Inertia and the Power Grid: A Guide Without the Spin

This guide provides an overview of inertia’s role in the evolving power system. It describes the sources of inertia in the grid, the intrinsic interplay of inertia and other grid services, the factors that impact the amount of and need for inertia, and the changes that can be made to maintain reliability as it declines. The guide is intended for nontechnical audiences. And it introduces accessible examples to illustrate the concepts of inertia and other grid services that are required to maintain system frequency, which is a key indicator of health in the current grid. The guide also discusses alternatives to traditional inertia and provides several takeaways that may be informative to power system decision makers, planners, operators, analysts, and other stakeholders.

Federal Workplace Charging Program Guide

This report serves as a program guide to support federal agencies in developing their own policy documents for workplace charging. It provides suggested language that agencies can incorporate into their own policies to define requirements for charging privately owned vehicles (POVs) on government-owned or leased property. The Fixing America's Surface Transportation Act authorizes the U.S. General Services Administration (GSA) and other federal agencies to install, operate, and maintain electric vehicle supply equipment (EVSE) for POVs in parking areas used by federal employees and authorized users, and it requires the collection of fees to recover the costs of installing, operating, and maintaining this equipment. This guide offers details for agency facility managers, transportation personnel, employees, and vendors regarding the charging of electric vehicles (EVs) for use by employees and personnel at government-owned and leased buildings. This guide describes the requirements associated with federal agencies providing EV charging in publicly accessible sites. The policy also describes when and how fees may be imposed to cover costs of electricity, as well as EVSE units and installations in various scenarios.

A Guide to Energy Master Planning of High-Performance Districts and Communities

This guide was developed with partners throughout the United States to demonstrate how implementing district-scale high-performance strategies can be successful and scalable approaches to achieving deep energy savings that increase affordability, improve resilience, reduce emissions, and foster economic development. This document serves as a framework for districts, campuses, and communities, illustrating an iterative process of building support for, planning, and implementing high-performance districts by engaging stakeholders, setting aggressive energy goals, completing technical and financial planning, and implementing a high-performance energy master plan. The information in this guide is based on a 3-year U.S. Department of Energy Zero Energy District Accelerator and a range of real-world examples of emerging high-performance districts. It is particularly useful for architects, planners, engineers, local government agencies, and real estate developers in the early phases of planning a district with high-performance or other deep energy goals. For the purposes of this guide, a high-performance district is a multibuilding development that achieves aggressive energy and related goals such as zero energy, carbon neutrality, sustainability, ultra-efficiency, etc. High-performance districts optimize energy efficiency to reduce energy loads and use renewable energy resources to meet the remaining loads whenever possible. The Energy Independence and Security Act of 2007 defines a high-performance building as “a building that integrates and optimizes on a life cycle basis all major high-performance attributes, including energy conservation, environment, safety, security, durability, accessibility, cost-benefit, productivity, sustainability, functionality, and operational considerations.” High-performance districts are collections of such buildings that take advantage of the synergies available when energy consumption and production are considered at a district level rather than one building at a time.

Best Practices Guide: Benchmarking Energy Efficiency in Laboratories

Purpose and Audience A wide spectrum of laboratory owners, ranging from universities to federal agencies, have explicit goals for energy efficiency and greenhouse gas reductions in their facilities. For example, new federal buildings and major renovations of existing buildings are to reduce fossil fuel-generated energy consumption by 90% in 2025, and 100% in 2030, compared with a 2003 baseline (FEMP n.d.). Minnesota SB2030 standard requires achieving an 80% reduction from the average building baseline for commercial, institutional, and industrial buildings (SB2030 n.d). A laboratory—new or existing—is much more likely to meet energy efficiency goals if quantitative metrics and targets are explicitly specified and tracked over the life cycle of the building, from design through construction, commissioning, operations, and renovations. If efficiency targets are not explicitly and properly defined, any additional capital costs or design time associated with attaining higher efficiencies can be difficult to justify relative to other priorities. The purpose of this guide is to provide guidance on how to specify and compute energy efficiency metrics and benchmarks for laboratories, at the whole-building as well as the system level. The information in this guide can be used to incorporate quantitative metrics and targets into new construction or retrofit of existing facilities. For information on strategies and technologies to achieve energy efficiency, the reader is referred to I2SL resources, including technology best practice guides and case studies.

Development of Explainable, Knowledge-Guided AI Models to Enhance the E3SM Land Model Development and Uncertainty Quantification

Focal Area(s): (2)Predictive modeling using AI techniques and AI-derived model components; use of AI and other tools to design a prediction system comprising of a hierarchy of models. (3) Insight gleaned from complex data (both observed and simulated) using AI, big data analytics, and other advanced methods, including explainable AI and physics- or knowledge- guided AI. Science Challenge: The Energy Exascale Earth System Model (E3SM) is a fully coupled, state-of-the-science Earth system model that uses code optimized for DOE's advanced computers to address the most critical scientific questions facing our nation and society (Golaz et al., 2019). The E3SM Land model (ELM) is designed to understand how the changes in terrestrial land surfaces will interact with other Earth system components and has been used to understand hydrologic cycles, biogeophysics, and ecosystem dynamics. In spite of great successes, the ELM has several known issues that restrain rapid improvements. For example, the ELM uses equilibrium models to simulate dynamic land-climate interactions and it requires long model spin-up time to identify suitable initial conditions for transient simulations. The ELM lacks built-in uncertainty mechanisms that can improve the robustness of model predictions. The ELM is a holistic, deterministic model system with a rigid design, and in many situations, it is hard to modify the ELM system to incorporate new theory/hypothesis and new data across scales to address emerging science problems (such as predicting the impacts of water cycle extremes). In addition, The ELM is technically optimized for traditional CPU-centric computers and it cannot fully utilize the current and incoming leadership computers for model simulations and uncertainty quantification (UQ). The success of artificial intelligence (AI) has inspired scientists to use AI models to discover intrinsic features from simulation data (Chattopadhyay et al., 2020) and observational data (Reichstein et al., 2019) to gain further process understanding of Earth science problems. However, autonomous AI model training through deep learning usually requires a huge amount of annotated data. To overcome the limitations from the data and computing resources, knowledge-guided AI models are necessary where human-knowledge is ingested in model construction (Banino et al., 2018) and training process (Silver et al., 2016) for efficient learning. Herein, we present a new way that leverages the process understanding from the ELM to guide AI model development for the ELM enhancement and UQ. We hope this study can inspire further Earth and environmental system model developments and transformations.

Residential Energy Efficiency Design Guide for Tribal Lands

Homeowners and renters on tribal lands have historically faced a disproportionate energy burden compared to the United States as a whole. The Indian Health Service (IHS), which serves these communities, strives to meet aggressive energy performance goals when constructing their residential housing. Challenges common in rural locations can hinder progress toward those goals, such as availability of materials, access to specialized labor, and budget constraints. This guide is for architects and builders who aim to incorporate energy efficiency (EE) into their residential designs. This report presents commercially viable energy efficiency packages for a variety of locations and home inputs to help guide home builders in choosing improvements for energy performance. The intention is to provide a diverse set of packages that can be used during the design phase to achieve energy savings compared to a code minimum building design. By presenting a set of diverse options with similar expected energy savings and life-cycle costs, final decisions can be left up to the building designers who can better determine the appropriate package given local costs, materials, and labor availability. Although this guide was developed for IHS projects, it can be used to help designers and construction professionals better make cost-effective choices when a detailed, project-specific building energy analysis is not possible.

Sensitivity Analysis Tool for Electrochemical Conversion of CO 2 To CO: User Guide

This is the user guide for the tool described here: Development of technologies that convert carbon dioxide (CO 2 ) into products is part of the U.S. Department of Energy's Office of Fossil Energy and Carbon Management Carbon Conversion Program portfolio. One such technology under development converts CO 2 to value-added products via electrochemical reduction, where catalysts are used on the cathode to promote CO 2 conversion across the electrochemical catalyst (ECC) cell. Broadly, the ECC is integrated with balance of plant (BOP) equipment (e.g., compressors, pumps, heat exchangers, purification units) in system configurations to produce the desired product. To guide research and development (R&D) toward advancements that may make such conversion technologies economically competitive, researchers may use sensitivity analyses related to the ECC system cost and performance, including that of the cathodic and anodic catalysts. This tool is intended to inform developers and Program in assessing proposed R&D on ECC systems early in the development process. Results will guide researchers on where efforts would be best directed. The tool may be accessed here: https://www.netl.doe.gov/energy-analysis/details?id=55293cb1-6881-4181-a2b0-d00b711ce74b.
