Integrated Issues and Risk Management: A Theoretical Framework Overview

The contractor requirements document for DOE O 226.1B, Implementation of Department of Energy Oversight Policy, requires DOE/NNSA contractors to establish an assurance system that includes, among other things, “Rigorous, risk-informed, and credible self-assessment and feedback and improvement activities. Assessment programs must be risk-informed, formally described and documented, and appropriately cover potentially high consequence activities” and “Contains an issues management process that is capable of categorizing the significance of findings based on risk and priority and other appropriate factors….” However, the term “risk-informed” is not defined in this or any other DOE order, and no formal guidance on how to integrate the two concepts currently exists. The Risk Management Guide for Defense Programs released by NA-18, Office of Systems Engineering and Integration (SE&I), states it is “a framework and general guidance to program office personnel on the effective management of program risks and issues”, however it then defines issues as “events with 100% likelihood of affecting program objectives” and states “unless specified otherwise, the term “risk” will also serve to represent issues for the remainder of this plan,” severally limiting its ability to provide adequate guidance on this topic. Outside of DOE scope, the U.S. Nuclear Regulatory Commission (U.S. NRC) imposes similar requirements. ASME NQA-1-2015 Requirement 16 states “Conditions adverse to quality shall be identified promptly and corrected as soon as practicable. In the case of a significant condition adverse to quality, the cause of the condition shall be determined, and corrective action taken to preclude recurrence. The identification, cause, and corrective action for significant conditions adverse to quality shall be documented and reported to appropriate levels of management. Completion of corrective actions shall be verified”. The purpose of this document is to provide a best-in-class framework for an integrated risk and issues management process. This process would provide a robust feedback loop between risk management and issues management to: Enhance risk identification and characterization, use risk handling principles to improve corrective action planning, and ensure regulatory compliance.

Nondestructive Assay Technical Infrastructure Program Mission and Vision

The Nondestructive Assay Program (NDAP) mission and vision is achieved by identifying and accomplishing a set of programmatic goals that correspond with eight broad technical program elements. The NDAP was created as a result of Defense Nuclear Facility Safety Board Recommendation 2007-1, entitled “Safety-Related In Situ Nondestructive Assay of Radioactive Materials,” which emphasized the need to improve in situ measurements of radioactive material at US Department of Energy (DOE) defense nuclear facilities. An NDAP five-year plan will define tasks to accomplish specific goals identified in the NDAP mission and vision. This mission and vision is applicable for eight technical program elements: Hardware/Software Development, Algorithm Development and Nuclear Data, Uncertainty Quantification, Nuclear Materials, Staffing, Personnel, And Training, Data Management, Requirement and Standards, and Information Preservation and Dissemination. An additional program element is technical support, which provides daily execution management support for the NDAP, site scope, and deliverable tracking via site task managers, along with technical advisement and support from the technical support group. The NDAP mission and vision provides attributes with specific goals for each program element, and some goals benefit multiple program elements. The goals and attributes defined herein are implemented via an NDAP five-year execution plan that defines site work scope, budget, and deliverables, all of which are updated annually. The NDAP is designed to benefit nondestructive assay (NDA) needs to support DOE nuclear criticality safety programs, ensuring that NDA technology is sufficiently capable of guaranteeing the safety of those who handle, store, process, or transport fissionable materials in the complex. Especially important for the NDAP is to maximize capabilities to identify, characterize, and manage in situ fissile material deposits in process equipment to ensure nuclear criticality safety at processing facilities.

Towards Next-Generation Urban Decision Support Systems through AI-Powered Construction of Scientific Ontology Using Large Language Models—A Case in Optimizing Intermodal Freight Transportation

The incorporation of Artificial Intelligence (AI) models into various optimization systems is on the rise. However, addressing complex urban and environmental management challenges often demands deep expertise in domain science and informatics. This expertise is essential for deriving data and simulation-driven insights that support informed decision-making. In this context, we investigate the potential of leveraging the pre-trained Large Language Models (LLMs) to create knowledge representations for supporting operations research. By adopting ChatGPT-4 API as the reasoning core, we outline an applied workflow that encompasses natural language processing, Methontology-based prompt tuning, and Generative Pre-trained Transformer (GPT), to automate the construction of scenario-based ontologies using existing research articles and technical manuals of urban datasets and simulations. From these ontologies, knowledge graphs can be derived using widely adopted formats and protocols, guiding various tasks towards data-informed decision support. The performance of our methodology is evaluated through a comparative analysis that contrasts our AI-generated ontology with the widely recognized pizza ontology, commonly used in tutorials for popular ontology software. We conclude with a real-world case study on optimizing the complex system of multi-modal freight transportation. Our approach advances urban decision support systems by enhancing data and metadata modeling, improving data integration and simulation coupling, and guiding the development of decision support strategies and essential software components.

Flexible Pilot Jobs Framework for Distributed High Throughput Computing

Experimental particle physics has been at the forefront of analyzing the world’s largest datasets for decades. The high-energy physics (HEP) community was among the first to develop suitable software and computing tools for this purpose. GlideinWMS is a Glidein-based workload management system whose purpose is to provide experiments like CMS at CERN, DUNE at Fermilab, and others, a way to access and efficiently use vast amounts of computing resources. This system wants to provide a simple way to submit jobs to a set of computing resources, that will be provided to users behind the scenes. Glideins are the pilot jobs executed on the worker nodes at the grid sites, performing operations such as hardware detection, environment setup, and error handling. After all these operations, they will launch the actual user job. Many grid sites are supported, such as shared clusters, Google CE, and AWS. My internship aimed to design and code a flexible pilot jobs framework that will replace the one used by GlideinWMS, developing a modular and flexible skeleton of the Glidein and adding further functionalities. My project also focused on the application of machine learning techniques as support to this management system.

Real Time - Optimal Power Flow Based Distributed Energy Resources Management System (DERMS) (CRADA Number CRD-20-16909 Final Report)

The integration of behind-the-meter distributed energy resources (DERs) into distribution systems brings transformative changes to power systems. This requires operators and planners to find solutions to modernize electric grids and to effectively manage DERs for grid services. NREL developed novel DER management algorithms (referred to as Real-Time Optimal Power Flow, RT-OPF) through U.S. Department of Energy (DOE)-funded efforts, including Advanced Research Projects Agency–Energy (ARPA-E) Network Optimized Distributed Energy Systems (NODES) funding. This cutting-edge control technology aims to modernize distribution systems with large amounts of DER integration, which will help utilities solve issues brought by renewable integration and build resilient and renewable-based electric grids nationwide. Utilidata worked with NREL to investigate the commercialization opportunity of this RT-OPF-based distributed energy resource management system (DERMS). In this project, NREL performs the technology transfer of the RT-OPF to Utilidata to help them fully understand the RT-OPF solution, to identify potential engineering hurdles, and to assess the expected commercial value of various RT-OPF use cases and deployment. The technology transfer work includes two major tasks. First, NREL performs an in-depth knowledge transfer of the entire RT-OPF solution to Utilidata to help them gain an extensive and detailed understanding of the complete RT-OPF solution. In this task, NREL provides exhaustive information (e.g., documentation, code packages, laboratory and field trial data, performance results) while conducting in-depth training sessions to provide a thorough explanation of the entire solution. NREL hosts meetings to present different topics related to the RT-OPF solution, and question-and-answer sessions are included in each meeting to better explain the RT-OPF-related work. Second, the RT-OPF simulations are performed in a laboratory environment. The main objectives of this task are to walk through with Utilidata engineers how to set up a simulation of RT-OPF, identifying each RT-OPF code block/component in operation, learning how these components interact with each other, and eventually running RT-OPF simulations under various system conditions. This task helps Utilidata engineers understand performance limitations and constraints while also quantifying the commercial value of the RT-OPF for different use cases. Based on these two tasks, Utilidata engineers should be able to define and prioritize the next steps of RT-OPF implementation with an eye toward commercial success and scalability of the solution. The next steps are expected to be part of a new project following the conclusion of this project.
