Resilient Operation of Networked Community Microgrids with High Solar Penetration

This project, funded by the US Department of Energy’s Solar Energy Technologies Office (SETO), focused on the operation of microgrids as a coordinated network. The primary objective, which was successfully achieved, was to develop both control strategies and hardware solutions to support the resilient and efficient operation of networked microgrids with high solar penetration. The work was structured around the following four main tasks: • Development of distributed and scalable optimization algorithms for AC-coupled networked microgrids. • Design and implementation of a novel DC interconnection hardware to enable precise power exchange between microgrids. • Laboratory operational validation of the developed technologies using 480 V testbeds and commercially available hardware. • Field operational validation of the complete solution in Adjuntas, Puerto Rico, interconnecting two kW-scale, split-phase microgrids of Casa Pueblo’s microgrids. This project addressed multiple technical challenges across the domains of optimization, control, hardware interconnection, and protection. One of its key contributions was delivering tangible, real-world solutions for networking microgrids. In contrast to purely theoretical or simulation-based work, this project included full-scale hardware operational validation both in the lab and in the field. The work conducted as part of this project—in collaboration with the University of Puerto Rico; the University of Tennessee, Knoxville; the University of Central Florida; and Casa Pueblo—has advanced the state of the art in networked microgrids. Key contributions include the development of distributed control strategies, practical solutions for real-world implementation challenges, and the introduction of a novel DC interlink approach for microgrid interconnection. The project featured both laboratory and field validation using commercial off-the-shelf components. The field deployment successfully validated that a group of microgrids can operate in a coordinated manner, enabling precise power flow between systems and mutual support during extreme events. This project resulted in 15 journal publications and 15 conference papers; 5 graduate students and 15 undergraduate students were supported. The codes of distributed optimization and forecasting were made open-source through OSTI.gov for distributed optimization and forecasting. All the publications are available in the ORNL-hosted project landing page. The DC interlink with state-of-charge balancing control was operationally validated in Adjuntas by interconnecting two real-world, 240 V split-phase microgrids. To the best knowledge of the team, this represents the first operational validation of AC microgrids interconnected via DC-interlinks. As a culmination of this project, a follow-on grant was awarded to support the technology transfer of the distributed optimization framework to a commercial microgrid controller, Stellar Edge, developed by the California-based company New Sun Road.

Project Planning for Community Resilience: Aquinnah and Chilmark, Massachusetts

This report presents the findings of an energy system planning study for the towns of Aquinnah and Chilmark, MA, on the island of Martha’s Vineyard, conducted under the U.S. Department of Energy ETIPP program. The study used the DER-CAM model to optimize the deployment of PV and battery microgrids to enhance energy resilience against power outages, particularly winter storms. Key findings show that PV is highly cost-effective and delivers net annual savings. However, due to limited rooftop space and low winter solar output, PV and battery storage alone cannot support the full critical load during outages. Solutions incorporating conventional backup generators were found to be more economically viable for achieving 100% critical load support.

Technical and Community Foundations for High-Integrity CDR MRV Standards (Final Report)

The goal of this project (hereafter referred to as the “umbrella project”) was to establish cross-cutting technical foundations for carbon dioxide removal (CDR) accounting decisions. These cross-cutting and science driven technical foundations are necessary to increase trust in standards-setting and protocol development. According to key stakeholders in the industry, establishment of trusted standards is necessary to unlock and catalyze investment in the CDR industry as well as commercialization and deployment of verified, accepted high quality CDR technologies. Additionally, our umbrella project served as the lead coordinator of the cohort of three additional CDR pathway-focused projects funded under this award. In this role, we brought together the project teams to share insights, industry feedback, and approaches to CDR accounting standards development.

Neutron Scattering in High Magnetic Fields: Community Recommendations to Seize the Moment for Scientific Breakthroughs

Oak Ridge National Laboratory (ORNL) operates the world’s two most powerful neutron sources: the High Flux Isotope Reactor (HFIR) and the Spallation Neutron Source (SNS). These form a national user facility that provides neutron scattering instruments to probe and image static and dynamic properties of materials down to the atomic scale. Because the neutron carries a magnetic moment and the energies and wavelengths of neutrons match energy and length scales associated with magnetic materials, these facilities provide unique sensitivity to magnetism.

VA Community Determinants of Health Data Curation Documentation FY25-Q4

The U.S. Department of Veterans Affairs (VA) places the health and well-being of our nation’s veterans as its top priority. VA is dedicated to offering timely access to high-quality, evidence-based mental health care that meets the needs of veterans and supports their reintegration into society. One of our core missions is to prevent suicide among veterans through innovative approaches and resources. With funding from the VA Office of Mental Health and Suicide Prevention (OMHSP), the Determinants of Health (EDH) project has developed innovative datasets associated with specific health outcomes, a methodology for transforming spatiotemporal data from one spatial reference (e.g., a 1km grid) to another (e.g., US Census Tracts), and capabilities for modeling health outcomes. These datasets represent an enhancement of the Agency for Healthcare Research and Quality (AHRQ), addressing key gaps by introducing finer spatial resolution (Census Tract) and additional geographical covariates into existing data. The curation and standardization of these datasets is a complex task since they often originate from various sources and are measured at different spatial and temporal resolutions. For example, US Census data products typically use census blocks, block groups, or counties, while data like weather data are available on 1km grids. Some economic data may only be available at the zip code level. In this context, standardized’ means that all datasets share the same spatial extent (e.g., US Census Tract and/or County), and ‘curated’ implies a repeatable process with data provenance and the use of appropriate methodologies for covariate conversion. The Determinants of Health datasets draw from multiple sources, resulting in variables with varying degrees of availability, patterns of missing data, and methodological considerations across different sources, geographies, and years.

Enhancing Power Resilience for Remote Communities: A Comprehensive Renewable Energy Solution for Itbayat Island

The island of Itbayat, Philippines, faces significant challenges in maintaining a reliable and resilient power supply due to its current reliance on a vulnerable power distribution system managed by a local electric cooperative. The existing infrastructure, which includes diesel generators and a radial network configuration with some above-ground lines, is highly susceptible to frequent typhoons and adverse weather conditions. These factors, combined with inadequate staffing and high operational costs, result in frequent power outages that disrupt daily life and hinder economic development. This white paper proposes a comprehensive solution to enhance the resilience and reliability of Itbayat's power system by integrating renewable energy sources, specifically solar photovoltaic (PV) systems, battery storage, and a microgrid controller. The proposed solution aims to reduce dependency on diesel fuel, optimize energy use, and provide a sustainable and robust power supply for the island. Key components of the solution include: 1. Solar PV Installation: Deploying solar PV panels to harness abundant solar energy, reducing reliance on diesel fuel. 2. Battery Storage Systems: Installing battery storage to store excess solar energy and ensure a continuous power supply during low solar generation periods. 3. Microgrid Controller: Implementing a microgrid controller to manage and optimize the integration of solar PV, battery storage, and existing diesel generators. The proposed solution addresses several critical issues, including system vulnerability, generator dependency, and operational inefficiencies. By adopting this innovative approach, Itbayat Island can achieve a more resilient, efficient, and sustainable energy infrastructure, ensuring a stable power supply for its residents and enhancing overall energy security.
