Enabling Secure Grid Information Sharing through Hash Calendar-based Blockchain Infrastructures

The power grid is becoming increasingly interconnected, as information from grid operations must be accessible to an array of engineers, grid regulators, and market operators. However, there remain challenges ensuring the appropriate integrity and authenticity of the grid information. While traditional cryptographic protocols, like public key infrastructure, provide security for in-transit communication, they come with key exchanges and cost to get public key certificates from a centralized authority. To address these challenges, this paper demonstrates how a hash calendar-based blockchain can be used to provide improved security for communication with the use of distributed ledgers. It demonstrates the security requirements and threats to this communication, and then provides a theoretic definition of the process. Furthermore, it introduces a use-case of the proposed process within the WSU Smart City Testbed DMS with the Guardtime’s Keyless Signature Infrastructure (KSI) architecture.

Development and Experimental Validation of a High-Power DC Distribution Testbed for Advanced Charging Infrastructure and Energy Management

This paper presents the development of a hardware testbed for DC-distributed high-power charging (HPC) stations. As DC distributed solutions emerge as a viable solution to optimize HPC site operations, challenges such as interoperability, protection, and seamless integration of distributed energy resources (DER) persist. These issues underscore the need for a robust testing facility to investigate compliance of available commercial off-the-shelf (COTS) market devices. The developed testbed features a DC-distributed charging hub including a charger, emulated energy storage system (ESS), and site level communication and controller implementation. It facilitates the testing of COTS hardware, charger prototypes, standards validation and site energy management system (SEMS) controllers at rated power. This paper details the development of the charging infrastructure platform, implementation of communication system, validation of different SEMS algorithms, and understanding improvements required for future expansion. Using the developed testbed, interoperability gaps for SEMS implementation with multi-vehicle concurrent charging via a multi-port charger are experimentally observed. Aimed at supporting the transition to large-scale EV charging infrastructure deployment and DER integration, this testbed plays a crucial role in conformity testing of COTS device interoperability.

PIP-II is an 800 MeV superconducting RF linac under development at Fermilab. As the new first stage in our accelerator chain, it will deliver high-power beam to multiple experiments simultaneously and thus drive Fermilab’s particle physics program for years to come. In a pivot for Fermilab, controls for PIP-II are based on EPICS instead of ACNET, the legacy control system for accelerators at the lab. This paper discusses the status of the EPICS controls work for PIP-II. We describe the EPICS tools selected for our system and the experience of operators new to EPICS. We introduce our continuous integration / continuous development environment. We also describe some efforts at cooperation between EPICS and ACNET, or efforts to move towards a unified interface that can apply to both control systems.

Technical Assessment of Novel Hydrogen Producing Solid Oxide Fuel Cell Power System

Solid oxide cell-based electrolysis (SOEC) systems are being considered for hydrogen production due to their potential for high efficiencies and for their integrability with base load power generation systems when operated in solid oxide fuel cell (SOFC) mode. However, a cost prohibitive combination of SOFC power systems and SOEC systems may be required to operate the plant flexibly to produce a combination of H 2 and power on-demand. A single (consequently less expensive) reversible SOFC/SOEC system, on the other hand, poses technological challenges related to the on demand switching between power and H 2 production. This report provides a high-level technical assessment of a novel SOFC based H 2 production concept that averts the potential drawbacks of the SOEC systems. The novel concept combines the advantages of steam-reforming of natural gas to produce H 2 with the high efficiency power generation capabilities of a SOFC in a single package.

Event Screening Methods for the Eastern Interconnection Situational Awareness and Monitoring System (ESAMS)

The Eastern Interconnection Situational Awareness and Monitoring System (ESAMS) is a tool developed to explore the applications and advantages of sharing phasor measurement unit (PMU) data among operating entities. An initial conclusion from testing was that detected events required further screening before being reported to ensure that events would be of interest to system operators. The methods described in this report were integrated into ESAMS to meet this need. First, an event is screened for whether the change in voltage angle measurements indicates that the detected disturbance is sufficiently large. Next, an event is classified to determine if it was related to a loss of generation. Finally, a neural network is used to determine if the system’s response to the disturbance is normal or abnormal. These methods were tested with one month of field-measured PMU data. Results indicate that the additional information provided by these additional screening tools will improve selection of events for inclusion in the daily event reports automatically generated by ESAMS.

Control Carrier Board (CCB) Damage (ISS-95470.01)

CCBs installed in the first LRU32 preproduction units were found to not operate properly when received at LLNL from the integration vendor on 02/07/2023 during integrated testing of low voltage and high voltage as the first steps of validating a functional LRU for physics qualifications. CCB version dated 12/10/2021 was found to not accommodate a design change approved 09/28/2022 , which led to damage occurring during testing. The test stand holding pins would interfere with the location of a resistor due to CCB design modification and pressed on the resistor causing damage. Communication deficiency is identified as cause of issue.

Magnetoelectric Composites: Applications, Coupling Mechanisms, and Future Directions

Multiferroic (MF)-magnetoelectric (ME) composites, which integrate magnetic and ferroelectric materials, exhibit a higher operational temperature (above room temperature) and superior (several orders of magnitude) ME coupling when compared to single-phase multiferroic materials. Room temperature control and the switching of magnetic properties via an electric field and electrical properties by a magnetic field has motivated research towards the goal of realizing ultralow power and multifunctional nano (micro) electronic devices. Here, some of the leading applications for magnetoelectric composites are reviewed, and the mechanisms and nature of ME coupling in artificial composite systems are discussed. Ways to enhance the ME coupling and other physical properties are also demonstrated. Finally, emphasis is given to the important open questions and future directions in this field, where new breakthroughs could have a significant impact in transforming scientific discoveries to practical device applications, which can be well-controlled both magnetically and electrically.

Cyber-Resilient Frequency Control of Power Grids with Energy Storage Systems

The integration of synchronous generators and energy storage systems operated through communication networks introduces new challenges and vulnerabilities to the electric grid, where cyber attacks can corrupt sensor measurements or control inputs and interrupt functions such as frequency regulation. This paper proposes a defense methodology for the design of resilient operating constraints imposed on each generation and storage unit in order to prevent any attack sequence from driving the system's frequency to unsafe conditions. The resilient operating constraints are found by using ellipsoidal approximations of the reachable set of the power system, leading to a convex optimization problem with linear matrix inequalities. Numerical results in a single-area power system with synchronous generation and energy storage demonstrate how the resilient constraints provide security guarantees against any type of attack affecting frequency measurements or controller setpoints.

BETO 2021 Peer Review - Biomethanation to Upgrade Biogas to Pipeline Grade Methane WBS 5.1.3.102

We are developing, innovating and de-risking a biomethanation process capable of megawatt-scale deployment that upgrades biogas waste streams to produce pipeline quality renewable natural gas (RNG). Biomethanation is a two-step process using a methanogenic microorganism to convert renewable hydrogen (H2) and waste carbon dioxide (CO2) to renewable methane (CH4) - the primary component in natural gas. Using biogenic CO2 from biogas sources like dairies, wastewater treatment plants, and landfills allows production of this drop-in direct replacement fuel to participate in the growing number of carbon markets; like California's Low Carbon Fuel Standard and the Federal Renewable Fuel Standard. The end-of-project goal is to demonstrate pipeline quality RNG production (> 95% CH4, < 4% H2, <1% CO2, < 0.2% O2 and < 4 parts per million hydrogen sulfide) using real biogas feedstocks. We will accomplish this goal by designing and building a pressurized (18 bar) mobile lab-scale (20L) bioreactor research platform, including integrated electrolyzer system, based on lessons learned from operating the 700L pilot system from Southern California Gas Company. In collaboration with Electrochaea, natural gas utilities and Argonne National lab, will provide the data to establish a preliminary range of carbon intensity to help accelerate the deployment of utility-scale H2 production and qualify the biomethanation pathway process for RNG production.

FY 2022 Idaho National Laboratory Site Sustainability Plan

The mission of the Department of Energy (DOE) is to ensure America’s security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions. This FY 2022 Idaho National Laboratory Site Sustainability Plan (SSP) was developed to enable and sustain Idaho National Laboratory’s (INL’s) mission to discover, demonstrate, and secure innovative nuclear solutions, clean energy options, and critical infrastructure. DOE Order 436.1, “Departmental Sustainability,” provides requirements and assigns responsibilities for managing sustainability within DOE to ensure that DOE missions are carried out in a sustainable manner, to institute wholesale cultural change to factor sustainability into all DOE decisions, and to ensure DOE achieves sustainability goals. DOE Order 436.1 also requires DOE sites to commit appropriate personnel resources, establish a financing plan that prioritizes the use of life-cycle cost effective private-sector financing, optimize the application of appropriations and budgeted funds, and establish specific performance measures and deliverables designed to achieve the listed requirements. The SSP was developed according to the narrative requirements from the “FY 2022 DOE Site Sustainability Plan Guidance” document issued in September 2021. The SSP contains strategies and activities that will lead to continual energy, water, and waste reductions that move the INL site toward meeting DOE sustainability goals and requirements. The SSP summarizes energy and available fuel use reporting requirements and references criteria for instituting sustainable design. SSP requirements are integrated into each INL site contractor’s Integrated Safety Management System and Environmental Management System (EMS). Finally, the Sustainability Program directives, based on this SSP, are integrated into INL/LTD-21-62463, Annual Laboratory Plan 2021, and operations and acquisition systems.
