Expanding PV Value: Lessons Learned from Utility-led Distributed Energy Resource Aggregation in the United States

Distributed PV capacity in the United States has increased from about 0.4 Gigawatts (GW) in 2010 to 10.5 GW in 2017 (GTM Research and SEIA 2018). When distributed PV is coupled with other emerging distributed energy resources (DERs) like battery storage and electric vehicles (EVs) they can provide demand response, voltage regulation, and other grid services. When many DERs are aggregated and called upon to provide these services simultaneously they may offer the same or more value than large, centralized power producers. In the United States, utility efforts to aggregate DERs are in the nascent stage. If initial DER aggregation programs prove successful, it could open new value streams for PV and other emerging DERs, thereby expanding deployment and transforming the energy market. The literature on the scope, performance, and lessons learned from utility-led DER aggregation programs is limited. This report fills this research gap, first by surveying utility-led DER aggregation programs nationwide, and then providing a deeper analysis of five utility pilots. We compare lessons learned across the five cases to develop a list of common challenges and related solutions that other utilities might consider when developing next generation programs.

Electric Access System Enhancement (EASE): Assessment of a Distributed Energy Resource Management System for Enabling Dynamic Hosting Capacity

The Electric Access System Enhancement (EASE) project demonstrated a scalable, interoperable, and cost-effective means of integrating high penetration of distributed energy resources (DERs). The control architecture developed leveraged a Distributed Energy Resource Management System, Distribution System Operator for transacting energy, and 3rd Party DER Aggregator platform. The project identified ways to enhance the customer interconnection process to the grid and improve access to information from DERs and optimize the usage of DERs to provide energy services in a simulated day-ahead shadow market while maintain grid reliability. By integrating these capabilities into a scalable system of systems, the DSO can effectively balance DER generation and customer demand on the distribution network. This capability allows the grid to host more DER than traditionally possible on wires alone. Hosting more DER has the added benefit of supplying increased demand growth, sometimes beyond the capacity limits of the distribution network itself. This is known as a dynamic hosting capacity, which could help utilities manage the forecasted growth in electricity demand as California switch to electric vehicles and appliances. This could help to establish energy storage and PV generation as a “pseudo firm” generation resource mix if managed appropriately and provide sufficient resource adequacy for distribution capacity upgrade deferrals.

Beneficial Integration of Energy Storage and Load Management with Photovoltaic (PV)

In recent years, a number of industry activities have aimed at addressing the integration challenges posed by the variability and uncertainty of higher penetration of renewable generation sources, like solar photovoltaic (PV) – one of the key objectives of the Sustainable and Holistic Integration of Energy Storage and Solar PV (SHINES) program launched by the U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE). This EPRI led Beneficial Integration of Energy Storge, and Load Management with PV project aimed to design, develop, and demonstrate end-to-end distributed energy resource (DER) integration solution to build on these activities. EPRI led project team designed and implemented a local controller that uses model predictive control (MPC) algorithm to optimally manage DERs on site by planning for a receding horizon while executing the control settings for the first step of its plan. The team has also developed a system controller to interface with the local controller to demonstrate the hierarchical control and how it can leverage DER capabilities to address challenges like over voltage and thermal limit violations which typically limits the DER hosting capacity of distribution feeders. Team has demonstrated how the local controller with optimization algorithm can effectively manage controllable loads like HVAC, water heater, and pool pumps to allow for greater integration of PV with relatively smaller energy storage system requirements. Optimal utilization of the load control can also reduce the depth of discharge of batteries to meet grid export/import limit from behind-the-meter (BTM) DERs. Proper utilization of DER capabilities via local control intelligence, like the one developed and demonstrated in this project can help the industry to address integration challenges of higher penetration of solar PV in economically efficient manner. This can help to accelerate deployment of clean renewable energy systems at lower societal cost.

Enhancing grid reliability and resilience through novel DER control, total situational awareness and integrated distribution-transmission representation

High penetration of distributed energy resources (DERs) can lead to overvoltage and thermal violations, miscoordination of protection devices and potential adverse control interactions. The challenges are exacerbated by a lack of operator situational awareness of behind-the-meter DERs, and T&D interactions. Furthermore, the large attack surface of a DER environment creates significant cyber security challenges. The motivation is to address these barriers. The main goal is to enable extreme levels of DERs in distribution systems while simultaneously enhancing their reliability and resiliency. This is achieved by a data-driven approach for operation, planning and control of distribution systems with total situational awareness and real-time DER control enabled by a network of edge intelligent devices, a cloud-based analytical platform, and secure communications.

Controller Requirements for Managing Community Microgrids

Microgrid control systems are central to the functioning of a microgrid. They are responsible for managing distributed energy resources (DER) in both grid-connected and islanded modes of operation. Although microgrids are being developed and deployed by many utilities, several questions are being raised about the control system that manages them. This document provides the detailed list of requirements for a feeder-level microgrid controller to manage various islanded and grid-connected use cases. Functionally, the use cases include control scenarios that require the controller to maintain energy balance, prevent constraint violations, manage switching equipment, manage grid-forming (GFM) and grid-following (GFL) DER, manage critical/non-critical loads, and coordinate with peer systems to operate joined island areas. In addition to detailed requirements, the document includes interface and performance metrics for functional evaluation. These requirements can be applied to utility-managed microgrid controllers that exclusively manage utility-owned equipment; requirements also apply to third-party managed microgrid controllers that coordinate with the utility- and customer-owned equipment. The document can also be used by technology developers and project developers in industry to specify desired control strategies and performance characteristics for community microgrid controllers.

Advanced Power-Hardware-in-the-Loop Evaluation of Inverter-Based Resources (IBRs)

Power-hardware-in-the-loop evaluation of IBRs has become more and more important as it provides reliable testing results to investigate the real responses of inverters with interconnected systems. A successful laboratory PHIL testing gives confidence of the hardware system to be deployed and de-risk technology integration prior to field deployment. So far, there are two important applications for PHIL evaluation: (1) test stability and functionality of large utility inverters into the system when it interconnects to the distribution systems/microgrids; and (2) test the collective grid service that inverters can provide to the grid. For the first application, the PHIL evaluation has high requirements for the stability and accuracy of the PHIL interface as the close-loop in digital real time simulator (DRTS) should replicate the actual current and voltage dynamics in the inverter. This is challenging because of the delays, sensing errors, nonlinearities of inverters, and hardware bandwidth limitations of the elements in the HIL loop. For the second application, multiple inverters will be tested resulting in multiple PCCs, which naturally causes competing dynamics and oscillations among hardware inverters if traditional PHIL interface is used. Therefore, new PHIL interface should be developed to compromise between stability and accuracy and represent the dispatched grid services for the hardware inverters. In this presentation, we will share our latest work in developing PHIL interface in these two applications to address the two key challenges.

Reactive Power Control Methods for Islanded Operation

As feeder-level microgrid controls begin to incorporate multiple GFM DER and voltage regulation equipment, island reactive power dispatch strategies can be improved. Although Volt-Var Optimization (VVO) control is typical in an Advanced Distribution Management System (ADMS), most microgrid controllers do not apply VVO during island operations. This report investigates reactive power control strategies for feeder-level microgrid operations. It also proposes evaluation metrics that can be applied to analyze the performance improvements of the new microgrid control strategy.

Laboratory Evaluation of Federated, Hierarchical Controls for Distribution Power System Management: Preprint

The connection of more loads and distributed energy resources (DERs) to the distribution power system brings both challenges and opportunities to system operators. There are opportunities to aggregate flexible loads and DERs to provide transmission grid services, but the coordinated actions of DERs being managed by independent, third-party DER aggregators to support transmission system operations can present challenges. We developed a federated DER management architecture and control framework that aims to manage heterogeneous DERs to deliver reliable transmission grid services while respecting distribution system constraints. The controls include stochastic day-ahead optimization, model predictive control, and a simple real-time management scheme. We present simulation results obtained from a realistic laboratory test bed of federated controls managing DERs within a substation service area to make the substation net power follow the optimal net power determined by the day-ahead optimization based on cost and limiting reverse power flow.
