Inaugural Symposium of the Institute for Sustainable Energy and Environment, Virginia Commonwealth University

The Inaugural Symposium of the Institute for Sustainable Energy and Environment (ISEE) was held in Virginia Commonwealth University, Richmond, Virginia during April 26 – 28, 2023. The symposium addressed issues and challenges in energy and environment and highlighted the use of clean renewable energy to mitigate the adverse effects of fossil fuels and the greenhouse gases it produces. These issues are complex as the involve educating the public that the climate change is real, it is caused by the use of fossil fuels, it requires scientists and engineers to understand the fundamental science in the production and storage of renewable energy, it requires industries to manufacture and distribute the equipment necessary for commercial application of these technologies, it requires policy makers to put together policies and guidelines to make the transition from fossil fuels to renewable energies efficient, and it requires social scientists and educators to address environmental justice issues and create a workforce to sustain the transition. The symposium considered all the above issues with a diverse list of speakers from the federal and state government, industrial partners, and experts from science and technology to social sciences and public policy. Speakers from the White House Office of Science and Technology Policy, Department of Energy, universities, and non-governmental agencies discussed the challenges and solutions in Plenary as well as Panel sessions. The talks were recorded with permission from the speakers and the panelists and were put in the ISEE website. The participants included students, postdoctoral fellows, and professors from Virginia Commonwealth University and local area Historically Black College and Universities (HBCU) such as Virginia State University and Norfolk State University. The $5000 fund awarded by the Department of Energy were used to support the participation of students, postdoctoral fellows, and faculty from the HBCU institutions. The technical program the list of participants is provided later in the document.

Achieving a Risk-Informed Decision-Making Environment at NASA: The Emphasis of NASA's Risk Management Policy

This slide presentation reviews the evolution of risk management (RM) at NASA. The aim of the RM approach at NASA is to promote an approach that is heuristic, proactive, and coherent across all of NASA. Risk Informed Decision Making (RIDM) is a decision making process that uses a diverse set of performance measures along with other considerations within a deliberative process to inform decision making. RIDM is invoked for key decisions such as architecture and design decisions, make-buy decisions, and budget reallocation. The RIDM process and how it relates to the continuous Risk Management (CRM) process is reviewed.

Providing Global Change Information for Decision-Making: Capturing and Presenting Provenance

Global change information demands access to data sources and well-documented provenance to provide evidence needed to build confidence in scientific conclusions and, in specific applications, to ensure the information's suitability for use in decision-making. A new generation of Web technology, the Semantic Web, provides tools for that purpose. The topic of global change covers changes in the global environment (including alterations in climate, land productivity, oceans or other water resources, atmospheric composition and or chemistry, and ecological systems) that may alter the capacity of the Earth to sustain life and support human systems. Data and findings associated with global change research are of great public, government, and academic concern and are used in policy and decision-making, which makes the provenance of global change information especially important. In addition, since different types of decisions benefit from different types of information, understanding how to capture and present the provenance of global change information is becoming more of an imperative in adaptive planning.

The NASA DEVELOP National Program seeks to simultaneously build capacity to use Earth observations in early career and transitioning professionals while building capacity with institutional partners to apply Earth observations in conducting operations, making decisions, or informing policy. This is done through 10-week feasibility projects, conducted by the DEVELOP teams in collaboration with decision makers. The program carries out 60-80 projects each year, engaging with over 120 partners from local, state, and federal governments to academic institutions and NGOs. To best understand project partner needs, projects begin with a thorough proposal development process in which partners share their current practices, needs, and capabilities. Throughout the project life cycle, the DEVELOP teams engage with the partners to ensure communication, feedback, and understanding. DEVELOP’s model of conducting rapid feasibility projects is an effective way to show decision maker show they can use NASA Earth science data in new ways to help them make informed decisions. Because the projects are conducted by a DEVELOP team in collaboration with end users, the partners are introduced to new data products and methodologies that they otherwise might not be able to explore within their own resource constraints. This presentation will discuss project examples, success stories, and best practices for engaging with decision makers on applied science projects.

Data policy and availability supporting global change research, development, and decision-making: An information perspective

An explosion of information has created a crisis for today's information age. It has to be determined how to use the best available information sources, tools, and technology. To do this it is necessary to have leadership at the interagency level to promote a coherent information policy. It is also important to find ways to educate the users of information regarding the tools available to them. Advances in technology resulted in efforts to shift from Disciplinary and Mission-oriented Systems to Decision Support Systems and Personalized Information Systems. One such effort is being made by the Interagency Working Group on Data Management for Global Change (IAWGDMGC). Five federal agencies - the Department of Commerce (DOC), Department of Energy (DOE), National Aeronautics and Space Administration (NASA), National Library of Medicine (NLM), and Department of Defense (DOD) - have an on-going cooperative information management group, CENDI (Commerce, Energy, NASA, NLM, and Defense Information), that is meeting the challenge of coordinating and integrating their information management systems. Although it is beginning to be technically feasible to have a system with text, bibliographic, and numeric data online for the user to manipulate at the user's own workstation, it will require national recognition that the resource investment in such a system is worthwhile, in order to promote its full development. It also requires close cooperation between the producers and users of the information - that is, the research and policy community, and the information community. National resources need to be mobilized in a coordinated manner to move people into the next generation of information support systems.

A Review of Abrupt Permafrost Thaw: Definitions, Usage, and a Proposed Conceptual Framework

Purpose of ReviewWe review how ‘abrupt thaw’ has been used in published studies, compare these definitions to abrupt processes in other Earth science disciplines, and provide a definitive framework for how abrupt thaw should be used in the context of permafrost science.Recent FindingsWe address several aspects of permafrost systems necessary for abrupt thaw to occur and propose a framework for classifying permafrost processes as abrupt thaw in the future. Based on a literature review and our collective expertise, we propose that abrupt thaw refers to thaw processes that lead to a substantial persistent environmental change within a few decades. Abrupt thaw typically occurs in ice-rich permafrost but may be initiated in ice-poor permafrost by external factors such as hydrologic change (i.e., increased streamflow, soil moisture fluctuations, altered groundwater recharge) or wildfire.SummaryPermafrost thaw alters greenhouse gas emissions, soil and vegetation properties, and hydrologic flow, threatening infrastructure and the cultures and livelihoods of northern communities. The term ‘abrupt thaw’ has emerged in scientific discourse over the past two decades to differentiate processes that rapidly impact large depths of permafrost, such as thermokarst, from more gradual, top-down thaw processes that impact centimeters of near-surface permafrost over years to decades. However, there has been no formal definition for abrupt thaw and its use in the scientific literature has varied considerably. Our standardized definition of abrupt thaw offers a path forward to better understand drivers and patterns of abrupt thaw and its consequences for global greenhouse gas budgets, impacts to infrastructure and land-use, and Arctic policy- and decision-making.

Leveraging System Dynamics to Predict the Commercialization Success of Emerging Energy Technologies: Lessons from Wind Energy

The United States urgently needs to tackle the climate crisis while enhancing energy security and resiliency. The complexity of the U.S. energy system, with its interconnected elements, makes predicting future states challenging, especially with the introduction of novel energy systems like wind, solar, clean hydrogen, and advanced nuclear technologies. Modern systems engineering methods and tools can provide deeper insights into these dynamics and future behaviors. This research aims to develop a comprehensive model that captures the main elements and behaviors of new energy technologies within the existing energy system. We hypothesized that the market uptake of novel energy systems is influenced by multiple diverse factors, such as technological learning, availability of resources, and economic incentives; examined the history of electricity generation using land-based wind technologies; and developed a system dynamics model to investigate the relationships between capacity growth and influencing factors, both internal and external. The developed model yielded outcomes that confirmed the hypothesized dynamics of wind energy system diffusion through a quantitative comparison of installed capacity and highlighted the significant influence of resource availability, federal incentives (production tax credits), and technological learning on capacity growth and cost reduction. This research aims to support informed decision-making for investments in novel energy systems and aid in developing effective policies for technology deployment.

Controlled flexibility in technical editing - The levels-of-edit concept at JPL

The levels-of-edit concept, which can be used to specify the amount of editorial effort involved in the preparation of a manuscript for publication, is discussed. Nine types of editing are identified and described. These include coordination edit (preparing estimates, gathering cost data, monitoring production processes), policy edit, integrity edit (making sure that parts of a publication match in a physical or numerical sense), screening edit (ensuring that the quality of camera-ready copy is sufficient for external publication), copy clarification edit, format edit, mechanical style edit, language edit, and substantive edit (reviewing the manuscript for content coherence, emphasis, subordination and parallelism). These functions are grouped into five levels of edit. An edit-level number is assigned to each manuscript, providing a quantitative and qualitative indicator of the editing to be done which is clearly understood by authors, managers, and editors alike. In addition, clear boundaries are drawn between normal and extraordinary editing tasks. Individual organizations will group various edits in different ways to reflect their needs and priorities; the essential element of the system is unambiguous definition and coding of the types and amount of work to be done.

A spacefaring nation - Perspectives on American space history and policy

The present volume on perspectives on American space history and policy discusses decision-making, space science and scientific communities, postwar aeronautical research in the federal laboratory, and civilian and military remote sensing and reconnaissance. Attention is given to the interpenetration of science, technology, and politics; space 'sociology'; and space technology and planetary science from 1950 to 1985. Other topics addressed include the aeronautics infrastructure as it applies to aeronautics history, the Lewis Research Center and its transition to space, the relationship between NASA and the users of earth resources data, and methodology for researching a classified system for space reconnaissance.

NASA's Microgravity Science Program

Since the late 1980s, the NASA Microgravity Science Program has implemented a systematic effort to expand microgravity research. In 1992, 114 new investigators were selected to enter the program and more US microgravity experiments were conducted in space than in all the years combined since Skylab (1973-74). The use of NASA Research Announcements (NRA's) to solicit research proposals has proven to be highly successful in building a strong base of high-quality peer-reviewed science in both the ground-based and flight experiment elements of the program. The ground-based part of the program provides facilities for low gravity experiments including drop towers and aircraft for making parabolic flights. Program policy is that investigations should not proceed to the flight phase until all ground-based investigative capabilities have been exhausted. In the space experiments program, the greatest increase in flight opportunities has been achieved through dedicated or primary payload Shuttle missions. These missions will continue to be augmented by both mid-deck and GAS-Can accommodated experiments. A US-Russian cooperative flight program envisioned for 1995-97 will provide opportunities for more microgravity research as well as technology demonstration and systems validation efforts important for preparing for experiment operations on the Space Station.

NASA/WVU Software Research Laboratory, 1995

In our second year, the NASA/WVU Software Research Lab has made significant strides toward analysis and solution of major software problems related to V&V activities. We have established working relationships with many ongoing efforts within NASA and continue to provide valuable input into policy and decision-making processes. Through our publications, technical reports, lecture series, newsletters, and resources on the World-Wide-Web, we provide information to many NASA and external parties daily. This report is a summary and overview of some of our activities for the past year. This report is divided into 6 chapters: Introduction, People, Support Activities, Process, Metrics, and Testing. The Introduction chapter (this chapter) gives an overview of our project beginnings and targets. The People chapter focuses on new people who have joined the Lab this year. The Support chapter briefly lists activities like our WWW pages, Technical Report Series, Technical Lecture Series, and Research Quarterly newsletter. Finally, the remaining four chapters discuss the major research areas that we have made significant progress towards producing meaningful task reports. These chapters can be regarded as portions of drafts of our task reports.

Using Remote Sensing Data and Research Results for Urban Heat Island Mitigation

This paper provides information on the characteristics of the urban heat island, research designed to provide the data needed to develop effective urban heat island reduction strategies, and the development of local working groups to develop implementation plans. As background, an overview of research results on the urban heat island phenomenon and the resultant effect on energy usage and air quality will be explored. The use of more reflective roofing materials, paving materials, tree planting, and other initiatives will be explored as a basis for strategies to mitigate urban heat islands and improve the urban environment. Current efforts to use aircraft remote sensing data in Atlanta, Baton Rouge, Sacramento, and Salt Lake City and our work with non-profit organizations designated to lead public education and strategic development efforts will be presented. Efforts to organize working groups comprised of key stakeholders, the process followed in communicating research results, and methodology for soliciting feedback and incorporating ideas into local plans, policies and decision-making will be discussed. Challenges in developing and transferring data products and research results to stakeholders will be presented. It is our ultimate goal that such efforts be integrated into plans and/or decision models that encourage sustainable development.

Decision Support Tools Evaluation Report for FAS/PECAD, Version 2.0

Global agricultral intelligence is a key element of decision support eithin the U.S. Department of Agriculture (USDA). Estimeates of production and yield issued by the USDA for both foreign and domestic agriculture are primary sources of information for policy and management decision making. The USDA monitors the major global agricultural commodities through the Production Estimates and Crop Assessment Division (PECAD) of its Foreign Agricultural Service (FAS). Specifically, PECAD iintelligence focuses on global agricultural production and on conditions that affect food security. In conjunction with the USDA, NASA is evaluating the potential for products from NASA's Earth Science Enterprise (ESE) missions to add value to PECAD's decision support tools. NASA is usig a systems engineering approach to evaluate the potential enhancement of PECAD's decision support system (DSS)-first by understanding the components of the system and its input requirements, then by recommending NASA products that may be integrated as system inputs to improve the accuracy, quality, or efficiency of the DSS output. This report documents the evaluation phase of the systems engineering process and includes an examination of the system architecture, operations, and input requirements, as well as an initial assessment of specific ESE measurement systems and products that should be considered for their potential to enhance the PECAD DSS.

Ontology Engineering in Provenance Enablement for the National Climate Assessment

The National Climate Assessment of the U.S. Global Change Research Program (USGCRP) analyzes and presents the impacts of climate change on the United States. The provenance information in the assessment is important because the assessment findings are of great public and academic concern and are used in policy and decision-making. By applying a use case-driven iterative methodology, we developed information models and ontology to represent the content structure of the recent National Climate Assessment draft report and its associated provenance information. We tested the ontology by using it in pilot systems serving information about instances of chapters, scientific findings, figures, tables, images, datasets, references, people, and organizations, etc. in the draft report, as well as interrelationships among those instances. The results successfully help users trace provenance in the draft report, such as finding all the journal articles from which a figure in the report was derived. The provenance information in our work was maintained in the context of the "Web of Data". In addition to the pilot systems we developed, other tools and services are also able to retrieve and utilize the provenance information. Our work is part of a Global Change Information System coordinated by the USGCRP that will eventually cover provenance information for the entire scope of global change research. Such a system will greatly increase understanding, credibility and trust in the global change research and foster reproducibility of scientific results and conclusions.

A Satellite Data-Driven, Client-Server Decision Support Application for Agricultural Water Resources Management

Water cycle extremes such as droughts and floods present a challenge for water managers and for policy makers responsible for the administration of water supplies in agricultural regions. In addition to the inherent uncertainties associated with forecasting extreme weather events, water planners need to anticipate water demands and water user behavior in a typical circumstances. This requires the use decision support systems capable of simulating agricultural water demand with the latest available data. Unfortunately, managers from local and regional agencies often use different datasets of variable quality, which complicates coordinated action. In previous work we have demonstrated novel methodologies to use satellite-based observational technologies, in conjunction with hydro-economic models and state of the art data assimilation methods, to enable robust regional assessment and prediction of drought impacts on agricultural production, water resources, and land allocation. These methods create an opportunity for new, cost-effective analysis tools to support policy and decision-making over large spatial extents. The methods can be driven with information from existing satellite-derived operational products, such as the Satellite Irrigation Management Support system (SIMS) operational over California, the Cropland Data Layer (CDL), and using a modified light-use efficiency algorithm to retrieve crop yield from the synergistic use of MODIS and Landsat imagery. Here we present an integration of this modeling framework in a client-server architecture based on the Hydra platform. Assimilation and processing of resource intensive remote sensing data, as well as hydrologic and other ancillary information occur on the server side. This information is processed and summarized as attributes in water demand nodes that are part of a vector description of the water distribution network. With this architecture, our decision support system becomes a light weight 'app' that connects to the server to retrieve the latest information regarding water demands, land use, yields and hydrologic information required to run different management scenarios. Furthermore, this architecture ensures all agencies and teams involved in water management use the same, up-to-date information in their simulations.

Report of the 1st SMAP Applications Workshop

The NASA Earth Science Division has made a commitment to “discover and demonstrate applications that inform resource management, policy development and decision making” (NASA Earth Science Division Applied Sciences Program, Program Strategy, 2010–2015). The NASA mission teams have the opportunity to take a lead role in meeting this challenge. A primary goal of the SMAP mission is to engage SMAP end users and build broad support for SMAP applications through a transparent and inclusive process. Toward this goal, the SMAP mission formed an open-community SMAP Applications Working Group (ApplWG) with over 150 members. The ApplWG held the first SMAP Applications Workshop on September 9–10, 2009, at the National Oceanic and Atmospheric Administration (NOAA) in Silver Spring, Maryland. Workshop attendees represented state and federal agencies, operational centers focused on natural hazards and disasters, international organizations, and academia. Introductory speakers from NOAA, US Geological Survey (USGS), US Department of Agriculture (USDA), Environment Canada, and US Department of Defense (DoD) addressed applications that included floods and droughts, early famine warning, crop assessments, human health, and defense.

Impacts and Conclusions of NASA DEVELOP’s Environmental Justice Landscape Analyses and Feasibility Studies

The NASA DEVELOP National Program builds dual capacity in their partner organizations and participants (students and early or transitioning career professionals) to apply Earth science and remote sensing for decision making about environmental and policy issues. The first iteration of projects at DEVELOP’s Environmental Justice (EJ) node conducted landscape analyses to identify geospatial understandings and needs of organizations working at the intersection of EJ and disasters and air quality. Their findings about collaboration, community engagement, networking, and holistic approaches to justice informed the planning and structures of the EJ node’s successive feasibility projects, which leverage NASA Earth observations and sociodemographic and economic data to provide geospatial analyses tailored to partner concerns. This poster provides an overview of DEVELOP’s approach to conducting EJ feasibility projects, use of Earth observations, end products, project outcomes, challenges, and impacts.

Hanford Reach Fall Chinook Salmon Redd Monitoring Report for Calendar Year 2024

The U.S. Department of Energy, Hanford Field Office (HFO) conducts ecological monitoring on the Hanford Site to collect and track data needed to ensure compliance with an array of environmental laws, regulations, and policies governing HFO activities. Ecological monitoring data provide baseline information about the plants, animals, and habitats under HFO stewardship at the Hanford Site required for decision making under the National Environmental Policy Act (NEPA) and Comprehensive Environmental Response, Compensation, and Liability Act. DOE/EIS-0222, Final Hanford Comprehensive Land-Use Plan Environmental Impact Statement, (CLUP) evaluates the potential environmental impacts associated with implementing a comprehensive land-use plan for the Hanford Site for at least the next 50 years, and ensures that HFO, its contractors, and other entities conduct activities on the Hanford Site in compliance with NEPA.
