2022 Long-Term Hydrologic Monitoring Program Report for the Rio Blanco, Colorado Site

This report presents the monitoring data collected by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) during the 2022 sampling event at the Rio Blanco, Colorado, Site, where an underground nuclear test was conducted in 1973. The test resulted in residual radionuclide contamination at the detonation depth. The 2022 sampling event included the collection of samples from onsite groundwater wells to monitor for any potential contamination that might be attributed to the Rio Blanco nuclear tests. This report summarizes the laboratory results obtained from the sampling along with the historical results since monitoring began in the 1970s. This annual report and previous reports are available on the LM public website at https://www.energy.gov/lm/rio-blanco-colorado-site. Data collected during this and previous monitoring events are available on the Geospatial Environmental Mapping System (GEMS) website at https://gems.lm.doe.gov/#site=RBL.

Near-Term Electricity Requirement and Emission Implications for Sustainable Aviation Fuel Production with CO 2 -to-Fuels Technologies

Aviation contributed approximately 10% of the U.S. transportation sector's greenhouse gas (GHG) emissions and about 3% of the nation's total GHG production before the coronavirus disease (COVID-19) pandemic (EPA 2022). Unlike the ground transportation sector, which can be decarbonized by using batteries and hydrogen fuel cell powertrain technologies, the technical and economic challenges of aviation electrification open the opportunity for CO 2 utilization (CO2U) using clean power sources. The U.S. government set a goal to produce 3 billion gallons per year of sustainable aviation fuels (SAF) by 2030 and scale up the production to 35 billion gallons per year by 2050 (Bioenergy Technologies Office 2022). In this report, we examine three potential locations, in California, Iowa, and Louisiana, for SAF production using two production pathways that are expected to be available by 2030. We analyze the electricity cost to satisfy 10% of the SAF production potential for the select locations. Specifically, we consider (1) retail electricity cost from the default local utility in each location; (2) physical power purchase agreement (PPA) for renewable power and battery storage hybrid systems with preset prices; (3) financial PPA from a dedicated renewable plant; and (4) estimated real-time pricing (RTP) from the wholesale power market with utility delivery adders. Retail rates are available for the three potential locations; however, the developer should negotiate with the local utility in Iowa for new tariff riders, because the load of the proposed SAF plant (1.4 GW) is significantly higher than the current industrial tariff structure requirement (200 kW). The developers are not able to claim federal credits (i.e., the Inflation Reduction Act of 2022) when sourcing electricity from local utilities. Developers could consider prioritizing physical and financial PPAs as purchase options. While physical PPAs can be imported out of state, this structure imposes availability issues as developers must locate in the same electricity grid regions. Financial PPAs do not have the same location restrictions and provide the same cost savings as physical PPAs, but financial PPAs impose financial risks in the event of system curtailment and grid interruption. RTPs are available for customers in California with flexible load and hourly load management capability; however, utilities in our studied regions in Louisiana and Iowa only offer time-of-use and curtailment programs to incentivize lower energy usage in peak hours. These utilities do not currently offer RTP programs, and the developer may need to have further negotiations with the local utilities to access RTP programs. The results show that purchased electricity prices may range from 2.6 cents/kWh to 7.1 cents/kWh for the three studied plants.

High-Pressure, Low Temperature Composite Nozzles for Long-Term H2 Dispensing (Final Report)

Final report on evaluation of NanoSonic high pressure hydrogen hoses under CRADA 399. NanoSonic hose liners, fiber winding, and hose end crimp fittings were analyzed for material properties, design, and burst test performance. The hose burst pressures exceeded 100 MPa under -130C sub ambient conditions. Hose crimp fittings were found to have some defects from assembly that impacted burst pressures. The use of digital image correlation provided unique insight to the crimped fitting influence on the composite material and the winding pattern during burst testing.

Impacts of LEU+ and HBU Fuel on Decay Heat and Radiation Source Term

Using low-enriched uranium with 235 U enrichment slightly greater than 5.0 wt % (LEU+) fuel is desirable for light water reactors (LWR) because it can enable longer cycles and/or smaller fresh fuel batches. This report analyzes the impact of LEU+ on back-end considerations, such as its impact on the spent fuel pool, and on the thermal and shielding performance of dry storage systems. For both pressurized water reactor (PWR) and boiling water reactor LEU+ fuel, this report concludes that additional cooling time or regionalized loading plans are required to maintain the same level of thermal and shielding performance of dry storage systems loaded with LEU fuel. For PWR fuel, this report concludes that the impact of LEU+ fuel on the time-to-boil of a spent fuel pool (SFP) is minimal and does not require considerable changes in SFP management.

Cleaner Cooking: Exploring Tools to Measure and Understand the Long-term Adoption and Environmental Significance of Cookstoves in India

About 40% of the world’s population, or roughly 3 billion people, rely on solid biomass fuels like coal, wood, dung, and crop residues to cook and meet their household energy needs. This outdated energy system has severe social, health, and environmental implications. Women are disproportionately affected as they predominantly bear the burden of cooking and collecting fuelwood, which exacerbates the “time poverty” trap that restricts them from participating in economic and educational activities. Exposure to indoor solid fuel combustion, also known as household air pollution, is responsible for 3-4 million premature deaths per year and is a leading risk factor for chronic obstructive pulmonary disease, childhood pneumonia, stroke, ischemic heart disease, and lung cancer. Solid-fuel cooking contributes to 16% of global ambient air pollution, emitting CO 2 and other climate-forcing pollutants like carbon monoxide, black carbon, and methane.

Territorial Economic Impact Index: Measuring the ongoing effects of long-term disruptions to Pacific Island Territories

The Territorial Economic Impact Index (TEII) estimates the change in overall territory-level economic activity during the COVID-19 pandemic relative to January 2020. It shows which Pacific Island Territories may be more susceptible to large reductions in economic activity compared to normal conditions by looking at which industries make up each territory’s economy and then tracking monthly changes in industry employment at the U.S. national level. Economic activity in the TEII is measured by the total value added of all industries within the territory. Territories with economic activities dominated by industries experiencing rising unemployment can expect larger direct impacts to their local economies, particularly if the industries account for a large portion of the economic output of that county. Results are available for all three Pacific Island Territories: American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands.

Efficient Multi-Scale, Thermo-Hydro-Mechanical Numerical Model for Simulation of Long-Term Stability of Rooms for Nuclear Waste Disposal

This project demonstrated the feasibility of developing a numerical modeling tool that provides an efficient and unique approach to analyze the geomechanical performance of a deep geological repository (DGR) for high-level nuclear waste. The numerical modeling tool is physics-based and models the thermo-hydro-mechanical (THM) processes during the required time (up to one million years) for a DGR. The unique capability of the developed code is explicit representation of fracturing and a discrete fracture network (DFN) in the model that includes the entire repository layout for simulated time of one million years. Therefore, it can potentially address one of the challenges of analysis of a DGR, which is efficient numerical simulation of a multi-scale, physics-based models.
