The lowest ionization potentials of Al2

Potential curves for the lowest two electronic states (X 2 sigma g + and A 2 pi u) of Al2(+) were computed using complete active space SCF/multireference CI wave functions and large Gaussian basis sets. The lowest observable vertical ionization potential (to Al2(+) X 2 sigma g +) of the Al2 X 3 pi u ground state is calculated to occur around 6.1 eV, in excellent agreement with the experimental range of 6.0 to 6.42 eV obtained in recent cluster ionization studies by Cox and co-workers. The second vertical ionization potential (to Al2(+) A 2 pi u) occurs near 6.4 eV, also within the experimental range. The adiabatic IP of 5.90 eV is in good agreement with the value of 5.8 to 6.1 eV deduced by Hanley and co-workers from the difference in thresholds between collision induced dissociation processes of Al3(+). The computed IP values are somewhat larger than those deduced from branching ratios in cluster fragmentation experiments by Jarrold and co-workers. The observation of an ionization threshold below 6.42 eV is shown to be incompatible with an Al2 ground electronic state assignment of 3 sigma g -, but the separation between the two lowest states of Al2 is so small that it is likely that both are populated in the experiments, so that this does not provide unambiguous support for the recent theoretical assignment of the ground state as 3 pi u.

Human factors studies of control configurations for advanced transport aircraft

This research investigated the threshold levels of display luminance contrast which were required to interpret static, achromatic, integrated displays of primary flight information. A four-factor within-subjects design was used to investigate the influences of type of flight variable information, the level of ambient illumination, the type of control input, and the size of the display symbology on the setting of these interpretability thresholds. A three-alternative forced choice paradigm was used in conjunction with the method of adjustments to obtain a measure of the upper limen of display luminance contrast needed to interpret a complex display of primary flight information. The pattern of results and the absolute magnitudes of the luminance contrast settings were found to be in good agreement with previously reported data from psychophysical investigations of display luminance contrast requirements.

Application of linear response theory to experimental data of simultaneous radiation and annealing response of a CMOS device

Results from the application of linear response theory are compared to experimental data from simultaneous radiation and annealing response of a CMOS device. In particular, a method is applied which was developed earlier to determine the characteristic time, t(0), as well as the parameters A and C in the 1n(t) dependence of the linear response function R(t) = -C + A1n(1-t/t(0)). The method is based on a study of the linear response for t being much less than t(0), when R(t) can be expanded in a power series of t: R(t) = R(0) + R'(0)t + 1/2R''(0)t-squared + 1/3R'''(0)t-cubed + ..., where R'(0) and R''(0) are, respectively, the first and second derivatives of R with respect to t. To find the linear response, R(t-t') is substituted in the form of this power series equation into a general equation for the shift of the threshold potential. To test the method, irradiation experiments were conducted on RCA 10(6) rad-hard CMOS IC's. A dose rate of approximately 130 rads/min was used. An IC was irradiated with Co-60 gamma rays for several hours, taking measurements of the threshold potential for one n-channel and one p-channel transistor every ten minutes. For the p-channel transistor, t(0) was found to be approximately 110 min and for the n-channel, t(0) was approximately 70 min. For the p-channel, the theoretical curve deviates from the experimental points only after 70 min; for the n-channel, the deviation takes place after 45 min. Additional findings are discussed and the application of the method to pure annealing is described.

Arcing and discharges in high-voltage subsystems of Space Station

Arcing and other types of electrical discharges are likely to occur in high-voltage subsystems of the Space Station. Results from ground and space experiments on the arcing of solar cell arrays are briefly reviewed, showing that the arcing occurs when the conducting interconnects in the arrays are at negative potential above a threshold, which decreases with the increasing plasma density. Furthermore, above the threshold voltages the arcing rate increases with the plasma density. At the expected operating voltages (approximately 200 V) in the solar array for the space station, arcing is expected to occur even in the ambient ionospheric plasma. If the ionization of the contaminants increases the plasma density near the high-voltage systems, the adverse effects of arcing on the solar arrays and the space station are likely to be enhanced, In addition to arcing other discharge processes are likely to occur in high-voltage subsystems. For example, Paschen discharge is likely to occur when the neutral density N sub n greater that 10 to the 12th cu cm, the corresponding neutral pressure P greater than 3 x 10 to the -5 Torr.

Optical joint correlation using the deformable mirror device

An experimental investigation of the Deformable Mirror Device (DMD) developed by Texas Instruments at Dallas for use in object identification was completed. The DMD was tested as a joint correlator. The DMD was used as a spatial light modulator on which the squared modulus of the Fourier transform of test object pairs was written. The squared modulus was phase encoded on the DMD after it had been thresholded and rewritten as a binary phase function. The thresholding was found to produce a sharp peak in the autocorrelation when the test objects were matched and no significant peak in the case of distinct objects. It was concluded that the use of the DMD as a joint correlator looks promising and further studies should be carried out.

Effect of wave localization on plasma instabilities

The Anderson model of wave localization in random media is involved to study the effect of solar wind density turbulence on plasma processes associated with the solar type III radio burst. ISEE-3 satellite data indicate that a possible model for the type III process is the parametric decay of Langmuir waves excited by solar flare electron streams into daughter electromagnetic and ion acoustic waves. The threshold for this instability, however, is much higher than observed Langmuir wave levels because of rapid wave convection of the transverse electromagnetic daughter wave in the case where the solar wind is assumed homogeneous. Langmuir and transverse waves near critical density satisfy the Ioffe-Reigel criteria for wave localization in the solar wind with observed density fluctuations -1 percent. Numerical simulations of wave propagation in random media confirm the localization length predictions of Escande and Souillard for stationary density fluctations. For mobile density fluctuations localized wave packets spread at the propagation velocity of the density fluctuations rather than the group velocity of the waves. Computer simulations using a linearized hybrid code show that an electron beam will excite localized Langmuir waves in a plasma with density turbulence. An action principle approach is used to develop a theory of non-linear wave processes when waves are localized. A theory of resonant particles diffusion by localized waves is developed to explain the saturation of the beam-plasma instability. It is argued that localization of electromagnetic waves will allow the instability threshold to be exceeded for the parametric decay discussed above.

Evaluation of materials for tunable vibronic lasers

Three techniques (peak single-pass gain, fluoresence band narrowing, and lifetime shortening) for determining the effects of stimulated emission on the spectra of solid-state vibronic laser materials have been compared. The methods were employed to determine the pump energy density and population inversion at threshold, the stimulated emission cross section, and the gain coefficient for two potential vibronic laser materials. An effective shortening of the fluorescence lifetime is predicted at high excitation levels, with a distinct threshold where stimulated emission processes become important.

Thulium YAG laser operation at 2.01 microns

Variable temperature laser experiments were performed with two compositions of Tm:Cr:YAG (5.0:1.0 and 1.5:2.0 percent substitutions), with special attention given to the spectroscopic details of energy transfer and quasi-3 level lasing. Differences in laser threshold and flashlamp degradation were found in lasing the two compositions, and it is suggested that the difference is due to the 1.5:2.0 rod having much less efficient energy transfer than the 5.0:1.0 Tm:Cr crystals. To first order, the thermal occupation factor is found to dominate laser threshold determination at temperatures betwen 120 and 240 K.

Late cataractogenesis caused by particulate radiations and photons in long-lived mammalian species

Radiation cataractogenesis induced by small acute doses of particulate radiations and photons in the New Zealand white rabbit (Oryctolagus cuniculus), the beagle dog (Canis familiaris) and the rhesus monkey (Macaca mulatta) is discussed in the context of the use of animal models to assess the radiation hazards faced by humans during lengthy sojourns in deep space. Attention is paid to (1) the importance of lifespan studies with long-lived species - the above animals have median lifespans in captivity of 5-7, 13-14 and 25 years, respectively; and (2) the magnitudes of possible dose thresholds for cataractogenesis from sparsely ionizing radiations and the modifications of those thresholds by the late degenerative phase of the phenomenon.

Resonances in low-energy positron-alkali scattering

Close-coupling calculations were performed with up to five target states at energies in the excitation threshold region for positron scattering from Li, Na and K. Resonances were discovered in the L = 0, 1 and 2 channels in the vicinity of the atomic excitation thresholds. The widths of these resonances vary between 0.2 and 130 MeV. Evidence was found for the existence of positron-alkali bound states in all cases.

The effects of sinusoidal interference on the second-order carrier tracking loop preceded by a bandpass limiter in the Block 4 receiver

Drop-lock relationships for the second-order phase-locked loop are derived when the carrier and a sinusoidal signal lie within the predetection filter bandwidth of the Block 4 receiver. Limiter suppression factors are calculated when a bandpass hard limiter is used to maintain constant total power at the loop. The parameters of interest are the interference-to-signal power ratio (ISR), the input signal-to-noise power ratio (NSR), and the interference signal frequency offset from carrier delta f. Limiter suppression caused by the combined effects of the noise and the interference signal accounts for the variability in the drop-lock threshold for given values of the input SNR and ISR parameters. Going beyond earlier published work that focused on the limiter's effect on the drop-lock threshold; an account is made for the limiter action in the interference mode and an overall imporvement is provided in the prediction accuracy of the drop-lock model.

Direct solar-pumped iodine laser amplifier

The optimum conditions of a solar pumped iodine laser are found in this research for the case of a continuous wave operation and a pulsed operation. The optimum product of the pressure(p) inside the laser tube and the tube diameter(d) was pd=40 approx. 50 torr-cm on the contrary to the case of a high intensity flashlamp pumped iodine laser where the optimum value of the product is known to be pd=150 torr-cm. The pressure-diameter product is less than 1/3 of that of the high power iodine laser. During the research period, various laser materials were also studied for solar pumping. Among the laser materials, Nd:YAG is found to have the lowest laser threshold pumping intensity of about 200 solar constant. The Rhodamine 6G was also tested as the solar pumped laser material. The threshold pumping power was measured to be about 20,000 solar constant. The amplification experiment for a continuously pumped iodine laser amplifier was performed using Vortek solar simulator and the amplification factors were measured for single pass amplification and triple pass amplification of the 15 cm long amplifier tube. The amplification of 5 was obtained for the triple pass amplification.

Rocket engine failure detection using system identification techiques

The theoretical foundation and application of two univariate failure detection algorithms to Space Shuttle Main Engine (SSME) test firing data is presented. Both algorithms were applied to data collected during steady state operation of the engine. One algorithm, the time series algorithm, is based on time series techniques and involves the computation of autoregressive models. Times series techniques have been previously applied to SSME data. The second algorithm is based on standard signal processing techniques. It consists of tracking the variations in the average signal power with time. The average signal power algorithm is a newly proposed SSME failure detection algorithm. Seven nominal test firings were used to develop failure indication thresholds for each algorithm. These thresholds were tested using four anomalous firings and one additional nominal firing. Both algorithms provided significantly earlier failure indication times than did the current redline limit system. Neither algorithm gave false failure indications for the nominal firing. The strengths and weaknesses of the two algorithms are discussed and compared. The average signal algorithm was found to have several advantages over the time series algorithm.

Technical guide on documentation requirements for open market contract acquisitions of information resources

A guide is presented to assist requestors in formulating and submitting the required Complete Package for Information Resources (IR) acquisitions. Advance discussions with cognizant procurement personnel are strongly recommended for complex IR requirements or for those requestors new to the acquisition process. Open Market means the requirement either is not available on GSA Schedule Contract or exceeds the $300,000 threshold and/or the quantity Maximum Order Limitation of the GSA Schedule Contract. Only open market contract acquisitions (i.e., in excess of the $25,000 small purchase threshold), are addressed.

Properties of oxide dispersion strengthened alloys

A contrast is drawn between the behavior of ODS alloys' matrix compositions and that of more conventional alloys. Mechanical property enhancements associated with ODS alloys are accounted for by both the presence of the dispersoids and, in some cases, the smaller size and number of secondary phases. Data obtained for ODS materials to date indicate the presence of three different threshold stresses, due to dislocation-particle interactions, diffusional creep/grain boundary sliding, and, in the case of the MA 956 ODS alloy, crack nucleation and growth processes. It is critical to establish which threshold stress is in effect, since the latter two stresses can result in failure by cracking.

Particle-in-cell simulations of stochastic electron acceleration

The results of a series of particle-in-cell simulations of stochastic wave-particle interaction are presented. The threshold for stochasticity was confirmed. The simulations demonstrate that in a strong magnetic field plasma waves with quiver velocities much less than the speed of light but above a certain threshold can stochastically accelerate electrons to energies far greater than 1 MeV. Moreover, self-consistency effects drive return currents and produce energetic runaway electrons that violate an invariant of motion.
