Fort Mojave Indian Tribe Aha Macav Power Service Renewable Energy Project

Aha Macav Power Service (AMPS), on behalf of the Fort Mojave Indian Tribe received a Department of Energy Solar grant. Partnering with Stockbridge Energy Group and the Department of Energy, AMPS was able to construct, install, test and successfully put into operation a 2.3 MW solar field. As provided in the solar data, this project has helped to offset the cost of open market purchase power needed to meet the needs of the Tribe. The estimated value of the solar energy produced in FY2021 currently is more than $294,000. Eventual expansion of the solar project is projected to create future energy independence for the Fort Mojave Indian Tribe.

Guide to Developing Energy Services Interfaces

This document provides guidance to develop communications interfaces that are highly interoperable and adhere to a set of energy services interface (ESI) principles. It can be applied in the context of information and communications technology interface standards and implementation profiles that enable the integration of a facility with responsive distributed energy resources (DER) into an electric power system consistent with the fundamental ESI principles. In this context, a DER facility may consist of a single DER with a communicating controller or may be as complex as a microgrid campus with several buildings and many DERs. This document is not a technical interface standard, but the requirements described can be used to check that existing, augmented, or new interface standards meet the interoperability requirements of the ESI concept. In this way, this guide for the ESI specification can support future advancements in developing interoperability standards and implementation profiles. The intended audience for this document is DER integration practitioners and ecosystem groups that are in the business of developing and implementing communications interfaces for DER integration. It is intended that these groups apply the information and processes in this document to develop communications standards and implementation profiles that are consistent with fundamental ESI principles.

The Integration of Wi-Fi Location-Based Services to Optimize Energy Efficient Commercial Building Operations

This project investigated and demonstrated the use of Wi-Fi Location-Based Services (LBS) to perform occupancy sensing in commercial buildings. Wi-Fi LBS can be used to detect the presence of Wi-Fi enabled mobile devices and laptops that accompany occupants as they move through the building. These signals can be used to determine occupant presence, head count, and location. When integrated with the building automation system, this emerging technology approach can be used to manage other connected systems such as lighting and HVAC to reduce energy usage in the building and improve occupant comfort. An open source location detection algorithm was developed, which uses data collected from three or more Wi-Fi access points to determine the presence and estimate the location of mobile devices and laptops. Access points can detect Wi-Fi enabled devices even if they are not connected to the existing Wi-Fi network. Building occupancy is determined based on the presence, location, and movement of these devices through the space. From lab and small-scale in-situ testing, the Location Detection Algorithm (LDA) was found to be accurate to within 10 feet and could be further refined by tuning the algorithm for the specific space characteristics such as layout and obstructions (walls, furniture, etc.). An open source method to integrate the occupancy data with existing building automations systems was investigated. The Wi-Fi occupancy sensing approach was then demonstrated and validated at commercial buildings located in Saint Paul, MN; Madison, WI; New York City; and Fort Worth, TX.

Electric Vehicle Standards – Grid Service Capabilities: Evaluation of IEEE 2030.13, SAE J3072, ISO 15118-2, ISO 15118-20, OCPP, IEC 61850-7-420, IEEE 2030.5, and OpenADR

This report examines a selection of standards associated with vehicle-grid-integration. The standards will be evaluated on their support for electric vehicles to provide/participate in component distributed energy resource grid services. Challenges associated with the deployments of the standards will also be discussed.

Demonstration of Grid Services Using Mixed Grid-Forming and Grid-Following Technologies at the Wheatridge Renewable Energy Facility (Final Technical Report)

This Final Technical Report summarizes the analytical, modeling, and engineering work performed to evaluate grid-forming (GFM) inverter capabilities within a large hybrid renewable energy facility. The project focused on assessing the ability of advanced inverter-based resources to provide essential reliability services through coordinated operation of grid-forming (GFM) and grid-following (GFL) technologies. During Budget Period 1, the project developed a comprehensive framework of GFM performance metrics, including angle support, voltage regulation, frequency response, damping behavior, and current-limiting performance. Extensive electromagnetic transient (EMT) studies and hardware-in-the-loop (HIL) testing were conducted to validate GFM behavior under a range of operating conditions, including weak-grid scenarios, voltage disturbances, and multi-resource interactions. The project also established validated modeling approaches, plant-level control integration strategies, commissioning frameworks, and high-speed measurement infrastructure to support future field demonstration. Although the project concluded prior to field demonstration, the results provide a utility-scale foundation for evaluating, modeling, and deploying grid-forming technologies. The methodologies and tools developed contribute to industry understanding of inverter-based resource behavior and support future power system reliability under increasing renewable penetration.

Epidemic Intelligence Service Alumni in Public Health Leadership Roles

Since 1951, the Epidemic Intelligence Service (EIS) of the U.S. Centers for Disease Control and Prevention (CDC) has trained physicians, nurses, scientists, veterinarians, and other allied health professionals in applied epidemiology. To understand the program’s effect on graduates’ leadership outcomes, we examined the EIS alumni representation in five select leadership positions. These positions were staffed by 353 individuals, of which 185 (52%) were EIS alumni. Among 12 CDC directors, four (33%) were EIS alumni. EIS alumni accounted for 29 (58%) of the 50 CDC center directors, 61 (35%) of the 175 state epidemiologists, 27 (56%) of the 48 Field Epidemiology Training Program resident advisors, and 70 (90%) of the 78 Career Epidemiology Field Officers. Of the 185 EIS alumni in leadership positions, 136 (74%) were physicians, 22 (12%) were scientists, 21 (11%) were veterinarians, 6 (3%) were nurses, and 94 (51%) were assigned to a state or local health department. Among the 61 EIS alumni who served as state epidemiologists, 40 (66%) of them were assigned to a state or local health department during EIS. Our evaluation suggests that epidemiology training programs can serve as a vital resource for the public health workforce, particularly given the capacity strains brought to light by the COVID-19 pandemic.

Message transfer service for space applications

Spacecraft applications that interact with on-board sensors, effectors, and major components have traditionally used private interfaces which are tightly bound to the interface details of the data links connecting these sub-systems. The latest spacecraft, which often include several powerful processors running real time operating systems, high-speed on-board networks, and intelligent peripherals, can support a more layered networked environment. Use of standard interfaces and networked elements is expected to yield reusable software and hardware components. Within CCSDS Panel 1K we have been developing such on-board interface standards. This paper will present a Message Transfer Service that defines a common API for use within a single spacecraft or among spacecraft flying in a constellation.

Web Map Services (WMS) Global Mosaic

The WMS Global Mosaic provides access to imagery of the global landmass using an open standard for web mapping. The seamless image is a mosaic of Landsat 7 scenes; geographically-accurate with 30 and 15 meter resolutions. By using the OpenGIS Web Map Service (WMS) interface, any organization can use the global mosaic as a layer in their geospatial applications. Based on a trade study, an implementation approach was chosen that extends a previously developed WMS hosting a Landsat 5 CONUS mosaic developed by JPL. The WMS Global Mosaic supports the NASA Geospatial Interoperability Office goal of providing an integrated digital representation of the Earth, widely accessible for humanity's critical decisions.
