Quantum Computing Strategy 2026

Quantum computing (QC) is a rapidly maturing technology with the potential for revolutionary impacts on stockpile stewardship science and national security. Recent developments in fault-tolerant architectures have compressed vendor roadmaps, and predictions of a production-ready quantum computer by the mid-2030s are becoming increasingly credible. This strategy provides a roadmap for integrating QC into the Advanced Simulation and Computing (ASC) program by investing in four strategic focus areas: 1. Develop Capabilities in Mission-Relevant Quantum Applications: ASC will prioritize developing quantum-ready applications in mission areas that have shown significant promise for quantum advantage, including simulations of materials in extreme environments, nuclear dynamics, solving linear and nonlinear partial differential equations, and uncertainty quantification. These applications directly support stockpile stewardship science and modernization objectives. 2. Conduct R&D in Algorithms, Software, and Hardware: Sustained research into quantum algorithms, robust software tools, and quantum hardware is essential. ASC will develop efficient quantum algorithms; invest in quantum compilers, debuggers, and performance tools; and explore specialized quantum hardware tailored to NNSA’s unique requirements. 3. Engage with Vendors and Partners: Early and active collaboration with commercial quantum hardware vendors and academic partners is critical. Through testbeds, co-design agreements, and quantum demonstration facilities, ASC will influence hardware design, gain early access to emerging technologies, and ensure that quantum platforms evolve to meet mission needs. 4. Build Knowledge, Experience, and Workforce: Expanding and upskilling the quantum-trained workforce is essential to long-term success. This includes hiring, internal training, university outreach, and postdoctoral support to ensure ASC maintains the expertise required to operate, program, and integrate quantum systems as they become available. While quantum computing will never replace classical computing, it has the potential to solve certain problems with speed and accuracy that would be unachievable using any conceivable classical high-performance computing (HPC) system. By investing strategically in QC, ASC will help propel the emergent QC industry, maintain U.S. technological leadership, ensure mission readiness, and position itself to rapidly adopt quantum technologies as they mature.

Securing the Modern Grid: Federal Investments, Digitization, and Supply Chain Strategy

Across the United States (U.S.) grid expansion and modernization is underway, paving the way for accelerated load growth and intelligent resource management. Digitization of the grid is supported by several state and federal programs, providing support for utilities installing advanced metering infrastructure (AMI), AI-powered analytics systems, battery energy storage systems (BESS), and distributed energy resource management systems (DERMS) to transform the grid from a one-way power delivery system into an intelligent, responsive network that will enable faster load growth and power expansion of data centers for advanced artificial intelligence (AI) applications. The digital transformation of America's grid presents opportunity for increased efficiency and resiliency but also introduces new digital risks that require careful management. Digital equipment often contains several vulnerabilities such as unencrypted communication protocols, and persistent remote access capabilities that could be exploited to manipulate device settings, coordinate service disruptions, or inject false data into grid operations. These digital risks become particularly important as the grid must rapidly scale to support AI-driven data centers, which the administration has identified as essential for maintaining U.S. technological leadership and economic competitiveness. These vulnerabilities are compounded by supply chain realities: Chinese manufacturers currently produce 70-90% of essential grid components including inverters, batteries, and control systems, with the U.S. lacking domestic manufacturing capacity for critical assets like extra-high voltage transformers. Recent federal legislation has established Foreign Entity of Concern (FEOC) restrictions to address these risks, requiring projects to achieve escalating thresholds of non-FEOC content to receive tax credits while utilities work to expand sourcing channels for their supply chains and strengthen security measures. These restrictions arrive precisely when utilities face unprecedented electricity demand growth driven by the rapid growth in data centers, creating a considerable challenge: rapidly expanding infrastructure while navigating complex compliance requirements while lacking viable alternatives for many critical components. Idaho National Laboratory (INL) and its partners have developed practical approaches to help utilities navigate these intersecting challenges as they leverage federal investment to strengthen and grow the grid. These solutions include Cyber-Informed Engineering (CIE) principles that build resilience directly into systems, the Cirrus tool for secure cloud migration, and enhanced procurement guidance that embeds security requirements throughout equipment lifecycles. Federal initiatives, such as the Technical Assistance for Digital Assurance (TADA) project, provide direct support to utilities implementing these approaches while facilitating knowledge sharing across the industry. While these tools and frameworks cannot eliminate all risks inherent in foreign supply chain dependencies, they offer pragmatic pathways for strengthening security posture without sacrificing the deployment momentum essential to meeting surging electricity demand. Ultimately, securing America's digital energy infrastructure demands dedicated coordination across multiple fronts: building domestic supply chains, implementing robust digital assurance practices, and maintaining the aggressive modernization timeline necessary for reliability, resilience, and energy independence.

Material Control & Accountancy for Molten Salt Reactors (FY2021 Report)

There is significant domestic and international interest, investment, and research and development momentum to pursue advanced nuclear reactor technologies. Molten salt reactor (MSR) concepts display the largest variability in fuel type and design features among the current advanced concepts. MSRs have been proposed with various core designs, sizes (power), and fuel cycles. Salt-fueled molten salt systems represent the only advanced reactor type with fuel that is not in a solid form during operation. These “liquid-fueled” MSRs are unique from perspectives of fuel fabrication, spent irradiated fuel and waste components, licensing, and material control and accountability (MC&A) including the potential of fissile material holdup. The liquid fuel salt is the defining distinction in comparison to other advanced reactors that propose TRI-structural ISOtropic particle fuel pebbles, various coolant options (e.g., molten salts or metals, high temperature gas), or small modular alternatives using solid fuel variants including both light water reactors and non-light water reactors. MSRs are appealing to the nuclear energy industry because of the diverse reactor characteristics they can support including various neutron energy spectra, fueling requirements, fuel cycles, and/or fuel utilization. However, because of the significant deviation and diversity of a salt-fueled system compared to traditional solid fuel light water-cooled reactors (LWRs), the history, regulatory licensing framework, modeling capabilities, and supporting engineering technology are either lacking or, in some cases, nonexistent. Therefore, the research community is actively supporting advanced MSR development on many of these fronts in particular to assist MSR vendors with licensing requirements. ORNL is leading the research and development of respective MC&A approaches for salt-fueled MSRs. This report summarizes the research performed at Oak Ridge National Laboratory (ORNL) under the US Department of Energy, Office of Nuclear Energy, Advanced Reactor Safeguards (ARS) program to investigate safeguards and security by design concepts, licensing and regulatory considerations, and dynamic system-level modeling to understand radioisotope concentrations for salt-fueled MSRs. The report builds upon the previous research and literature, identifies the MC&A challenges inherent to a salt-fueled MSR, reviews current regulatory frameworks for LWRs and their applicability towards salt-fueled MSRs, summarizes the status and progress of an MSR dynamic modeling tool, and discusses a prospective MC&A approach based on the Molten Salt Demonstration Reactor (MSDR) model.

A tensor approach to modeling of nonhomogeneous nonlinear systems

Model following control methodology plays a key role in numerous application areas. Cases in point include flight control systems and gas turbine engine control systems. Typical uses of such a design strategy involve the determination of nonlinear models which generate requested control and response trajectories for various commands. Linear multivariable techniques provide trim about these motions; and protection logic is added to secure the hardware from excursions beyond the specification range. This paper reports upon experience in developing a general class of such nonlinear models based upon the idea of the algebraic tensor product.

Space-based Operations Grid Prototype

The Space based Operations Grid is intended to integrate the "high end" network services and compute resources that a remote payload investigator needs. This includes integrating and enhancing existing services such as access to telemetry, payload commanding, payload planning and internet voice distribution as well as the addition of services such as video conferencing, collaborative design, modeling or visualization, text messaging, application sharing, and access to existing compute or data grids. Grid technology addresses some of the greatest challenges and opportunities presented by the current trends in technology, i.e. how to take advantage of ever increasing bandwidth, how to manage virtual organizations and how to deal with the increasing threats to information technology security. We will discuss the pros and cons of using grid technology in space-based operations and share current plans for the prototype. It is hoped that early on the prototype can incorporate many of the existing as well as future services that are discussed in the first paragraph above to cooperating International Space Station Principle Investigators both nationally and internationally.

Machine Learning Models for Mapping Groundwater Pollution Risk: Advancing Water Security and Sustainable Development Goals in Georgia, USA

The widespread use of pesticides, such as atrazine and malathion, in agricultural systems raises significant concerns regarding the contamination of groundwater, which serves as a critical resource for drinking water. This study applies machine learning techniques to predict the concentrations of atrazine and malathion in groundwater across Georgia, USA, using 2019 data. A Random Forest classifier was employed to integrate various environmental and demographic factors, including pesticide application rates, precipitation, lithology, and population density, to predict pesticide contamination in groundwater. The models demonstrated high training accuracies of 100% and moderate average testing accuracy of 55% for atrazine and 60% for malathion across five iterations. The low test accuracy of the model, ranging from 50% to 75%, is likely due to overfitting, which can be attributed to the small dataset size and the complex nature of pesticide-contamination patterns, making it challenging for the model to generalize to unseen data. Feature importance analysis revealed that average pesticide usage emerged as the most influential factor for atrazine, while aquifer lithology and precipitation played crucial roles in both models. These results provide valuable insights into the dynamics of pesticide contamination, highlighting areas at greater risk of contamination. The findings underscore the importance of integrating environmental, geological, and agricultural variables for more effective groundwater management and sustainable agricultural practices, contributing to the protection of water resources and public health.

Assurance Issues in Developing AI/ML Components (and their Standards) for Civil Aviation

Standards development activities require a keen and deep understanding of the problem being solved by the standard as well as the technologies being deployed in any reference implementation of the solution. It is important to understand the mechanisms and limits of the fundamental, underlying science of implementation and verification technologies used to realize and assure systems. We need to understand the limits of what current process and metrics can provide with respect to new technologies. US leadership is important in this endeavor, and it is vital that we have a measured approach that yields sound results. We wish to start with simple, well-defined, non-safety critical applications and then progress to functions which have (1) clearly defined requirements, (2) means of checking the answer/output, and (3) means of intervention and mitigation of incorrect answers/outputs.

Data Science for Weather Impacts on Crop Yield

Private businesses in sectors, such as food, energy, and retail, as well as public sector and federal agencies are interested in the predictive understanding of weather impacts on crop yield, which is an important aspect of food security. Scientific literature has mainly examined how crop yield is impacted by growing season-averaged weather indices. Although a few studies did consider weather extremes in their analysis, their scope was either restricted to measuring their conditional relationship with yield or the extreme event types considered were limited. Selection of regression models, whether the more commonly used linear approaches or nonlinear methods, have not been appropriately justified in this context. Here, we develop data-driven methods to examine two inter-related hypotheses for improved scientific understanding and enhanced predictive modeling. The first hypothesis, that extreme weather indices have a statistically significant information content in them is found to be valid based on linear and nonlinear methods for pairwise dependence. The second hypothesis, examines the value addition of nonlinear regression methods, and suggests that linear approaches may not alone be adequate. The results of this study can inform scientific understanding, generation and relevance of indices and end-to-end risk assessment systems in the context of climate impacts on crop yield. An immediate application may be in the context of NASA Earth Exchange (NEX) which facilitates the generation and dissemination of impacts relevant weather data and indices using a multitude of satellite-derived data sets and model outputs.

Load altering attack-tolerant defense strategy for load frequency control system

Cyber attacks are emerging threats to every information-oriented energy management system. By violating the cyber systems, the hacker can disrupt the security and stability due to the strong coupling between the cyber and physical facilities. In this paper, one type of cyber attacks designated as the load altering attack is studied for the power system frequency control, and corresponding defense strategies are proposed to improve the frequency control performance. Considering the difficulty of the application of model-based controller into large-scale power systems, a novel model-free defense framework is for the first time presented. Under this framework, both active defense and passive defense strategies are designed. The former assumes that the defender has the initiative to learn different attack scenarios. Adaptive defense strategies are implemented using the online attack identification information and off-line trained strategy pool. The latter assumes that the defender passively tolerates various attack scenarios via the pre-trained off-line strategy. Both approaches prove to be effective through validation based on the IEEE benchmark systems. The proposed defense framework and defense strategies can be extended to other energy control systems to enhance their attack tolerance capability.

Rare Earth Permanent Magnets: Supply Chain Deep Dive Assessment

The report “America’s Strategy to Secure the Supply Chain for a Robust Clean Energy Transition” lays out the challenges and opportunities faced by the United States in the energy supply chain as well as the federal government plans to address these challenges and opportunities. It is accompanied by several issue-specific deep dive assessments, including this one, in response to Executive Order 14017 “America’s Supply Chains,” which directs the Secretary of Energy to submit a report on supply chains for the energy sector industrial base. The Executive Order is helping the federal government to build more secure and diverse U.S. supply chains, including energy supply chains. This report focuses on the supply chain for rare earth permanent magnets, specifically sintered neodymiumiron-boron (NdFeB) magnets, used in clean energy technologies. Sintered NdFeB magnets are the strongest magnets commercially available and provide a host of benefits to wide-ranging applications in consumer and industrial electronics, especially in advanced motor and drive systems. Within the Energy Sector Industrial Base, and clean energy in particular, NdFeB magnets are key intermediate components of permanent magnet synchronous (direct drive) generators in wind turbines (especially for offshore turbines) and electric synchronous traction motors for propulsion systems in battery and hybrid electric vehicles.
