Milestone 1.2.9: Radiolytic Gas Generation Measurements from Helium Backfilled Samples of AA1100 and AA6061 Coupons

Nearly 18 metric tons of aluminum-clad spent nuclear fuel (ASNF) is safely managed by the U.S. Department of Energy (DOE). These assemblies are currently in interim storage, with the intention of extended storage (>50 years) until final disposal. Strategies for the continued safe storage of this material are under evaluation, of which a key criterion is the extent of molecular hydrogen gas (H2) formation from the radiolysis of hydrated (oxy)hydroxide aluminum corrosion layers arising from in-reactor and wet storage conditions. Radiation-induced H2 formation has the potential to compromise cladding and storage canister integrity, in addition to promoting the formation of unfavorable gaseous environments. Consequently, understanding this radiation-induced phenomenon is essential for the development of predictive modeling capabilities to support technical considerations and the identification of radiation related challenges for the extended storage of ASNF. Here, we report radiolytic H2 yields (G-values, G(H2)) from the gamma irradiation of ‘pristine’ and pre-corroded aluminum coupons in helium (He) environments as a function of alloy composition (AA1100 and AA6061), relative humidity, and absorbed gamma dose. Measured yields were lower than corresponding values reported for argon environments, a positive result for proposed extended dry storage strategies that would employ helium as a backfill gas. Interestingly, the presented G(H2)He values are comparable to those previously measured in nitrogen environments, suggesting a He mediated H2 inhibition process, attributed here to Penning ionization.

Risk-Informed Approach for Regulatory Approval of Microreactor Transport

Pacific Northwest National Laboratory (PNNL) is addressing the challenges associated with safe transport of microreactors including the development and evaluation of regulatory options. PNNL developed a risk-informed regulatory framework for the licensing of the transportation of microreactors in which irradiated nuclear fuel is part microreactor transportation package. The framework lays out a viable regulatory pathway, including decision points for regulatory options and the supporting technical evaluations for those options in phases from near to long term. A microreactor and its contents will likely not be able to meet all the federal regulatory requirements as a Type B or fissile material transportation package under 10 CFR Part 71 (“Packaging and Transportation of Radioactive Material”). However, the regulatory framework developed by PNNL lays out a viable risk-informed licensing options that are safe and feasible. Risk assessment such as probabilistic risk assessment (PRA) can be used to show comparable safety to that provided by a Type B or fissile material package for surface transport. The framework includes guidance on applicable regulations and discusses historical precedence in using risk information for transportation licensing. The framework includes guidance for performing a microreactor transportation PRA, use and development of risk evaluation criteria, and factors such of defense-in-depth and safety margin concepts. Key advantages of using the approach are (1) increasing the likelihood of successfully obtaining regulatory transportation package approval, (2) informing the design on the relative risk significance of microreactor containment and shielding, and (3) informing the need for transportation compensatory measures. This paper focuses on two primary elements of the framework which are development of a transportation PRA for microreactor packages and development of the risk acceptance guidelines to assess the results of the PRA for regulatory decision-making.

GMLC Technical Assistance to States

This presentation provides an overview of the U.S. Department of Energy's Grid Modernization Laboratory Consortium (GMLC) efforts to provide customized technical support specific to state public utility commissions (PUCs), specifically on the integration of distributed energy resources (DERs). The goals are to increase awareness of existing materials and support to help state PUCs move forward on DER interconnection activities, to help participants make connections to colleagues with similar challenges (and solutions), and to help the GMLC/National Renewable Energy Laboratory project team understand context and implementation challenges.

A Multi-scale, Geo-data Science Method for Assessing Unconventional Critical Mineral Resources

Critical minerals (CM) supply raw materials that constitute many of our essential infrastructure, defense, technology, and electrification needs. Currently, production and refinement of these materials from conventional sources is limited to few regions globally, which makes supply of these resources particularly venerable to disruption. To help overcome these risks and meet growing demand, attention has focused on identifying and developing resource potential of unconventional geologic CM sources, such as rare-earth elements in sedimentary systems. However, the unconventional nature of these types of sources means they are often poorly characterized and/or under-explored with respect to conventional counterparts. We present a regional case study for an Unconventional Rare-earth and Critical minerals (URC) assessment method for predicting and identifying REE resource potential and occurrence in unconventional systems in the Central Appalachian Basin (CAB). The method utilizes a geologic and geospatial data-driven approach, informed and guided by knowledge of REE enrichment processes, to systematically predict and identify areas of higher enrichment. Results from the test case indicate locations with potential for different types of coal-REE deposits, demonstrating its utility for reducing the area of exploration and identifying sites for more detailed investigation. Building upon the regional scale assessment capability, ongoing science-based enhancements to the method will allow for finer-scale (e.g., mine-scale) predictions required to support technical and economic assessments.

Resource Adequacy in Decarbonizing Power Systems

Decarbonization of the power sector is instrumental to reducing emissions worldwide. Following the 13th Clean Energy Ministerial conference (CEM13) in 2022, several governments signaled their intention to develop power sector decarbonization action plans. The 21st Century Power Partnership (21CPP), in coordination with all Clean Energy Ministerial power workstreams and collaborators, is providing technical support on critical focus areas as these countries prepare their action plans. Countries will present the action plans at the upcoming CEM14 in India. Brought to you by the Clean Energy Solutions Center and 21CPP, this webinar will focus on resource adequacy and grid flexibility, key themes in the CEM14 action plans and critical topics for integrating variable renewable energy into the grid while ensuring system reliability. Global energy experts will discuss how grid planners can ensure stable supply while rapidly decarbonizing the power system and how various policies can increase the power grid's flexibility.

Securing Future Energy Supplies: From Renewables to Microreactors

This session will provide insight into how future energy deployments, critical to national-level programs focused on reducing carbon emissions, can be secured-by-design using lessons learned from current energy infrastructure. It will begin with an overview of current threats and risks associated with renewable energy assets and systems, primarily wind and solar, focusing on their control architecture and key system functions for both efficient and safe operations. This talk will then translate the key takeaways from current renewable infrastructure into applications for securing future energy systems, including microreactors and small modular reactors (SMRs), based on planned concepts of operations and control. Microreactors and SMRs are intended to be factory-assembled with commercially available components and deployed in more remote or distributed environments, necessitating centralized control centers, remote monitoring, and offsite maintenance and technical support. All of these factors lead these assets to a security posture and controls more similar to today's renewable energy assets than today's nuclear reactors, which represents a significant shift in mindset for the nuclear industry. This talk will provide justification for this shift as well as a path forward to motivate securing these groundbreaking technologies from the outset of their design and deployment.
