Use of remote sensing for land use policy formulation

The author has identified the following significant results. By utilizing remote sensing techniques, it was possible to accurately inventory a relatively large area for sand mining impact on protection and management of shoreland dunes within a limited time period and at a relatively low cost. Analysis of two sample areas selected from the Grand Mere area after prohibition of off-road-vehicle use indicated an increase in vegetation regrowth of 8.52% for sample area 1 and of 4.44% for sample area 2.

Activities of the US Geological Survey in Applications of Remote Sensing in the Chesapeake Bay Region

The application of remote sensing in the Chesapeake Bay region has been a central concern of three project activities of the U.S. Geological Survey: two are developmental, and one is operational. The two developmental activities were experiments in land-use and land-cover inventory and change detection using remotely sensed data from aircraft and from the LANDSAT and Skylab satellites. One of these is CARETS (Central Atlantic Regional Ecological Test Site). The other developmental task is the Census Cities Experiment in Urban Change Detection. The present major concern is an operational land-use and land-cover data-analysis program, including a supporting geographical information system.

A maintenance model for k-out-of-n subsystems aboard a fleet of advanced commercial aircraft

Proposed highly reliable fault-tolerant reconfigurable digital control systems for a future generation of commercial aircraft consist of several k-out-of-n subsystems. Each of these flight-critical subsystems will consist of n identical components, k of which must be functioning properly in order for the aircraft to be dispatched. Failed components are recoverable; they are repaired in a shop. Spares are inventoried at a main base where they may be substituted for failed components on planes during layovers. Penalties are assessed when failure of a k-out-of-n subsystem causes a dispatch cancellation or delay. A maintenance model for a fleet of aircraft with such control systems is presented. The goals are to demonstrate economic feasibility and to optimize.

Gas core reactors for actinide transmutation and breeder applications

This work consists of design power plant studies for four types of reactor systems: uranium plasma core breeder, uranium plasma core actinide transmuter, UF6 breeder and UF6 actinide transmuter. The plasma core systems can be coupled to MHD generators to obtain high efficiency electrical power generation. A 1074 MWt UF6 breeder reactor was designed with a breeding ratio of 1.002 to guard against diversion of fuel. Using molten salt technology and a superheated steam cycle, an efficiency of 39.2% was obtained for the plant and the U233 inventory in the core and heat exchangers was limited to 105 Kg. It was found that the UF6 reactor can produce high fluxes (10 to the 14th power n/sq cm-sec) necessary for efficient burnup of actinide. However, the buildup of fissile isotopes posed severe heat transfer problems. Therefore, the flux in the actinide region must be decreased with time. Consequently, only beginning-of-life conditions were considered for the power plant design. A 577 MWt UF6 actinide transmutation reactor power plant was designed to operate with 39.3% efficiency and 102 Kg of U233 in the core and heat exchanger for beginning-of-life conditions.

Use of LANDSAT data for natural resources investigation in the lower basin of Danube and Danube Delta

The author has identified the following significant results. Monitoring of excess humidity was possible at the Baragan test site. Qualitative improvements of 20-50% were obtained in regards to soil inventory in the eastern Danube Delta, comparing data with conventional maps. The pedological situation was observed after drainage in impounded enclosures. The appearance of stagnate water was surveyed due to difference in color shades on LANDSAT imagery. Areas with gluey soils, such as lake bottoms rich in CaCO3 and shell grist, were clearly represented. Sediment discharges into the sea at the Danube mouth and plumes over 100 km at sea could be easily distinguished on LANDSAT MSS 4 and 5.

Skylab/EREP application to ecological, geological, and oceanographic investigations of Delaware Bay

Skylab/EREP S190A and S190B film products were optically enhanced and visually interpreted to extract data suitable for; (1) mapping coastal land use; (2) inventorying wetlands vegetation; (3) monitoring tidal conditions; (4) observing suspended sediment patterns; (5) charting surface currents; (6) locating coastal fronts and water mass boundaries; (7) monitoring industrial and municipal waste dumps in the ocean; (8) determining the size and flow direction of river, bay and man-made discharge plumes; and (9) observing ship traffic. Film products were visually analyzed to identify and map ten land-use and vegetation categories at a scale of 1:125,000. Digital tapes from the multispectral scanner were used to prepare thematic maps of land use. Classification accuracies obtained by comparison of derived thematic maps of land-use with USGS-CARETS land-use maps in southern Delaware ranged from 44 percent to 100 percent.

A Microwave Pressure Sounder

An instrument to measure atmospheric pressure at the earth's surface from an orbiting satellite would be a valuable addition to the expanding inventory of remote sensors. The subject of this report is such an instrument - the Microwave Pressure Sounder (MPS). It is shown that global-ocean coverage is attainable with sufficient accuracy, resolution and observational frequency for meteorological, oceanographic and climate research applications. Surface pressure can be deduced from a measurement of the absorption by an atmospheric column at a frequency in the wing of the oxygen band centered on 60 GHz. An active multifrequency instrument is needed to make this measurement with sufficient accuracy. The selection of optimum operating frequencies is based upon accepted models of surface reflection, oxygen, water vapor and cloud absorption. Numerical simulation using a range of real atmospheres defined by radiosonde observations were used to validate the frequency selection procedure. Analyses are presented of alternative system configurations that define the balance between accuracy and achievable resolution.

LACIE - A look to the future

The Large Area Crop Inventory Experiment (LACIE) is a 'proof of concept' project designed to demonstrate the applicability of remote sensing technology to the global monitoring of wheat. This paper discusses the need for more timely and reliable monitoring of food and fiber supplies, reviews the monitoring systems currently utilized by the USDA and United Nations Food and Agriculture Organization in the United States and in foreign countries, and elucidates the fundamentals involved in assessing the impact of variable weather and economic conditions on wheat acreage, yield, and production. The experiment's approach to production monitoring is described briefly, and its status is reviewed as of the conclusion of 2 years of successful operation. Examples of acreage and yield monitoring in the Soviet Union are used to illustrate the experiment's approach.

Application of aerial photography to water-related programs in Michigan

The paper describes the use of aerial photography and information system technology in the provision of information required for the effective operation of three water-related programs in Michigan. Potential mosquito breeding sites were identified from specially acquired low altitude 70 mm color photography for the City of Lansing Vector Control Area. A comprehensive inventory of surface water sources and potential access sites was prepared to assist fire departments in Antrim County with fire truck water-recharge operations. Remotely-sensed land cover/use data for Windsor Township, Eaton County were integrated with other resource data into a computer-based information system for regional water quality studies. Eleven thematic maps specifically focussed on landscape features affecting non-point water pollution and waste disposal were generated from analyses of a four-hectare grid-based data file containing land cover/use, soils, topographic and geologic (well-log) data.

The use of Landsat digital data to detect and monitor vegetation water deficiencies

In the Large Area Crop Inventory Experiment a technique was devised using a vector transformation of Landsat digital data to indicate when vegetation is undergoing moisture stress. A relation was established between the remote-sensing-based criterion (the Green Index Number) and a ground-based criterion (Crop Moisture Index).
