The Opportunities and Threats of Turning Airports into Hubs

This paper examines the opportunities and threats which arise when turning origin/destination airports into hubs. The analysis focuses on market development trends, competitive structures, especially in the light of airline network strategies and the growing rivalry between airports, and finally the potential financial impacts for the airport, including both investment efforts and the financial results from hub operations. We argue that in most cases a decision against converting a traditional origin/destination airport into a major transfer point is preferable to the transformation into a hub.

[Space Weather Impact on the Electricity Market]

Forbes & St. Cyr (2004, hereafter "FISC") have provided evidence that the electricity market can be impacted by space weather. Our analysis indicated that the estimated market impact for PJM was 3.7 % or approximately $500 million dollars over the 19 month sample period. Kappenman has taken exception to this estimate and contends that we have exaggerated the magnitude of the problem that space weather poses to PJM. There are four specific issues: (1) he claims that we have ignored relevant literature; (2) he asserts that Dst is not an appropriate proxy for GICs in PJM; (3) he charges that our findings are inconsistent with the impact of the 17 September 2000 storm; and (4) he alleges that our discussion of October 2003 storms is misleading. In our article, we have explained our methodology, multivariate regression analysis, with a particular focus on how it compares to correlation analysis. We have also explained the limitations of our analysis. We noted that "...While the Dstlprice relationship was found to be robust, the precise estimate should be treated with a relatively high degree of caution given that econometric modeling is not an exact science as well as the fact that the measure of space weather may be a poor proxy for GICs" (paragraph 96). We have also noted that additional research using local magnetometer data are needed (paragraph 97). We did not claim that that our findings for PJM are representative of the impact of space weather on other power grids. On the contrary, we noted that ... "Only analysis of other power grids will tell. " (paragraph 97). Kappenman inaccurately asserts that we have indicated that our findings . . . "imply much higher total costs are likely across the US and elsewhere in the world." He also inaccurately asserts that we have claimed that " . . . Dst is the most suited proxy for GIC in the PJM grid.. ." Moreover, he inaccurately refers to our analysis as a correlation study that uses Dst as quasi-binary indicator.

Technology advances and market forces: Their impact on high performance architectures

Reasonable projections into future supercomputer architectures and technology require an analysis of the computer industry market environment, the current capabilities and trends within the component industry, and the research activities on computer architecture in the industrial and academic communities. Management, programmer, architect, and user must cooperate to increase the efficiency of supercomputer development efforts. Care must be taken to match the funding, compiler, architecture and application with greater attention to testability, maintainability, reliability, and usability than supercomputer development programs of the past.

An analysis of information design and packaging for an inelastic market

Producers of technical reports can increase the potential use of the technical report, as an information product, by making certain changes to the sequential, language, and presentation components. These improvements, which effect the overall design and packaging of the product, are discussed. These improvements are likely to have their greatest impact on the marginal technical report user. However, these improvements are not without economic consideration. For this reason, cost factors should be calculated to ensure that benefits to the user and/or increased utility will outweight the cost to the producer.

The civil tiltrotor aircraft's potential in developing economies

The civilian tiltrotor (CTR) is analyzed as a new transportation technology with the potential for changing one of the key economic factors linked to Third World economic development. It is contended that efficient, low-cost transport services are a necessary condition for the economic development of Third World countries and that the CTR's capabilities and operating costs can provide more efficient transport services than have heretofore been available to such countries. A case study of potential CTR use among the nations of the Carribean Basin region appears to offer both analytical and empirical support to these contentions. The analysis indicates that normal market mechanisms are adequate for development of air cargo services using the CTR's capabilities. It is suggested that implementation of this service may require new institutional arrangements, but overall it is concluded that tiltrotor technology could make an important contribution to the economic development of Third World countries.

Space-Based Information Infrastructure Architecture for Broadband Services

This study addressed four tasks: (1) identify satellite-addressable information infrastructure markets; (2) perform network analysis for space-based information infrastructure; (3) develop conceptual architectures; and (4) economic assessment of architectures. The report concludes that satellites will have a major role in the national and global information infrastructure, requiring seamless integration between terrestrial and satellite networks. The proposed LEO, MEO, and GEO satellite systems have satellite characteristics that vary widely. They include delay, delay variations, poorer link quality and beam/satellite handover. The barriers against seamless interoperability between satellite and terrestrial networks are discussed. These barriers are the lack of compatible parameters, standards and protocols, which are presently being evaluated and reduced.

Simulation Modeling of Software Development Processes

A simulation modeling approach is proposed for the prediction of software process productivity indices, such as cost and time-to-market, and the sensitivity analysis of such indices to changes in the organization parameters and user requirements. The approach uses a timed Petri Net and Object Oriented top-down model specification. Results demonstrate the model representativeness, and its usefulness in verifying process conformance to expectations, and in performing continuous process improvement and optimization.

An assessment of the industrial cogeneration market for parabolic dish systems

The value analysis technique used is straightforward. Maximum allowable life-cycle system cost for the cogeneration system is determined as the sum of the present value of fuels displaced plus the present value of revenues from exported power. Each conventional fuel displaced is described by a unit cost in the first year, a uniform annual consumption rate, and a uniform annual escalation rate for unit cost. Exported energy flows are treated the same as displaced energy.

Rocket Propulsion Test Design and Analysis

As the small satellite launch vehicle (SSLV) market grows and NASA continues to prepare for upcoming missions in the Artemis program, John C. Stennis Space Center’s (SSC) testing facilities must adapt to the increasing demand in liquid rocket engine testing. The Rocket Propulsion Test Design and Analysis Project for this rotation focused in both of this areas through two separate subprojects, the creation of a Private Rocket Engine Database and the automatization of the A1-Set Point Prediction Model. To identify the testing requirements of future Stennis Space Center (SSC) costumers, an excel spread sheet was commissioned as a database to collect technical and non-technical features of over one hundred privately developed liquid and hybrid rocket engine. Similarly, The A-1 Set Point Sheet Model is used to satisfy Aerojet Rocketdyne’s testing requirements of Net Positive Suction Pressure (NPSP) for the RS-25 staged combustion cycle engine. To expand the capabilities of this prediction model, a feed back loop was programmed to automate the search of setpoints using Excel Visual Basic for Applications (VBA).

Energy environment study

The international demand for and supply of oil between the years 1980 and 2000 is assessed and future world oil prices and their implications for the price of jet fuel are estimated. Three critical questions are investigated: (1) how long will the world supply of oil continue to keep pace with its demand under likely trends in its use and discovery; (2) at what price will demand and supply clear the world oil market; (3) what does the analysis imply about the price of jet fuel. Projection of oil price is based upon supply and demand, which is consistent with microeconomic analysis.

Error Free Software

A mathematical theory for development of "higher order" software to catch computer mistakes resulted from a Johnson Space Center contract for Apollo spacecraft navigation. Two women who were involved in the project formed Higher Order Software, Inc. to develop and market the system of error analysis and correction. They designed software which is logically error-free, which, in one instance, was found to increase productivity by 600%. USE.IT defines its objectives using AXES -- a user can write in English and the system converts to computer languages. It is employed by several large corporations.

Market Assessment of Forward-Looking Turbulence Sensing Systems

This viewgraph presentation provides a cost benefit analysis of three next-generation forward-looking turbulence sensing systems: X band turbulence radar system for convective turbulence, LIDAR based turbulence systems to sense clear air turbulence and a combined hybrid system. Parameters for the cost benefit analysis were established using a business model which considered injury rates, cost of injuries, indirect costs, market penetration rate estimates and product success characteristics. Topics covered include: study approach, business case equations, data acquisition, benchmark analysis. Data interpretation from the cost benefit analysis is presented. The researchers conclude that the market potential for these products is based primarily on injury cost reduction and that X band radar systems have the greatest chance for commercial success.

Analysis of Small Aircraft as a Transportation System

An analysis was conducted to examine the market viability of small aircraft as a transportation mode in competition with automobile and scheduled commercial air travel by estimating the pool of users that would potentially switch to on-demand air travel due to cost/time savings. The basis for the analysis model was the Integrated Air Transportation System Evaluation Tool (IATSET) which was developed under contract to NASA by the Logistics Management Institute. IATSET is a macroeconomic model that predicts at a National level the mode choice between automobile, scheduled air, and on-demand air travel based on the value of a travelers time and monetary cost of the trip. A number of modifications are detailed to the original IATSET to better model the changing small aircraft environment. The potential trip market was modeled for the Eclipse 500 operated as a corporate jet and as an air taxi for the business travel market. The Cirrus 20R and a $80K single engine piston aircraft (based on automobile manufacturing technology) are evaluated in the pleasure and personal business travel market.
