The resonant-charge-transfer cross section dominates the interaction between neutral and ionized atomic oxygen at temperatures greater than several hundred degrees Kelvin. This cross section is of direct importance to F-region studies of ion diffusion, ion thermal balance, and neutral atmospheric winds and pressure gradients, since it determines collision frequencies and energy and momentum transfer rates. However, the uncertainty in this cross section is roughly 25-40%. Incoherent-scatter measurements allow determination of the product of the atomic oxygen concentration multiplied by the cross section. If present-day atmospheric models are accepted as statistically representative of F-region atomic oxygen concentrations experimental (aeronomical) data presented indicate that the resonant-charge-transfer cross section is about 1.3 times greater than the value presently in general use, though in excellent agreement with the only other available (laboratory) experimental value. This revised cross section has obvious implications for thermospheric studies.

A predominantly single-mode pulsed dye laser system giving a well characterized spatial and temporal output suitable for absolute two-photon absorptivity measurements was used to study the NO gamma(0,0) S11 + R21 (J double prime = 7-1/2) transition. Using a calibrated induced-fluorescence technique, an absorptivity parameter of 2.8 + or - 1.4 x 10 to the minus 51st power cm to the 6th power was obtained. Relative strengths of other rotational transitions in the gamma(0,0) band were also measured and shown to compare well with predicted values in all cases except the O12 (J double prime = 10-1/2) transition.
A comparison is made of the radar cross section of rough surface calculated in one case from the conventional definition and obtained in the second case directly from the radar equation. The validity of the conventional definition representing the cross section appearing in the radar equation is determined. The analysis is executed in the special case of perfectly conducting, randomly corrugated surfaces in the physical optics limit. The radar equation is obtained by solving for the radiation scattered from an arbitrary source back to a colocated antenna. The signal out of the receiving antenna is computed from this solution and the result put into a form recognizeable as the radar equation. The conventional definition is obtained by solving a similar problem but for backscatter from an incident planewave. It is shown that these tow forms for sigma are the same if the observer is far enough from the surface.

Complete sets of ion-atom interaction energies have been computed for nitrogen and oxygen with accurate large scale structure calculations. The computed energies agree well with the accurate potential curves available from spectroscopic measurement. The state functions from the nitrogen calculations have been applied to determine the transition moment for all allowed dipole transitions. These results can be combined to compute a detailed radiation spectrum such as that required to define the highly nonequilibrium environment of aeroassisted orbital transfer vehicle (AOTV). The long-range interaction energies have been used to determine the ion-atom resonance charge exchange cross sections that are important for transport processes such as diffusion. A calculation to determine reliable transport properties for energies that include the AOTV temperature range from these computed properties is described.
The ordering of nu1 and nu3 for O3 is incorrectly predicted by most theoretical methods, including some very high level methods. The first systematic electron correlation method based on one-reference configuration to solve this problem is the coupled cluster single and double excitation method. However, a relatively large basis set, triple zeta plus double polarization is required. Comparison with other theoretical methods is made.
The universal normal state anomalies in the CuO metals follow from a marginal Fermi liquid hypothesis: there exists a contribution to the polarizability over most of momentum space proportional to omega/T for omega/T much less than 1 and constant thereafter up to a cutoff omega(sub c). Using the same excitation spectrum, the properties of the superconductive state were calculated. The right order of T(sub c) can be obtained, the zero temperature gap, 2 delta (0)/T(sub c) and the nuclear relaxation rate near T(sub c). The possible microscopic physics leading to the marginal Fermi liquid hypothesis is discussed.

The Retarding Ion Mass Spectrometer (RIMS) experiment onboard the Dynamics Explorer 1 (DE 1) satellite was designed to perform energy and mass-per-charge analysis on low-energy ions (less than 50 eV) with mass/charge ratios ranging from 1 to 40 amu/Z. The DE 1 satellite, carrying the RIMS experiment, was launched into an elliptical polar orbit on August 3, 1981. The approximately 7.5 hour orbit has perigee of 675 km altitude and apogee of 24,875 km altitude. This document, as well as those that follow in this series, contains summary RIMS data spectrograms for each orbit for which RIMS data are available. The RIMS instrument began returning science data on day 280 of 1981 and continued to return usable data until the end of the DE mission in March 1991. It should be noted that studies of the RIMS data set should be conducted only with a thorough awareness of the material described in the introduction section presented here, or in collaboration with a scientist familiar with RIMS data analysis.
