The lack of adequate institutional mechanisms to regulate, monitor and govern the use of commonly owned world resources appears to be politically destabilizing and subject to socioeconomic pressures of overpopulation, food shortages, cartelism, terrorism, and wealth distribution to developing countries. The capacity and propensity to wage war and its potential consequences are elaborated. It is shown that technology is one of the dominant factors affecting the exploration and management of commonly shared resources.
The recommendations of the Legal Subcommittee of the United Nations committee for the Peaceful Uses of Space concerning satellite remote sensing are considered. Detailed studies of the Scientific and Technical Subcommittee of this committee are discussed with emphasis on three draft proposals submitted to it on remote sensing by (1) France and the USSR, (2) Latin American countries, and (3) the United States.

The visible and infrared spectra and thermal behavior of the bis-pyridal-magnesium-tetrabenz-porphyrin molecule proposed as the carrier of the diffuse interstellar bands were measured. Of the six band coincidences reported by Johnson (1977), only one, 4430 A, occurs in these experiments. This coincidence requires a special environment, not likely to occur in interstellar space but the infrared spectrum does not support Johnson's vibrational scheme. These spectroscopic and thermal measurements contradict the hypothesis that this molecule causes the diffuse bands.
The treaty on the Moon is not revolutionary but it embodies the legal rule for future activities of man on the Moon as opposed to the Space Treaty of 1967 which was too general. The new text is conservative but still allows some room for the developing States as in the law of the sea. The Moon is declared the "Common Heritage of Mankind" but the regime of exploitation of its resources is still blurred with imprecise guidelines still needing to be developed. The two superpowers cannot as in the past, ignore the rest of the world in the conquest of space and the fact that the U.N. is the depositary for ratifications, and not the two superpowers as in previous treaties, is the first sign of wider participation in the creation of Space Law.
