Neutrino Theory in the Precision Era

This document summarises discussions on future directions in theoretical neutrino physics, which are the outcome of a neutrino theory workshop held at CERN in February 2025. The starting point is the realisation that neutrino physics offers unique opportunities to address some of the most fundamental questions in physics. This motivates a vigorous experimental programme which the theory community fully supports. \textbf{A strong effort in theoretical neutrino physics is paramount to optimally take advantage of upcoming neutrino experiments and to explore the synergies with other areas of particle, astroparticle, and nuclear physics, as well as cosmology.} Progress on the theory side has the potential to significantly boost the physics reach of experiments, as well as go well beyond their original scope. Strong collaboration between theory and experiment is essential in the precision era. To foster such collaboration, \textbf{we propose to establish a CERN Neutrino Physics Centre.} Taking inspiration from the highly successful LHC Physics Center at Fermilab, the CERN Neutrino Physics Centre would be the European hub of the neutrino community, covering experimental and theoretical activities.

TERSSE: Definition of the Total Earth Resources System for the Shuttle Era. Volume 6: An Early Shuttle Pallet Concept for the Earth Resources Program

A space shuttle sortie mission which can be performed inexpensively in the early shuttle era and which, if the necessary intermediate steps are accomplished provides a major technological advance for the user organization-the U.S. Bureau of Census is described. The orbital configuration created for the Urban Land Use/1980 Census mission is illustrated including sensors and ground support equipment along with the information flow for the mission. Factors discussed include: specific Census Bureau functions to be supported by the mission; hardware and flight operations necessary for implementation of the mission; and integration of the TERSSE pallet into a shuttle mission.

TERSSE: Definition of the Total Earth Resources System for the Shuttle Era. Volume 8: User's Mission and System Requirements Data (appendix A of Volume 3)

A computer printout is presented of the mission requirement for the TERSSE missions and their associated user tasks. The data included in the data base represents a broad-based attempt to define the amount, extent, and type of information needed for an earth resources management program in the era of the space shuttle. An effort was made to consider all aspects of remote sensing and resource management; because of its broad scope, it is not intended that the data be used without verification for in-depth studies of particular missions and/or users. The data base represents the quantitative structure necessary to define the TERSSE architecture and requirements, and to an overall integrated view of the earth resources technology requirements of the 1980's.

TERSSE. Definition of the total earth resources system for the shuttle era. Volume 10: (TOSS) TERSSE operational system study

Economic benefits studies regarding the application of remote sensing to resource management and the Total Earth Resources for the Shuttle Era (TERSSE) study to outline the structure and development of future systems are used, along with experience from LANDSAT and LACIE, to define the system performance and economics of an operational Earth Resources system. The system is to be based on current (LANDSAT follow-on) technology and its application to high priority resource management missions, such as global crop inventory. The TERSSE Operational System Study (TOSS) investigated system-level design alternatives using economic performance as the evaluation criterion. As such, the TOSS effort represented a significant step forward in the systems engineering and economic analysis of Earth Resources programs. By parametrically relating engineering design parameters, such as sensor performance details, to the economic benefit mechanisms a new level of confidence in the conclusions concerning the implementation of such systems can be reached.

A mathematical simulation model of a 1985-era tilt-rotor passenger aircraft

A mathematical model for use in real-time piloted simulation of a 1985-era tilt rotor passenger aircraft is presented. The model comprises the basic six degrees-of-freedom equations of motion, and a large angle of attack representation of the airframe and rotor aerodynamics, together with equations and functions used to model turbine engine performance, aircraft control system and stability augmentation system. A complete derivation of the primary equations is given together with a description of the modeling techniques used. Data for the model is included in an appendix.

A new era of space transportation

It is pointed out that founded on the experiences of Apollo, Skylab, and the Apollo/Soyuz mission an era is entered which will be characterized by a displacement of the interface between the experimenter and his experiment from the control center on the ground to the laboratory in orbit. A new world has been opened by going into space. Economic applications are related to the achievement of an enormous efficiency in world communications at a much lower cost. However, programs of space exploration and usage are under severe economic constraints. A primary tool to lower the cost of programs is to be the Space Transportation System using the Space Shuttle. It is emphasized that the Shuttle system is an international enterprise. Attention is also given to the results of the Viking missions, the Landsat satellites, and applications of space technology for science and commerce.

Dual coupler configuration at DSS 14 for the Voyager era

A description is given of the dual coupler configuration which was installed at DSS 14 for station delay calibrations during the Voyager era. The Z correction values determined for these new and previous configurations are presented.

Orbit transfer operations for the Space Shuttle era

Orbit transfer operations are reviewed relative to the objectives, operational factors, and crew model concepts of future mission requirements. The review is based on studies presently underway and on projected needs and goals of the Space Shuttle era. Numerous tradeoff studies and further analyses are needed before the best form of the manned geostationary vehicle becomes fixed. However, the Shuttle can provide the necessary low-orbit logistics service for dispatching manned geostationary missions on as frequent a schedule as will be needed to serve the advanced geostationary satellites of the near future.

Space shuttle launch era spacecraft injection errors and DSN initial acquisition

The initial acquisition of a spacecraft by the Deep Space Network (DSN) is a critical mission event. This results from the importance of rapidly evaluating the health and trajectory of a spacecraft in the event that immediate corrective action might be required. Further, the DSN initial acquisition is always complicated by the most extreme tracking rates of the mission. The DSN initial acquisition characteristics will change considerably in the upcoming space shuttle launch era. How given injection errors at spacecraft separation from the upper stage launch vehicle (carried into orbit by the space shuttle) impact the DSN initial acquisition, and how this information can be factored into injection accuracy requirements to be levied on the Space Transportation System (STS) is addressed. The approach developed begins with the DSN initial acquisition parameters, generates a covariance matrix, and maps this covariance matrix backward to the spacecraft injection, thereby greatly simplifying the task of levying accuracy requirements on the STS, by providing such requirements in a format both familiar and convenient to STS.

Delta mission planning in the Shuttle transition era

Delta mission planning is aimed at providing Shuttle transition era user support which is flexible, dependable, and reliable. The flexibility of support is being enhanced by the development of a new Delta vehicle model, the 3920, capable of providing backup compatible performance for Shuttle SSUS-D (solid spinning upper stage) users. Reliable interfaces, flexible scheduling policies, and new launch facilities will help satisfy increased user demand.

An Eigensystem Realization Algorithm (ERA) for modal parameter identification and model reduction

A method, called the Eigensystem Realization Algorithm (ERA), is developed for modal parameter identification and model reduction of dynamic systems from test data. A new approach is introduced in conjunction with the singular value decomposition technique to derive the basic formulation of minimum order realization which is an extended version of the Ho-Kalman algorithm. The basic formulation is then transformed into modal space for modal parameter identification. Two accuracy indicators are developed to quantitatively identify the system modes and noise modes. For illustration of the algorithm, examples are shown using simulation data and experimental data for a rectangular grid structure.

Commercial use of space - The space business era

Progress and avenues being explored by NASA to hasten the commercialization of space are described. A task force has recommended that the effort begin at once, that bureaucratic barriers to commercial space activities be removed, and that a partnership between government and industry be seriously explored. The government role is to establish links with private industry, invest in high-leverage technologies and space facilities which will be attractive to commercial ventures, and contribute to commercial enterprises where risks are high and significant economic benefits can be foreseen. The government/industry relationship can be legally evinced by MOUs, joint endeavor agreements, technical exchange agreements and industrial guest investigator arrangements. The Space Station is the first step in that it allows Americans to live and work in space. It is expected that international participation in Space Station development and utilization will accelerate the space business era.

The lunar nodal tide and the distance to tne Moon during the Precambrian era

The origin and early evolution of life on Earth occurred under physical and chemical conditions distinctly different from those of the present day. The broad goal of this research program is to characterize these conditions. One aspect involves the dynamics of the Earth-Moon system, the distance of the Moon from the Earth, and the length of the day. These have evolved during the course of Earth history as a result of the dissipation of tidal energy. As the moon has receded the amplitude of oceanic tides has decreased while the increasing length of the day should have influenced climate and the circulation of atmosphere and ocean. A 23.3 year periodicity preserved in a 2500 million year old banded iron-formation was interpreted as reflecting the climatic influence of the lunar nodal tide. The corresponding lunar distance would then have been approx. 52 Earth radii. The influence of the lunar nodal tide is also apparent in rocks with an age of 680 million years B.P. The derived value for lunar distance 2500 million years ago is the only datum on the dynamics of the Earth-Moon system during the Precambrian era of Earth history. The implied development of Precambrian tidal friction is in accord with more recent paleontological evidence as well as the long term stability of the lunar orbit.

Effects of noise on ERA-identified modal parameters

The basic concept of the Eigensystem Realization Algorithm (ERA) for modal parameter identification and model reduction is extended to minimize the distortion of the identified parameters caused by noise. The mathematical foundation for the properties of accuracy indicators such as the singular values of the data matrix and modal amplitude coherence is provided based on knowledge of the noise characteristics. These indicators quantitatively discriminate noise from system information and are used to reduce the realized system model to a better approximation of the true model. Monte Carlo simulations are included to support the analytical studies.

The future of earth remote sensing in the US through the Space Station era

This paper reviews the objectives of the Terrestrial Geology Program within NASA. The Geology Program is one of four within the Land Processes Branch of the Office of Space Science and Applications, and complements the Terrestrial Ecosystems, Hydrology and Remote Sensing Science Programs. Examples of science currently being supported by the Geology Program, and new sensor developments are discussed as they lead towards the Space Station Era in the mid-1990's.

Solar-terrestrial research in the space station era

Because of the immense size of the solar-terrestrial system and its tightly-coupled physical nature, its study requires a carefully planned and coordinated approach using a variety of observational techniques. Of fundamental importance is the simultaneous measurement of the varying Sun, the solar wind, and the Earth's magnetosphere and atmosphere. These multiple measurements require a multi-spacecraft approach with both remote sensing of the Sun and atmosphere and in-situ measurements of the solar wind and magnetosphere. The decade of the 1990s will bring an opportunity to carry out the simultaneous set of measurements using a combination of instruments on missions such as the International Solar Terrestrial Physics Program, the GOES satellites, and the Space Station. For the first time it will be possible to determine solar variability and to sample the response of the solar wind and geospace portion of the environment in a thorough way. The potential opportunities for solar-terrestrial studies during the coming era of the Space Station are disclosed.

Selective extinction of marine plankton at the end of the Mesozoic era: The fossil and stable isotope record

Floral, faunal and stable isotope evidence in a continuous sequence of latest Cretaceous and earliest Tertiary shallow water marine deposits in the Mangyshlak Peninsula, USSR suggest severe environmental changes at the Cretaceous/Tertiary (K/T) boundary. Time frame is provided by nanno, micro and macrofossils as well as by magnetic stratigraphy and an iridium spike. Oxygen isotopic analyses of the bulk sediments, composed of nanno and microplankton skeletal remains, show a sharp positive spike at the K/T boundary. This shift is primarily attributed to severe cooling possibly accompanied by increased salinities of the surface mixed layer. Floral and faunal extinctions were selective, affecting approximately 90 percent of the warm water calcareous phyto and zooplankton genera in the Tethyan-Paratethyan regions. These highly diverse taxa with many endemic representatives were at the peak of their evolutionary development. Geologic evidence indicates that the terminal Cretaceous temperature decline was coeval with widespread and intense volcanic activity which reached a peak at the close of the Mesozoic Era. Increased acidity temporarily prohibited calcite nucleation of the surface dwelling warm-water plankton. Superimposed upon decreased alkalinity, severe and rapid climatic changes caused the extinction of calcareous phyto and zooplankton.
