Evolution of Scientific and Technical Information Distribution

World Wide Web (WWW) and related information technologies are transforming the distribution of scientific and technical information (STI). We examine 11 recent, functioning digital libraries focusing on the distribution of STI publications, including journal articles, conference papers, and technical reports. We introduce 4 main categories of digital library projects: based on the architecture (distributed vs. centralized) and the contributor (traditional publisher vs. authoring individual/organization). Many digital library prototypes merely automate existing publishing practices or focus solely on the digitization of the publishing cycle output, not sampling and capturing elements of the input. Still others do not consider for distribution the large body of "gray literature." We address these deficiencies in the current model of STI exchange by suggesting methods for expanding the scope and target of digital libraries by focusing on a greater source of technical publications and using "buckets," an object-oriented construct for grouping logically related information objects, to include holdings other than technical publications.

NASA aerospace database subject scope: An overview

Outlined here is the subject scope of the NASA Aerospace Database, a publicly available subset of the NASA Scientific and Technical (STI) Database. Topics of interest to NASA are outlined and placed within the framework of the following broad aerospace subject categories: aeronautics, astronautics, chemistry and materials, engineering, geosciences, life sciences, mathematical and computer sciences, physics, social sciences, space sciences, and general. A brief discussion of the subject scope is given for each broad area, followed by a similar explanation of each of the narrower subject fields that follow. The subject category code is listed for each entry.

Planetary exploration through year 2000: An augmented program. Part two of a report by the Solar System Exploration Committee of the NASA Advisory Council

In 1982, the NASA Solar System Exploration Committee (SSEC) published a report on a Core Program of planetary missions, representing the minimum-level program that could be carried out in a cost effective manner, and would yield a continuing return of basic scientific results. This is the second part of the SSEC report, describing missions of the highest scientific merit that lie outside the scope of the previously recommended Core Program because of their cost and technical challenge. These missions include the autonomous operation of a mobile scientific rover on the surface of Mars, the automated collection and return of samples from that planet, the return to Earth of samples from asteroids and comets, projects needed to lay the groundwork for the eventual utilization of near-Earth resources, outer planet missions, observation programs for extra-solar planets, and technological developments essential to make these missions possible.

Space transfer concepts and analyses for exploration missions

The current technical effort is part of the fourth phase of a broad-scoped and systematic study of space transfer concepts for human lunar and Mars missions. The study addresses the costs of the First Lunar Outpost habitat and alternatives to this habitat.

NASA Lunar Exploration – Gateway’s Power and Propulsion Element Communications Links

As a key part of NASA’s Artemis program to return to the moon, the Lunar Gateway will provide a platform for staging lunar missions, for gaining experience in operations beyond earth orbit, and for creating sustainable infrastructure. Of specific interest, the Lunar Gateway will provide communications support to landers, orbiters, and surface systems, including in the South Polar Region where direct line of sight (LOS) to Earth is limited or non-existent. A foundational segment of the Gateway is the Power and Propulsion Element (PPE), which will carry: solar arrays to provide power to the Gateway; electric propulsion to maintain the Gateway in its operational orbit; and communication links between the Earth and Gateway, the Moon and Gateway, and relays from the Moon to the Earth. PPE Communication Links include an X-band link to Earth for Command, Ranging, and Telemetry (CR&T), which also carries low to medium rate data; a Ka-band Direct to Earth(DTE) link for high rate data transmissions; and a Ka-band Lunar link for high data rate connections to lunar systems. This paper describes the PPE communication links from a technical perspective. Other Gateway links supported by other modules are outside the scope of this paper.

Enhancement of the Probabilistic CEramic Matrix Composite ANalyzer (PCEMCAN) Computer Code

This report represents a final technical report for Order No. C-78019-J entitled "Enhancement of the Probabilistic Ceramic Matrix Composite Analyzer (PCEMCAN) Computer Code." The scope of the enhancement relates to including the probabilistic evaluation of the D-Matrix terms in MAT2 and MAT9 material properties card (available in CEMCAN code) for the MSC/NASTRAN. Technical activities performed during the time period of June 1, 1999 through September 3, 1999 have been summarized, and the final version of the enhanced PCEMCAN code and revisions to the User's Manual is delivered along with. Discussions related to the performed activities were made to the NASA Project Manager during the performance period. The enhanced capabilities have been demonstrated using sample problems.

Management Practices and Tools: 2000-2004

This custom bibliography from the NASA Scientific and Technical Information Program lists a sampling of records found in the NASA Aeronautics and Space Database. The scope of this topic is divided into four parts and covers the adoption of proven personnel and management reforms to implement the national space exploration vision, including the use of "system-of-systems" approach; policies of spiral, evolutionary development; reliance upon lead systems integrators; and independent technical and cost assessments. This area of focus is one of the enabling technologies as defined by NASA s Report of the President s Commission on Implementation of United States Space Exploration Policy, published in June 2004.

NASA Rotating Detonation Rocket Engine Concept Development Status & Scope

This presentation is a program update for the members of the JANNAF RDRE Panel. There is no technical content. A list of NASA sponsored projects is provided, along with the motivation for NASA’s involvement in the development of this type of propulsion system, and key technology gaps that need to be addressed.

NIF Enhanced Yield Capability Conceptual Design Review Report

The purpose of the NIF Enhanced Yield Capability (EYC) Conceptual Design Review was to evaluate key aspects of the design and assess readiness to move to the next phase of the project. The NNSA accepted the NIF Integrated Product Review Board (IPRB) process as an appropriate means of conducting the review. The review committee finds that the NIF EYC Design Team has successfully addressed the review scope objectives. No Type 1 action items or liens were identified during the technical review. Some recommendations and observations are recorded below to assist the team.

Conceptual design of a V/STOL lift fan commercial short haul transport

Conceptual designs of V/STOL lift-fan commercial short-haul transport aircraft for the 1980-85 time period were studied to determine their technical and economic feasibility. Engine concepts studied included both integral remote fans. The scope of the study included definition of the hover control concept for each propulsion system, aircraft design, aircraft mass properties, cruise performance noise, and ride qualities evaluation. Economic evaluation was also studied on a basis of direct operating cost and route structure.

Acoustics Division recent accomplishments and research plans

The research program currently being implemented by the Acoustics Division of NASA Langley Research Center is described. The scope, focus, and thrusts of the research are discussed and illustrated for each technical area by examples of recent technical accomplishments. Included is a list of publications for the last two calendar years. The organization, staff, and facilities are also briefly described.

Transportable educational programs for scientific and technical professionals: More effective utilization of automated scientific and technical data base systems

This grant final report executive summary documents a major, long-term program addressing innovative educational issues associated with the development, administration, evaluation, and widespread distribution of transportable educational programs for scientists and engineers to increase their knowledge of, and facilitate their utilization of automated scientific and technical information storage and retrieval systems. This educational program is of very broad scope, being targeted at Colleges of Engineering and Colleges of Physical sciences at a large number of colleges and universities throughout the United States. The educational program is designed to incorporate extensive hands-on, interactive usage of the NASA RECON system and is supported by a number of microcomputer-based software systems to facilitate the delivery and usage of the educational course materials developed as part of the program.

Design strategies for the International Space University's variable gravity research facility

A variable gravity research facility named 'Newton' was designed by 58 students from 13 countries at the International Space University's 1989 summer session at the Universite Louis Pasteur, Strasbourge, France. The project was comprehensive in scope, including a political and legal foundation for international cooperation, development and financing; technical, science and engineering issues; architectural design; plausible schedules; and operations, crew issues and maintenance. Since log-term exposure to zero gravity is known to be harmful to the human body, the main goal was to design a unique variable gravity research facility which would find a practical solution to this problem, permitting a manned mission to Mars. The facility would not duplicate other space-based facilities and would provide the flexibility for examining a number of gravity levels, including lunar and Martian gravities. Major design alternatives included a truss versus a tether based system which also involved the question of docking while spinning or despinning to dock. These design issues are described. The relative advantages or disadvantages are discussed, including comments on the necessary research and technology development required for each.

Hydrokinetic tidal energy resource assessment following international electrotechnical commission guidelines

Marine renewable energy can be used as a viable energy source to alleviate the impact of the climate crisis and have a carbon-free electricity sector in the future. Especially the energetic tidal streams are an attractive source of clean energy due to the periodic occurrence of high tidal flows daily. However, before any deployment of tidal turbine farms, it is essential to perform a resource assessment depending on the scope and scale of the project. Here, the International Electrotechnical Commission has developed a technical standard for assessing the tidal stream resource "IEC 62600-201 TS" to aid in this effort: determine a particular site's feasibility and perform the project layout design. In this study, we implemented and validated a high-resolution three-dimensional numerical model and provided results following the IEC TS for a project layout design in a highly energetic tidal channel, Tacoma Narrows of Puget Sound, in the State of Washington, USA. Implementation of the guidelines has helped adequately identify the undisturbed theoretical and technical resources with less bias, where the latter included energy extraction from the flow field arranging a hypothetical tidal energy converter (TEC) array. Also, following the standard, we carefully assessed the changes to channel flow properties from TECs, such as the kinetic energy flux and annual energy production (AEP), to provide the detailed information required for a larger project layout design. Ultimately, this work has shown the important role of IEC TS in tidal stream resource assessment, which can simultaneously act as a benchmark for other studies worldwide.

Graphite/polyimide state-of-the-art panel discussion

The state-of-the-art of graphite/polyimides (GR/PI) composites is presented under two related subject areas: technical roadblocks to increased application and priority of technical problems. Technical roadblocks are the maturity of the 589K GR/PI material system and GR/PI structure fabrication technology. Priority of the GR/PI technical problems involves the selection of a primary polyimide resin system to reduce the scope of development problems. The GR/PI structure first priority problem is the selection and development of high temperature adhesive systems.
