Overview of Code Verification

The verified code for the SIFT Executive is not the code that executes on the SIFT system as delivered. The running versions of the SIFT Executive contain optimizations and special code relating to the messy interface to the hardware broadcast interface and to packing of data to conserve space in the store of the BDX930 processors. The running code was in fact developed prior to and without consideration of any mechanical verification. This was regarded as necessary experimentation with the SIFT hardware and special purpose Pascal compiler. The Pascal code sections cover: the selection of a schedule from the global executive broadcast, scheduling, dispatching, three way voting, and error reporting actions of the SIFT Executive. Not included in these sections of Pascal code are: the global executive, five way voting, clock synchronization, interactive consistency, low level broadcasting, and program loading, initialization, and schedule construction.

Qualification testing and electrical measurement experience: A manufacturer's view

ARCO Solar's experiences as a participant in an industry-utility-government environmental qualification team examining photovoltaic devices are discussed. Included is an assessment of the applicability, completeness and appropriateness of the testing procedures and of the acceptance criteria for megawatt-sized procurements for utilities. Like the stand-alone users, the utility industry is interested in obtaining low costs, but additional concerns exist related to reliability and durability, safety, grounding and overall system criteria including performance prediction (related to output power acceptance testing), power quality and dispatchability. For purposes of this first major purchase of photovoltaic modules and panels by the utility industry, there was a carry-over of the JPL specifications. The need exists for futher development, assessement, and selection of qualification and testing standards and evaluation criteria specifically addressing these additional concerns for utility-connected PV power-plant applications.

Development and evaluation of a Fault-Tolerant Multiprocessor (FTMP) computer. Volume 2: FTMP software

The software developed for the Fault-Tolerant Multiprocessor (FTMP) is described. The FTMP executive is a timer-interrupt driven dispatcher that schedules iterative tasks which run at 3.125, 12.5, and 25 Hz. Major tasks which run under the executive include system configuration control, flight control, and display. The flight control task includes autopilot and autoland functions for a jet transport aircraft. System Displays include status displays of all hardware elements (processors, memories, I/O ports, buses), failure log displays showing transient and hard faults, and an autopilot display. All software is in a higher order language (AED, an ALGOL derivative). The executive is a fully distributed general purpose executive which automatically balances the load among available processor triads. Provisions for graceful performance degradation under processing overload are an integral part of the scheduling algorithms.

Economical Video Monitoring of Traffic

Data compression allows video signals to be transmitted economically on telephone circuits. Telephone lines transmit television signals to remote traffic-control center. Lines also carry command signals from center to TV camera and compressor at highway site. Video system with television cameras positioned at critical points on highways allows traffic controllers to determine visually, almost immediately, exact cause of traffic-flow disruption; e.g., accidents, breakdowns, or spills, almost immediately. Controllers can then dispatch appropriate emergency services and alert motorists to minimize traffic backups.

Development of the network architecture of the Canadian MSAT system

A description is given of the present concept for the Canadian Mobile Satellite (MSAT) System and the development of the network architecture which will accommodate the planned family of three categories of service: a mobile radio service (MRS), a mobile telephone service (MTS), and a mobile data service (MDS). The MSAT satellite will have cross-strapped L-band and Ku-band transponders to provide communications services between L-band mobile terminals and fixed base stations supporting dispatcher-type MRS, gateway stations supporting MTS interconnections to the public telephone network, data hub stations supporting the MDS, and the network control center. The currently perceived centralized architecture with demand assignment multiple access for the circuit switched MRS, MTS and permanently assigned channels for the packet switched MDS is discussed.

Mobile satellite communications in the Forest Service

There are usually some places within a forest that do not have adequate communication coverage due to line-of-sight or other reasons. These areas are generally known by the foresters and radio technicians and allowances are made for that when working or traveling in those areas. However, when wildfire or other emergencies occur, communications are vital because wildfires can require hundreds of firefighters and cover thousands of acres. During these emergency operations, the existing communications are not adequate and complete radio systems are moved into the area for the conduct of fire communications. Incident command posts (ICPs) and fire camps are set up in remote locations and there is constant need for communications in the fire area and to agency headquarters and dispatch offices. Mobile satellite communications would be an ideal supplement to the Forest Service's current communications system in aiding forest fire control activities.

An integrated approach to space station power system autonomous control

Space Station electrical power management must be accomplished autonomously in order to decrease both airborne and ground support costs. Attention is presently given to the augmentation of terrestrial utility algorithmic decision aids for power dispatching for space station use, using expert systems to direct power demand analyses and the integration of results into operational decisions. Functions to be thus managed encompass power scheduling, energy allocation, failure cause diagnoses, goal proposal and plan preparation, consequence evaluation, and execution plan selection. The operating states of the system are normal, preventive, emergency, and restorative.

Mechanically-Steered, Mobile Satellite-Tracking Antenna

Signal from satellite tracked in moving vehicle. L-band, mechanically-steered, medium-gain antenna part of prototype radio equipment mounted in vehicle to demonstrate concept of land-mobile/satellite communication system. Provides such services as mobile telephone, voice or alphanumeric dispatch, paging, position-location information, and low-rate data transmission, for users within continental United States and Alaska. Antenna rotated mechanically until it finds direction from which maximum signal comes. Rate sensors provide inertial frame of reference during acquisition, so antenna locks onto signal even when vehicle turning.

Graphical Display Of Test-Flight Trajectories

Trajectories displayed directly on maps. Computer graphical system shows trajectories of experimental aircraft in real time during flight tests. Enables operator to choose variety of display modes and to issue course corrections to pilot. Principle of system adapted to variety of civil, military, and commercial uses in which paths of vehicles overlaid on maps - for example, in dispatching delivery vans.

Digital Controller For Emergency Beacon

Prototype digital controller intended for use in 406-MHz emergency beacon. Undergoing development according to international specifications, 406-MHz emergency beacon system includes satellites providing worldwide monitoring of beacons, with Doppler tracking to locate each beacon within 5 km. Controller turns beacon on and off and generates binary codes identifying source (e.g., ship, aircraft, person, or vehicle on land). Codes transmitted by phase modulation. Knowing code, monitor attempts to communicate with user, monitor uses code information to dispatch rescue team appropriate to type and locations of carrier.

Neural-Network Processor Would Allocate Resources

Global optimization problems solved quickly. Neural-network processor optimizes allocation of M resources among N expenditures according to cost of pairing each resource with each expenditure and subject to limit on number of resources feeding into each expenditure and/or limit on number of expenditures to which each resource allocated. One cell performs several analog and digital functions. Potential applications include assignment of jobs, scheduling, dispatching, and planning of military maneuvers.

The partnership: Space shuttle, space science, and space station

An overview of the NASA Space Station Program functions, design, and planned implementation is presented. The discussed functions for the permanently manned space facility include: (1) development of new technologies and related commercial products; (2) observations of the Earth and the universe; (3) provision of service facilities for resupply, maintenance, upgrade and repair of payloads and spacecraft; (4) provision of a transportation node for stationing, processing and dispatching payloads and vehicles; (5) provision of manufacturing and assembly facilities; (6) provision of a storage depot for parts and payloads; and (7) provision of a staging base for future space endeavors. The fundamental concept for the Space Station, as given, is that it be designed, operated, and evolved in response to a broad variety of scientific, technological, and commercial user interests. The Space Shuttle's role as the principal transportation system for the construction and maintenance of the Space Station and the servicing and support of the station crew is also discussed.

Automating security monitoring and analysis for Space Station Freedom's electric power system

Operating a large, space power system requires classifying the system's status and analyzing its security. Conventional algorithms are used by terrestrial electric utilities to provide such information to their dispatchers, but their application aboard Space Station Freedom will consume too much processing time. A new approach for monitoring and analysis using adaptive pattern techniques is presented. This approach yields an on-line security monitoring and analysis algorithm that is accurate and fast; and thus, it can free the Space Station Freedom's power control computers for other tasks.

Think small - In large numbers

The development and use of microspacecraft are examined. It is proposed that 10-50 microspacecraft per year can be launched; up to 50 microspacecraft can be dispatched with traditional launchers; and 1-3 experiments can be performed on the spacecraft. Various applications for the microspacecraft are discussed and specific examples of proposed missions are presented. Some systems and instruments designed for the microspacecraft are described.

Graphical interfaces for cooperative planning systems

Based on a cognitive task analysis of 5 airline flight crews in a simulator study, researchers have designed a testbed for studying computer aids for en route flight path planning. This testbed runs on a Mac II controlling three color monitors, and is being used to study the design of aids for both dispatchers and flight crews. Specifically, the research focuses on design concepts for developing cooperative problem-solving systems. We use en route flight planning (selecting alternate routes or destinations due to unanticipated weather, traffic, malfunctions, etc.) as the context for studying the design of such systems. Researchers are currently exploring three questions in this test environment: (1) When interacting with a flight planning aid, how does the role of the pilot influence overall system performance; (2) Can the architecture for a cooperative planning system be built around Sacerdoti's (1983) concept of an abstraction hierarchy, where the pilot can interact with the system at many different levels of detail (but where the computer aid by default handles lower level details that the pilot has chosen not to deat with); and (3) Can graphical displays and direct manipulation of these displays provide perceptual enhancements (Larkin and Simon, 1987) of the pilot's problem-solving activities. Balancing antagonistic time and resource utilization constraints in over-subscribed scheduling problems

In this paper, we report work aimed at applying concepts of constraint-based problem structuring and multi-perspective scheduling to an over-subscribed scheduling problem. Previous research has demonstrated the utility of these concepts as a means for effectively balancing conflicting objectives in constraint-relaxable scheduling problems, and our goal here is to provide evidence of their similar potential in the context of HST observation scheduling. To this end, we define and experimentally assess the performance of two time-bounded heuristic scheduling strategies in balancing the tradeoff between resource setup time minimization and satisfaction of absolute time constraints. The first strategy considered is motivated by dispatch-based manufacturing scheduling research, and employs a problem decomposition that concentrates local search on minimizing resource idle time due to setup activities. The second is motivated by research in opportunistic scheduling and advocates a problem decomposition that focuses attention on the goal activities that have the tightest temporal constraints. Analysis of experimental results gives evidence of differential superiority on the part of each strategy in different problem solving circumstances. A composite strategy based on recognition of characteristics of the current problem solving state is then defined and tested to illustrate the potential benefits of constraint-based problem structuring and multi-perspective scheduling in over-subscribe scheduling problems.

Definition Of The MSAT-X Network

Report describes state of development of Mobile Satellite Experiment (MSAT-X) network at end of 1989. Network includes mobile stations and base stations communicating by microwave radio relay via geostationary satellite. Provides three types of service: mobile telephone, mobile dispatch and digital data. Summarizes findings which serve as background for discussion of tentative specifications for design of network.
