Understanding the compound flood risk along the coast of the contiguous United States

Abstract. Compound flooding is a type of flood event caused by multiple flood drivers. The associated risk has usually been assessed using statistics-based analyses or hydrodynamics-based numerical models. This study proposes a compound flood (CF) risk assessment (CFRA) framework for coastal regions in the contiguous United States (CONUS). In this framework, a large-scale river model is coupled with a global ocean reanalysis dataset to (a) evaluate the CF exposure related to the coastal backwater effects on river basins, and (b) generate spatially distributed data for analyzing the CF hazard using a bivariate statistical model of river discharge and storm surge. The two kinds of risk are also combined to achieve a holistic understanding of the continental-scale CF risk. The estimated CF risk shows remarkable inter- and intra-basin variabilities along the CONUS coast with more variabilities in the CF hazard over the US west and Gulf coastal basins. Different risk assessment methods present significantly different patterns in a few key regions such as the San Francisco Bay area, the lower Mississippi River, and Puget Sound. Our results highlight the need to weigh different CF risk measures and avoid using single statistics-based or hydrodynamics-based CFRAs. Uncertainty sources in these CFRAs include the use of gauge observations, which cannot account for the flow physics or resolve the spatial variability of risks, and underestimations of the flood extremes and the dependence of CF drivers in large-scale models, highlighting the importance of understanding the CF risks for developing a more robust CFRA.

Remote sensing, geology, and land use

The usefulness of a geologic map as a product in geological research was discussed, and the volution of the geologic map of Maryland was illustrated. Remote sensing methods that have the most immediate application to the earth science aspects of the Chesapeake Bay region are listed.

Parametric analysis of a thermionic space nuclear power system

Key parameters in the design of a thermionic space nuclear power system are identified and analysed in various system tradeoffs. The results are referenced to the thermionic system currently being studied for the SP-100 program. The SP-100 requirements provide definitive guidelines with respect to system optimization, the primary ones being the system mass limit of 3000 kg, the system volume constrraint of one-third of the Space Shuttle cargo bay, and the system lifetime of seven years. Many parametric influences are described and the methods used to optimize system design, in the context of the requirements, are indicated. Considerable design flexiblity is demonstrated.

Truncated Gaussians as tolerance sets

This work focuses on the use of truncated Gaussian distributions as models for bounded data measurements that are constrained to appear between fixed limits. The authors prove that the truncated Gaussian can be viewed as a maximum entropy distribution for truncated bounded data, when mean and covariance are given. The characteristic function for the truncated Gaussian is presented; from this, algorithms are derived for calculation of mean, variance, summation, application of Bayes rule and filtering with truncated Gaussians. As an example of the power of their methods, a derivation of the disparity constraint (used in computer vision) from their models is described. The authors' approach complements results in Statistics, but their proposal is not only to use the truncated Gaussian as a model for selected data; they propose to model measurements as fundamentally in terms of truncated Gaussians.

Validated Feasibility Study of Integrally Stiffened Metallic Fuselage Panels for Reducing Manufacturing Costs

The continual need to reduce airframe cost and the emergence of high speed machining and other manufacturing technologies has brought about a renewed interest in large-scale integral structures for aircraft applications. Applications have been inhibited, however, because of the need to demonstrate damage tolerance, and by cost and manufacturing risks associated with the size and complexity of the parts. The Integral Airframe Structures (IAS) Program identified a feasible integrally stiffened fuselage concept and evaluated performance and manufacturing cost compared to conventional designs. An integral skin/stiffener concept was produced both by plate hog-out and near-net extrusion. Alloys evaluated included 7050-T7451 plate, 7050-T74511 extrusion, 6013-T6511 extrusion, and 7475-T7351 plate. Mechanical properties, structural details, and joint performance were evaluated as well as repair, static compression, and two-bay crack residual strength panels. Crack turning behavior was characterized through panel tests and improved methods for predicting crack turning were developed. Manufacturing cost was evaluated using COSTRAN. A hybrid design, made from high-speed machined extruded frames that are mechanically fastened to high-speed machined plate skin/stringer panels, was identified as the most cost-effective manufacturing solution. Recurring labor and material costs of the hybrid design are up to 61 percent less than the current technology baseline.

Bayes_Opt-SWMM: A Gaussian process-based Bayesian optimization tool for real-time flood modeling with SWMM

Real-time flood model plays a pivotal role in averting urban flood damage, particularly when there is minimal lead time for preparatory measures. However, urban flood modeling in real-time often contends with inherent uncertainties arising from input data uncertainty and parameter ambiguities. Here this study introduces a real-time calibration (RTC) tool called Bayes_Opt-SWMM, specifically tailored for real-time urban flood modeling and uncertainty optimization. This tool leverages the Gaussian process-based Bayesian optimization algorithm and interfaces seamlessly with the Stormwater Management Model (SWMM). It integrates real-time model forcing data and flood monitoring collected through sensors and gauges which are strategically placed within critical locations of urban drainage systems. Our approach hinges on the Surrogate Model based Uncertainty Optimization (SMUO) concept, providing an avenue for enhancing real-time flood modeling. Bayes_Opt-SWMM runs the optimization process using a surrogate model called Gaussian Process emulator with two inference methods: (1) the Gaussian Process (GP) model and (2) Markov Chain Monte Carlo (MCMC) algorithm in GP model (GP_MCMC). Furthermore, three acquisition functions, namely Expected Improvement (EI), Maximum Probability of Improvement (MPI), and Lower Confidence Bound (LCB), facilitate optimal parameter fitting within the surrogate models. The efficiency of GP-based surrogate models in learning SWMM model parameters, leads to an improved uncertainty quantification and accelerated real-time flood modeling in urban areas. Overall, Bayes_Opt-SWMM emerges as a cost-effective and valuable tool for real-time flood modeling and monitoring, with significant potential for managing intelligent storm water systems in urban environments.

Automated path planning of the Payload Inspection and Processing System

The Payload Changeout Room Inspection and Processing System (PIPS) is a highly redundant manipulator intended for performing tasks in the crowded and sensitive environment of the Space Shuttle Orbiter payload bay. Its dexterity will be exploited to maneuver the end effector in a workspace populated with obstacles. A method is described by which the end effector of a highly redundant manipulator is directed toward a target via a Lyapunov stability function. A cost function is constructed which represents the distance from the manipulator links to obstacles. Obstacles are avoided by causing the vector of joint parameters to move orthogonally to the gradient of the workspace cost function. A C language program implements the algorithm to generate a joint history. The resulting motion is graphically displayed using the Interactive Graphical Robot Instruction Program (IGRIP) produced by Deneb Robotics. The graphical simulation has the potential to be a useful tool in path planning for the PIPS in the Shuttle Payload Bay environment.

The statistical analysis of circadian phase and amplitude in constant-routine core-temperature data

Accurate estimation of the phases and amplitude of the endogenous circadian pacemaker from constant-routine core-temperature series is crucial for making inferences about the properties of the human biological clock from data collected under this protocol. This paper presents a set of statistical methods based on a harmonic-regression-plus-correlated-noise model for estimating the phases and the amplitude of the endogenous circadian pacemaker from constant-routine core-temperature data. The methods include a Bayesian Monte Carlo procedure for computing the uncertainty in these circadian functions. We illustrate the techniques with a detailed study of a single subject's core-temperature series and describe their relationship to other statistical methods for circadian data analysis. In our laboratory, these methods have been successfully used to analyze more than 300 constant routines and provide a highly reliable means of extracting phase and amplitude information from core-temperature data.

Diagnostic calculations of airframe-radiated noise

Methods of calculating airframe noise due to the following components are presented: wings and stabilizers, flaps, landing gear 'self-noise', landing gear bay (wheel well) oscillations, separated flow interaction with edges of cavities, and doors associated with gear deployment. The predominant source mechanisms were dipole-like in nature, being related to the local fluctuating aerodynamic forces on struts, airfoil edges, cavity edges, etc. Available data are converted into semiempirical prediction methods to enable a tentative rank ordering of noise sources. A sample application of these prediction procedures is carried out for a typical CTOL passenger jet using actual aircraft parameters, where available.

Initial Testing of Promess Press Shielding

Testing of the initial design for the shielding to be added to the Promess servo press installed in TA9 0032 was completed on April 28, 2026. This shielding design did not provide satisfactory protection to either workers or equipment within the bay when tested at an explosive quantity of 82.5g. This memo details the design, testing method, and results of the test.

Virtual reality applications in robotic simulations

Virtual reality (VR) provides a means to practice integrated extravehicular activities (EVA)/remote manipulator system (RMS) operations in the on-orbit configuration with no discomfort or risk to crewmembers. VR afforded the STS-61 crew the luxury of practicing the integrated EVA/RMS operations in an on-orbit configuration prior to the actual flight. The VR simulation was developed by the Automation and Robotics Division's Telepresence/Virtual Reality Lab and Integrated Graphics, Operations, and Analysis Lab (IGOAL) at JSC. The RMS Part Task Trainer (PTT) was developed by the IGOAL for RMS training in 1988 as a fully functional, kinematic simulation of the shuttle RMS and served as the RMS portion of the integrated VR simulation. Because the EVA crewmember could get a realistic view of the shuttle and payload bay in the VR simulation, he/she could explore different positions and views to determine the best method for performing a specific task, thus greatly increasing the efficiency of use of the neutral buoyancy facilities.

Cosmogenic surface exposure ( 10 Be) dating of raised beaches in Marguerite bay, Antarctic Peninsula: Implications for relative sea-level history

Understanding the dynamics of ice mass loss in polar regions is crucial for deciphering climate change and Glacio Isostatic Adjustment patterns. This study focuses on Marguerite Bay, located in the south-central Antarctic Peninsula. We dated raised beaches to investigate relative sea-level changes using the cosmogenic surface exposure ( 10 Be) method. Previous studies have provided valuable insights into the region's glacial history, but limitations in dating techniques and age estimates necessitate further investigation. By analysing raised shingle beaches in Gaul Cove of Horseshoe Island and the southern coast of Calmette Bay, this research aims to contribute relative sea-level change history for these areas. In Horseshoe Island's Gaul Cove, raised beaches clustered on prominent steps reveal a 15 m relative sea-level change over the last 3.31 ka. Differently, Calmette Bay exhibits a 36 m relative sea-level fall over the last 7.29 ka. Finally, these findings indicate significant and differential glacial-isostatic adjustments in both regions during the middle and late Holocene. Additionally, our data reveal accelerated sea-level fall periods corresponding to Holocene deglaciation and glacial advance events, indicating the shorelines' relative sea-level change sensitivity to climate change.

Inverse aqueous transport modeling for emergency response

ALGE is a three-dimensional, finite-difference aqueous transport model that simulates pollutant fate and transport in lakes, rivers, bays, and estuaries by solving the prognostic equations of mass, momentum, and energy. Its current modeling capabilities include transport of dissolved tracer for a series of predefined basins across the continental United States. Recently, an inverse method (also known as backtracking) has been added to ALGE to provide a possible source of a pollutant should one be detected by a sensor in a body of water and a source is not known. This inverse method is a three step process that uses an algorithm to inverse the flow. We demonstrate the new model’s capabilities through simulating the 2021 Piney Point spill in Tampa Bay, Florida (USA). This involves moving tracer backwards from its detection points, encompassing a potential source area, and applying Bayes’ Theorem and $\frac{𝜒}{𝑄}$ to reduce the area within which the true source could be located.

A Bayesian approach to tracking patients having changing pharmacokinetic parameters

This paper considers the updating of Bayesian posterior densities for pharmacokinetic models associated with patients having changing parameter values. For estimation purposes it is proposed to use the Interacting Multiple Model (IMM) estimation algorithm, which is currently a popular algorithm in the aerospace community for tracking maneuvering targets. The IMM algorithm is described, and compared to the multiple model (MM) and Maximum A-Posteriori (MAP) Bayesian estimation methods, which are presently used for posterior updating when pharmacokinetic parameters do not change. Both the MM and MAP Bayesian estimation methods are used in their sequential forms, to facilitate tracking of changing parameters. Results indicate that the IMM algorithm is well suited for tracking time-varying pharmacokinetic parameters in acutely ill and unstable patients, incurring only about half of the integrated error compared to the sequential MM and MAP methods on the same example.

Simulation and analyses of the aeroassist flight experiment attitude update method

A method which will be used to update the alignment of the Aeroassist Flight Experiment's Inertial Measuring Unit is simulated and analyzed. This method, the Star Line Maneuver, uses measurements from the Space Shuttle Orbiter star trackers along with an extended Kalman filter to estimate a correction to the attitude quaternion maintained by an Inertial Measuring Unit in the Orbiter's payload bay. This quaternion is corrupted by on-orbit bending of the Orbiter payload bay with respect to the Orbiter navigation base, which is incorporated into the payload quaternion when it is initialized via a direct transfer of the Orbiter attitude state. The method of updating this quaternion is examined through verification of baseline cases and Monte Carlo analysis using a simplified simulation, The simulation uses nominal state dynamics and measurement models from the Kalman filter as its real world models, and is programmed on Microvax minicomputer using Matlab, and interactive matrix analysis tool. Results are presented which confirm and augment previous performance studies, thereby enhancing confidence in the Star Line Maneuver design methodology.

First measurement of the yield of 8 He isotopes produced in liquid scintillator by cosmic-ray muons at Daya Bay

Here, Daya Bay presents the first measurement of cosmogenic 8 He isotope production in liquid scintillator, using an innovative method for identifying cascade decays of 8 He and its child isotope, 8 Li. We also measure the production yield of 9 Li isotopes using well-established methodology. The results, in units of 10 –8 μ –1 ⁢g –1 cm 2 , are 0.307 ± 0.042, 0.341 ± 0.040, and 0.546 ± 0.076 for 8 He, and 6.73 ± 0.73, 6.75 ± 0.70, and 13.74 ± 0.82 for 9 Li at average muon energies of 63.9 GeV, 64.7 GeV, and 143.0 GeV, respectively. The measured production rate of 8 He isotopes is more than an order of magnitude lower than any other measurement of cosmogenic isotope production. It replaces the results of previous attempts to determine the ratio of 8 He to 9 Li production that yielded a wide range of limits from 0% to 30%. The results provide future liquid-scintillator-based experiments with improved ability to predict cosmogenic backgrounds.

Interrelationships Between Receiver/Relative Operating Characteristics Display, Binomial, Logit, and Bayes' Rule Probability of Detection Methodologies

Unknown risks are introduced into failure critical systems when probability of detection (POD) capabilities are accepted without a complete understanding of the statistical method applied and the interpretation of the statistical results. The presence of this risk in the nondestructive evaluation (NDE) community is revealed in common statements about POD. These statements are often interpreted in a variety of ways and therefore, the very existence of the statements identifies the need for a more comprehensive understanding of POD methodologies. Statistical methodologies have data requirements to be met, procedures to be followed, and requirements for validation or demonstration of adequacy of the POD estimates. Risks are further enhanced due to the wide range of statistical methodologies used for determining the POD capability. Receiver/Relative Operating Characteristics (ROC) Display, simple binomial, logistic regression, and Bayes' rule POD methodologies are widely used in determining POD capability. This work focuses on Hit-Miss data to reveal the framework of the interrelationships between Receiver/Relative Operating Characteristics Display, simple binomial, logistic regression, and Bayes' Rule methodologies as they are applied to POD. Knowledge of these interrelationships leads to an intuitive and global understanding of the statistical data, procedural and validation requirements for establishing credible POD estimates.

External impacts of an intraurban air transportation system in the San Francisco Bay area

The effects are studied of an intraurban V/STOL commuter system on the economic, social, and physical environment of the San Francisco Bay Area. The Bay Area was chosen mainly for a case study; the real intent of the analysis is to develop methods by which the effects of such a system could be evaluated for any community. Aspects of the community life affected include: income and employment, benefits and costs, noise, air pollution, and road congestion.
