Long-term Moisture Adsorption in Packaged Plutonium Oxide

In 2018, the Department of Energy National Nuclear Security Administration (DOE-NNSA) began implementing dilute and dispose to remove 34 metric tons (MT) of surplus weapons grade plutonium from the US stockpile. Under this plan, surplus plutonium material is converted into plutonium oxide (PuO 2 ) before being stored in metal containers and sent to the DOE Waste Isolation Pilot Plant (WIPP). The dilute and dispose project was implemented as a more cost-effective method for abiding by the Plutonium Management and Disposition Agreement (PMDA) between the USA and Russia, as compared to producing mixed oxide fuel (MOX). The PMDA was originally signed in 2000 and amended in 2010.2 The disassembly of pits and conversion to PuO 2 as part of dilute and dispose is carried out through the Advanced Recovery and Integrated Extraction System (ARIES) developed at Los Alamos National Laboratory (LANL). The dilute portion of dilute and dispose is carried out at Savannah River Site (SRS). With this program in place, it is necessary to ensure the safe, long-term storage of the PuO 2 generated during this process until final disposal at WIPP is accomplished.

Quantum computing in power systems

Electric power systems provide the backbone of modern industrial societies. Enabling scalable grid analytics is the keystone to successfully operating large transmission and distribution systems. However, today's power systems are suffering from ever-increasing computational burdens in sustaining the expanding communities and deep integration of renewable energy resources, as well as managing huge volumes of data accordingly. These unprecedented challenges call for transformative analytics to support the resilient operations of power systems. Recently, the explosive growth of quantum computing techniques has ignited new hopes of revolutionizing power system computations. Quantum computing harnesses quantum mechanisms to solve traditionally intractable computational problems, which may lead to ultra-scalable and efficient power grid analytics. This paper reviews the newly emerging application of quantum computing techniques in power systems. We present a comprehensive overview of existing quantum-engineered power analytics from different operation perspectives, including static analysis, transient analysis, stochastic analysis, optimization, stability, and control. We thoroughly discuss the related quantum algorithms, their benefits and limitations, hardware implementations, and recommended practices. We also review the quantum networking techniques to ensure secure communication of power systems in the quantum era. Finally, we discuss challenges and future research directions. This paper will hopefully stimulate increasing attention to the development of quantum-engineered smart grids.

Digital Droplet PCR and Mesocosm-Based Methods to Evaluate Biocontainment Strategies in a Native Soil Ecosystem

Genetically modified industrial production microbes and their associated bioproducts have emerged as an integral component of a sustainable bioeconomy. However, the rapid development of these innovative technologies raises biosecurity concerns, namely, the risk of environmental escape. Thus, the realization of a bioeconomy hinges not only on the development and deployment of microbial production hosts, but also on the development of secure biosystems and biocontainment designs. Current laboratory-based biocontainment testing systems do not accurately reflect the complexities found in natural environments, necessitating an environmentally relevant analysis pipeline that allows for the detection of rare escapees within a complex soil microbiome and differentiation between closely related strains. To this end, we have developed an approach that utilizes soil mesocosms and integrated digital droplet PCR (ddPCR) system to evaluate the efficacy of novel biocontainment strategies. We demonstrate the utility of this approach by modeling contamination with industrial microbial chasses versus their biocontained counterparts. Here we demonstrate the broad utility of this system by highlighting findings from strains of Saccharomyces cerevisiae that are contained with an inducible toxin anti-toxin system, strains of Synechocystis sp. PCC 6803 contained via gene knockout or toxin anti-toxin system, and strains of Escherichia coli that are contained via genomic recoding. We also show that ddPCR can be used to detect gene copies from E. coli equal to those counted by traditional spot plating assays. The resultant data demonstrates that this system has broad utility across diverse microbial chassis and biocontainment strategies and enables researchers to track the fate of our contaminating microbe with high sensitivity in the soil. The findings presented here support the use of this mesocosm-based approach to assess the environmental impact of industrial microbes and to validate biocontainment strategies.

Learning to Solve Large-Scale Security-Constrained Unit Commitment Problems

Security-constrained unit commitment (SCUC) is a fundamental problem in power systems and electricity markets. In practical settings, SCUC is repeatedly solved via mixed-integer linear programming (MIP), sometimes multiple times per day, with only minor changes in input data. In this work, we propose a number of machine learning techniques to effectively extract information from previously solved instances in order to significantly improve the computational performance of MIP solvers when solving similar instances in the future. Based on statistical data, we predict redundant constraints in the formulation, good initial feasible solutions, and affine subspaces where the optimal solution is likely to lie, leading to a significant reduction in problem size. Computational results on a diverse set of realistic and large-scale instances show that using the proposed techniques, SCUC can be solved on average 4.3 times faster with optimality guarantees and 10.2 times faster without optimality guarantees, with no observed reduction in solution quality. Out-of-distribution experiments provide evidence that the method is somewhat robust against data-set shift. Summary of Contribution. The paper describes a novel computational method, based on a combination of mixed-integer linear programming (MILP) and machine learning (ML), to solve a challenging and fundamental optimization problem in the energy sector. The method advances the state-of-the-art, not only for this particular problem, but also, more generally, in solving discrete optimization problems via ML. We expect that the techniques presented can be readily used by practitioners in the energy sector and adapted, by researchers in other fields, to other challenging operations research problems that are solved routinely.

Low-Cost Sulfur Thermal Storage for Increased Flexibility and Improved Economics of Fossil-Fueled Electricity Generating Units (Final Report)

The US electric grid relies on conventional fossil fuel power plants for reliable and secure power, but these plants suffer from physical and financial strain due to the influx of inexpensive and variable solar and wind electricity. Conventional power plants need to generate electricity flexibly and on-demand to accommodate these renewable resources on the grid. Integrating a low-cost thermal energy storage (TES) gives fossil assets the ability to regulate their output efficiently and optimize the plant operation to maximize revenue in the wholesale electricity market. Element 16’s TES concept uses sulfur, a byproduct of the oil & gas industry, as the storage media that is 10 times cheaper than molten salt used in commercial two-tank TES technology. In this project, the team completed a detailed feasibility and technoeconomic study establishing the impact, cost and performance of molten sulfur TES system integrated with fossil assets.

Investigation and Demonstration of Reliability Target Allocation to Support Reliability and Integrity Management Program

Nuclear energy is the most reliable and environmentally sustainable energy source available today. In the United States (U.S.), nuclear-generated power accounts for approximately 20% of total electricity and over 55% of clean energy. New advanced reactors have enormous potential to help further decarbonize the energy market, enhance grid resiliency, create new jobs, and build a stronger economy. More than 50 new reactors are being developed in the U.S., and the federal government realizes an urgent need to deploy nuclear technologies to meet the country’s energy, environmental, and national security goals. As such, the U.S. Department of Energy (DOE) launched multiple programs to support advanced reactor deployment. The research described in this report explores implementation strategies for the Reliability and Integrity Management Program that directly supports the DOE goal to enable the near-term deployment of the advanced reactor technologies. The project is conducted under the Regulatory Development Program for advanced reactors sponsored by the DOE.

Light output quenching in response to deuterium-ions and alpha particles and pulse shape discrimination in deuterated trans-stilbene

We characterized the light output response of a new 140 cm 3 stilbene-d 12 crystal up to 14.1 MeV neutron energies using a coincidence neutron scattering system. We also characterized its light output response to alpha particles in the 5 to 6 MeV energy range. The excellent PSD capability of the stilbene-d 12 detector allowed us to select light pulses produced by particles of increasing ionization density, namely electrons, protons, deuterium-ions, and alpha particles. The measured fast decay component of the light pulses is increasingly quenched as the ionization density of the particle in the crystal increases. Consistently with this finding, the Birks’ quenching parameter of alpha particles is approximately 8.5 times larger compared to the quenching of deuterium ions, produced by neutron scattering interactions. The reported experimental characterization will allow high-fidelity modeling of the detector enabling its application for fast-neutron detection and spectroscopy in nuclear physics, radiation protection, nuclear security, and non-proliferation.

Energy Dependent Fission Product Yields (2nd year Milestone and Deliverables)

Introduction to the project: One of the Laboratory missions is to provide consistent, high-precision fission product; yield data critical for testing fission models and maintaining the safety and security of the nation’s nuclear weapons stockpile. However, high-quality, energy-differential fission product yield data is missing for certain actinides and neutron energies important to constrain the new U.S. Nuclear Data Program evaluation effort; It has been shown that the reactor antineutrino anomaly may be at least partially caused by roughly 20 fission products. The fission product yield data is missing or incomplete for many of these isotopes, thus it is necessary to accurately determine these values to better constrain the anomaly; Aitor Bracho is measuring very short-lived (seconds to minutes) fission product yields of 235 U and 239 Pu using monoenergetic neutron beams at E n = 60 and 560 keV; Aitor Bracho is using a direct approach utilizing a state-of-the-art rabbit transfer system, superior HPGe detector, and digital acquisition systems for fission decay measurements. The goals of this project: lop experimental capabilities and data analysis techniques to carry out the gamma-ray spectra analysis necessary for fission product yield calculation; Provide high-precision and energy-dependent fission product data supporting fission theory, neutrino physics, and applied physics.

Early Results from GLASS-JWST. VII. Evidence for Lensed, Gravitationally Bound Protoglobular Clusters at z = 4 in the Hubble Frontier Field A2744

We investigate the blue and optical rest-frame sizes (λ ≃ 2300–4000 Å) of three compact star-forming regions in a galaxy at z = 4 strongly lensed (×30, ×45, and ×100) by the Hubble Frontier Field galaxy cluster A2744 using GLASS-ERS James Webb Space Telescope (JWST)/NIRISS imaging at 1.15 μm, 1.50 μm, and 2.0 μm with a point-spread function ≲0$_{.}^{"}$1. In particular, the Balmer break is probed in detail for all multiply imaged sources of the system. With ages of a few tens of Myr, stellar masses in the range (0.7–4.0) ×10 6 M⊙ and optical/ultraviolet effective radii spanning the interval 3 < R eff < 20 pc, such objects are currently the highest-redshift (spectroscopically confirmed) gravitationally bound young massive star clusters (YMCs), with stellar mass surface densities resembling those of local globular clusters. Optical (4000 Å, JWST-based) and ultraviolet (1600 Å, Hubble Space Telescope–based) sizes are fully compatible. The contribution to the ultraviolet underlying continuum emission (1600 Å) is ~30%, which decreases by a factor of 2 in the optical for two of the YMCs (~4000 Å rest-frame), reflecting the young ages (<30 Myr) inferred from the spectral energy distribution fitting and supported by the presence of high-ionization lines secured with the Very Large Telescope/MUSE. Such bursty forming regions enhance the specific star formation rate of the galaxy, which is ≃10 Gyr –1 . This galaxy would be among the extreme analogs observed in the local universe having a high star formation rate surface density and a high occurrence of massive stellar clusters in formation.
