Utility Energy Service Contract Boosts Chemical Weapons Destruction Mission at Army Pueblo Chemical Depot

For six decades, the U.S. Army has safely and securely stored chemical munitions at the Pueblo Chemical Depot in Colorado. To help fulfill international treaty obligations and to meet a congressional deadline of 2023 for the elimination of these aging weapons, initial destruction of the Pueblo chemical weapons stockpile began in 2015. A utility energy service contract (UESC) executed in 2016 between the U.S. Army Corps of Engineers and the Depot’s serving utility, Black Hills Energy (BHE), directly supported this mission with the installation of a new electrical substation that was essential to the Depot’s need for uninterrupted power.

Energy Management Information System Powers NREL's Intelligent Campus

NREL's Intelligent Campus program leverages its own laboratory buildings as research instruments to study renewable energy, energy efficiency, and energy storage, integration, and analysis with real, quantitative measurements. At the heart of NREL's Intelligent Campus program is its Energy Management Information System (EMIS), a family of tools and services used to manage building and campus energy use. NREL's EMIS includes capabilities, such as benchmarking and monthly utility tracking, interval meter analytics, equipment fault detection and diagnostics, condition-based monitoring, and supervisory control, enabling unprecedented energy management capabilities. The system serves as a demonstration project for other federal facilities interested in learning about its design, features, and benefits.

Energy Savings Performance Contract Energy Sales Agreements

An energy savings performance contract energy sales agreement - referred to as an ESPC ESA or ESPC with an ESA - is a project structure that uses the multiyear ESPC authority to implement distributed energy projects on federal buildings or land. The distributed energy project implemented under an ESPC ESA is referred to as an ESA energy conservation measure, or ESA ECM.

Investment Tax Credit Requirements for Privately Owned Solar Photovoltaic Systems on Federal Sites

The federal investment tax credit (ITC) is an economically valuable tax incentive offered to taxable business entities that invest in certain energy technologies. The ITC is based on a percentage of the qualifying upfront capital costs of a project and directly reduces a business's tax liability (i.e., the taxes paid). This fact sheet focuses on ITC considerations for privately owned solar photovoltaic (PV) projects on federal land and buildings, although some of the considerations may be applicable to other technologies and non-federal entities.

Cybersecurity Assessment Tools for Distributed Energy Resources

This growing number of smart devices that support DERs can increase the number of access points outside a utility’s administrative domain, which can increase the potential for cyberattack. With the integration of DERs at federal sites, the cybersecurity vulnerabilities of DER systems must be understood and addressed. This presentation covers two NREL tools available. The Distributed Energy Resource Cybersecurity Framework (DER-CF) is a web-based holistic tool for evaluating cybersecurity posture including governance, physical security and technical management. The Distributed Energy Resource Risk Manager (DER-RM) extends the DER-CF by applying it to the NIST risk management framework process. It will be downloadable application that runs locally and documents all the major requirements for achieving Authority to Operate the DER.

ESPC ESA Webinar Series: ESPC IDIQ Contract Vehicle Overview

This webinar provides instructions and resources for financing distributed energy projects (e.g. on-site renewable energy, storage, and combined heat and power) using an energy savings performance contract (ESPC) energy sales agreement (ESA) through the U.S. Department of Energy (DOE) indefinite-delivery, indefinite-quantity (IDIQ) energy savings performance contract (ESPC) vehicle. The DOE IDIQ ESPC contract vehicle uses a streamlined master contract that allows federal agencies to work with 21 energy service companies holding the current DOE IDIQ ESPC. Topics covered in the webinar include: An overview of the DOE IDIQ contract vehicle; ESA-specific considerations for IDIQ contracts; and Specific use cases. The webinar also provides an overview of the resources available on the Federal Energy Management Program website, such as IDIQ tools and templates. This webinar is the fifth in a series that provides information, best practices, and resources for implementing an ESPC ESA project. ESPC ESAs are a great option for federal sites that are motivated to reduce site costs, have no capital investment funding, and cannot use the U.S. Department of Defense 10 USC 2922a authority for long-term contracting.

ESPC ESA Training Series: Photovoltaic (PV) Project Considerations

This training covers technical, economic and other photovoltaic (PV) project considerations. Technical topics include cost-effectiveness, resilience, cybersecurity, and electrical considerations. In addition, other topics, such as compatibility with agency mission, site plans, coordination with the serving utility, the National Environmental Policy Act, and agency approval requirements. Considerations specific to third-party owned/third-party financed PV projects are also covered, as well as available resources and templates for project development. The training also includes a recap of the first session in the Energy Savings Performance Contracts Energy Sales Agreements (ESPC ESA) Webinar Series.

ESPC ESA Training Series: Site-Specific/Stand-Alone Contract Vehicle

This webinar provides instructions and resources for financing distributed energy projects (e.g., on–site renewable energy, storage, and combined heat and power) using an energy savings performance contract (ESPC) energy sales agreement (ESA) through the site–specific/stand–alone contract vehicle. The site–specific/stand–alone contract vehicle is a procurement process using a request for proposal (RFP). Topics covered during the webinar include forming a strong project team, validating the feasibility of the distributed energy project at a site, acquisition planning, RFP development, procurement, proposal evaluation and contract award, and the construction and performance period. This webinar also provides an overview of the resources available in the ESPC ESA Toolkit, such as checklists and templates.

This webinar also provides an overview of the resources available on the Federal Energy Management Program website, such as ESPC ENABLE templates. This webinar is the fourth of a series that provides information, best practices, and resources for implementing an ESPC ESA project. Houston, We Have a Problem-and a Solution: Solar Performance Initiative Helps Federal Building Boost Rooftop Production

In 2014, the Mickey Leland Federal Building in Houston, Texas installed a 192 kW PV system on top of its parking structure. To monitor and optimize its performance, the General Services Administration, which manages the site, responded to the Federal Energy Management Program’s request for federal agency participation in the Federal Energy Management Program Solar PV Performance Initiative.

Kickstart Your Federal Microgrid Resiliency Project: Financing Opportunities and Best Practices

Recent high-impact events such as hurricanes and wildfires have resulted in the loss of utility grid power to federal sites, highlighting the need for energy system resilience. To sustain critical functions, site loads may need to operate during an electric grid outage or at least have power restored quickly after the event. A microgrid can provide reliable backup power to critical loads when electric utility power is interrupted, and may also provide value during normal operations.

The Distributed Energy Resource Cybersecurity Framework

For facilities with distributed energy resources (DERs), cybersecurity must be considered holistically, across system architectures and down to individual components. It's hard to know where to start. That's why the National Renewable Energy Laboratory (NREL) has developed an assessment tool for organizations with DERs to understand and improve their cybersecurity. With support from the U.S. Department of Energy's Federal Energy Management Program, the Distributed Energy Resource Cybersecurity Framework (DER-CF) provides a holistic evaluation of a facility's DER cybersecurity and makes customized recommendations that follow widely recognized best practices for cybersecurity. The DER-CF is available at no cost as an interactive web tool (dercf.nrel.gov).
