Mission requirements for a manned earth observatory. Task 2: Reference mission definition and analyiss, volume 2

The mission requirements and conceptual design of manned earth observatory payloads for the 1980 time period are discussed. Projections of 1980 sensor technology and user data requirements were used to formulate typical basic criteria pertaining to experiments, sensor complements, and reference missions. The subjects discussed are: (1) mission selection and prioritization, (2) baseline mission analysis, (3) earth observation data handling and contingency plans, and (4) analysis of low cost mission definition and rationale.

Results of Apollo 16.

The results of the Apollo 16 mission are summarized, and the present level of hardware and procedures maturity is illustrated. The primary objective was to obtain a sample of the lunar highlands. It appears that the moon and its history are too complex to be explained by any of the models currently available. Contingency plans fell into three categories: (1) emergency recovery from a hazardous situation, (2) alternate plans to maximize the mission return following a hardware malfunction, and (3) alternate procedures to work around specific problems. Operational experience indicates that it is better to execute a plan with some known disadvantages than to replace it with one which has some apparent advantages but is not thoroughly understood.

Risk Management Technique for design and operation of facilities and equipment

The Risk Management System collects information from engineering, operating, and management personnel to identify potentially hazardous conditions. This information is used in risk analysis, problem resolution, and contingency planning. The resulting hazard accountability system enables management to monitor all identified hazards. Data from this system are examined in project reviews so that management can decide to eliminate or accept these risks. This technique is particularly effective in improving the management of risks in large, complex, high-energy facilities. These improvements are needed for increased cooperation among industry, regulatory agencies, and the public.

Risk analysis of computer system designs

Adverse events during implementation can affect final capabilities, schedule and cost of a computer system even though the system was accurately designed and evaluated. Risk analysis enables the manager to forecast the impact of those events and to timely ask for design revisions or contingency plans before making any decision. This paper presents a structured procedure for an effective risk analysis. The procedure identifies the required activities, separates subjective assessments from objective evaluations, and defines a risk measure to determine the analysis results. The procedure is consistent with the system design evaluation and enables a meaningful comparison among alternative designs.

Protecting intellectual property in space; Proceedings of the Aerospace Computer Security Conference, McLean, VA, March 20, 1985

The primary purpose of the Aerospace Computer Security Conference was to bring together people and organizations which have a common interest in protecting intellectual property generated in space. Operational concerns are discussed, taking into account security implications of the space station information system, Space Shuttle security policies and programs, potential uses of probabilistic risk assessment techniques for space station development, key considerations in contingency planning for secure space flight ground control centers, a systematic method for evaluating security requirements compliance, and security engineering of secure ground stations. Subjects related to security technologies are also explored, giving attention to processing requirements of secure C3/I and battle management systems and the development of the Gemini trusted multiple microcomputer base, the Restricted Access Processor system as a security guard designed to protect classified information, and observations on local area network security.

Voyager engineering improvements for Uranus encounter

Engineering changes made on the Voyager spacecraft during their explorations of the outer solar system are discussed. A recovery from a scan actuator fault, achieved by ground testing, in flight capability enhancement and testing, conservation of actuator usage and a set of contingency plans to substitute roll motion of the spacecraft for motion of the scan platform in the AZ direction, is discussed. General engineering improvements made are addressed, including a scan platform anticreep patch modification, an improvement of dynamic performance during maneuvers, and adaptive control of the attitude control deadband. Changes made in the power management are described. Finally, engineering improvements made in order to enhance scientific findings at the Uranus encounter are reviewed in detail. The two most important were the increased gyro drift turn rate capability to accommodate image motion compensation for the close fly-by of Miranda and the reduction in spacecraft rates to accommodate increased imaging exposure times without incurring excessive image smear.

Contingency support using adaptive telemetry extractor and expert system technologies

The 'telemetry analysis logic for operations support' prototype system constitutes an expert system that is charged with contingency planning for the NASA Hubble Space Telescope (HST); this system has demonstrated the feasibility of using an adaptive telemetry extractor/reformatter that is integrated with an expert system. A test case generated by a simulator has demonstrated the reduction of the time required for analysis of a complex series of failures to a few minutes, from the hour usually required. The HST's telemetry extractor will be able to read real-time engineering telemetry streams and disk-based data. Telemetry format changes will be handled almost instantaneously.

Expert system support for HST operations

An expert system is being developed to support vehicle anomaly diagnosis for the Hubble Space Telescope (HST). Following a study of safemode entry analyses, a prototype system was developed which reads engineering telemetry formats, and when a safemode event is detected, extracts telemetry from the downlink and writes it into a knowledge base for more detailed analyses. The prototype then summarizes vehicle events (limits exceeded, specific failures). This prototype, the Telemetry Analysis Logic for Operations Support (TALOS) uses the Lockheed Expert System (LES) shell, and includes over 1600 facts, 230 rules, and 27 goals. Although considered a prototype, it is already an operationally useful system. The history leading into the TALOS prototype will be discussed, an overview of the present TALOS system will be presented, and the role of the TALOS system in contingency planning will be delineated.

High and low thrust mission analysis for a Mars exploration program

The purpose of the study is to identify limits, trends, and sensitivities of Mars Transportation System performance over several Mars mission opportunities. Two Mars Transfer Vehicle (MTV) configurations utilizing different propulsion systems (Chemical/Aerobrake and NEP - Nuclear Electric Propulsion) are outlined. The trades involved in comparing two MTS candidate designs are assessed. Mission analysis for mission opportunities beginning in around 2010 and continuing past 2030 is performed, and a Mars mission model is covered, along with orbit selection and NEP and Chemical/Aerobrake performance. The results of several sensitivity studies are given in order to allow for contingency planning in design and performance. It is concluded that the low-thrust system perform best, its vehicle mass is lower and its trip times are more stable.
