Black Start of Unbalanced Microgrids Harmonizing Single- and Three-Phase Grid-Forming Inverters

As power systems are transforming with increasing penetrations of inverter-based resources (IBRs), system restoration using IBRs has drawn attention. Using distributed grid-forming (GFM) assets located near critical loads, either three-phase or single-phase, to establish microgrid voltages in the absence of a bulk grid, a distribution system could obtain high system survivability. For swift and secure recovery of a critical load in a single-phase lateral, local single-phase GFM inverters can form a microgrid, and then it can be combined with a neighbouring grid with the inverters remaining in GFM mode for voltage and frequency regulation until the bulk grid comes online. It leads to dynamic interoperation of single-phase GFM inverters with three-phase ones in the black start process. This paper studies the novel approach with electromagnetic transient (EMT) simulations. To evaluate the potential and the technical challenges of the heterogeneous IBR-driven black start, three-phase and single-phase GFM inverter models are developed, including negative-sequence control for voltage balance and a phase-by-phase current limiter (three-phase) and current magnitude limiter (single-phase). To examine dynamic aspects of the black-start process, the EMT simulation also models transformer and motor dynamics emulating their inrush and startup behavior as well as network dynamics. Involvement of grid-following assets to facilitate the black-start process is also modeled. By allowing multiple GFM inverters to collectively black start without leader-follower coordination, regardless of phases, a system can achieve extreme resilience. An inverter-driven black start of a heavily unbalanced 2-MVA distribution feeder using 1 three-phase and 3 single-phase GFM inverters is demonstrated. The simulation shows the heterogeneous system can maintain stability with the single-phase GFM dynamics coupled with the three-phase one.

Harmonized wood density data for Central Amazon species in the BIONTE experimental area in Manaus, Brazil

BIONTE (BIOmass and NuTrient Experiment) is a selective logging experiment established at the Experimental Station of Tropical Forestry (EEST, aka “ZF2”) field research station in the mid 1980s in the central Amazon (Higuchi et al. 1997, Amaral et al. 2019). The main data related to BIONTE are available as a separate dataset (Lima et al. 2022). Only species identified within the BIONTE plots were included in this dataset. Wood density, expressed in g cm-3, was collated from multiple sources that were integrated to compose the wood density for BIONTE. The starting point used was wood density data available from Chave et al. (2006), which was then adapted by Marra et al. (2016) and Marra et al. (2018). We also included data collected and synthesized by Ramírez-Méndez (2018) and Gimenez et al.(2021), who combined local estimates of wood density at the site with other sources collected in the Central Amazon. Data are included in .csv files, while BIONTE_WD_headers.txt provides descriptions of data file headers.

Offshore Wind Electrical Safety Standards Harmonization (Workshop Proceedings)

Offshore wind (OSW) development activity is accelerating in the United States, with over 10 gigawatts (GW) of capacity likely to be installed on the Atlantic coast before 2030. In addition, states have committed to procure over 29 GW of offshore wind. Experienced European offshore wind energy developers are beginning to make large investments into offshore wind projects in American waters, and some U.S. developers have submitted key design documents for regulatory review. European offshore wind developers possess extensive experience in other geographic markets, which greatly increases confidence that the U.S. offshore wind industry will be successful. Nonetheless, existing U.S. electrical standards and European electrical standards are significantly different. If not addressed, these differences could potentially impact worker safety.

Establishing a sustainable regulatory framework for the security of radioactive sources through harmonization with a safety regulatory framework

In order to establish and maintain sustainable nuclear security regulatory infrastructures for radioactive sources, it is important for States to develop nuclear security regulations with regulatory requirements and relevant criteria for security, which are consistent and well integrated with those for radiation safety. In establishing national regulations, experts worldwide follow the international recommendations on safety and security of radioactive sources published by the International Atomic Energy Agency (IAEA). Within the IAEA publications on safety and security of radioactive sources, some international recommendations are identical or very similar for both safety and security, for example, the requirement for the establishment of a national registry of radioactive sources. However, some other international recommendations are unique to the security area, such as the recommendation to examine the trustworthiness of employees, or to the safety area, such as the need to establish public exposure controls. Additionally, many international recommendations fall somewhere in between, such as the need for effective authorization of facilities and activities, a regulatory inspection and enforcement regime and the graded approach to establish and apply regulatory requirements. This paper examines how the IAEA international recommendations for establishing regulatory frameworks for safety and security relate to one another.
