Enabling Extended-Term Simulation of Power Systems with High PV Penetration. Final Report

This is the final Technical Report for DOE-SETO Project Award # DE-EE0036461. The goal of this project is to advance the understanding of the grid impact of high penetration of photovoltaic (PV) generation by developing novel numerical methods to solve the differential algebraic equations (DAEs) that define power systems. This will overcome the limitations of current software packages – namely that they only consider fast dynamics over brief time periods. The work presented in this final project report covers results over the entire period of the project. This includes results on model development, code development for the PST repository, datasets in the PST repository, algorithm development and results from variable time-step simulations, development and results from multirate simulations, and sensitivity analysis of key parameter in variable time-step methods. In addition, this report discusses project outreach activities to stakeholders, and a summary of project products. Also covered in this final report is the writing of two conference papers (one of which has already been accepted) and a journal paper. In addition, the updating of two inverter models (both grid forming and grid following) to be compatible with the latest version of PST software is discussed.

NPD Classification Tools – User Guide NPD Explorer and NPDamCAT Apps

The existing infrastructure at non-powered dams (NPDs) presents a variety of opportunities from generating electricity and economic value to the myriad services they provide. However, it also presents a significant challenge because aging structures must be maintained, and changes to the ecosystems and river systems by NPDs must be managed. The various stakeholders interested in these opportunities and challenges require varying information about NPDs; in many cases, interest in NPDs can extend across the entire population of dams. Even when interest is more narrowly focused on an individual dam or a small subset of dams, understanding how these dams relate to the broader context of NPD infrastructure can be important. As noted in TM 2021/2155, “Each NPD has unique characteristics describing its design, operation, environmental impacts, social impacts, and economic potential. The large number of dams, the diversity of interests related to dams, the variety of dam characteristics, and the types of data required to describe dams all pose major challenges to an analysis of the entire dam population." This user guide describes two web-based tools that facilitate exploration of dams from a variety of perspectives: the NPD Explorer and the NPD Custom Analysis and Taxonomy (NPDamCAT). These tools facilitate access to information about dams and help users interact with the information, making small- to large-scale analyses more convenient for a broad set of stakeholders.

WTK-LED: The WIND Toolkit Long-Term Ensemble Dataset

To satisfy a wide group of stakeholders across various wind energy disciplines, including but not limited to stakeholders in the distributed and utility scale wind industry, the new emerging airborne wind energy field, grid integration, power systems modeling, environmental modeling, and researchers in academia, and to close some of the gaps that current public datasets have, we aimed at developing an updated version of the meteorological WIND Toolkit, named WIND Toolkit Long-term Ensemble Dataset (WTK-LED), which is a meteorological dataset providing time series every 5 min and 2 km, including model uncertainty of wind speed at every modeling grid point so that users are provided with a range of possible wind speeds every 2 km. The data were produced using the Weather Research and Forecasting Model (WRF). The vertical grid used in WTK-LED includes many vertical layers in the atmospheric boundary layer to provide information of atmospheric quantities across the rotor layer of utility scale and distributed wind turbines. The WTK-LED includes: 1) Numerical simulations covering the continental United States, Alaska, and Hawaii, with high-resolution data being available for 3 years (2018-2020). 2) Climate simulations from Argonne National Laboratories covering the North American continent, including Alaska, Canada, and most of Mexico and the Caribbean Islands. These simulations complement the new WTK-LED to offer a 4-km dataset covering 20 years, from 2001-2020. 3) Specific long-term,high-resolution offshore simulations have been conducted separately for the US coasts, Hawaii, and the Great Lakes, leading to the 2023 National Offshore Wind data set. This report focuses on a description of the land-based WTK-LED for CONUS, Hawaii, and Alaska, for the 3-year 2-km/5-min dataset and the 20-year 4-km/hourly dataset, as well as the uncertainty quantification method. We also provide limited validation results. Based on our results to date, we suggest use cases and applications for each dataset of the WTK-LED.

Overview and Commentary on Applying the Coordinated Vulnerability Disclosure Process to Photovoltaic System Devices

The rapid expansion of photovoltaic (PV) systems, particularly inverters, has introduced new cybersecurity challenges that threaten both local operations as well as the broader electrical grid’s stability. PV inverters, integrated into critical energy infrastructure are potential targets for cyber attacks due to vulnerabilities in firmware, remote access systems, and communication protocols. The Coordinated Vulnerability Disclosure (CVD) process, as defined by the Cybersecurity and Infrastructure Security Agency (CISA), provides a framework for identifying, reporting, and addressing these vulnerabilities in a transparent and collaborative manner. This report outlines the CVD process as it applies to PV systems, detailing the roles of key stakeholders, such as manufacturers, grid operators, and security researchers. The report also highlights specific challenges in managing vulnerabilities for new and legacy PV systems, which includes those introduced by insecure communications and third-party supply chain components. By adhering to the CVD process, the PV industry can mitigate cybersecurity risks, ensure regulatory compliance, and maintain consumer trust, while safeguarding the operational resilience of the energy grid. Ultimately, the effective coordination of vulnerability management is crucial for securing the future of PV systems within the critical electric grid infrastructure landscape.

Graph-Learning-Assisted State and Event Tracking for Solar-Penetrated Power Grids with Heterogeneous Data Sources

Unlike transmission systems, distribution systems do not typically contain sufficient metering to enable real-time state estimation. The lack of sufficient real-time measurements prohibits accurate and timely monitoring of the state of distribution systems. As a result, control and optimal operation of distribution systems, especially those containing large numbers of renewable generation units are not possible without proper data and information about the current state of the system. The main motivation of this project is to address this shortcoming by developing an approach which provides “predicted” real-time measurements so that they can be used to execute a distribution system state estimator. Thus, the objective of the project is to make the distribution systems fully observable, such that the hosting capacity for solar generation can be accurately estimated, and unnecessary solar curtailments can be avoided. In order to accomplish this goal, the project investigated the use of a grid-model-informed machine learning (ML) tool which integrates heterogeneous data streams obtained from AMI meters, SCADA as well as PMU measurements and created synchronous measurement snapshots for the state estimator (SE); and developed a hybrid robust SE which provides not only accurate state estimates but also real-time feedback for the ML model refinement.

Downscaled Earth System Model Data for Resilient Energy System Planning

The second-generation Sup3rCC dataset provides high-resolution meteorological data generated through the downscaling of multiple earth system models (ESMs) from the Coupled Model Intercomparison Project Phase 6 (CMIP6). This downscaling is performed through application of a generative machine learning approach called Super-Resolution for Renewable Resource Data (sup3r). This dataset builds on the first-generation Sup3rCC data by applying improved bias correction methods and adding downscaled precipitation to the output variables. In this presentation, we explore the output characteristics of the dataset and various validation analyses. We also present and discuss plans for the integration of this data into power system planning models using a decision-making under deep uncertainty (DMDU) methodology.

Development of an Unbiased Future Solar Dataset for Solar Resource Adequacy Research Over CONUS

A high-resolution, long-term solar dataset is essential for capturing the variability of solar energy resources and informing strategies to ensure grid reliability and resilience in systems with high levels of solar energy integration. This study focuses on generating unbiased, high-resolution projections of solar irradiance through a statistical downscaling framework, using Earth system model (ESM) simulations obtained from the North American Coordinated Regional Climate Downscaling Experiment (NA-CORDEX). The National Solar Radiation Database (NSRDB) is used to calibrate statistical downscaling models. The newly developed dataset provides solar irradiance, surface air temperature, and surface wind speed at 4-km and hourly resolutions across the contiguous United States (CONUS), based on two future scenarios (RCP4.5 and RCP8.5). This study outlines key steps in developing the high-resolution future solar dataset, including (1) regridding ESM data to a common 20-km resolution grid, (2) correcting ESM biases using the NSRDB, and (3) applying temporal and spatial downscaling methods to generate high-resolution (4-km, hourly) solar projections. Preliminary results indicate that downscaled projections (4-km) captured reasonable spatial patterns when compared to observations across CONUS for four variables. On average across all pixels, 4-km daily-total GHI and DNI projections showed normalized bias (nBias) less than 1% and 6% for GHI and DNI against NSRDB, respectively (nBias less than 1% and 5% for daily-average surface air temperature and surface wind speed). In terms of long-term trend for GHI and DNI, there was no strong increasing or decreasing trend (when compared to surface air temperature), but it showed a very weak decreasing trend.

A Generic and Multifunctional Electromagnetic Transient Model for Grid-Following Inverters

This article presents a generic and multi-functional electromagnetic transient (EMT) dynamic model of grid following (GFL) inverter-based resource (IBR) using the PSCAD software platform. The features of the developed model includes the flexibility in selecting various types and combinations of DC sources covering PV modules, battery modules, ideal DC source module, as well as flexibility in selecting either switched or averaged model of inverter. This model also covers exhaustive lists of controller logic covering open-loop/closed-loop PQ dispatch control, DC voltage and AC terminal voltage control along with the conventional current control designed in dq-domain, ate- domain and positive-negative sequence domain. Moreover, this model is equipped with the flexibility in selecting various types of current limiting schemes that includes saturation-based as well as latching-based current limiter, anti-windup protection. Moreover, the EMT model is agnostic to the MVA rating and is suitable for interfacing transmission systems by being complaint with the IEEE Std. 2800. The generality in the power circuits and the multi-functional options in operation and control of the developed EMT model makes it suitable for both academia and industry to study various power system aspects not limited to but such as fault behavior of GFL IBR and impacts on protection system, transient stability of a system interfaced with large number of GFL IBRs etc.
