEC-159 DSNE, and known gaps identified within NASA programs and projects. The goal of this information collection process is to create a list of dust characterization needs based on scientific and engineering knowledge gaps that will aid in the design and survival of designed and future systems, and address the challenges related to defining the lunar environment and mitigating lunar dust effects on systems and operations. Examples of dust properties and characterization needs include detailed examination of the finest fraction of lunar regolith as it varies by surface location, understanding dust transfer within natural and induced environments, determination of the effects of the lunar plasma environment with regards to materials and hardware, understand the triboelectric charging effects for activities and hardware in contact with the regolith, including grain to grain electrostatic interactions, and material adhesive properties.

Small instanton-induced flavor invariants and the axion potential

Small instantons which increase the axion mass due to an appropriate modification of QCD at a UV scale ΛSI, can also enhance the effect of CP-violating operators to shift the axion potential minimum by an amount, θ ind, proportional to the flavorful couplings in the SMEFT. Since physical observables must be flavor basis independent, we construct a basis of determinant-like flavor invariants that arise from instanton calculations containing the effects of dimension-six CP-odd operators at the scale Λ CP . This new basis provides a more reliable estimate of the shift θ ind, that is severely constrained by neutron electric dipole moment experiments. In particular, for the case of four-quark, semi-leptonic and gluon dipole operators, these invariants are then used to provide improved limits on the ratio of scales Λ SI /Λ CP for different flavor scenarios. The CP-odd flavor invariants also provide a classification of the leading effects from Wilson coefficients, and as an example, we show that a semi-leptonic four-fermion operator is subdominant compared to the four-quark operators. More generally, the flavor invariants, together with an instanton NDA, can be used to more accurately estimate small instanton effects in the axion potential that arise from any SMEFT operator.

V/STOL and STOL ground effects and testing techniques

The ground effects associated with V/STOL operation were examined and an effort was made to develop the equipment and testing techniques needed for that understanding. Primary emphasis was on future experimental programs in the 40 x 80 and the 80 x 120 foot test sections and in the outdoor static test stand associated with these facilities. The commonly used experimental techniques are reviewed and data obtained by various techniques are compared with each other and with available estimating methods. These reviews and comparisons provide insight into the limitations of past studies and the testing techniques used and identify areas where additional work is needed. The understanding of the flow mechanics involved in hovering and in transition in and out of ground effect is discussed. The basic flow fields associated with hovering, transition and STOL operation of jet powered V/STOL aircraft are depicted.

Costs and benefits of composite material applications to a civil STOL aircraft

Costs and benefits of advanced composite primary airframe structure were studied to determine cost-effective applications to a civil STOL aircraft designed for introduction in the early 1980 time period. Applications were assessed by comparing costs and weights with a baseline metal aircraft which served as a basis of comparison throughout the study. Costs as well as weights were estimated from specific designs of principal airframe components, thus establishing a cost-data base for the study. Cost effectiveness was judged by an analysis that compared direct operating costs and return on investment of the composite and baseline aircraft. A systems operations analysis was performed to judge effects of the smaller, lighter composite aircraft. It was determined that broad applications of advanced composites to the airframe considered could be cost-effective, but this advantage is strongly influenced by structural configuration and several key cost categories.

A ground-simulation investigation of helicopter decelerating instrument approaches

In connection with the expansion of civil helicopter operations in the current era, the effect of helicopter flight and control characteristics on the flying qualities for instrument flight rules (IFR) flight have become a factor of concern, and a research program has been initiated to investigate IFR certification criteria. A description is presented of an experiment which is the sixth in a series of ground- and flight-simulation investigations. This piloted-simulator experiment was conducted to examine the influence of stability-control augmentation, display information format, and approach-task effects on helicopter flying qualities for terminal-area operations incorporating a deceleration in instrument meteorological conditions. Simulated test configurations were evaluated for precision approaches with an instrument deceleration from 60 to about 15 knots in both calm air and simulated moderate turbulence and wind shear.

SpaceOps 1992: Proceedings of the Second International Symposium on Ground Data Systems for Space Mission Operations

The Second International Symposium featured 135 oral presentations in these 12 categories: Future Missions and Operations; System-Level Architectures; Mission-Specific Systems; Mission and Science Planning and Sequencing; Mission Control; Operations Automation and Emerging Technologies; Data Acquisition; Navigation; Operations Support Services; Engineering Data Analysis of Space Vehicle and Ground Systems; Telemetry Processing, Mission Data Management, and Data Archiving; and Operations Management. Topics focused on improvements in the productivity, effectiveness, efficiency, and quality of mission operations, ground systems, and data acquisition. Also emphasized were accomplishments in management of human factors; use of information systems to improve data retrieval, reporting, and archiving; design and implementation of logistics support for mission operations; and the use of telescience and teleoperations.

Cognitive Systems Modeling and Analysis of Command and Control Systems

Military operations, counter-terrorism operations and emergency response often oblige operators and commanders to operate within distributed organizations and systems for safe and effective mission accomplishment. Tactical commanders and operators frequently encounter violent threats and critical demands on cognitive capacity and reaction time. In the future they will make decisions in situations where operational and system characteristics are highly dynamic and non-linear, i.e. minor events, decisions or actions may have serious and irreversible consequences for the entire mission. Commanders and other decision makers must manage true real time properties at all levels; individual operators, stand-alone technical systems, higher-order integrated human-machine systems and joint operations forces alike. Coping with these conditions in performance assessment, system development and operational testing is a challenge for both practitioners and researchers. This paper reports on research from which the results led to a breakthrough: An integrated approach to information-centered systems analysis to support future command and control systems research development. This approach integrates several areas of research into a coherent framework, Action Control Theory (ACT). It comprises measurement techniques and methodological advances that facilitate a more accurate and deeper understanding of the operational environment, its agents, actors and effectors, generating new and updated models. This in turn generates theoretical advances. Some good examples of successful approaches are found in the research areas of cognitive systems engineering, systems theory, and psychophysiology, and in the fields of dynamic, distributed decision making and naturalistic decision making.

Agile: From Software to Mission Systems

To maximize efficiency and flexibility in Mission Operations System (MOS) design, we are evolving principles from agile and lean methods for software, to the complete mission system. This allows for reduced operational risk at reduced cost, and achieves a more effective design through early integration of operations into mission system engineering and flight system design. The core principles are assessment of capability through demonstration, risk reduction through targeted experiments, early test and deployment, and maturation of processes and tools through use.

UAS Contingency Management: The Effect of Different Procedures on ATC in Civil Airspace Operations

Current study examined the impact of four, currently-employed, unmanned aerial system (UAS) contingency procedures on air traffic controller (ATC) workload and performance. Controllers managed a Terminal Radar Approach Control (TRACON) sector while a single UAS passed through their sector. In four of the five scenarios, the UAS was scripted to experience an emergency (e.g., loss of command and control link, sudden drop in oil pressure) and then execute one of four possible contingency maneuvers. The fifth scenario was a baseline and contained no emergency. Results showed no significant differences in performance or workload among the four the study's design discussed.
