Component Importance and Interdependence Analysis for Transmission, Distribution and Communication Systems

For critical infrastructure restoration planning, the real-time scheduling and coordination of system restoration efforts, the key in decision-making is to prioritize those critical components that are out of service during the restoration. For this purpose, there is a need for component importance analysis. While it has been investigated extensively for individual systems, component importance considering interdependence among transmission, distribution and communication (T&D&C) systems has not been systematically analyzed and widely adopted. In this study, we propose a component importance assessment method in the context of interdependence between T&D&C networks. Analytic methods for multilayer networks and a set of metrics have been applied for assessing the component importance and interdependence between T&D&C networks based on their physical characteristics. The proposed methodology is further validated with integrated synthetic Illinois regional transmission, distribution, and communication (T&D&C) systems, the results reveal the unique characteristics of component/node importance, which are strongly affected by the network topologies and cross-domain node mapping.

Commercial Building Planning and Retrofitting Strategy for Grid Services

The increasing integration of distributed energy resources (DERs) plays an important role in improving energy consumption efficiency. In September 2020, the Federal Energy Regulatory Commission (FERC) approved Order 2222 which opens wholesale electricity markets to small capacity DERs. The benefit of this new FERC Order 2222 is that DERs, such as rooftop solar panels and batteries, will be able to participate in regional electricity markets and provide grid services. Meanwhile, the planning and operation strategies of DERs are facing new challenges to account for the impact of the wholesale market with numerous uncertainty factors. Therefore, in this paper, we propose a new planning and retrofitting model for long-term commercial buildings that considers both DER investment and market participation. Specifically, we explore the capability of implementing DERs for grid services. The effectiveness of the proposed model is validated using real-world data. Simulation results also validate that participating in grid services can significantly increase revenues through appropriate building energy management and shorten the payback period of DER investments.

Data system architecture considerations for a space station

The functions that a space station could serve are outlined and details of the data systems requirements are discussed. The data system design will be guided by an overall space systems plan, and will feature distributed, layered architecture, user friendliness, hierarchical control, technology transparency, standard interfaces, and automated engineering tools. The station would begin with a limited core capability and evolve to serve functions defined thereafter. The automation of the engineering tools will be necessary to permit an optimized, minimized crew to control all functions of the space station, while at the same time freeing the crew from being actively involved in maintaining the nominal life support functions of the equipment. One major criterion is that the software must be error free, while another is adaptibility to changing space station configurations and demands.

Portable Common Execution Environment (PCEE) project review: Peer review

The purpose of the review was to conduct an independent, in-depth analysis of the PCEE project and to provide the results of said review. The review team was tasked with evaluating the potential contribution of the PCEE project to the improvement of the life cycle support of mission and safety critical (MASC) computing components for large, complex, non-stop, distributed systems similar to those planned for such NASA programs as the space station, lunar outpost, and manned missions to Mars. Some conclusions of the review team are as follow: The PCEE project was given high marks for its breath of vision on the overall problem with MASC software; Correlated with the sweeping vision, the Review Team is very skeptical that any research project can successfully attack such a broad range of problems; and several recommendations are made such as to identify the components of the broad solution envisioned, prioritizing them with respect to their impact and the likely ability of the PCEE or others to attack them successfully, and to rewrite its Concept Document differentiating the problem description, objectives, approach, and results so that the project vision becomes assessible to others.

Energy Scheduling-based Operating Envelopes including a Distribution System Branch Screening Algorithm

This paper presents an energy scheduling-based formulation for computing operating envelopes including a distribution branch screening algorithm, termed DBS-ES. The contribution of the paper is two-fold: firstly, it presents an innovative methodology for calculating operating envelopes using energy scheduling (baseline), and secondly, it enhances this methodology by incorporating a custom distribution branch screening algorithm (DBS-ES). The custom algorithm leverages power system knowledge to reduce both model build time and total processing time while maintaining the same scheduling results as the baseline. The effectiveness of the proposed approach is demonstrated through experiments on the IEEE13, IEEE123, and EPRI Secondary test feeders. Results highlight a 24.5% decrease in model build time and an 8.17% decrease in total processing time when using DBS-ES compared to the baseline, specifically for the IEEE123 test feeder. Additionally, the paper briefly discusses the influence of utility-controlled storage on computing operating envelopes, noting a general incre

Science opportunities from the Topex/Poseidon mission

The U.S. National Aeronautics and Space Administration (NASA) and the French Centre National d'Etudes Spatiales (CNES) propose to conduct a Topex/Poseidon Mission for studying the global ocean circulation from space. The mission will use the techniques of satellite altimetry to make precise and accurate measurements of sea level for several years. The measurements will then be used by Principal Investigators (selected by NASA and CNES) and by the wider oceanographic community working closely with large international programs for observing the Earth, on studies leading to an improved understanding of global ocean dynamics and the interaction of the ocean with other processes influencing life on Earth. The major elements of the mission include a satellite carrrying an altimetric system for measuring the height of the satellite above the sea surface; a precision orbit determination system for referring the altimetric measurements to geodetic coordinates; a data analysis and distribution system for processing the satellite data, verifying their accuracy, and making them available to the scientific community; and a principal investigator program for scientific studies based on the satellite observations. This document describes the satellite, its sensors, its orbit, the data analysis system, and plans for verifying and distributing the data. It then discusses the expected accuracy of the satellite's measurements and their usefulness to oceanographic, geophysical, and other scientific studies. Finally, it outlines the relationship of the Topex/Poseidon mission to other large programs, including the World Climate Research Program, the U.S. Navy's Remote Ocean Sensing System satellite program and the European Space Agency's ERS-1 satellite program.

Equity‐aware power distribution system restoration

Abstract The efficient, reliable, and resilient supply of electricity has become essential for social and economic well‐being of the modern society. However, more frequent occurrence of extreme weather events has exposed inequity in the planning and operation practices of power distribution systems, evidenced in higher vulnerability and longer power interruptions for some parts of the grid as compared to others. This paper proposes an equity‐aware power distribution system restoration model in an effort to ensure a more equitable yet resilient power distribution operation after outages. To this end, the proposed equity‐aware distribution system restoration model balances the efficiency of the restoration operation and the equitable allocation of distributed energy resources among affected customers after an outage, while prioritizing the critical infrastructure (e.g. hospitals). The results demonstrate the effectiveness of the proposed framework to ensure a more equitable restoration process as measured by the proposed fairness and restoration performance indices.

Final Scientific Technical Report for "Microgrid RD&D and Testing of PIDC and PWD Systems"

Alstom Grid Inc’s (ALSTOM Grid) Research Design and Development (RD&D) project, “Microgrid RD&D and Testing for PIDC and PWD” was conducted in partnership with Philadelphia Industrial Development Corporation (PIDC) in its role as owner’s representative and manager of a vibrant commercial and industrial community, involving critical loads in one of the nation’s largest unregulated, non-military electric distribution systems. PIDC needed to develop solutions to address the planned considerable growth in Distributed Energy Resources (DER) Combined Heat Plan (CHP), Renewables, Distributed Generation (DG), Demand Response (DR) and Storage. In supporting the corporate objective, PIDC needed a new class of control systems for achieving enhanced energy resilience of their critical infrastructure operation during adverse conditions together with carbon emission reduction and optimization of the overall system operation economics through system energy efficiency during normal and emergency operating conditions. Additionally, PIDC anticipated the need to support a new class of commercial agreements with tenants, such as those for Urban Outfitters, for guaranteed one hundred percent (100%) grid resilience and electric power supply in case of utility outage conditions. The project was designed to address the challenges for the commercial & industrial (C&I) communities. But more importantly, the project included development of scalable and replicable solutions intended to target a multitude of the nation’s electric distribution communities. The project researched and developed a fully comprehensive prototype consisting of microgrid operation and control functions including islanding, synchronization and reconnection, protection, voltage, frequency, and power quality management, dispatch, and system resiliency. The project provided the foundation required to significantly enhance the overall national objectives set by the DOE for energy resilience, emission reduction and system energy efficiency improvement, including protection of critical infrastructure and public resources.

Case Study: Resilience Benefits of Distributed Wind Against Fuel and Weather Hazards in Alaska

In this case study of St. Mary’s Village, Alaska, we present a resilience evaluation exercise. A resilience framework is employed to identify system characteristics, relevant metrics, and resilience hazards and to assess the performance against the hazards with and without a distributed wind system installed. The results show the resilience benefits provided by the distributed wind installation against fuel shortage hazards and cold weather hazards. The resilience benefits can be assigned monetary values, which will be highly dependent on actual circumstances of the hazard, but provide insight into value streams of distributed wind that are not usually considered. For example, the single 900 kW turbine was found to prevent an average of 14,643 kWh of load from being dropped during a two-day diesel fuel shortage event, which saved the community $447,592 from the prevented outages. This case study serves as an example for novel power system resilience analysis and builds understanding of resilience hazards that are common across many power systems.

Distribution Operations: The Evolution of Distributed Energy Resources [Guest Editorial]

Utilities around the world are experiencing change with the increasing digitalization of their systems and those of their customers. Efforts to decarbonize the electric power system have led to growth in renewable energy resources, particularly distributed energy resources (DERs), such as generation, storage, and flexible load, both in front of and behind the meter. As this change occurs in any given utility service area, new tools, such as advanced distribution management systems (ADMSs), are needed to manage utility operations, planning, and business issues, some of which are discussed here.

Integration of Utility Distributed Energy Resource Management System and Aggregators for Evolving Distribution System Operators

With the rapid integration of distributed energy resources (DERs), distribution utilities are faced with new and unprecedented issues. New challenges introduced by high penetration of DERs range from poor observability to overload and reverse power flow problems, under-over-voltages, maloperation of legacy protection systems, and requirements for new planning procedures. Distribution utility personnel are not adequately trained, and legacy control centers are not properly equipped to cope with these issues. Fortunately, distribution energy resource management systems (DERMSs) are emerging software technologies aimed to provide distribution system operators (DSOs) with a specialized set of tools to enable them to overcome the issues caused by DERs and to maximize the benefits of the presence of high penetration of these novel resources. However, as DERMS technology is still emerging, its definition is vague and can refer to very different levels of software hierarchies, spanning from decentralized virtual power plants to DER aggregators and fully centralized enterprise systems (called utility DERMS). Although they are all frequently simply called DERMS, these software technologies have different sets of tools and aim to provide different services to different stakeholders. This paper explores how these different software technologies can complement each other, and how they can provide significant benefits to DSOs in enabling them to successfully manage evolving distribution networks with high penetration of DERs when they are integrated together into the control centers of distribution utilities.

Accelerating Resilience of the Community through Holistic Engagement and use of Renewables (ARCHER) Planning Framework

The primary objective of the Accelerating Resilience of the Community through Holistic Engagement and Use of Renewables (ARCHER) initiative was to identify and incorporate the unique variations in energy burden, social vulnerability, living conditions, and access to essential services that differ across communities. By accounting for these localized factors—down to the neighborhood level—the project supports more targeted and effective investments in community resilience. The framework seeks to establish practical planning guidance, methods, and performance measures for community energy resilience, integrate community-level and electric utility system resilience planning, and assess its effectiveness through comparison with conventional and operational planning approaches. A key component of the project was its data exchange platform, which is used to evaluate and demonstrate the tools, methodologies, and planning approaches developed through ARCHER. This open-source platform enables developers and vendors of distribution and outage management systems to build upon the research by incorporating its concepts into their own tools and workflows. This capability is enabled by the transparent availability of data, functional requirements, and the underlying information model. The project yielded several important insights. First, meaningful engagement with communities is essential to achieving comprehensive resilience outcomes. Second, resilience planning is most effective when electric grid considerations and broader community needs are addressed in a coordinated manner. Third, the use of platforms that allow for real-time input from communities can enhance utility responsiveness during restoration activities. Fourth, a structured and systematic planning approach can successfully translate ARCHER concepts into practice. Fifth, the development of an integrated metric that reflects both grid performance and community impacts provides a more holistic basis for evaluating resilience. Finally, incorporating community engagement and equity considerations into grid operations is critical, particularly during severe weather events that result in extended outages.

Performance Evaluation of Peer-to-Peer Distributed Microgrids Coordination for Voltage Regulation

This paper presents the performance evaluation of a peer-to-peer microgrids coordination algorithm for sub-transmission systems. As distributed energy resources (DERs) in distribution system start to show negative impact to the bulk power system, a paradigm shift is needed for transmission planning and operation. Because distribution substations are located far from the sub-transmission system, and it is hard to use traditional centralized control for real-time control and coordination. Thus, distributed control is a natural choice because it requires less communication and central computation. In this paper, each distribution substation is treated as a microgrid, and the peer-to-peer distributed microgrids control is formulated as a real-time optimal power flow problem to reduce the negative impact in sub-transmission systems. A distributed primal-dual optimization algorithm is adopted to solve the problem. Validation of the peer-to-peer algorithm is performed through the simulation of a real-world sub-transmission system composing of many distribution systems with high renewable penetration. Simulation results show that the peer-to-peer algorithm can achieve satisfactory performance (e.g., voltage regulation) in sub-transmission system by coordinating and controlling DERs in distribution systems.
