Resilient Distribution System Restoration with Equitable Load Shedding

A methodology is proposed for the improvement of electric distribution system resilience to high-impact, low-probability catastrophic events. An approach for dynamic network reconfiguration and coordination of distributed energy resources is introduced to assist in restoration efforts. The problem is formulated as a mixed-integer linear program that minimizes generation costs, the cost of lost load, and costs associated with equitable load shedding, while respecting operational limits of generation, loads, and the network. Constraints are imposed on binary switching variables to ensure equitable load shedding in emergency situations. Numerical validation of the proposed approach is conducted on an example distribution feeder, and case studies are performed to analyze the impact of various parameters in the optimization problem formulation.

Assessing Cybersecurity Resilience of Distributed Ledger Technology in Energy Sector Using the MITRE ATT&CK® ICS Framework

Digitization in the power industry enables wide connectivity among multiple new entrants such as DERs, prosumers, and P2P counterparts within or outside the Distributed Ledger Technology (DLT). The use of DLT to improve resilience in the power grid has growing support, but new technology provides new opportunities for adversaries to cause harm. This work completed by the Cybersecurity- focused task force of IEEE SA P2418.5 evaluates the potential risks by applying the MITRE ATT&CK® ICS matrix to the DLT Engineering and Cybersecurity Stack designed for power systems applications

PV Reliability and Resilience in Challenging Climates

Challenging climates for Photovoltaics are usually based on climate classification. However, extreme weather events such as high wind, flooding, large hail, extreme snow etc. have become more ubiquitous globally. To study the impact of extraordinary weather events on PV reliability we used two of the largest databases in the USA. First, the National Oceanic and Atmospheric Administration (NOAA) database on extreme weather and secondly, the PV Fleet Data Initiative where we have collected high-resolution PV performance data of more than 8 gigawatts or about 6-7% of all commercial and utility systems in the USA. We analyzed almost 200 systems between 2008-20022 that were immediately impacted by these weather events. The immediate impact (outages) was determined to be about 1% of or a median of approximately 3 days of annual lost production. However, the risk these events pose is exemplified by a long tail where 0.4 % of all systems lost more than 2 weeks annual production. We also found a threshold for high wind (90 km/hr) and hail (25mm), above which we observed significantly higher degradation implying long-term damage to the systems. In addition, we are using satellite imagery to quantify visible damage to PV plants. Finally, we share module, design and installation lessons from some observed case studies to improve extreme weather resilience for PV power systems.

Commonwealth of the Northern Mariana Islands: Developing a Resilient Power System

The Commonwealth of the Northern Mariana Islands (CNMI) is a chain of 14 islands located in the western Pacifc ocean, roughly 6,000 miles west of the U.S. mainland and 2,000 miles east of China. The economy in CNMI is highly dependent on tourism. CNMI relies on imported petroleum products for both electricity generation and transportation and is consequently sensitive to fluctuations in market prices for fuel. CNMI's aging electricity infrastructure and vulnerability to natural disasters present major challenges and emphasize the territory's need for a more resilient power system.

Enhancing Grid Resilience with HIVE: Decentralized V2G Coordination for Black Starts

This paper proposes the HIVE (Harmonized Integration of Vehicle Energy for Grid Support) model, a novel game-theoretic framework for decentralized coordination of electrified vehicles to enable black start and load restoration during grid outages. In the absence of a central controller, HIVE employs a cooperative game to model vehicle interactions, allowing autonomous decision-making while admitting to a Nash equilibrium for grid restoration. The framework addresses the heterogeneity of vehicles and their operational constraints, selecting a lead vehicle for grid-forming and coordinating grid-following vehicles to support prioritized loads. Applied to a hospital blackout scenario, HIVE demonstrates robust performance in forming an islanded microgrid and sustaining critical loads under varying vehicle availability, state of charge, and power constraints. Simulation results highlight the model’s effectiveness in ensuring decentralized coordination of energy allocation and prioritizing loads, offering a scalable solution for resilient grid operations.

Resilient Communications LDRD Poster

This poster is for the LDRD Poster Session held at INL. The intent is to highlight the intent of the project which was to develop a resilient communication capability for the WSComm waveform. The poster shows notional pictures of communications being inhibited by a low power transmitter such as one found in modern drones. It then highlights interference tolerance performance and notionally shows that replay attacks may impede the signal. By implementing Transmission Security (TRANSEC), one can protect the waveform from such attacks.

Provable Security and Resilience in Critical Infrastructure – Next Steps

With the conclusion of the Laboratory Directed Research and Development (LDRD) project on Provable Security and Resilience (PSaR) in Critical Infrastructure, we present forward-looking technical concepts and strategies that build on the project’s outcomes and INL’s long-standing expertise in infrastructure protection. The challenge is to protect critical infrastructure and functions much more efficiently at scale than capable adversaries can attack at scale. After summarizing progress and ongoing work we’ll discuss what are the challenges that remain and what are new/emerging technologies, strategies, and processes to meet those challenges. Finally, we’ll layout concepts that integrate with other protection work in the coming year and beyond. For example, building secure function-specific platforms based on the seL4 microkernel, and considering the successes of Cyber-Informed Engineering as a model for engage, collaboration, and adoption. We look forward to your feedback and collaboration as we refine and expand this vision.

Resilient Node Cluster Analysis Tool (ReNCAT) v. 2.1

SAND2021-6533 O The Resilient Node Cluster Analysis Tool (ReNCAT) identifies portions of a power distribution network that can be isolated into microgrids in order to supply services to a community during disruptive events. Candidate microgrid configurations are evaluated using a burden metric, a measure of the relative effort community members must expend to acquire services required for their well-being. Results present multiple candidate configurations, each with a different balance of cost and burden. Cyber-Resilient Design Methodology for Microgrids

Recent advancement in tools has helped with microgrid design, development, planning and operation. Microgrids offer a unique application based on users with different requirements for tools. The process of designing, constructing, commissioning, and assessing a microgrid is not always straightforward due to these distinct requirements. Additionally, metrics are needed for performance evaluation. This panel will offer an overview and description of tools that helps with microgrid design, construction, planning, operation, cyber security, and metrics-driven performance assessment driven by multiple diverse applications and use cases.

CCE and Resilience Strategies

Consequence-driven Cyber-informed Engineering (CCE) is a methodology focused on securing the nation’s critical infrastructure systems. Developed at Idaho National Laboratory, CCE starts with the assumption that if a critical infrastructure system is targeted by a skilled and determined adversary, the targeted network can and will be penetrated. This think like the adversary approach provides critical infrastructure owners, operators, vendors and manufacturers with a disciplined methodology to: evaluate complex systems; determine what must be fully safeguarded; and apply proven engineering strategies to isolate and protect an industry’s most critical assets.
