Planning Considerations for Energy Storage in Resilience Applications. Outcomes from the NELHA Energy Storage Conference's Policy and Regulatory Workshop

This report presents the proceedings and lessons learned at a conference workshop that discussed the role of energy storage in supporting electric system resilience, which took place at the Natural Energy Laboratory of Hawaii Authority’s (NELHA) Conference on Energy Storage Trends and Opportunities in December 2018. Staff from the Pacific Northwest National Laboratory (PNNL) made two presentations on the topic of resilience: the first covering a conceptual framework for incorporating resilience into resource planning processes, and the second covering a tool developed for microgrid planning that can assist in identifying resource mixes that will meet site-specific resilience needs. Throughout the presentations, presenters and workshop participants discussed the obstacles to improving electric system resilience and potential solutions for overcoming them. Following the workshop, the authors conducted additional research to further contextualize the topics discussed at the workshop and to frame the resulting recommendations for future engagement on this subject by the Department of Energy and the national laboratories.

USAID Colombia Young Leaders Workforce Training Program Action Plans: Regulatory Road Map for Distributed Energy Resource (DER) Interconnection and Interoperability

As part of the U.S. Agency for International Development (USAID)-National Renewable Energy Laboratory (NREL) Young Leaders Workforce Training Program in Colombia, participants from Colombia's Energy and Gas Regulatory Commission (CREG) leveraged their training and professional experience to develop a regulatory roadmap for the interconnection and interoperability of increasing integration of distributed energy resources (DERs). CREG was one of four teams selected by the training program development team to receive continued technical assistance and strategic advisory support from the USAID-NREL Partnership for action plan development and implementation. This case study provides an overview of the key activities and outcomes of the technical assistance provided by NREL on the CREG Action Plan, and key next steps for implementation of Colombia's DER Integration Regulatory Roadmap.

Los Alamos National Laboratory Internal Audit Strategic Plan

Los Alamos National Laboratory (LANL or the Laboratory) is managed under a management and operations (M&O) contract by Triad National Security, LLC (Triad), a nonprofit, public-focused consortium that includes Battelle Memorial Institute, the Texas A&M University System, and the University of California. The Internal Audit Group (IA) at LANL creates a formal strategic plan every five years in order to establish longer-range goals and initiatives to ensure the group fulfills its purpose as established in the Audit Charter, conforms with relevant standards, and is focused on continuous improvement. This document establishes the five-year strategic plan for fiscal year’s (FY) 2024 - 2028.

A Weather Analysis for Xcel Energy's 2030 Colorado Preferred Plan

The Public Service Company of Colorado (PSCo), a subsidiary of Xcel Energy (Xcel), plans to meet its target of an 80% reduction in CO 2 emissions over 2005 levels by 2030 through its Preferred Plan1,2 that includes increasing the wind and solar energy on its system, reducing coal, and adjusting the operation and dispatch of new and existing thermal generation. The objective of our analysis reported here is to identify how the PSCo generation and transmission of its Preferred Plan might operate in the face of specific weather events. We investigate weather events that currently cause stress to PSCo’s system, such as winter storms and extreme heat. In addition, we explore how the future system responds to scenarios that may be considered normal weather conditions today, but that have a large impact on wind and solar generation potential.

Planning and Operations in Electricity Markets Under System Transformation

United States electricity markets, planning mechanisms, and operational procedures are currently evolving in concert with three key trends. First, a range of new resources—solar, wind, energy storage, hybrid co-located storage, and distributed energy—are coming online and require new solutions to ensure they are efficiently integrated into existing systems. Second, consumers now face more opportunities to participate in markets by providing demand response and engaging in two-way interactions with the grid. Third, there is an increasing need for enhanced coordination between generation and transmission planning as well as across transmission and distribution systems.

Resilient Energy Transition Planning for Ouzinkie, Alaska

This report documents an energy system planning study for the village of Ouzinkie, Alaska, conducted by the U.S. Department of Energy's (DOE) Energy Transitions Initiative Partnership Project (ETIPP). Ouzinkie is a small remote community located on Spruce Island, Alaska, in the Kodiak Archipelago. The Ouzinkie community is served by a local electrical system powered by a combination of diesel generators and a hydroelectric turbine. Due to aging assets, however, the power system reliability has declined in recent years, while the cost of operating the diesel generators has increased significantly. To address these problems, Ouzinkie asked ETIPP to provide technical assistance to develop an updated integrated plan for improvements to the Ouzinkie power system, in order to transition to a more reliable and resilient system powered by renewable energy resources.

Scalable Truck Charging Demand Simulation for Cost-Optimized Infrastructure Planning

This project developed a scalable, high-resolution model to simulate medium- and heavy-duty (MHD) electric truck charging demand and assess its impact on grid infrastructure. Using generative modeling, simulation, and cost optimization, the project delivered an end-to-end software pipeline and a library of 96 real-world scenarios for the Dallas–Houston megaregion. We demonstrated a modular architecture for transportation and grid modeling, implemented cost-optimized infrastructure planning methods, and quantified grid capital, operational, and environmental costs across a wide range of truck electrification scenarios. The results have been adopted by major utility stakeholders and contributed to regional planning efforts.

Community-Engaged Energy Transition Planning in Holyoke

The overarching motivation of this project is to provide stakeholder-engaged research and education to enable a clean, equitable, and resilient energy transition. Presently, low-income communities and people of color are disproportionately burdened by environmental harm, while also being routinely left out of planning processes and benefits from infrastructure improvements. The Energy Transition Institute (ETI) addresses these issues in three ways: community engagement, educating diverse future leaders, and cutting-edge research. As municipalities across the Commonwealth plan their transition to a climate-friendly energy system, research from ETI will advance technical and social understanding of heating electrification, energy storage, demand flexibility, reliability and resiliency of power distribution infrastructure, with attention to equity. This will benefit surrounding communities, cities and towns across Massachusetts, and the global research community
