Fossil Power Plant Cyber Security Life-Cycle Risk Reduction: A Practical Framework for Implementation

Market conditions are forcing fossil electricity generation facility owners and operators to implement advanced digital technologies. These technologies enable efficiencies, operational flexibility, operations and maintenance efficiencies, and adapting to a transitioning workforce. These digital technologies, however, can increase the cybersecurity attack surface. The purpose of this research was to develop a holistic cybersecurity risk reduction framework for fossil generation facilities. The framework begins with assessing how cyber risk changes across facility life cycles, including plant, system, vendor, and business life cycles. The next phase performs consequence analysis to prioritize high consequence events. Focusing on high consequence events allows owners to use a graded, risk-informed approach to prioritize cybersecurity efforts. The final phase identifies the digital asset attack surface in sensors and instrumentation and control equipment. After the vulnerabilities are identified, the owner selects mitigating cybersecurity control measures (or countermeasures) based on the risk analysis from the previous phases. This report describes the current industry cybersecurity best practices in fossil generation that are based on the first principles for cybersecurity engineering. The report is divided into five sections that describe the implementation of the risk reduction framework and present identified research, methodological, and technology gaps that were identified through this course of research and development.

Conjugate Heat Transfer Analysis of the Supercritical CO2 Based Counter Flow Compact 3D Heat Exchangers

Compact heat exchangers using supercritical fluids such as CO2 are preferred due to their high heat transfer capacity and smaller footprint. Three-dimensional conjugate forced convection heat transfer analysis was performed on several shell-and-tube counter-flow microchannel heat exchangers. Numerical simulations were conducted to test effect of change in mass flow rate, hydraulic diameter and various cross sections on the heat transfer. Increasing mass flow rate improved heat transfer up to a maximum value and then decreased downstream with increasing turbulence. Maximum heat transfer was obtained for the micro channel with the smallest hydraulic diameter. Amongst the cross sections analyzed (circular, square, circular with radial ribs, and square with radial ribs), the most uniform distribution of temperature and maximum heat transfer were obtained for circular cross section with radial ribs. An optimally efficient operation of such a heat exchanger can be attained by considering these factors during multi-objective constrained optimization of geometric parameters and requirements for additive manufacturing of such compact heat exchangers.

Impact of Wide-Area Oscillation Damping Control using Measurement-Driven Approach on System Separation - Saudi Grid Case Study

In any interconnected power grid, low-frequency oscillations is a major problem that can limit the power transfer capability and deteriorate power system security due to potential low-damped or even undamped oscillations. Synchronized measurements provided by PMUs enable the design and development of wide-area oscillation damping controllers (WADC) based on measurement-driven model to overcome the limitations of traditional controllers. This work focuses on the impact of a W ADC based on a measurement-driven approach on system separation for the Saudi Electricity Company (SEC) grid. A grid model is provided by SEC for this study. Modal analysis is performed to identify the oscillation mode of interest for which the controller is designed. Damping the dominant oscillation mode helps slightly to improve transient stability of the system. Considering bus frequency at different locations in SEC's system as the candidate observation signals, the optimal observation signal is chosen for the W ADC by using the FFT method. The system transfer function model is constructed by utilizing probing measurements. Then, the W ADC parameters are calculated based on the identified model. The performance of the designed W ADC is tested under different contingencies.

Measuring Irradiance for Bifacial PV Systems: Preprint

The advent of bifacial PV systems drives new requirements for irradiance measurement at PV projects for monitoring and assessment purposes. While there are several approaches, there is still no uniform guidance for what irradiance parameters to measure and for the optimal selection and placement of irradiance sensors at bifacial arrays. Standards are emerging to address these topics but are not yet available. In this paper we review approaches to bifacial irradiance monitoring which are being discussed in the research literature and pursued in early systems, to provide a preliminary guide and framework for developers planning bifacial projects.

Companion Assisted Software Based Remote Attestation in SCADA Networks

Critical infrastructure such as power generation and water distribution systems have become a priority target in cyber warfare because of their recent computerization and introduction to the internet. As a result, Supervisory Control and Data Acquisition (SCADA) system security has become a hot topic in academic and industrial research. Among these topics, Remote Attestation is a security method intended to detect the presence of fileless malware in remote devices as they continue to operate. This allows for the detection of malware in the absence of long-term storage artifacts before symptoms of compromise begin to appear. In general, a trusted device (the verifier) makes a request for evidence of innocence from the untrusted device (the prover). In software-based schemes, the verifier can then measure the delay between its request and the prover’s response. If this delay is greater than the known computational time of the evidence gathering algorithm performed by the prover, then evidence may have been forged. Multi-hop networks often introduce too much network jitter to allow accurate measurement of prover response time, which limits the effectiveness of software based Remote Attestation in a real-world setting. In this work, we introduce a companion device that the verifier can trust to perform a subset of attestation, thereby removing any network jitter. This device is a Field Programmable Gate Array (FPGA) that is physically connected to the prover. We provide a communication protocol between the verifier, prover, and companion. To evaluate our scheme, we simulate it in a common SCADA network environment under normal and heavy traffic loads. Our simulations are performed in the discrete event network simulator NS-3, and we perform statistical analysis over our results to show that our scheme allows for tight timing constraints to be placed on the prover such that the verifier can more easily determine the validity of the evidence that it receives.

Simulating Impacts of Extreme Events on Grids with High Penetrations of Wind Power Resources

As extreme weather events become more frequent and intense, the demand for connecting grid operation and infrastructure planning with extreme event models will increase as well. We present a methodology for creating damage contingencies and scenarios for electric transmission grids during a hurricane strike. Included is an example case study: Hurricane Dolly damaging a synthetic 2000 bus test system during its landing in Southern Texas. Using WIND Toolkit meteorological data in conjunction with fragility curves for various electric grid elements, we generate stochastic damage scenarios that can be used for short- and long-term planning problems including emergency asset management. We perform statistical analysis of damages and quantify topological effects on example synthetic grid. Also, we investigate loss-of-load events during two-day economic dispatch experiment. Finally, we point out various shortcomings of our method and suggest how it can be improved.

Modeling and Analysis of a Micro-reactor using the DireWolf Code Suite

Micro-reactors, specifically those cooled with heat pipes, are tightly coupled systems which require multi-physics tools to accurately model both steady-state and transient behavior. Idaho National Laboratory’s DireWolf code suite is tailor-built to model heat-pipe reactors. DireWolf’s ability to model the coupled steady-state behavior of a heat-pipe micro-reactor are demonstrated herein. The DireWolf modeling methodology is described, and a micro-reactor design is introduced. A full-core model is developed, and the steady-state coupled neutronics-thermal analysis is performed. Results of the analyses, including flux, power, and temperature distributions are presented and discussed. This is a Westinghouse Electric Company (WEC) led publication.

STUDY OF THE η'π 0 SYSTEM IN GLUEX

The η'π is an important decay channel for the potentially exotic hybrid meson π 1 (1600) that has been detected in the COMPASS, VES and E852 experiments. These previous experiments used a charged pion beam as a probe. In contrast, the GlueX experiment is designed to search for the exotic hybrid mesons using a linearly polarized photon beam. This thesis project analyzes the η'π 0 system produced in GlueX by the reaction γp → η'π 0 p. After optimizing the event selection to minimize background contributions, a mass independent partial wave analysis is performed in search of an exotic signature. Within the currently available statistical precision, no signal was found.

Partial Wave Analysis of the omega pi^- Final State Photoproduced at GlueX

The meson has traditionally been understood as the bound state of a quark and an anti-quark, but there is experimental evidence for exotic meson states, which have properties that cannot be produced by this quark-antiquark model. One candidate for such exotic systems is hybrid meson, predicted by lattice QCD, which includes gluonicexcitation in its wavefunction. One of the prominent decay modes of the lightest predicted exotic hybrid is expected to be b1pi. THis dissertation presernts an analysis of the gamma rho -> omega pi- Delta ++ channel produced at the GlueX experiment, in the mass range where the b1(1235) meson is prominent. An amplitude analysis is performed on the decay of the omega pi- system, in order to extract the resonance parameters of the b-1, as well as analyze the resonant and non-resonant background.

FORCE Development Status Update: Vertical Integration and Benchmarking of System Dynamics

Recent efforts to establish effective models for grid energy analysis, especially given the increase in variable renewable energy (VRE) sources and the economic challenges faced by traditional nuclear energy, have generated new technological considerations. One effort to improve the economic viability of nuclear power involves investigating integrated energy systems (IES) which include secondary energy systems that introduce flexibility and secondary market possibilities to existing and perceived future nuclear energy generation technologies. To analyze the technical and economic potential of IES, the Framework for Optimization of Resources and Economics (FORCE) tool suite was developed through a collaboration among national laboratories. Within the FORCE tool suite, the Holistic Energy Resource Optimization Network (HERON) provides algorithms for analyzing the long-term viability of potential IES technologies, while HYBRID provides algorithms and models to achieve high-resolution analysis of coupling physics over a short time period. Continued maturing of the FORCE tool suite requires further interconnections between the various tools in the suite in order to ensure consistent analysis. Analyses performed by applying HYBRID to transient process modeling should be easily harvestable as inputs to HERON analyses. The first item in this status update is a demonstration of an automated data pipeline for loading data from HYBRID into HERON analyses. Application of HYBRID results to HERON, as part of using the FORCE tool suite, relies on robust modeling assumptions for the various models included in HYBRID. The second result of this status update is the benchmarking and validation of cost and operational data, with a particular focus on natural gas energy generators. These generators are benchmarked with a focus on contrasting them with proposed thermal energy storage (TES) technologies.
