High-Assay Low Enriched Uranium Pyroprocessing and Electrometallurgical Treatment at the Fuel Conditioning Facility

Fuel Conditioning Facility (FCF) fulfills part of INL’s mission by reprocessing irradiated sodium-bonded fuel from the EBR-ll reactor and participates in research to further explore the fuel cycle for recovery of fuel from a variety of current reactors in use today. The fuel cycle of a nuclear reactor under the current non-proliferation act, leaves unused fuel in the spent fuel rods. The rods are safely stored until their fuel can be recovered. ? Fuel recovery from the EBR-II fuel pins has several steps to separate the uranium from the salts. The pyroprocessing technology involves high - temperatures, chemical and electrochemical methods for separating the unused uranium from the salts, fission products, and used fuel. The recovered uranium is then remixed and formed into ingots or Regulus with an enrichment of < 20% U-235. This final product is a source to fuel current nuclear reactors as well as research and development for future nuclear reactors

Nuclear Qualms Intern Poster

A 2022 Reuters poll found that 45% of Americans support nuclear power, 33% oppose it, and 20% are unsure, with opposers primarily concerned about meltdowns and nuclear waste. Establishing trust with the public has historically been a challenge for the nuclear energy development community. Technical jargon, specialized concepts and popular fictional portrayals are among the barriers to reassuring the public of modern reactor designs’ safety. Using ten letters sent in 1993 to Congress by interest groups and other archival sources, we demonstrate how the public’s misguided nuclear qualms contributed to Congress cancelling the promising Integral Fast Reactor (IFR) project at Argonne National Laboratory West’s (later INL) EBR II reactor in 1994. The decision halted the completion of a groundbreaking technology that cost the world 28 years and counting in lost time to validate and commercialize IFR technology.

ATR Firewater Pump Replacement

The objective of this project is to replace two faulty firewater pumps at INL's Advanced Test Reactor (ATR). Around ATR, firewater pumps can serve from one to all three of these functions: emergency core injection, emergency canal makeup, and firefighting. Both pumps serve firefighting functions but one also serves the function of emergency canal makeup, a nuclear function, so it is required to go through nuclear grade dedication. Both pumps are currently in the process of being procured.

A Multi-Criteria Impact Evaluation Methodology Applied to FLEX Strategies in Nuclear Power Plants

As responses to Fukushima Dai-ichi nuclear accident, several advanced, near-term technologies have been or are being introduced to enhance safety of operating nuclear power plants (NPPs) as well as improving their sustainability. Examples include Accident-Tolerant Fuel designs, Diverse and Flexible Coping Strategies (FLEX), and passive cooling system designs. The combinations of these technologies, coupled with enhancements to plant components and systems and improved fuel cycle efficiency, constitute a concept of Enhanced Resilient Plant Systems, which is proposed and being explored by Idaho National Laboratory (INL) under the Risk-Informed Systems Analysis Pathway of the U.S. Department of Energy’s Light Water Reactor Sustainability Program. To decide if introducing a technology is necessary or worthy, the impacts of this technology on NPPs should be evaluated, preferably in a quantitative manner, and provided to decision makers. This paper summarizes an on-going work conducted by the authors on developing a multi-criteria impact evaluation methodology. This methodology is expected to be applicable to evaluate a variety of technologies, while FLEX strategy is adopted as a case study for this paper.

Sodium Extraction from Full-Length Fermi-1 Blanket Assembly

Enrico Fermi Nuclear Generating Station is a nuclear power plant on the shore of Lake Erie. On October 5, 1966, Fermi 1, a prototype fast breeder reactor, suffered a partial fuel meltdown (no radioactive material was released). As a result, 34 metric tons of sodium-bonded blanket material from the decommissioned Fermi-1 reactor were shipped to and are currently stored at the Idaho Nation Lab (INL). This material is currently awaiting removal from the state of Idaho by 2035. In its current state, the Fermi-1 material is not suitable for disposal due to the reactive characteristic of its bond sodium. This work demonstrates removal of bond sodium from an entire full-length unirradiated Fermi-1 outer radial blanket assembly using a gravity assisted melt-drain-evaporate (MEDE) treatment process. Quantitative and qualitative analyses were performed to characterize the extent of sodium removal from the blanket material following MEDE treatment.

Evaluations of Silicon Carbide Temperature Monitors

The effect of irradiation on materials properties is an important field of study for materials usage in both fission and fusion systems for energy production. Neutron flux and energy spectrums are well understood; however, the irradiation temperature can be more difficult to determine. Since the early 1960s, Silicon Carbide (SiC) has been used as a passive post-irradiation temperature monitor because the irradiation defects anneal out above the irradiation temperature. Irradiation temperature is determined by measuring a property change after isochronal annealing or during a continuously monitored annealing process. There are many properties that may be measured including electrical resistivity, bulk density, dimensions, thermal diffusivity, or lattice spacing. Electrical resistivity is accepted as a robust measurement technique; however, such method is time-consuming since the steps involved must be performed in a serial manner. The use of thermal expansion from continuous dilatometry is an automated process requiring minimal setup time. As part of a Nuclear Science User Facilities (NSUF) project, low dose silicon carbide monitors were irradiated in the BR2 material test reactor at SCK, Belgium, and were then evaluated at the Idaho National Laboratory (INL) High Temperature Test Laboratory (HTTL) to determine their peak temperature achieved during irradiation. The technical significance of this work was that the monitors were irradiated to a dose that was significantly less than recommended in published literature. This paper will discuss the evaluation processes available at HTTL and the performance of the low dose silicon carbide temperature monitors.

HP in Cybersecurity: CyOTE

The U.S. Department of Energy’s (DOE) Office of Cybersecurity, Energy Security, and Emergency Response (CESER), through the Cybersecurity for the Operational Technology Environment (CyOTE) Program, worked with energy sector asset owners and operators (AOOs), partners, and Idaho National Laboratory (INL) to develop capabilities for AOOs to independently detect adversarial tactics, techniques, and procedures (TTPs) within their operational technology (OT) environments. Unlike the approach taken with commercial security solutions, CyOTE seeks to tie anomalies in cyber operations to a cyber-attack. By stringing together multiple techniques in the OT environment, AOOs can identify attack campaigns with ever decreasing impacts. The CyOTE methodology applies fundamental concepts of perception and comprehension to a universe of knowns and unknowns increasingly disaggregated into observables, anomalies, and triggering events. MITRE’s ATT&CK® Framework for Industrial Control Systems (ICS) is used as a common lexicon to identify a set of triggering events related to three Use Cases – Alarm Logs, Human-Machine Interface (HMI), and Remote Logins – which together account for 87 percent of the techniques commonly used by adversaries. The CyOTE methodology is also appropriate for OT-related anomalies perceived outside the three Use Cases, such as through the energy system itself.

Design and Validation of a Gammaray Scanning System for Measuring Irradiated Nuclear Fuel

A prototype gamma-ray scanning system was designed to perform post-irradiation measurements of nuclear fuel at Idaho National Laboratory (INL). The system is composed of a coaxial high-purity germanium (HPGe) detector, a collimator, and mechanical positioning stages that translate the fuel sample across the front of the collimator. This paper documents the design process, modeling and the laboratory characterization performed to validate the system. The modeling of the system was done using the Monte Carlo N-Particle code with vendor-supplied design specifications, dimensional measurements, and x-ray radiographs of the HPGe detector. The characterization included measurements of calibrated radiation sources in different geometries, and calculations for absolute efficiency and dead time. Benchmark measurements were performed by scanning an irradiated fuel rodlet containing ten pellets of 4.9% enriched UO2 in zirconium alloy. These results were compared to simulated spectra to further help characterize the detector model. One goal of the system is to determine the number of fissions per gram of UO2 in the fuel; comparison of the results from this prototype system's assay of the irradiated fuel rodlet are in agreement with previously estimated results.

Selected results from full-core hydrogen redistribution asymptotic analysis in YH-moderated heat-pipe cooled microreactor

Yttrium hydride is the main candidate for moderation of high temperature nuclear microreactors . This is due to its high thermal stability and relatively high hydrogen retention at temperatures exceeding 870 C. One of the main issues associated with the use of yttrium hydride is that, when exposed to temperature, stress, or concentration gradients, the hydrogen contained in the metallic matrix tends to redistribute and leak from the moderating elements, potentially leading to reactivity losses and power swings. This paper is focused on presenting selected results from the asymptotic hydrogen redistribution analysis performed on the Simplified Microreactor Benchmark Assessment (SiMBA) problem, a microreactor core conceptual design developed at INL. The analysis is based on full core analysis, relies uniquely on Bison to perform hydrogen redistribution calculations, and discusses the physical causes of the reactivity feedback. It was found that the feedback is negative, but it is one order of magnitude lower than the one found for the empire reactor unit-cell. This is due to the lower axial temperature gradient together with the effect of the reflector.

Initial Characterization of the Second A709 Commercial Heat

In fiscal year 2021, Idaho National Laboratory (INL) received the second commercial heat of A709 in the plate-product form, heat 529900. The chemistry, microstructure, and mechanical properties of this heat were characterized. Heat 529900 met the chemistry and mechanical property requirements specified for UNS S31025 in American Society for Testing and Materials (ASTM) A213 and American Society of Mechanical Engineers SA 213 for seamless tube which A709 was derived from. The microstructure of heat 529900 was comprised of equiaxed, recrystallized grains and elongated, unrecrystallized grains. The frequency of the unrecrystallized grains varied across the thickness of the plate with the highest frequency observed at the surface and none observed at the center. The equiaxed grain size of heat 529900 ranged from an ASTM grain size number 4 to an ASTM grain size number 6. The size of the equiaxed grains varied across the thickness of the plate with the coarsest grains located at the center of the plate. Additionally, the creep-fatigue properties of the second commercial heat were better than those of the first commercial heat.

Optimization of Integrated Energy Systems

Integrated energy systems that couple nuclear power plants with additional products including hydrogen, storage, or synthetic fuels provide a more flexible energy source that can be more economical than generating electricity alone. Determining the size and shape of these systems and optimizing their operation is challenging. INL, through the IES program, has developed optimization software to help solve these challenges. Holistic Energy Resource Optimization Network (HERON) is a software tool to optimize the size and capacity of integrated energy systems using stochastic optimization. Optimization of Real-time Capacity Allocation (ORCA) is a software tool under development to perform real-time economic optimization of these systems using economic model predictive control. An overview of these tools and a discussion of their optimization methods will be presented in this talk.
