Applied Risk Analysis for Guiding Homeland Security Policy

Risk analysis methods may be qualitative, semi-quantitative, or quantitative; adopt probabilistic and statistical theories; and implement concepts from core disciplines including operations research, reliability engineering, systems engineering, and applied mathematics. These methods continue to develop and evolve and have successfully been applied to address various homeland security mission challenges in recent years. The objective of this book is to: 1) highlight the role of risk analysis for informing homeland security policy decisions, and 2) describe case studies from academia, government, and industry that apply risk analysis methods for addressing challenges within each of the DHS missions.

Cybersecurity Guide for Distributed Wind Presentation

This presentation communicates information about the MIRACL project Resilience Metrics report and Resilience Framework report. It was created for the 2021 MIRACL advisory board meeting. Distributed wind sits at the intersection of grid-connected, off-grid and behind-the-meter cyber-physical electrical energy systems. The unique physical properties and communications requirements for distributed wind systems mean that there are unique cybersecurity considerations, but there is little to no existing guidance on best practices for cybersecurity. This presentation is intended to be a starting point for distributed wind stakeholders including manufacturers, installers and integrators, and operators (facility, aggregator, or utility). A holistic threat perspective is used to describe the adversaries, threats, and potential impacts of cyberattacks, with special emphasis on what sets distributed wind systems apart from other distributed energy resources (DER). We present the recommendations for cybersecurity, both in terms of needs of the system and roles that specific stakeholders should fulfill. Distributed wind systems can come in a variety of architectures and applications, so there is no one-size-fits-all approach to cybersecurity. However, this document contains the relevant information for stakeholders to identify the cybersecurity needs of their system, refer to relevant standards, and apply best practices in a manner most consistent with their security and operational goals.

Guided Resilience Self Assessment Application

Reliable electricity access is vital for everything from hospitals to national security. When grid disturbances occur, it is crucial to minimize the amount of time it takes to recover. Grid resiliency considers both the preparation for and recovery from high-impact low-frequency disturbances (HILF) such as weather events and cyber attacks. The Department of Energy (DOE) Wind Energy Technologies Office (WETO) funds the multi-laboratory Microgrids, Infrastructure Resilience, and Advanced Control Launchpad (MIRACL) project to investigate technologies to support and grow distributed wind. Researchers at Idaho National Laboratory (INL) contribute to resilience and cybersecurity efforts for the project, and have produced a resilience framework to evaluate system resilience based on individual system specifications. In order to make this framework easy for anyone to apply, I have coded a web application that allows users to input their power system qualities, goals, and perceived risks and then receive suggestions on how to improve their grid resiliency. The web application follows the seven steps in the planning stage of the framework process, allowing the user to input information about their grid and select from common goals, metrics, and hazards, as well as add their own. The application currently provides information about how to complete each step, requiring minimal prior knowledge of the framework. Future work for this application will include allowing the user to submit line drawings of their system and incorporate modeling tools so that the hazard simulations of applying the framework is completed for the user.
