Program Assessment Report Statement of Findings: Satellite Power Systems Concept Development and Evaluation Program

This report states what is known, uncertain, and unknown about the Solar Power Satellite (SPS) concept - collecting solar energy in space and delivering the energy to Earth for the production of baseload electricity. This report discusses the important technical, environmental, and cost goal questions that must be answered prior to making a commitment to the SPS concept. Although significant technological, environmental and economic questions remain to be answered, the preliminary investigations undertaken in the Concept Development and Evaluation Program do provide a basis for a policy decision on further commitment. This report also suggests areas of research and experimentation required to acquire the knowledge by which a series of informed, time-phased decisions may be made concerning the possibility of the SPS concept playing a major role in the United States' energy future.

Direct Broadcast Satellite: Radio Program

NASA is committed to providing technology development that leads to the introduction of new commercial applications for communications satellites. The Direct Broadcast Satellite-Radio (DBS-R) Program is a joint effort between The National Aeronautics and Space Administration (NASA) and The United States Information Agency/Voice of America (USIA/VOA) directed at this objective. The purpose of this program is to define the service and develop the technology for a direct-to-listener satellite sound broadcasting system. The DBS-R Program, as structured by NASA and VOA, is now a three-phase program designed to help the U.S. commercial communications satellite and receiver industry bring about this new communications service. Major efforts are being directed towards frequency planning hardware and service development, service demonstration, and experimentation with new satellite and receiver technology.

A health maintenance facility for space station freedom

We describe a health care facility to be built and used on an orbiting space station in low Earth orbit. This facility, called the health maintenance facility, is based on and modeled after isolated terrestrial medical facilities. It will provide a phased approach to health care for the crews of Space Station Freedom. This paper presents the capabilities of the health maintenance facility. As Freedom is constructed over the next decade there will be an increase in activities, both construction and scientific. The health maintenance facility will evolve with this process until it is a mature, complete, stand-alone health care facility that establishes a foundation to support interplanetary travel. As our experience in space continues to grow so will the commitment to providing health care.

The status of lightweight photovoltaic space array technology based on amorphous silicon solar cells

Ultralight, flexible photovoltaic (PV) array of amorphous silicon (a-Si) was identified as a potential low cost power source for small satellites. A survey was conducted of the status of the a-Si PV array technology with respect to present and future performance, availability, cost, and risks. For existing, experimental array blankets made of commercial cell material, utilizing metal foil substrates, the Beginning of Life (BOL) performance at Air Mass Zero (AM0) and 35 C includes total power up to 200 W, power per area of 64 W/sq m and power per weight of 258 W/kg. Doubling of power per weight occurs when polyimide substrates are used. Estimated End of Life (EOL) power output after 10 years in a nominal low earth orbit would be 80 pct. of BOL, the degradation being due to largely light induced effects (-10 to -15 pct.) and in part (-5 pct.) to space radiation. Predictions for the year 1995 for flexible PV arrays, made on the basis of published results for rigid a-Si modules, indicate EOL power output per area and per weight of 105 W/sq m and 400 W/kg, respectively, while predictions for the late 1990s based on existing U.S. national PV program goals indicate EOL values of 157 W/sq m and 600 W/kg. Cost estimates by vendors for 200 W ultralight arrays in volume of over 1000 units range from $100/watt to $125/watt. Identified risks include the lack of flexible, space compatible encapsulant, the lack of space qualification effort, recent partial or full acquisitions of US manufacturers of a-Si cells by foreign firms, and the absence of a national commitment for a long range development program toward developing of this important power source for space.

Interpolation and Extrapolation of Creep Rupture Data by the Minimum Commitment Method. Part 3: Analysis of Multiheats

The Minimum Commitment Method was applied to two sets of data for which multiple heat information was available. For one alloy, a 304 stainless steel studied in Japan, data on nine well characterized heats were used, while for a proprietary low alloy carbon steel studied in the United Kingdom data were available on seven heats - in many cases to very long rupture times. For this preliminary study no instability factors were used. It was discovered that heat-to-heat variations would be accounted for by introducing heat identifiers in the form A + B log sigma where sigma is the stress and the constants A and B depend only on the heat. With these identifiers all the data could be collapsed onto a single master curve, even though there was considerable scatter among heats. Using these identifiers together with the average behavior of all heats made possible the determination of an accurate constitutive equation for each individual heat. Two basic approaches are discussed for applying the results of the analysis.

Tower Mesonetwork Climatology and Interactive Display Tool

Forecasters at the 45th Weather Squadron and Spaceflight Meteorology Group use data from the tower network over the Kennedy Space Center (KSC) and Cape Canaveral Air Force Station (CCAFS) to evaluate Launch Commit Criteria, and issue and verify forecasts for ground operations. Systematic biases in these parameters could adversely affect an analysis, forecast, or verification. Also, substantial geographical variations in temperature and wind speed can occur under specific wind directions. To address these concerns, the Applied Meteorology Unit (AMU) developed a climatology of temperatures and winds from the tower network, and identified the geographical variation and significant tower biases. The mesoclimate is largely driven by the complex land-water interfaces across KSC/CCAFS. Towers with close proximity to water typically had much warmer nocturnal temperatures and higher wind speeds throughout the year. The strongest nocturnal wind speeds occurred from October to March whereas the strongest mean daytime wind speeds occurred from February to May. These results of this project can be viewed by forecasters through an interactive graphical user interface developed by the AMU. The web-based interface includes graphical and map displays of mean, standard deviation, bias, and data availability for any combination of towers, variables, months, hours, and wind directions.

The Biology and Space Exploration Video Series

The Biology and Space Exploration video series illustrates NASA's commitment to increasing the public awareness and understanding of life sciences in space. The video series collection, which was initiated by Dr. Joan Vernikos at NASA headquarters and Dr. Alan Hargens at NASA Ames Research Center, will be distributed to universities and other institutions around the United States. The video series parallels the "Biology and Space Exploration" course taught by NASA Ames scientists at Stanford University, Palo Alto, California. In the past, students have shown considerable enthusiasm for this course and have gained a much better appreciation and understanding of space life sciences and exploration. However, due to the unique nature of the topics and the scarcity of available educational materials, most students in other universities around the country are unable to benefit from this educational experience. Therefore, with the assistance of Ames experts, we are producing a video series on selected aspects of life sciences in space to expose undergraduate students to the effects of gravity on living systems. Additionally, the video series collection contains space flight footage, graphics, charts, pictures, and interviews to make the materials interesting and intelligible to viewers.

The Oak Ridge National Laboratory Glenn T. Seaborg Institute: 2025 highlights

The Glenn T. Seaborg Institute (GTSI) at Oak Ridge National Laboratory (ORNL) serves as a dedicated hub for advancing actinide R&D, aimed at strengthening the United States’ capabilities in actinide science. With a focus on medical, industrial, and national security applications, the ORNL GTSI seeks to foster the next generation of scientists and engineers. Collaborating closely with corresponding Seaborg Institutes at Lawrence Livermore National Laboratory (LLNL), Lawrence Berkeley National Laboratory (LBNL), Los Alamos National Laboratory (LANL), and Idaho National Laboratory, the ORNL GTSI leverages its unique strengths. These include unparalleled expertise in isotope production, handling of rare isotopes, and leadership in neutron and computational sciences. Notably, the ORNL GTSI is positioned as the nation’s cornerstone for actinide R&D, capitalizing on the exceptional capabilities of the High Flux Isotope Reactor—the premier reactor for isotope production—and the Hazard Category 2 Radiochemical Engineering Development Center, which supports advanced production, processing, and applications research. Furthermore, the GTSI is committed to serving as a national center of excellence for training across all levels of actinide science education. This report provides an overview of the activities, milestones, and accomplishments of the ORNL GTSI over the past year.

Editorial: Towards the rapid and systematic assessment of vaccine technologies

The COVID-19 pandemic highlighted both the extraordinary potential of modern vaccinology and persistent challenges in how vaccine technologies are assessed. While vaccines can be developed and deployed at unprecedented speed, our ability to predict efficacy in a population is constrained by methodological difficulties, underreporting of negative results, and limited comparability across studies. This editorial introduces a Research Topic that brings together an interdisciplinary collection of experimental, computational, and theoretical contributions spanning multiple pathogens and vaccine platforms. Across these contributions, emerging themes emphasize the need for standardized immunogenicity metrics, transparent reporting including negative findings, and harmonized experimental protocols to support meaningful comparisons. This editorial highlights community practices and shared commitments – supported by researchers, funders, and journals – that could strengthen reproducibility, transparency, and cumulative learning in vaccine research.

VerifyIO: Verifying Adherence to Parallel I/O Consistency Semantics

VerifyIO is a tool designed for verifying I/O consistency semantics in High-Performance Computing (HPC) applications. It addresses the challenges of ensuring correctness and portability across different I/O consistency models, such as POSIX, Commit, Session, and MPI-IO. By analyzing execution traces, detecting conflicts, and verifying synchronization adherence, VerifyIO provides actionable insights for both application developers and I/O library designers.

The selection and application of software standards present the NASA Space Station Program with the opportunity to serve as a pacesetter for the United States software in the area of software standards. The strengths and weaknesses of each of the NASA defined software standards issues are summerized and discussed. Several significant standards issues are offered for NASA consideration. A challenge is presented for the NASA Space Station Program to serve as a pacesetter for the U.S. Software Industry through: (1) Management commitment to software standards; (2) Overall program participation in software standards; and (3) Employment of the best available technology to support software standards

Four Generations of Maintenance Resource Management Programs in the United States: An Analysis of the Past, Present, and Future

This paper analyzes four generations of Maintenance Resource Management (MRM) programs implemented by aviation maintenance organizations in the United States. Data collected from over ten years of survey research and field observations are used for this analysis; they are presented in a case-study format. The first three generations of MRM programs were episodic efforts to increase safety through teamwork, focus group discussions, and awareness courses, respectively. Now, the fourth generation programs, characterized by a commitment to long-term communication and behavioral changes in maintenance, are set to build on those earlier generations, toward a culture of mutual trust between mechanics, their managers, and regulators.

Modernizing Accelerator Responsiveness and Controls in Operations

Accelerators increasingly use artificial intelligence (AI) and machine learning (ML) software and workflows for a variety of tasks, from optimization to fault detection and recovery. Efficient and sustainable application of these technologies necessitates specialized and facility-specific infrastructure commitments. Accelerator facilities also introduce unique radiation and security hazards, placing additional demands on operational infrastructure. These needs further escalate the prioritization of effective collaboration models and associated funding mechanisms and legal frameworks.

Life Support and Environmental Monitoring International System Maturation Team Considerations.

Human exploration of the solar system is an ambitious goal. Future human missions to Mars or other planets will require the cooperation of many nations to be feasible. Exploration goals and concepts have been gathered by the International Space Exploration Coordination Group (ISECG) at a very high level, representing the overall goals and strategies of each participating space agency. The Global Exploration Roadmap published by ISECG states that international partnerships are part of what drives the the mission scenarios. It states "Collaborations will be established at all levels (missions, capabilities, technologies), with various levels of interdependency among the partners." To make missions with interdependency successful, technologists and system experts need to share information early, before agencies have made concrete plans and binding agreements. This paper provides an overview of possible ways of integrating NASA, ESA, and JAXA work into a conceptual roadmap of life support and environmental monitoring capabilities for future exploration missions. Agencies may have immediate plans as well as long term goals or new ideas that are not part of official policy. But relationships between plans and capabilities may influence the strategies for the best ways to achieve partner goals. Without commitments and an organized program like the International Space Station, requirements for future missions are unclear. Experience from ISS has shown that standards and an early understanding of requirements are an important part of international partnerships. Attempting to integrate systems that were not designed together can create many problems. Several areas have been identified that could be important to discuss and understand early: units of measure, cabin CO2 levels, and the definition and description of fluids like high purity oxygen, potable water and residual biocide, and crew urine and urine pretreat. Each of the partners is exploring different kinds of technologies. Different specific parameters may important to define or explore possible ranges depending on the system concepts. Early coordination between technology developers can create new possibilities for collaboration, and provide input to determine what combined options may provide the best overall system architecture.

Taguchi Approach to Design Optimization for Quality and Cost: An Overview

Calibrations to existing cost of doing business in space indicate that to establish human presence on the Moon and Mars with the Space Exploration Initiative (SEI) will require resources, felt by many, to be more than the national budget can afford. In order for SEI to succeed, we must actually design and build space systems at lower cost this time, even with tremendous increases in quality and performance requirements, such as extremely high reliability. This implies that both government and industry must change the way they do business. Therefore, new philosophy and technology must be employed to design and produce reliable, high quality space systems at low cost. In recognizing the need to reduce cost and improve quality and productivity, Department of Defense (DoD) and National Aeronautics and Space Administration (NASA) have initiated Total Quality Management (TQM). TQM is a revolutionary management strategy in quality assurance and cost reduction. TQM requires complete management commitment, employee involvement, and use of statistical tools. The quality engineering methods of Dr. Taguchi, employing design of experiments (DOE), is one of the most important statistical tools of TQM for designing high quality systems at reduced cost. Taguchi methods provide an efficient and systematic way to optimize designs for performance, quality, and cost. Taguchi methods have been used successfully in Japan and the United States in designing reliable, high quality products at low cost in such areas as automobiles and consumer electronics. However, these methods are just beginning to see application in the aerospace industry. The purpose of this paper is to present an overview of the Taguchi methods for improving quality and reducing cost, describe the current state of applications and its role in identifying cost sensitive design parameters.

A Space-based, High-resolution View of Notable Changes in Urban Nox Pollution Around the World (2005 - 2014)

Nitrogen oxides (NOxNO+NO2) are produced during combustion processes and, thus may serve as a proxy for fossil fuel-based energy usage and committed greenhouse gases and other pollutants. We use high-resolution nitrogen dioxide (NO2) data from the Ozone Monitoring Instrument (OMI) to analyze changes in urban NO2 levels around the world from 2005 to 2014, finding complex heterogeneity in the changes. We discuss several potential factors that seem to determine these NOx changes. First, environmental regulations resulted in large decreases. The only large increases in the United States may be associated with three areas of intensive energy activity. Second, elevated NO2 levels were observed over many Asian, tropical, and subtropical cities that experienced rapid economic growth. Two of the largest increases occurred over recently expanded petrochemical complexes in Jamnagar (India) and Daesan (Korea). Third, pollution transport from China possibly influenced the Republic of Korea and Japan, diminishing the impact of local pollution controls. However, in China, there were large decreases over Beijing, Shanghai, and the Pearl River Delta, which were likely associated with local emission control efforts. Fourth, civil unrest and its effect on energy usage may have resulted in lower NO2 levels in Libya, Iraq, and Syria. Fifth, spatial heterogeneity within several megacities may reflect mixed efforts to cope with air quality degradation. We also show the potential of high-resolution data for identifying NOx emission sources in regions with a complex mix of sources. Intensive monitoring of the world's tropical subtropical megacities will remain a priority, as their populations and emissions of pollutants and greenhouse gases are expected to increase significantly.

Surface Inspection Tool for Optical Detection of Surface Defects

The Space Shuttle Orbiter windows were damaged both by micrometeor impacts and by handling, and required careful inspection before they could be reused. The launch commit criteria required that no defect be deeper than a critical depth. The shuttle program used a refocus microscope to perform a quick pass/fail determination, and then followed up with mold impressions to better quantify any defect. However, the refocus microscope is slow and tedious to use due to its limited field of view, only focusing on one small area of glass at a time. Additionally, the unit is bulky and unable to be used in areas with tight access, such as defects near the window frame or on the glass inside the Orbiter due to interference with the dashboard. The surface inspection tool is a low-profile handheld instrument that provides two digital video images on a computer for monitoring surface defects. The first image is a wide-angle view to assist the user in locating defects. The second provides an enlarged view of a defect centered in the window of the first image. The focus is adjustable for each of the images. However, the enlarged view was designed to have a focal plane with a short depth. This allows the user to get a feel for the depth of different parts of the defect under inspection as the focus control is varied. A light source is also provided to illuminate the defect, precluding the need for separate lighting tools. The software provides many controls to adjust image quality, along with the ability to zoom digitally the images and to capture and store them for later processing.
