Major weapon system environmental life-cycle cost estimating for Conservation, Cleanup, Compliance and Pollution Prevention (C3P2)

The Titan 4 Space Launch Vehicle Program is one of many major weapon system programs that have modified acquisition plans and operational procedures to meet new, stringent environmental rules and regulations. The Environmental Protection Agency (EPA) and the Department of Defense (DOD) mandate to reduce the use of ozone depleting chemicals (ODC's) is just one of the regulatory changes that has affected the program. In the last few years, public environmental awareness, coupled with stricter environmental regulations, has created the need for DOD to produce environmental life-cycle cost estimates (ELCCE) for every major weapon system acquisition program. The environmental impact of the weapon system must be assessed and budgeted, considering all costs, from cradle to grave. The Office of the Secretary of Defense (OSD) has proposed that organizations consider Conservation, Cleanup, Compliance and Pollution Prevention (C(sup 3)P(sup 2)) issues associated with each acquisition program to assess life-cycle impacts and costs. The Air Force selected the Titan 4 system as the pilot program for estimating life-cycle environmental costs. The estimating task required participants to develop an ELCCE methodology, collect data to test the methodology and produce a credible cost estimate within the DOD C(sup 3)P(sup 2) definition. The estimating methodology included using the Program Office weapon system description and work breakdown structure together with operational site and manufacturing plant visits to identify environmental cost drivers. The results of the Titan IV ELCCE process are discussed and expanded to demonstrate how they can be applied to satisfy any life-cycle environmental cost estimating requirement.

Cost estimating methods for advanced space systems

The development of parametric cost estimating methods for advanced space systems in the conceptual design phase is discussed. The process of identifying variables which drive cost and the relationship between weight and cost are discussed. A theoretical model of cost is developed and tested using a historical data base of research and development projects.

Parametric Cost Estimates of Four 20 Ton Payload Mars EDL Vehicle Concepts

Cost is one of the biggest obstacles to sending humans to Mars. Many studies have examined various vehicles and/or technologies which could be used to send humans to Mars. However, nearly all of these studies have either ignored cost or have used the mass of the vehicles as a surrogate for cost. This work presents parametric cost estimates of four Mars Entry, Descent, and Landing vehicle concepts capable of landing 20 tons of payload on the surface of Mars. The concepts are the Co-Optimization Blunt-body Re-entry Analysis-Mid lift to drag ratio Rigid Vehicle (Cobra–MRV), Adaptive Deployable Entry and Placement Technology (ADEPT), Hypersonic Inflatable Aerodynamic Decelerator (HIAD), and Capsule concepts. Two variants of the HIAD concept are studied, one with a single HIAD heatshield and one with two HIADs. The study presents the development and production cost of each vehicle and the total cost to build five flight units and fifteen flight units. Five flight units is representative of a single mission, or a "Flags and Footprints" style campaign, whereas fifteen flight units is representative of multiple missions going to multiple sites on Mars. All costs presented in this work are normalized to the average of the first unit production cost of the lander concepts. There is a large amount of uncertainty both in the design of the vehicles and the cost of the vehicles and it is impossible to claim with certainty which vehicle will cost the least. However, it is likely that the total cost to produce five flight units will be in the following ranking from least costly to most costly, Single HIAD, Capsule, Dual HIAD, Cobra, ADEPT. The ranking for fifteen units is similar but with the positions of the Dual HIAD and Cobra reversed. This study only considers the cost of the entry vehicle and does not take into account the effect of the entry vehicle’s mass on the cost of the in-space propulsion stage or launch vehicle.

Advanced Transportation System Studies. Technical Area 3: Alternate Propulsion Subsystems Concepts: Program Cost Estimates - Volume 3

The objective of this contract was to provide definition of alternate propulsion systems for both earth-to-orbit (ETO) and in-space vehicles (upper stages and space transfer vehicles). For such propulsion systems, technical data to describe performance, weight, dimensions, etc. was provided along with programmatic information such as cost, schedule, needed facilities, etc. Advanced technology and advanced development needs were determined and provided. This volume separately presents the various program cost estimates that were generated under three tasks: the F- IA Restart Task, the J-2S Restart Task, and the SSME Upper Stage Use Task. The conclusions, technical results , and the program cost estimates are described in more detail in Volume I - Executive Summary and in individual Final Task Reports.

Preliminary weight and cost estimates for transport aircraft composite structural design concepts

Preliminary weight and cost estimates have been prepared for design concepts utilized for a transonic long range transport airframe with extensive applications of advanced composite materials. The design concepts, manufacturing approach, and anticipated details of manufacturing cost reflected in the composite airframe are substantially different from those found in conventional metal structure and offer further evidence of the advantages of advanced composite materials.

Civil Service Workforce Market Supply and the Effect on the Cost Estimating Relationships (CERs) that may effect the Productivity Factors for Future NASA Missions

The upcoming retirement of the Baby Boomers on the horizon will leave a performance gap between younger generation (the future NASA decision makers) and the gray beards. This paper will reflect on the average age of workforce across NASA Centers, the Aerospace Industry and other Government Agencies, like DoD. This papers will dig into Productivity and Realization Factors and how they get applied to bimonthly (payroll data) for true FTE calculations that could be used at each of the NASA Centers and other business systems that are on the forefront in being implemented. This paper offers some comparative costs solutions, from simple - full time equivalent (FTE) cost estimating relationships CERs, to complex - CERs for monthly time-phasing activities for small research projects that start and get completed within a government fiscal year. This paper will present the results of a parametric study investigating the cost-effectiveness of different alternatives performance based cost estimating relationships (CERs) and how they get applied into the Center s forward pricing rate proposals (FPRP). True CERs based on the relationship of a younger aged workforce will have some effects on labor rates used in both commercial cost models and internal home-grown cost models which may impact the productivity factors for future NASA missions.

Characteristic features of determining the labor input and estimated cost of the development and manufacture of equipment

The difficulties in obtaining exact calculation data for the labor input and estimated cost are noted. The method of calculating the labor cost of the design work using the provisional normative indexes with respect to individual forms of operations is proposed. Values of certain coefficients recommended for use in the practical calculations of the labor input for the development of new scientific equipment for space research are presented.

Outer planet probe cost estimates: First impressions

An examination was made of early estimates of outer planetary atmospheric probe cost by comparing the estimates with past planetary projects. Of particular interest is identification of project elements which are likely cost drivers for future probe missions. Data are divided into two parts: first, the description of a cost model developed by SAI for the Planetary Programs Office of NASA, and second, use of this model and its data base to evaluate estimates of probe costs. Several observations are offered in conclusion regarding the credibility of current estimates and specific areas of the outer planet probe concept most vulnerable to cost escalation.
