IER-501 CED-3b: Experiment Execution Summary for the Pulsed-Neutron Die-Away Experimental Testbed for Thermal Scattering Law Benchmarks (PNDA)

This report summarizes the experiments done for IER-501, a testbed for pulsed-neutron die-away (PNDA) experiments at Lawrence Livermore National Laboratory (LLNL). The PNDA experiments were conducted in two separate two-day campaigns: one campaign for high-density polyethylene and another for Lucite. All experiments were performed at Lawrence Livermore Laboratory. They will become high-quality benchmarks that serve to optimize and validate thermal neutron scattering laws (TSLs), which are high priority nuclear data for the Department of Energy’s Nuclear Criticality Safety Program (NCSP). The report presents the PNDA design and its equipment, and it documents the experimental die-away curves. It presents the characterization measurements that have been performed to-date. Importantly, mass spectrometry measurements to determine sample impurities were not yet completed. These will be included in the final benchmark. The report gives the fitted decay constants for the die-away curves of each target sample. It also provides the data for the die-away curves in the appendices. The HDPE experiments examined twelve targets of varying size. The Lucite measurements included ten targets of varying size. Experimenters in the campaign were Daniel Siefman, William Zywiec, and Ruby Araj.

Joint LLNL, LANL, SNL, and IRSN High Multiplication Subcritical (Multiplicity) Benchmark Integral Experiment Execution (CED-3b Report)

This report documents the experimental configurations and measurements for IER-518: Joint LLNL, LANL, SNL, and IRSN High Multiplication Subcritical (Multiplicity) Benchmark Experiments. These measurements involved a series of subcritical configurations at the Sandia Critical Experiments (SCX) facility at Sandia National Laboratories (SNL). The purpose of these measurements was to produce time tagged neutron count data of configurations that exceed a subcritical multiplication of 20, which is the high end of the fundamental physics benchmarks currently available in the International Criticality Safety Benchmark Evaluation Project Handbook (ICSBEP). These measurements leverage experimental configurations 1 and detector systems 2 from previously accepted ICSBEP benchmark evaluations, allowing evaluations of these measurements to be performed at greatly reduced cost.

TEX-Hf: Integral Experiment Execution of Thermal/Epithermal eXperiments using Highly Enriched Uranium with Polyethylene and Hafnium (IER-532 CED-3b Report)

This report documents the experimental configurations and measurements for IER-532, Thermal/Epithermal eXperiments (TEX) with highly enriched uranium (HEU) fuel and interstitial hafnium (Hf), moderated and reflected by polyethylene. TEX-Hf is a variation of and based on the TEX-HEU (IER-297) design, with the inclusion of hafnium. These configurations provide integral experiments for validation of hafnium in the thermal, intermediate, and fast neutron energy regimes by maximizing the sensitivity in k eff to the hafnium isotope cross sections. The experiment campaign was completed over seven weeks during the end of FY22 and beginning of FY23 at the National Critical Experiments Research Center at the Nevada National Security Site. The campaign produced seven experimental configurations, four reproducibility measurements, and many additional dimensional measurements that will be of use to the future benchmark evaluation of this experiment and other experiments using the same HEU fuel. Table 1 summarizes the TEX-Hf experimental configurations, including their physical parameters, calculated fission fractions, and estimated excess reactivities.

Domestic Extremism (Executive Summary)

Domestic extremism (DE) has been a growing concern in the U.S. in recent months, as illustrated in multiple bulletins from the Department of Homeland Security (DHS) warning law enforcement partners of the heightened threat. As concerns about these actors grows, it is important that facilities in the U.S. and internationally that protect critical assets, such as sensitive information, hazardous materials, or critical infrastructure, have effective methods in place to secure those assets. DE has challenged security systems through the danger of insider attack and violence, creating a new threat to be countered. In this effort, therefore, we used a literature review and focus group discussions with experts in critical asset security and extremism to understand the nature of the domestic extremist threat, to identify best practices in securing assets, recognize potential gaps in security measures to be corrected, and recommend actions for the Office of Radiological Security (ORS) to address DE with its partners.

Analysis of Benefits Associated With Projects and Technologies Supported by the Clean Transportation Program: 2023 Executive Summary [Slides]

In 2007, California Assembly Bills (AB) 118 and 109 created the Clean Transportation Program (CTP), which authorized the California Energy Commission (CEC) to fund projects concerning alternative fuels and advanced transportation technologies to help attain the state's climate change policies. AB 109 also required CEC to prepare a report summarizing the benefits resulting from the program. Since then, CEC has collaborated with National Renewable Energy Laboratory to prepare and publish biannual reports summarizing CTP's benefits related to petroleum displacement, greenhouse gas (GHG) reductions, air pollution, and more. This report updates the input data, calculation methodologies, and resulting outputs from CEC's 2021 report.

Atlantic Offshore Wind Transmission Study: Executive Summary

The Atlantic Offshore Wind Transmission Study (AOSWTS) is part of the U.S. Department of Energy's (DOE) efforts to understand and facilitate the transmission of electricity from wind in the Atlantic Ocean. It was informed by the Atlantic Offshore Wind Transmission Literature Review and Gaps Analysis (Bothwell et al. 2021) and the convening workshops hosted in 2022-2023 by DOE and the U.S. Department of the Interior's Bureau of Ocean Energy Management. The study results help to inform An Action Plan for Offshore Wind Transmission Development in the U.S. Atlantic Region (Baker et al. 2023). DOE's Wind Energy Technologies Office funded AOSWTS. The AOSWTS identifies and evaluates pathways to enable offshore wind energy deployment in the Atlantic Ocean through coordinated offshore transmission solutions in the near term (by 2030) and long term (by 2050). The study fills gaps in prior analyses by providing a multiregional planning perspective that evaluates offshore wind generation development with transmission planning. It incorporates environmental, ocean co-use, and other siting considerations into defining potential offshore transmission routes. The study also compares different multiregional offshore transmission topologies and their associated costs (using potential cable routes) and benefits (in terms of production cost savings and enhanced resource adequacy). In addition, the AOSWTS analyzes reliability impacts from a multiregional perspective. The study provides guidance for policymakers and transmission stakeholders on possible outcomes resulting from a proactive, coordinated, and interregional approach to transmission planning for offshore wind energy development in the Atlantic. While this study presents possibilities, additional work following system operator methods and procedures can help build on this analysis.
