Applying Utility's Advanced Grid Technologies to Improve Resiliency of a Critical Load

The US DOE Office of Electricity's Energy Storage Program's joint R&D work with the Cordova Electric Cooperative (CEC) has deployed several advanced grid technologies that are providing benefits today to Cordova Alaska's electricity users. Advanced grid technologies deployed through DoE co-funded R&D include a 1MW Battery Energy Storage System (BESS), and enhanced monitoring including Phasor Measurement Units (PMU's) to help better understand the operational impacts of the added BESS. This paper will highlight key accomplishments to-date in deploying and using advanced grid technologies, and then outline the next phase of work that will use these technologies to implement an operating scheme to reconfigure the utility's distribution system and utility resources including BESS to provide emergency back-up power to a critical load: the Cordova Community Medical Center (CCMC). This paper will include additional insights on the use of utility resources to support critical loads via case study examples by the National Rural Electric Cooperative Assoc. (NRECA).

Flywheel Charge/Discharge Control Developed

A control algorithm developed at the NASA Glenn Research Center will allow a flywheel energy storage system to interface with the electrical bus of a space power system. The controller allows the flywheel to operate in both charge and discharge modes. Charge mode is used to store additional energy generated by the solar arrays on the spacecraft during insolation. During charge mode, the flywheel spins up to store the additional electrical energy as rotational mechanical energy. Discharge mode is used during eclipse when the flywheel provides the power to the spacecraft. During discharge mode, the flywheel spins down to release the stored rotational energy.

Techno-Economic and Deployment Analysis of Fossil Fuel-Based Power Generation with Integrated Energy Storage

Most existing coal-fired power plants were designed for sustained operation at full load to maximize efficiency, reliability, and revenues. Depending on plant type and design, these plants can adjust output within a fixed range in response to plant or market conditions. The need for flexibility driven by increased penetration of variable and non-dispatchable power generation such as wind and solar is shifting traditional mission profile of thermoelectric power plants in three ways: more frequent shutdowns when market or grid conditions warrant, more aggressive load ramp rates (rate of output change), and lower minimum sustainable load, which provides a wider operating range and helps avoid costly plant shutdowns. The recent studies have shown that flexibility of a coal-fired power plant can be improved by the energy storage. The objective of this project was to analyze a set of energy storage options (technologies) and determine their impact on flexibility and economics of a representative coal-fired power plant. The effect of five Energy Storage Systems (ESSs) integrated with a coal power plant on plant flexibility and economics was investigated in this study. The results obtained in this project and presented in this report showed that ESS integrated with a thermal power plant improves plant flexibility and participation in the Energy and Ancillary Services markets and also improves plant financial performance.

Two-Stage Deep Reinforcement Learning for Distribution System Voltage Regulation and Peak Load Management: Preprint

The growing integration of distributed solar photovoltaic (PV) in distribution systems could result in adverse effects during grid operation. This paper develops a soft actor critic-based deep reinforcement learning (SAC-DRL) solution to simultaneously control PV inverters and battery energy storage systems for voltage regulation and peak load demand shaving. The novel two-stage framework, featured with two different control agents, is applied for daytime and nighttime operation to enhance the control performance. Comparison results with other control methods on a real feeder in Western Colorado demonstrate that the proposed method can provide advanced voltage regulation with modest active power curtailment for peak demand reduction.

Power packet networks for wave energy converter arrays

One of the biggest challenges for all renewable energy sources (RES) is that they are variable power generators which will require reactive power or energy storage systems (ESS) to provide reliable power quality (ideally power factor of one) at the power grid generation side. The present invention is directed to a power packet network (PPN) for integrating wave energy converter (WEC) arrays into microgrids. Specifically, an array of WECs can be physically positioned such that the incoming regular waves will produce an output emulating an N-phase AC system such that the PPN output power is constant. ESS requirements are thereby minimized whilst maintaining grid stability with high power quality. This will enable RES integration onto a future smart grid for large-scale adoption and cost reduction while preserving high efficiency, reliability, and resiliency.

Bismuth Enables the Formation of Disordered Birnessite in Rechargeable Alkaline Batteries

Recent advances in rechargeable Zn/MnO$_2$ alkaline batteries have shown promise for scalable energy storage systems which provide a safe, low-cost alternative with a demonstrated lifetime over thousands of cycles. This cathode technology is based on a 2-electron Mn redox process where a layered birnessite-type phase has been shown to form after the first cycle with excellent reversibility between the discharge product, Mn(OH)$_2$. Herein, we investigate the reversible reaction between birnessite and Mn(OH)$_2$ with and without a Bi$_2$O$_3$ additive using multimodal structural characterization techniques during active battery cycling. Diffraction results provide evidence of Bi$^{3+}$ residing in the interlayer of birnessite which prevents irreversible Mn$_3$O$_4$ formation by limiting Mn$^{3+}$ diffusion within the crystal lattice. Also, upon charge no MnOOH intermediate phases are observed. Instead, X-ray absorption and Raman spectroscopy indicate a disordered, non-crystalline birnessite-type phase consisting of mostly neutral H$_2$O within the interlayer. Birnessite phases will reform without Bi$_2$O$_3$ present, but Mn$_3$O$_4$ formation severely polarizes the potential they are formed at, leading to capacity fade. Also, we discuss the reversible Bi$_2$O$_3$ conversion to Bi$^0$ and its contribution to the observed capacity. We expect the results will provide crucial insight into the development of aqueous, rechargeable battery systems utilizing MnO 2 .

Space platforms - A cost effective evolution of Spacelab operation

The capabilities added to the Shuttle/Spacelab configuration by the addition of the Power Extension Package (PEP), the Power System (PS), and the Science and Applications Space Platforms (SASP) are reviewed with an emphasis on SASP. SASP are intended for placement in orbit by the Shuttle to test new instruments and systems, for clustering of instrumentation, and for servicing, refurbishment, repair, or augmentation by the Shuttle. The PEP permits extended stays in orbit (30 days), and the PS is an orbital solar array and energy storage system acting as a free flying spacecraft. The Shuttle can deliver payloads to the PS or attach to it for extension of the Spacelab operations. Applications of SASP for long term space-based biological experiments are outlined, and the fact that SASP do not increase the required Shuttle in-orbit time is stressed.

Nickel-Hydrogen Battery Cell Life Test Program Update for the International Space Station

NASA and Boeing North America are responsible for constructing the electrical power system for the International Space Station (ISS), which circles the Earth every 90 minutes in a low Earth orbit (LEO). For approximately 55 minutes of this orbit, the ISS is in sunlight, and for the remaining 35 minutes, the ISS is in the Earth s shadow (eclipse). The electrical power system must not only provide power during the sunlight portion by means of the solar arrays, but also store energy for use during the eclipse. Nickel-hydrogen (Ni/H2) battery cells were selected as the energy storage systems for ISS. Each battery Orbital Replacement Unit (ORU) comprises 38 individual series-connected Ni/H2 battery cells, and there are 48 battery ORU s on the ISS. On the basis of a limited Ni/H2 LEO data base on life and performance characteristics, the NASA Glenn Research Center at Lewis Field commenced testing through two test programs: one in-house and one at the Naval Surface Warfare Center in Crane, Indiana.

Efficient diffusion of superdense lithium via atomic channels for dendrite-free lithium–metal batteries

The non-uniform aggregation of fast-diffused Li on an anode surface would aggravate its tip-effect-induced nucleation/growth, leading to the notorious dendrite growth in Li metal batteries (LMBs). Tuning the Li diffusion on the anode surface has been regarded previously as a mainstream method to induce its uniform deposition, while the diffusion of Li in the anode bulk is usually ignored. In this study, conceptually different from the classic surface modification, we propose a molecular tunnelling strategy to construct atomic channels in graphite bulk, which enables the fast diffusion of superdense Li. Density functional theory calculations and ab initio molecular dynamics simulations prove that the bulk diffusion through atomic channels could become a new and dominating path. Its reversible and efficient diffusion has been further visualized by in situ transmission electron microscopy. As a result, when coupled with high-loading LiFePO 4 cathodes (20 mg cm –2 ), a high areal capacity and 100% capacity retention are achieved over 370 cycles. Through this work a new strategy is developed based on the bulk-diffusion of superdense Li for dendrite-free LMBs, which can be pervasive in other high-performance energy storage systems.

Energy Paths for the Yurok People

This Yurok Tribe energy strategic planning study examined electricity usage, costs and infrastructure, as well as electricity needs on the Reservation. It also assessed the Tribe’s energy resources. Equipped with this information, the project team conducted an energy options analysis that examined different project opportunities and identified key projects that are both feasible to implement and will help the Tribe reach its stated Energy Vision. A key finding of the energy needs assessment is that there are still numerous households that are without grid electric power, and it is likely that most of them will remain disconnected from the grid because of their remoteness. To provide these community members with reliable, affordable, modern energy services their homes will need to be electrified via a robust off-grid energy services program that installs and maintains off-grid energy systems. This is the key need that is explored and addressed in this plan. The approach taken is to establish a new business entity, a Tribal Energy Authority or Utility, that will operate a Tribal Energy Program. The Energy Strategic Plan identifies a number of potential funding sources that could be used to support both the On-grid and Off-grid Energy Programs. This plan also promotes continued efforts to reduce electricity consumption through the implementation of energy efficiency measures in existing facilities and the enforcement of a strong energy-efficient building code for all new construction on the Reservation. Finally, the plan promotes added resilience at critical Tribal facilities on the Reservation by recommending that battery energy storage systems and microgrid controls be coupled with rooftop solar PV systems to create cutting edge microgrid facilities that can provide critical power services to Tribal facilities when the main electric grid is shutdown.

Chloride electrolyte enabled practical zinc metal battery with a near-unity Coulombic efficiency

Rechargeable aqueous zinc batteries are finding their niche in stationary storage applications where safety, cost, scalability and carbon footprint matter most. However, harnessing this reversible two-electron redox chemistry is plagued by major technical issues, notably hydrogen evolution reaction (HER) at the zinc surface, whose impacts are often not revealed under typical measurement conditions. Here we report a concentrated electrolyte design that eliminates this parasitic reaction and enables a Coulombic efficiency (CE) of 99.95% for Zn plating/stripping measured at a low current density of 0.2 mA cm -2 . With extra chloride salts and dimethyl carbonate in concentrated ZnCl 2 electrolyte, the hybrid electrolyte with a unique chemical environment features low Hammett acidity and facilitates the in situ formation of a dual-layered solid electrolyte interphase, protecting zinc anodes from HER and dendrite growth. Benefiting from the near-unity CE, the pouch cell with a VOPO 4 ·2H 2 O cathode sustains 500 deep cycles without swelling or leaking and delivers an energy density of 100 Wh kg -1 under practical conditions. Finally, our work represents a critical step forward in accelerating the market adoption of zinc batteries as an energy storage system with higher sustainability.

Addressing the sensitivity of signals from solid/liquid ambient pressure XPS (APXPS) measurement

Ambient pressure XPS has demonstrated its great potential in probing the solid/liquid interface, which is a central piece in electrocatalytic, corrosion, and energy storage systems. Additionally, despite the advantage of ambient pressure XPS being a surface sensitive characterization technique, the ability of differentiating the surface adsorbed species (~Å scale) and bulk electrolyte (~10 nm scale) in the spectrum depends on the delicate balance between bulk solution concentration (C), surface coverage (θ), bulk liquid layer thickness (L), and inelastic mean free path (λ) as a function of photon energy. By investigating a model system of gold dissolving in a bromide solution, the connection between theoretical prediction at the atomic resolution and macroscopic observable spectrum is established.

Multi-Port Autonomous Reconfigurable Solar Power Plant

As the penetration level of power electronics increases and remote photovoltaic (PV) generation is integrated into the alternating current (ac) grid, the short-circuit ratio (SCR) at the point of interconnection of a hybrid PV–energy storage system (ESS) plant may be low. Additionally, the inertia of the alternating current (ac) grid may be low. The low SCRs and inertias can lead to reliability challenges in the power grid. These operating conditions require additional reinforcements, such as synchronous condensers, static var compensators, static synchronous compensators, and high-voltage direct current (HVdc) links/grids. HVdc links or grids may also provide the additional capability of connecting the plant to asynchronous grids and/or connecting asynchronous grids, among others. This scenario leads to discrete development of solar inverters, energy storage inverters, HVdc converters, and several transformers. Some of the problems associated with this discrete development and inverter-based generation include increased cost, lower reliability, and reduced efficiency associated with duplication of power electronics (PEs); competing controls of several individual discrete inverter-based generators due to the presence of multiple PEs, which leads to derating of the system; and transient stability problems arising from inverter-based generation, such as voltage/frequency events leading inverter shutdowns, voltage instability and control interactions in the formed weak grid, and harmonics caused by resonances of multiple inverters.

Transmission Alternatives for California North Coast Offshore Wind, Volume 4: Cost-Benefit Analysis Report

The purpose of this report is to compare the costs and benefits of installing offshore wind power plants with capacities up to 500 megawatts (MW) in the Humboldt Wind Energy Area offshore California, focusing on identifying the costs related to transmission upgrades and possible alternatives such as energy storage. We identify several options that result in lower costs than upgrading transmission to provide full deliverability. Our estimates of the levelized cost of energy (LCOE) assuming full deliverability range from $80/MWh for a 144-MW plant to $73/MWh for a 480-MW plant with a 2030 commercial operation date; however, the additional cost of transmission upgrades increases these values to between $86/MWh and $98/MWh. Based on curtailment and revenue estimates developed using a production cost model, the LCOEs for plant capacities of 144 MW and 168 MW with Energy Only deliverability are lower than the combined cost of energy and transmission upgrades for full deliverability. The addition of a 4-hour, 15-MW battery energy storage system increases revenue for both plant sizes, with the 144 MW + storage scenario producing the most revenue relative to LCOE.
