MR&R Strategic Investments Review: OREATE (Oxide Reduction by Electrochemical Amalgamation and Thermal Extraction) [Slides]
The goal of this project is to develop a new process for metal recovery and recycle based on OREATE (Oxide Reduction by Electrochemical Amalgamation and Thermal Extraction). OREATE will be able to efficiently transform PuO 2 into metal (e.g., Pu-242) as well as recover and recycle actinide and rare earth metals after chlorination. The main objectives for FY24 are to complete the TRL assessment of the OREATE process and to achieve a throughput increase, transitioning from mg to gram quantities of metal.
Distribution Network Capacity Market Design: Marginal Distribution Capacity Pricing Mechanism for Efficient Investment and Cost Allocation
As electricity markets begin to shift from reliance on large, centralized power plants and towards distributed energy resources (DERs), there is a growing acknowledgement that more efficient planning, operations, and oversight is needed in the distribution system. This paper addresses one step in that direction by proposing an auction mechanism that uses a detailed distribution system planning model that allocates permits to end-used customers who request capacity to install new devices at their location and network upgrade contracts to utilities or 3rd-party companies who offer to upgrade system components. The resulting plan maximizes market surplus, that is, maximizes the total benefit to consumers minus the cost of network upgrades. We apply a marginal pricing scheme to the auction’s results such that the cost of each permits or contracts is differentiated by time and location, based on the Lagrangian multipliers of binding network constraints. These prices are shown to be no greater than the bid price of any awarded contract and no less than the offered cost of any awarded upgrade contract. Furthermore, the nonlinearity of power flows in the planning model result in an additional surplus that would be collected by the entity that hosts the auction, which could then be refunded to market participants or used to cover overhead costs of running the market. We provide four example auction results in a simple three-node distribution feeder to demonstrate the properties of the design. Results suggest that larger or more realistic case studies could be a promising next step.

E2C Cohort on Major Energy Disruptions in the Southeast: Trade-Offs and Feasibility of Energy Sector Investment for Community Resilience [Slides]
The Energy to Communities (E2C) peer-learning cohort program provides technical assistance to groups of 15 community entities around a common energy topic over the course of 6 months. Every month, participants join a virtual meeting where they hear from experts and exchange strategies and best practices with their peers. This cohort, "Planning for Major Energy Disruptions in the Southeast" focuses on strategies for entities in the Southeast to quickly recover from impacts to energy infrastructure caused by extreme events, such as severe weather and natural disasters. This presentation focuses on the tradeoffs and relative costs of different strategies to improve outcomes from these extreme events. The workshop is on May 21, 2026.
Two decades of DOE investment lays the foundation for TRISO-fueled reactors
Tristructural isotropic (TRISO) coated particle fuel is a robust, microencapsulated fuel form developed originally for use in high-temperature gas-cooled reactors (HTGRs). The particles consist of a spherical fissile kernel surrounded by several layers of pyrocarbon and a silicon carbide (SiC) layer (Figure 1). The particles are formed into cylindrical or spherical fuel forms using a resinated graphite matrix material for insertion into an HTGR. The kernel and coating layers together act to retain fission products within the particle during normal reactor operation and during postulated accidents; TRISO particles can maintain structural integrity at extremely high temperatures, reaching as high as approximately 1,600°C in limiting HTGR accidents. This limits the fission product activity circulating in the helium coolant and the activity released to the environment during accidents. Acceptable performance of TRISO particles is therefore essential for reactor safety.
