The past, present, and future of peaking thermal power plants in the United States

Today's power systems rely on "peaker plants" to reliably serve load during peak demand periods. In this study we consider the present competitiveness of different peaking options, how much and what kinds of plants have provided U.S. peaking capacity, and potential future peaking fleet compositions. We explore how capital intensity impacts the breakeven capacity factor between two potential resources: combustion turbines (CTs) and combined cycle plants (CCs). CTs outcompete CCs below 12%-17% annual capacity factor at today's prices, but can shift with changes to fuel or start costs. Historically, gas CTs and petroleum steam plants most closely fit the role of peakers. Peaking capacity could grow from approximately 280 GW today to 460-770 GW in 2050 composed of a wider range of resources. We conclude by discussing implications of this shift, with a focus on the potential planning considerations for shifting to a greater utilization of CCs for peaking needs.

Defining a Use Case for the ADMS Test Bed: Fault Location, Isolation, and Service Restoration with Distributed Energy Resources: Preprint

Advanced distribution management systems (ADMS) integrate multiple enterprise-level functions into a single platform and offer advanced applications such as fault location, isolation, and service restoration (FLISR), to utilities to meet their operational needs for a modernized grid. These applications need to operate reliably even as distributed energy resource (DER) penetration increases on distribution systems. The ADMS test bed at the National Renewable Energy Laboratory offers utilities and vendors the opportunity to evaluate the performance of such advanced applications on distribution feeders of the future and to understand their potential benefits for a specific utility. This is done through defining use cases that address specific questions. This paper presents the definition of a use case on the performance of a commercially-available FLISR application on a feeder of an electric cooperative with DERs. Results from this use case will be disseminated to the electric utility and research community to improve understanding of the challenges and benefits that DERs present to ADMS applications and the operation of a modernized grid.

From Resilient and Ready to Used and Useful: Managing Temporal and Locational Uncertainty in Electrification, DER Adoption, and Climate Adaptation

Grid planning decisions involve weighing risks against benefits. The best decisions will facilitate development of electrical infrastructure that minimizes risk and maximizes benefits. With the rapidly evolving energy landscape, today's planner must discern new loads and demand cycles; embrace the operational complexity of climate risk; revise settled standards; and anticipate and manage the system impacts of distributed energy resource (DER) adoption. Only by managing the combined uncertainty of these dynamic processes can a planner hope to make effective decisions. Our analysis focuses on the management of temporal and locational uncertainty, and particularly on the risks presented to customers by the mismanagement of the factors that are the sources of these uncertainties.

Network Constraints Consideration for Grid-Edge Energy Management System

Increased deployment of distributed energy resources (DER) in distribution system is bringing need for enhanced grid intelligence, control, and flexibility. This is significant at the edge of the grid where DERs, loads or microgrids are located. Integrated DERs in a distribution system need to follow grid codes to avoid violations that results in DER disconnection. To comply with grid code requirements (e.g. IEEE 1547-2018) at the grid edge level, network constrained grid edge energy management system (GEEMS) is proposed in this paper. The objective of GEEMS is to provide economic solution for active and reactive power dispatch set-points at each interval and ensure voltage regulation to support secure interconnection of the grid edge segment to the distribution system. To evaluate the proposed GEEMS framework, four DERs are included into IEEE 13 bus system. GEEMS outperforms the existing economic dispatch-based energy management system by reducing the voltage violation.

Laboratory Evaluation of Federated, Hierarchical Controls for Distribution Power System Management: Preprint

The connection of more loads and distributed energy resources (DERs) to the distribution power system brings both challenges and opportunities to system operators. There are opportunities to aggregate flexible loads and DERs to provide transmission grid services, but the coordinated actions of DERs being managed by independent, third-party DER aggregators to support transmission system operations can present challenges. We developed a federated DER management architecture and control framework that aims to manage heterogeneous DERs to deliver reliable transmission grid services while respecting distribution system constraints. The controls include stochastic day-ahead optimization, model predictive control, and a simple real-time management scheme. We present simulation results obtained from a realistic laboratory test bed of federated controls managing DERs within a substation service area to make the substation net power follow the optimal net power determined by the day-ahead optimization based on cost and limiting reverse power flow.

DER as a service-ecoLong and VOLTTRON (Abstract)

The project goal is to commercialize the VOLTTRON-hosted “DER as a Service” (DaaS) application and make it an “out-of-the-box” solution for ecoLong to use as a secure residential energy management system that allows 1.) distributed energy resources (DERs) to participate in wholesale markets and provide services to the grid and 2.) intelligently control the energy in the residential buildings to the desired level while maintaining occupancy comfort. The product will be field deployed onto multiple Solar Liberty sites in New York state to demonstrate wide-scale participation of DERs in wholesale markets to provide services to the grid and validate the effectiveness of the solution. The integrated management of DERs and buildings increases the penetration of solar resources by managing its variability, providing grid services, and solving the evening ramping challenges. Ultimately, the DaaS platform will make buildings and DERs smarter by unlocking grid-interactive efficient buildings.

Home energy management under realistic and uncertain conditions: A comparison of heuristic, deterministic, and stochastic control methods

We report home energy management systems (HEMS) have been shown to reduce energy bills and to provide grid services including peak demand reduction and demand flexibility. However, uncertainty in residential energy systems is a significant issue and can reduce the benefits of a HEMS to the homeowner or grid operator. Sources of uncertainty include weather forecasts, predictions of energy-related occupant activities (e.g., hot water draws), and parameter estimation for the building envelope and energy-consuming equipment. This paper tackles the problem of uncertainty by developing a framework that simulates HEMS in uncertain conditions and evaluates the performance of multiple control strategies. A linear, reduced-order residential building model for model predictive control applications is derived and compared to a full-order model. Stochastic model predictive control is shown to perform better than deterministic and heuristic methods when considering realistic forecasts with uncertainty. The framework can evaluate the performance of HEMS in real-world applications, which can help de-risk HEMS deployment.

Real-Time Hardware-in-the-Loop Distributed Energy Resources System Testbed using IEEE 2030.5 Standard

IEEE 2030.5 standard is drawing special attention among communication protocols for smart inverters and distributed energy resources (DER). Moreover, California Rule 21 mandates new DER must be ready to communicate to a host utility using the IEEE 2030.5 standard. Therefore, development of an effective real-time simulation method for managing DER using IEEE 2030.5 network is crucial. This paper presents a real-time hardware-in-the-loop (HIL) DER system testbed using the IEEE 2030.5 standard. The proposed real-time co-simulation testbed consists of a DER physical system simulation using OP AL-RT real-time simulator and a cyber system simulation including DER gateways and a DER management system (DERMS) cloud server. Custom-built client and server programs are developed to meet the compliant with IEEE 2030.5-2018 standard and implemented in the DER gateways and a DERMS server, respectively. Furthermore, the feasibility of the proposed testbed for DER systems is validated by experiments.

An Efficient Distributed Reinforcement Learning for Enhanced Multi-Microgrid Management

Economic dispatch in multi-microgrid (MMG) systems requires coordinating distributed energy resources (DERs) of different microgrids, which leads to a significant increase in the number of states for energy management. In these cases, traditional reinforcement learning (RL) approaches become computationally expensive or output a solution that causes extra-operating costs for the system. This paper proposes an RL approach that employs local learning agents to interact with microgrid environments in a distributed manner and aggregates the outcomes to train the global agent to learn the policy for the MMG system. This distributed exploration and aggregation process provides an effective solution and guides the global agent to learn the dispatch policy efficiently. Case studies are performed on a system with three microgrids with different types of DERs. Results obtained using the proposed RL and comparisons with conventional methods substantiate the effectiveness of the proposed approach in terms of operation costs, computation time, and peak-to-average ratio.

Power Quality and Stability in a Cluster of Microgrids with Coordinated Power and Energy Management

Distributed Energy Resources (DER) such as photovoltaic (PV) systems and battery energy storage systems (BESS) can be operated collectively as microgrids. Microgrids can be effective in meeting local load requirements as well as in improving the power quality and stability in a modern power distribution system. Multiple microgrids can also be operated in a coordinated manner as a cluster, to improve the resiliency of the power distribution system. In the event of an outage caused by a transmission system failure, the microgrids in a cluster can use their distributed generation capacity and energy storage resources to recover and extend power availability to the critical loads in the system. In this paper, an illustrative cluster of two microgrids based on the IEEE 13-bus model with DERs has been used, to demonstrate the operation of the concept using real-time simulations. Using real-time simulations, capabilities such as switching reconfiguration following faults, identification of optimal DER placement for effective power quality management, and power electronic controller validation have been demonstrated. For the two-microgrid cluster, this paper also presents improvements in load voltage quality and

Distribution Operations: The Evolution of Distributed Energy Resources [Guest Editorial]

Utilities around the world are experiencing change with the increasing digitalization of their systems and those of their customers. Efforts to decarbonize the electric power system have led to growth in renewable energy resources, particularly distributed energy resources (DERs), such as generation, storage, and flexible load, both in front of and behind the meter. As this change occurs in any given utility service area, new tools, such as advanced distribution management systems (ADMSs), are needed to manage utility operations, planning, and business issues, some of which are discussed here.

Enabling Evaluation of a Southern Company Distribution Feeder on NREL ADMS Test Bed: Cooperative Research and Development (Final Report)

The objective of this project is to enable evaluation of a Southern Company distribution feeder on the Advanced Distribution Management System (ADMS) test bed. The long-term goal is to evaluate a federated distributed energy resource (DER) management solution that aggregates DERs through either direct control, transactive control or an aggregator to provide bulk services while observing distribution system voltage and power constraints. The DER aggregation needs to be coordinated with an ADMS that is responsible for reliable power delivery across the distribution systems. This project takes the first step towards enabling such evaluation by deploying an ADMS from Oracle (Southern Company's ADMS supplier) with a Southern Company feeder at NREL.

Federated Architecture for Secure and Transactive Distributed Energy Resource Management Solutions

There are fewer conventional, dispatchable generation resources and more variable renewable energy (VRE) and distributed energy resources (DERs). There is more uncertainty from bulk-level VRE and net demand from distribution systems with high DER levels. FAST-DERMS aims to develop and demonstrate a scalable solution for managing uncertainties in supply and demand at the grid edge. We propose that distribution system operators (DSOs) provide firm net load forecasts to the bulk system operator's energy management system (EMS).

Power Grid Simulation Testbed for Transactive Energy Management Systems

To effectively engage demand-side and distributed energy resources (DERs) for dynamically maintaining the electric power balance, the challenges of controlling and coordinating building equipment and DERs on a large scale must be overcome. Although several control techniques have been proposed in the literature, a significant obstacle to applying these techniques in practice is having access to an effective testing platform. Performing tests at scale using real equipment is impractical, so simulation offers the only viable route to developmental testing at scales of practical interest. Existing power-grid testbeds are unable to model individual residential end-use devices for developing detailed control formulations for responsive loads and DERs. Furthermore, they cannot simulate the control and communications at subminute timescales. To address these issues, this paper presents a novel power-grid simulation testbed for transactive energy management systems. Detailed models of primary home appliances (e.g., heating and cooling systems, water heaters, photovoltaic panels, energy storage systems) are provided to simulate realistic load behaviors in response to environmental parameters and control commands. The proposed testbed incorporates software as it will be deployed, and enables deployable software to interact with various building equipment models for end-to-end performance evaluation at scale.

Network reconfiguration and distributed energy resource scheduling for improved distribution system resilience

Electric utility companies work to restore as much load as possible after power outages caused by extreme weather events. In this paper, an outage management strategy is proposed to enhance distribution system resilience through network reconfiguration and distributed energy resources (DERs) scheduling. After a line fault, the proposed algorithm can identify radial network topology based on the rank of the incidence matrix. The reconfiguration is implemented by switching tie lines and sectionalizing lines. With the new network topology, an optimal DER scheduling problem is solved to minimize the accumulative cost for dispatchable DER operation and load reduction. Finally, the optimal topology that minimizes the accumulative cost is selected from all radial topologies. The computational workload is relatively low because only linear programming needs to be solved. Using the case studies of the IEEE 69-bus and IEEE 123-bus systems, we consider the worst-case scenarios in which faults occur in the upstream feeder. The simulation results demonstrate that the proposed strategy allows for a relatively high percentage of the load to remain in service after line faults. Furthermore, compared with microgrid-formation approaches, the proposed strategy has advantages when applied to the distribution systems with several normally-open tie lines and low DER penetration.
