Total Quality Management: Analysis, Evaluation and Implementation Within ACRV Project Teams

Total quality management (TQM) is a cooperative form of doing business that relies on the talents of everyone in an organization to continually improve quality and productivity, using teams and an assortment of statistical and measurement tools. The Assured Crew Return Vehicle (ACRV) Project Office was identified as an excellent project in which to demonstrate the applications and benefits of TQM processes. As the ACRV Program moves through its various stages of development, it is vital that effectiveness and efficiency be maintained in order to provide the Space Station Freedom (SSF) crew an affordable, on-time assured return to Earth. A critical factor for the success of the ACRV is attaining the maximum benefit from the resources applied to the program. Through a series of four tutorials on various quality improvement techniques, and numerous one-on-one sessions during the SSF's 10-week term in the project office, results were obtained which are aiding the ACRV Office in implementing a disciplined, ongoing process for generating fundamental decisions and actions that shape and guide the organization. Significant advances were made in improving the processes for two particular groups - the correspondence distribution team and the WATER Test team. Numerous people from across JSC were a part of the various team activities including engineering, man systems, and safety. The work also included significant interaction with the support contractor to the ACRV Project. The results of the improvement activities can be used as models for other organizations desiring to operate under a system of continuous improvement. In particular, they have advanced the ACRV Project Teams further down the path of continuous improvement, in support of a working philosophy of TQM.

Preliminary total dose measurements on LDEF

After spending nearly six years in Earth's orbit twenty stacks consisting of radiation detectors and biological objects are now back on Earth. These Free Flyer Biostack experiments are part of the Long Duration Exposure Facility (LDEF). The major objective of the experiments are to investigate the biological effectiveness of single heavy ions of the cosmic radiation in various biological systems and to provide information about the spectral composition of the radiation field and the total dose received in the LDEF orbit. The preliminary analysis of the thermoluminescence dosimeters (TLD) yields maximum absorbed dose rates of 2.24 mGy day(exp -1) behind 0.7 g cm(exp -2) shielding and 1.17 mGy day(exp -1) behind 12 g cm(exp -2) shielding. A thermal neutron fluence of 1.7 n cm(exp -2)s(exp -1) is determined from the differences in absorbed dose for different isotopic mixtures of lithium. The results of this experiment on LDEF are especially valuable since LDEF stayed for almost six years in the prospected orbit of the Space Station Freedom.

Submillimeter solar limb profiles determined from observations of the total solar eclipse of 1988 March 18

Observations were made of the extreme solar limb in six far-infrared wavelength bands ranging from 30 to 670 micron using the Kuiper Airborne Observatory during the total eclipse of the sun on 1988 March 18. By observations of the occultation of the solar limb by the moon, it was possible to obtain a spatial resolution of 0.5 arcsec normal to the limb. The solar limb was found to be extended with respect to the visible limb at all of these wavelengths, with the extension increasing with wavelength. Limb brightening was observed to increase slightly with increasing wavelength, and no sign of a sharp emission spike at the extreme limb was found at any of these wavelengths. The observations can be well fitted by a chromospheric model incorporating cool dense spicules in the lower chromosphere.

A differential absorption technique to estimate atmospheric total water vapor amounts

Vertically integrated water-vapor amounts can be remotely determined by measuring the solar radiance reflected by the earth's surface with satellites or aircraft-based instruments. The technique is based on the method by Fowle (1912, 1913) and utilizes the 0.940-micron water-vapor band to retrieve total-water-vapor data that is independent of surface reflectance properties and other atmospheric constituents. A channel combination is proposed to provide more accurate results, the SE-590 spectrometer is used to verify the data, and the effects of atmospheric photon backscattering is examined. The spectrometer and radiosonde data confirm the accuracy of using a narrow and a wide channel centered on the same wavelength to determine water vapor amounts. The technique is suitable for cloudless conditions and can contribute to atmospheric corrections of land-surface parameters.

Total solar irradiance variability - 5 years of ERBE data

Data obtained by the ERBS solar monitors measuring total solar irradiance variability are discussed. The ERBS and NOAA-99 monitors derived 1365 W/sq m as the magnitude of the solar irradiance, normalized to 1 astronomical unit. The NOAA-10 monitor yielded 1363 W/m as the magnitude of the irradiance. The long-term precision of the monitors was demonstrated by the detection of the decreasing and increasing trends in the irradiance at levels of the order of 0.03 to 0.05 percent per year. The ERBS and NOAA-9 measurements demonstrated that solar variability exists in a systematic mode which is directly correlated with the solar magnetic activity, indicated by sunspot activity. It is argued that during the decline of sunspot cycle 22, the solar irradiance variability may be entirely different from that which was observed during the decline of cycle 21.

Total integral reactive cross sections for F + H2 yielding HF + H - Comparison of converged quantum, quasiclassical trajectory and experimental results

The paper reports converged quantum total integral reactive cross sections for the reaction F + H2 yielding HF + H, for initial rotational states j sub i = 0 and 1, using a time-dependent method. The results are compared to classical results and to the experimental results of Neumark et al. (1985). Strong quantum effects are found in the threshold region for both initial states (i.e., in the dependence of the reaction on initial state for low energies). The classical results agree better with experiment than do the quantum results; this appears to be due to errors in the potential used.

The Nimbus 7 solar total irradiance - A new algorithm for its derivation

A new analysis is presented of the Nimbus-7 cavity radiometer measurements of the solar total irradiance from November 1978 to July 1991. Several problems concerning Nimbus 7 measurements are identified, and a new algorithm is developed for deriving the solar irradiance from Nimbus-7 raw data, which removes more of the instrumental and geometrical influences on the measurements than did previous algorithms. Compared to previous analyses of Nimbus-7 radiometer, the new values are higher and somewhat less variable than the older values. Compared to SMM measurements, the new values agree with SMM data quite well as long as any solar activity is present, but when the sun is quiet and its irradiance variability is less than the Nimbus radiometer resolution, the comparison breaks down.

Comparisons between TOMS, TOVS and DOBSON observations - Satellite and surface views of total column ozone

The reliability of the ozone retrievals by the TIROS-N Operational Vertical Sounder (TOVS) calculated with the newly developed physical algorithm is investigated by comparing the quality of the TOVS total ozone soundings to the corresponding values obtained by the Nimbus-7 TOMS and by the ground-based DOBSON network. The three-way comparison concentrates on observations during the last 4 months of 1987, the period of the great Antarctic 'ozone hole'. It is shown that each instrument has characteristic strengths and weaknesses, and that each of the three systems makes serious errors under some conditions.

Total Organic Carbon Analyzer

The development and testing of a breadboard version of a highly sensitive total-organic-carbon (TOC) analyzer are reported. Attention is given to the system components including the CO2 sensor, oxidation reactor, acidification module, and the sample-inlet system. Research is reported for an experimental reagentless oxidation reactor, and good results are reported for linearity, sensitivity, and selectivity in the CO2 sensor. The TOC analyzer is developed with gravity-independent components and is designed for minimal additions of chemical reagents. The reagentless oxidation reactor is based on electrolysis and UV photolysis and is shown to be potentially useful. The stability of the breadboard instrument is shown to be good on a day-to-day basis, and the analyzer is capable of 5 sample analyses per day for a period of about 80 days. The instrument can provide accurate TOC and TIC measurements over a concentration range of 20 ppb to 50 ppm C.

Space Station Freedom Water Recovery test total organic carbon accountability

Marshall Space Flight Center's (MSFC) Water Recovery Test (WRT) addresses the concept of integrated hygiene and potable reuse water recovery systems baselined for Space Station Freedom (SSF). To assess the adequacy of water recovery system designs and the conformance of reclaimed water quality to established specifications, MSFC has initiated an extensive water characterization program. MSFC's goal is to quantitatively account for a large percentage of organic compounds present in waste and reclaimed hygiene and potable waters from the WRT and in humidity condensate from Spacelab missions. The program is coordinated into Phase A and B. Phase A's focus is qualitative and semi-quantitative. Precise quantitative analyses are not emphasized. Phase B's focus centers on a near complete quantitative characterization of all water types. Technical approaches along with Phase A and partial Phase B investigations on the compositional analysis of Total Organic Carbon (TOC) Accountability are presented.

Coronal density and temperature structure from coordinated observations associated with the total solar eclipse of 1988 March 18

This paper explores and compares diagnostics for temperature and density within large-scale structures of the inner corona based on cospatial and cotemporal spectrophotometric observations made at the time of the total solar eclipse of 1988 March 17/18. In the analysis a determination of plasma temperature T can be derived unambiguously from the intensity ratios Fe XIV/XUV or Fe XIV/Fe X since all the emission lines come from the ionized state of Fe and the ratios are only weakly dependent on density. These temperatures and the densities found in well-defined large-scale coronal structures are discussed. The emission-line temperature is found to be high (local maxima) in the coronal structures with enhanced white-light emission and associated with new cycle high-latitude magnetic fields separated from the old cycle polar field of opposite polarity. Also the average of the ratio of scale-height temperature/temperature over the entire range of position angle is roughly unity although the ratio is higher than unity (1.3-1.6) in the three most prominent streamers.

The Arctic polar stratospheric cloud aerosol - Aircraft measurements of reactive nitrogen, total water, and particles

In situ aircraft measurements in the lower stratosphere are used to investigate the reactive nitrogen, NO(y), total water, and particle components of the polar stratospheric cloud (PSC) aerosol in the Arctic. The results are compared to findings from the Antarctic derived using similar measurements and interpretive techniques. The Arctic data show that particle volume well above background values is present at temperatures above the frostpoint, confirming the result from the Antarctic that the observed PSCs are not water ice particles. NO(y) measurements inside a PSC are enhanced above ambient values consistent with anisokinetic sampling of particles containing NO(y). In the Arctic data over long segments of several flights, calculations show saturation with respect to nitric acid trihydrate without significant PSC particle growth above background.

Precise ground-based solar photometry and variations of total irradiance

Several empirical models of sunspot and facular irradiance effects were tested by assessing the degree of correlation between variations in the total solar irradiance, as measured by the active cavity radiometer irradiance monitor on the SMM and the measures of magnetic activity on the solar disk. This was done by analyzing images made during 21 days between June 20 and July 14, 1988. The paper also describes the instruments and the methods used to gather the ground-based photometric images, as well as the analysis procedure.

Airborne measurements of total reactive odd nitrogen (NO(y))

Airborne total reactive odd nitrogen measurements were made during August and September 1986 over the continental United States and off the west coast over the Pacific Ocean during NASA's Global Tropospheric Experiment/Chemical Instrumentation Test and Evaluation 2 program. Measurements were made in the marine and continental boundary layer and the free troposphere up to 6.1 km altitude. NO(y) mixing ratios between 24 pptv and more than 1 ppbv were found, with median values of 101 pptv in the marine boundary layer, 298 pptv in the marine free troposphere, and 288 pptv in the continental free troposphere, respectively. The marine troposphere exhibited layered structure which was also seen in the simultaneously measured ozone mixing ratio and dew point temperature. The averaged vertical NO(y) profile over the ocean does not show a distinct gradient. The NO(y) mixing ratio over the continent decreases with increasing altitude. The latter is consistent with our understanding that the continents are the major source region for these gases.
