Net-zero Microgrid Program Report: Microrred de la Montaña Feasibility Study (Executive Summary Extended)

This feasibility study provides the technical and economic rationale for the Microrred de la Montaña as a viable solution for supplying reliable and resilient electricity to an underserved region in Puerto Rico – a region that is the first to be disconnected from the grid and the last to be restored, enduring months long outages. It begins the process of the development of the microgrid through conceptual design, engineering, detailed electrical design, implementation, and operation. The Microrred de la Montaña is organized under the governance of the Cooperativa Hidroeléctrica de la Montaña (Cooperativa) which has legal status as a cooperative and power provider under the laws of Puerto Rico. The members are the municipalities of Adjuntas, Jayuya, Lares and Utuado with a combined population of 90,000. These municipalities are in central Puerto Rico – a mountainous region that is extremely vulnerable to weather events and excessive, long-duration power outages and are among the poorest and most disadvantaged regions in Puerto Rico. Funding from external sources is necessary to acquire the resources for a resilient power delivery system. Regulatory support is necessary to establish operational relationships with the incumbent power providers. The Microrred de la Montaña is envisioned as a resilient microgrid that manages distributed energy resources – local solar, storage, and hydroelectricity over an upgraded distribution network within the boundaries of four municipalities. This feasibility study provides the results of an extensive techno-economic analysis to form a sound basis for decision-making by community leaders, their constituents, funding and investment agencies, and regulators to realize the benefits that are achievable by fully implementing the design and planning recommended for the Microrred de la Montaña.

Determination of the structure and heating mechanisms of coronal loops from soft X-ray observations with the solar probe

High resolution soft X-ray imaging from the solar probe is justified in terms of the expected scientific returns which include the determination of the temperature and density structure of a coronal loop. The advantages of the grazing incidence telescope over the multiple pinhole camera are discussed. An instrument package is described which includes a grazing incidence mirror, a thermal prefilter, a three position filter wheel and a focal plane detector baselined as an 800 by 800 back-illuminated charge coupled device. The structural assembly together with the data processing equipment would draw heavily on the designs being developed for the Solar Polar Mission.

Space Shuttle SRM development

The successful static test of the fourth Development Space Shuttle Solid Rocket Motor (SRM) in February 1979 concluded the development testing phase of the SRM Project. Qualification and flight motors are currently being fabricated, with the first qualification motor to be static tested. Delivered thrust-time traces on all development motors were very close to predicted values, and both specific and total impulse exceeded specification requirements. 'All-up' static tests conducted with a solid rocket booster equipment on development motors achieved all test objectives. Transportation and support equipment concepts have been proven, baselining is complete, and component reusability has been demonstrated. Evolution of the SRM transportation support equipment, and special test equipment designs are reviewed, and development activities discussed. Handling and processing aspects of large, heavy components are described.

Controller synthesis for flexible spacecraft using multivariable loop-shaping and factorization methods

The problem of designing fine-pointing controllers is considered for large, flexible space structures using modern multivariable synthesis methods. The first method is an iterative procedure which utilizes frequency-domain singular-value techniques, and is found to yield satisfactory performance and robustness. For the second method, which is based on coprime factorizations, a particular bicoprime is obtained, and the steps in the design process are described. This method is still under development.

Process material management in the Space Station environment

The Space Station will provide a unique facility for conducting material-processing and life-science experiments under microgravity conditions. These conditions place special requirements on the U.S. Laboratory for storing and transporting chemicals and process fluids, reclaiming water from selected experiments, treating and storing experiment wastes, and providing vacuum utilities. To meet these needs and provide a safe laboratory environment, the Process Material Management System (PMMS) is being developed. Preliminary design requirements and concepts related to the PMMS are addressed, and the MSFC PMMS breadboard test facility and a preliminary plan for validating the overall system design are discussed.

A development framework for distributed artificial intelligence

The authors describe distributed artificial intelligence (DAI) applications in which multiple organizations of agents solve multiple domain problems. They then describe work in progress on a DAI system development environment, called SOCIAL, which consists of three primary language-based components. The Knowledge Object Language defines models of knowledge representation and reasoning. The metaCourier language supplies the underlying functionality for interprocess communication and control access across heterogeneous computing environments. The metaAgents language defines models for agent organization coordination, control, and resource management. Application agents and agent organizations will be constructed by combining metaAgents and metaCourier building blocks with task-specific functionality such as diagnostic or planning reasoning. This architecture hides implementation details of communications, control, and integration in distributed processing environments, enabling application developers to concentrate on the design and functionality of the intelligent agents and agent networks themselves.

Dynamic analysis of space-related linear and non-linear structures

In order to be cost effective, space structures must be extremely light weight, and subsequently, very flexible structures. The power system for Space Station Freedom is such a structure. Each array consists of a deployable truss mast and a split blanket of photovoltaic solar collectors. The solar arrays are deployed in orbit, and the blanket is stretched into position as the mast is extended. Geometric stiffness due to the preload make this an interesting non-linear problem. The space station will be subjected to various dynamic loads, during shuttle docking, solar tracking, attitude adjustment, etc. Accurate prediction of the natural frequencies and mode shapes of the space station components, including the solar arrays, is critical for determining the structural adequacy of the components, and for designing a dynamic controls system. The process used in developing and verifying the finite element dynamic model of the photo-voltaic arrays is documented. Various problems were identified, such as grounding effects due to geometric stiffness, large displacement effects, and pseudo-stiffness (grounding) due to lack of required rigid body modes. Analysis techniques, such as development of rigorous solutions using continuum mechanics, finite element solution sequence altering, equivalent systems using a curvature basis, Craig-Bampton superelement approach, and modal ordering schemes were utilized. The grounding problems associated with the geometric stiffness are emphasized.
